THE THEME of my remarks provides a great deal of latitude. I shall therefore take advantage of the scope it offers to look at our industry across a broad spectrum. My observations reflect a Canadian mining man's varied career as a geologist, mine operator, geological consult ant and company executive in Canada and overseas ... under differing cultures, business environments and political jurisdictions. I was fortunate to come into this industry in the mid-1930's when it was characterized by great enthusiasm, drive and resourcefulness. It was the beginning of a burgeoning era of some 30 years' duration in which the individualist, the entrepreneur and the builder found ample room for expression. As I contemplate the environment in which we now have to operate and try to perceive what lies ahead, I find myself deeply disturbed. Something serious has happened to this industry along the way. It appears that our very success has been the source of our undoing. I believe it is useful to summarize our industry's basic strength at home as a take-off point f or assessing its position in world terms. I hope that I can focus on some of the things that, in my view, must be done for this industry and by this industry to restore Canada's historic role in the world mining community. The Canadian mineral industry provides 140,000 jobs. It pays the second -highest average weekly wages and salaries among the country's major industries. The output per employee in the mining industry is estimated at about three times that for the economy as a whole.

The issue of retrenchment is a topic of considerable relevance for the Papua New Guinea (PNG) mining, petroleum and gas industries. The unique environments in which Porgera Joint Venture (PJV) and other similar operations operate are likely to confront these industries with particular dilemmas that will require a range of investments to mitigate the problems associated with retrenchment and employment. This paper discusses retrenchment and employment in the PNG mining industry using the specific case study of PJV. The paper deals with the issue of employment and retrenchment of local workforces in the PNG context, which presents a serious challenge for the resources industry and the achievement of sustainable development objectives. The issue of future retrenchment of the workforce as a result of mine closure is an obvious challenge for both PJV and the Porgeran community at large, who have now come to rely upon both the employment opportunities presented through the mining. This paper examines these challenges and in doing so highlights some progress made by PJV. The paper also discusses downsizing, strategic practices and holistic approaches of retrenchment and employment. In doing so the paper highlights issues that have been overlooked in both academic and applied studies from global and local perspectives in the PNG mining sector. The latter sections articulate the relevance of the information provided by the case study in the wider context of retrenchment. The conclusion promotes a perspective that a great deal more investment will be required by all stakeholders to respond to the challenges of managing retrenchments and mine closure.

The fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product Liner. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

"Mining geology as a defined profession is only about 100 years old. The successful modern mine geologist needs to be a multidisciplinarian, but also needs to maintain a focus on the key outputs of the role. The technical skills needed in the role have increased as mining methods move to increasingly mechanised techniques. As well as being the guardian of the orebody and ensuring minimal dilution to expected ore grades, the mine geologist should be competent in the 12-point mine geology process. Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.

The recent history of the mercury market results almost entirely from U.S. Government actions. Its derived demand has been curtailed by U.S.E.P.A. mandates; its supply has been augmented by U.S.D.L.A. controlled stockpile releases. The resultant prices have altered its market structure, impacted mercury mining, refiners and recyclers, and affected international production and markets. From a marketplace product mercury is rapidly becoming a disposal problem. Other minerals may follow in its wake. This paper reviews developments in demand, particularly in relation to environmental constraints. Supply side impacts are considered. The impact of stockpiles, both as a market overhang and as a potential supply is reviewed. Government stockpile disposal activity is emphasized, but the size, estimated disposal rate, and quality of the private stockpiles are considered, as is the potential availability of additional material from shut-in mines.

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. . The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90 and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been . maintained. Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

The abstract discusses the importance of predicting fire response time (the time before conditions become untenable for firefighters) in underground coal mines. It introduces a data-driven approach using artificial neural networks (ANNs) to predict response time and fire size based on measurable parameters like CO concentration, mine geometry, air velocity, and time since fire detection. The approach was tested using simulations from fire models (FDS and FSSIM), showing promising results for real-time predictions during mine fires.

Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

Coal has been hydrogenated in Germany on a lather extensive scale for the past 20 years, but the process is new to the United States. Although pressures up to 15,000 pounds per square inch have been employed on commercial scale in the synthesis of anhydrous ammonia, and there is evidence that valves, tubing, and equipment have been developed recently up to 30,000 p.s.i. working pressure at moderately elevated temperatures for limited industrial production of plastics, such pressure ranges are unusual in American industry, and equipment designed for them is not commonly available. In the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., 10,000 p.s.i. operating pressures are combined with temperatures up to 1,000° F., and the materials to be processed under these conditions range from gases to mixtures of viscous liquids containing high percentages of abrasive solid particles. These service conditions presented unusual engineering problems requiring thorough investigation, Limited financial resources arid rigid time schedules inherent in the synthetic liquid fuels act often forced decisions before the best answer to a problem could be developed. Sometimes the ideal technical solution proved to be beyond the financial limitations of the demonstration-plant program.

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

The Pennsylvania anthracite-mining region is the only one in the world of major magnitude. As the deposits of anthracite in the United States are limited virt113.lly to Pennsylvania, the difficulties of this industry have been commonly considered a State rather than a national problem. However, there is also national interest in the conservation and wise utilization of all fuel resources and in the control of interstate waterways. The anthracite industry is confronted with the very se:;-ious :problem of accumu.lation of water in many of the mines. This problem must be solved soon if progressively higr-er mi~ing costs are to be avoided. The water proble~ cannot be solved by the operating compa,nies without State or Federal aid, or both, owing to the magnitude of the work requir~d, diversity of interests of the coal ana surfa.ce ovmerships, hazard to the whole mining community, and interests affec~ed outside the mining region. The cost of abati~ the ever-increasing_surface seepage to mine workings and of handling this seepage once it }3s occurred is beyond the economic resources of most ope~ating ma.'18.gements. The data in this paper giving the high lights of the water problem and indicating what appears to be a step in the right direction are based upon observations made during the past year that the industry desires and believes it is to the npublic interesttr to keep mine workings free of flood end surface waters.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.
