The JORC Code lists the three core principles of Transparency, Materiality and Competency as fundamental to how mineral estimates are publicly reported. But where the principles of Transparency and Materiality can be considered conscious choices underlying decisions at the point of disclosure, Competency is a self-declared position statement based on one’s confidence to defend a technical position (as well as the functional pre-requisites of institute membership and a minimum of five years relevant experience).Developing competency in the mining industry is an ad hoc process, generally left to the individual to chart through a process of osmosis from personal work experiences that lead to a sufficient level of confidence. Companies that actually present professional development programs leading to reporting competency are rare. And even once a person has followed a program, there is no specific outline of what constitutes technical competence.No doubt, there are persons signing off on mineral statements who would benefit from developing and/or updating their technical skills (they may not even be aware of unmastered skills). Equally, there are technical practitioners who are sufficiently competent, but lack the confidence to step up and publicly report their estimates. Confidence in one’s own abilities plays a significant role in deciding when one is ready for the responsibility of submitting mineral estimates for public consumption. In addition, a person’s organisational support, such as the availability of suitable peers and professional development programs, and opportunities to learn from a variety of technical projects contribute to developing relevant experience. Increased exposure in both technical breadth and depth enhance confidence in one’s ability and competence.The mining industry provides numerous opportunities through direct and indirect means to develop the competency underpinning a stable reporting code. This paper examines a theoretical framework and associated processes that could be used to examine how the mining industry, companies and individuals collaborate to develop this vague principle of competency. This paper seeks to initiate research with the express purpose of enabling more effective and efficient development of reporting competency in our industry.

THIS article aims to clarify the use of some terms often occurring in writings on iron and -steel, and also to suggest several new short abbreviated names for some of the things related to the subject which now are indicated by phrases. Crude or Crude Iron The name crude or crude iron is recommended for the iron produced from ore by the blast furnace. When necessary it can be specified as pig iron when in the form of pigs (usually cold), or as molten iron, commonly called hot metal to distinguish it from cold iron in pigs. The product of a direct process of making wrought or malleable iron from ore is not included.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defence for purposes other than the extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallic is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of the Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

Continuing Professional Development (CPD) is not just a catch-cry. It is an essential component of every-day life in many professions, including accountancy, law and public administration. Without realising it, many other professions are undertaking CPD activities in an un-structured way, including mining, metallurgy and geology. Examples include Annual and technical conferences of The Institute, Branch-level technical meetings and in-company training and development programmes and technical exchanges. Whilst approaches to date have undoubtedly helped keep the Australian mining industry at the forefront of mining technology, one cannot presume that technological development will stand still. To meet this challenge, human resource development must keep pace, not only to optimize utilization of technological developments, but more importantly to develop firm bases from which new products, processes and technologies can be developed within Australia.

Coal resource data from public and private sources, in conjunction with previously published data, were used by the Bureau of Mines to determine the location and extent of strippable coal resources in Colorado. Total strippable resources of approximately 18 billion tons were estimated in 12 separate coal regions, fields, or deposits. Coal recoverable by contour mining techniques was not included. Criteria used in defining strippable resources were a minimum coalbed thickness of 2 feet and a maximum overburden thickness of 150 feet, except where the coalbeds are of exceptional thickness. Ail Colorado coal is either Cretaceous or Tertiary in age. Cretaceous coals occui In the Dakota Sandstone, the Mesaverde Group, and equivalent formations while Tertiary coals occur in the Dawson Arkose, the Fort Union and the Wasatch Formations, and equivalent formations. The strippable coal ranges in rank from bituminous in the Yampa region to ligniferous in the Denver basin. Ali this coal is low in sulfur content (less than 1 percent); ash content is low to high; heating value ranges from 3,000 to 12,000 Btu's per pound. Ash from the lignite of the Denver basin was found to contain an abnormally high percentage of kaolinite which conceivably could be recoverable as alumina.

The conventional low temperature process for extracting' helium from natural gas involves liquefying the whole gas stream in order to remove the relatively small fraction of helium. A process based on the selective diffusion of helium through a semi-permeable barrier is, in principle, more economical and flexible, particularly for the treatment of small re-serves and low concentrations. The well-known permeability of glass to helium offers the possibility of such a diffusion process and McAfee of the Bell telephone Laboratories showed in 1958 that practical separations could be achieved by passing natural gas over bundles of fine capillary glass tubing. Developmental studies have been carried out involving larger units and more extended field tests than those of McAfee. Fine capillary tubing of Pyrex glass 0.0035 in. diameter was prepared by drawing ordinary 6 mm. laboratory tubing in a furnace. "What affects and influences one’s perspective of the mining and metallurgical industries?One’s perspective of the industry we work in changes over time as a function of our experience as well as from the interaction we have with colleagues locally and probably even more so with those internationally. Furthermore, the ever-changing environment continues to impact the context in which one sees things. Living mostly in South Africa through its changes in the past fi fty years but also having the opportunity to travel extensively and work on projects abroad adds an invaluable richness to this more global perspective. One of the greatest challenges is how best to use this experience to endeavour to support the many potential opportunities in southern as well as sub-Saharan Africa. However, one has also to face the realities of how the best interests of the country and its peoples are sadly often not well served for various unfortunate reasons. Investment, education, regional stability, and good governance are some of the most critical considerations for the prosperity and survival of the region.The mining and metallurgical industry in southern and sub-Saharan Africa changed significantly during the post-colonial and apartheid eras as a result of global and regional developments that have impacted the ownership of businesses, the technologies used, and products produced in a manner that was not envisaged even fi fty years ago. Southern Africa’s mining and metallurgical industry has progressed from one based mostly on diamonds and gold in the late 19th century to a much more diverse one that involves the production of a variety of other precious, base, and ferrous metals and minerals as well as coal and industrial minerals. The infrastructure and manufacturing capacity was largely developed to meet the needs of this industry during its growth phases, but even though the dynamics have changed there is still a need for more efficient and effective support systems in the region."

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

Successful technology commercialization occurs when a company is focused on creating shareholder value by providing a reliable product at a price point attractive to the market, while at the same time maintaining strict control of its internal cash burn rates. Developing a technology platform and a market platform are equally important in the commercialization of new technologies such as fuel cells. This paper will discuss some of the key barriers that may prevent successful market entry for emerging and disruptive technologies, such as: R&D priorities, supply chain / manufacturing issues, materials, cost reduction strategies, customer needs, developing a market pull strategy, institutional barriers such as existing regulatory/approvals processes and/or current design/purchasing practices, product reliability and resilience, and finding the right path to market. SDTC is an arms length foundation that aims to financially support the successful market entry of emerging and disruptive technologies that can provide significant environmental benefits to Canada. The fuel cell industry, which represents one such technology, is at a critical point in its evolution where market receptivity and the technology platform are converging to potentially create significant customer advantages for fuel cell products being developed today. Since its inception in 2001, SDTC has received over 850 business cases from which it has identified successful strategies to overcome the noted barriers to commercialization. While maintaining commercial confidentiality, the SDTC database will be mined to: Identify specific success stories that have overcome various barriers and discuss their strategy; Identify specific fuel cell related industry experiences that hinder successful market uptake. The general attributes and trends of successful technology developments identified in this paper will hopefully provide guidance to technology developers and prepare them to successfully tackle the next set of hurdles on the path to commercializing their technology, once they have proven their technology works in the laboratory.

The report of the Forestry Committee, presented to the recent Imperial Conference at London, is discouraging in its view of the future of timber resources and supplies. From a review of the forestry situation throughout the world, there is every likelihood that, thirty years from this, a shortage of the soft-woods will be severely felt. In the United States, only about one-third of the present forest area contains virgin timber. This will be cleared at the rate of five and a half million acres a year, so that in twenty-five years it will be about all gone. Canada has only about 27 per cent of her original forests left, and her virgin soft-wood will last but another half century. At the present time, the value of her lumber products is over $300,000,000 annually. During the summers of 1909 and 1910, the Government of Nova Scotia caused an examination to be made of the forest conditions in this Province. The reconnaissance, which was under the direction of Professor B. E. Fernow, of Toronto, involved an examination of the various soils, the rate of growth of the wood, and a general survey of the forest area. The importance to the Province of conserving its forest resources was clearly shown, and a number of recommendations were made, which; however, were never acted upon.

Calls for transformation in the mining sector are legislated. Whilst the composition of boards in terms of gender diversity and equal representation has improved, little is known on how women directors experience boardrooms. This research investigated the experiences of South African women in male-dominated mining boards. It questions why women remain marginalised in boardrooms, even when they are qualified as the men in their respective fields. The experiences of South African women on male-dominated mining boards were investigated by means of a multiple case study using a qualitative research methodology. Interviews were conducted with 16 women and 12 men serving across six JSE-listed South African mining companies. The findings show that irrespective of their qualification and experience, women,s, contributions are often ignored, and they are assigned to more social roles. Regardless of race, all women experienced gender stereotyping. Strategies are required to ensure that board cultures embrace female talent, where women can effectively contribute to decision-making and maximize their talent. It is argued that gender and identity should be studied in relation to post-colonial history in African countries. Women have multiple, varying identities, and their experiences require a unique investigation that would enable strategies to overcome barriers, through the implementation of an appropriate diversity management programme.

Cooling of coal mines in the Bowen Basin, characterised by steep geothermal gradient, is presently achieved mostly through rental surface bulk air cooling in summer months. This paper argues that future mines will be required to focus their cooling resources more intensively to manage a challenging thermal environment where virgin coal temperatures of over 50¦C at a depth of 500 m are expected. Currently, mine cooling systems are employed to maintain the wet bulb temperatures (WBT) to below 27¦C at which point the risks of heat stroke or other heat-related issues are manageable. The capacities of these systems are in the range of 6 MWR to 10 MWR. The relationship between high working temperature environments and injury frequency rates is well established. Therefore, provision of appropriate cooling strategies and understanding their optimum performance and suitability are important to Australian coal mines of the future. This paper evaluates the underground temperature profiles of deep, gassy coal mines with propensity for spontaneous combustion and proposes the long-term cooling pathways to effectively manage thermal hazards. Thermodynamic modelling is performed on a longwall face and includes air leakage effects from goaf streams at various locations along the longwall face. The strategy summarises the application of underground bulk air cooling, chilled water sprays on the shearer and the resulting temperature profiles. Considering the new mining projects planned for the Bowen Basin region, a review of implementable cooling strategies such as mid-gate mobile bulk air coolers (BACs), spot coolers, underground bulk air cooling and the use of chilled water to enhance the positional efficiency of cooling plants, are discussed in this paper. "The website www.economicevaluation.com.au, which had its origins at the Project Evaluation Conference 2009, provides a free way for industry professionals to teach themselves economic evaluation. At its core is a set of fast-moving modules and three worked examples.The website recognises that economic evaluation is a discipline with a hierarchy of three levels:decision-makingevaluating the project/businesshands-on modelling.There are a set of modules for each level that describe the concepts and activities in detail. These emphasise that the most important and rewarding work is the evaluation of Level 2. The economic model created in Level 3 is merely a working tool and should not become a sophisticated ‘trophy’ in Excel that only one or two people can comfortably use.Hands-on modelling contains three sets of practices designed to make any model rigorous and intuitive so that it can be easily understood and used by others in the project team. Even if the model develops into a long, detailed and complex workbook, it should remain easy to follow and be intuitive. The website advocates freedom to devise any architecture that best suits the project under study, but promotes rigour through the following practices:four cash streams and graphsthree architectures – concept, prefeasibility and feasibilitysix principles.The modules in the Level 2 evaluation use conversational language to describe in detail the broad range of activities needed to properly understand and characterise a project/business. (communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.

The probable inadequacy of physical tests of coke for the purposes for which they are made has been a subject for discussion for many years. However, little has been published in this connection, even though most workers in the field believe that the physical properties of coke are of major importance in its utilization in the steel and allied industries. In fact, the reproducibility of the recognized tests is largely unknown or can only be approximated. This situation occasions many difficulties when attempts are made to judge the coke-production qualities of various coals or coal blends. During World War II the Coke Production Committee, composed of representatives from industry and the Solid Fuels Administration, concluded that study of existing testing methods and possible improvements would be of material assistance in answering questions relating to coke quality. Since that time the Bureau of Mines has taken samples of coke produced in industrial slot-type coke ovens in connection with studies aimed at extending coking-coal reserves by adding to the list of sources known to be suitable for this purpose. Testing procedures on these cokes were arranged so that the data obtained would yield information on (1) the degree of precision of tests commonly used in the industry, (2) the causes of the known poor reproducibility in several of the physical tests, and (3) possible improvements or modifications of existing physical testing procedures.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. I will venture to say that, to none of your surprise, on day 60 we were asked to join the union, and on

Introduction The position of Turner Valley in the foothills of Alberta, some thirty-five miles southwest of Calgary, is too well known to need further description. This attempt to interpret in detail the nature of the structure, and its relationship to neighbouring structures, together with general observations on the foothills belt, is based on work carried out in the office of the Supervisory Mining Engineer, at Calgary. The object in view was the correlation of the mass of evidence which had accumulated from the detailed examination of drill cuttings, and to discover, if possible, its structural significance. Unfortunately it is not possible to publish most of this detail owing to its confidential nature, and in consequence the reader is asked to accept certain statements, which under other circumstances would not be made without supporting evidence. The main argument for the general structural interpretation rests on evidence which has already been made public, and it is possible to proceed to logical conclusions on the main points. The evolution of ideas concerning the structure of Turner Valley is somewhat difficult to follow, as, compared with all that has been said on the subject, there is not a great deal on record.
