"INTRODUCTION The use of black blasting powder as an explosive in coal mines has long been recognized as hazardous and has been responsible for many of the worst disasters in American coal mines. One of the most pressing of the numerous problems confronting the Bureau of Mines, upon its creation in 1910 was to determine methods that would lessen the hazards created by the use of explosives in coal mines. The Bureau continued the study begun by the Technologic Branch of the Geological Survey as to the nature of explosives and made numerous tests to determine types of explosives suitable for blasting in coal mines. The Bureau has tested and approved hundreds of types of explosives and has disseminated information on methods and conditions for use underground to make them permissible as to safety. The Bureau of Mines has encouraged the use of permissible explosives for coal-mine blasting, and its experts both in the laboratory and in the field believe that the use of black blasting powder in any form (granular or pellet) is hazardous in any underground coal mine. Despite the information published at various times and innumerous ways and the general knowledge of the hazards that the use of black blasting powder in any form creates in the blasting of coal, the coal mines in the United States, during 1947 used approximately 34 million pounds of black blasting powder (granular or pellet), or approximately 11.8 percent of the total quantity of explosives used by the coal-mining industry.Many coal mines of the United States, for various and sundry reasons, probably will continue the use of black blasting powder, and this circular has been written for the benefit of such users, not that any suggested method or methods will make the use of this explosive safe, but it has been found that methods and conditions of use of black blasting powder can be improved so as to lessen, though not eliminate, the hazards created by its use."

The fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product Liner. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. THE THEME of my remarks provides a great deal of latitude. I shall therefore take advantage of the scope it offers to look at our industry across a broad spectrum. My observations reflect a Canadian mining man's varied career as a geologist, mine operator, geological consult ant and company executive in Canada and overseas ... under differing cultures, business environments and political jurisdictions. I was fortunate to come into this industry in the mid-1930's when it was characterized by great enthusiasm, drive and resourcefulness. It was the beginning of a burgeoning era of some 30 years' duration in which the individualist, the entrepreneur and the builder found ample room for expression. As I contemplate the environment in which we now have to operate and try to perceive what lies ahead, I find myself deeply disturbed. Something serious has happened to this industry along the way. It appears that our very success has been the source of our undoing. I believe it is useful to summarize our industry's basic strength at home as a take-off point f or assessing its position in world terms. I hope that I can focus on some of the things that, in my view, must be done for this industry and by this industry to restore Canada's historic role in the world mining community. The Canadian mineral industry provides 140,000 jobs. It pays the second -highest average weekly wages and salaries among the country's major industries. The output per employee in the mining industry is estimated at about three times that for the economy as a whole.

This paper is based upon field studies conducted in a western Canadian open pit coal mine. This work has involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board blasthole drills and mining shovels. A review of instrumentation and monitoring methodology will first be presented. Based upon experience from field-based studies, the paper will subsequently focus on the application of monitoring technology within the framework of an integrated Equipment Monitoring System. Such a system will permit the real-time performance evaluation of key equipment involved in surface mille production.

Technology plays an ever-increasing role in improving the safety and efficiency of mining operations. Laser scanning and photogrammetry are two useful methods for capturing 3D digital representations of real world objects. While both technologies have been applied to the mining industry in numerous ways, the practical applications in an operating underground limestone mine has been tested for this paper, including for visualization and site characterization. Each technology is capable of creating highly detailed geospatial point clouds, but are all point clouds created equal? This paper presents a comparison of a laser scan and photogrammetry of a limestone pillar and addresses the strengths and limitations of each method for creating digital models of operating underground limestone mines. INTRODUCTION The United States crushed stone business is a ~$14 billion per year industry representing 1,430 companies which operate 3,782 mining operations across the 50 states. In 2017 alone, 1.33 billion tons of crushed stone was produced with 76% used predominately for road construction and repairs, but also for the production of cement, lime, chemical and agricultural uses. Over 70% of domestic crushed stone producers source their material from limestone and dolomite deposits, with currently only 82 mines (2%) operating underground (USGS, 2018). Underground mining requires a different technical skillset, and poses great challenges for production that must be both safe and economical. Therefore, there are many risks that an operation must mitigate in order to produce underground limestone. Some of the challenges in underground limestone mining involve geological hazards that are unique to the rest of the industry. The geologic features such as faults and weaknesses can be difficult to assess in a production environment (NIOSH, 1998). The consequences of failure due to improperly designed underground mining ground support systems, such as from a roof failure, are not only life threatening for the miners themselves, but can easily shut down an entire mining operation.

Frequencies of haulage-related accidents in metal and nonmetal surface mines for the years 1988 through 1990 were investigated and compared with those of non-haulage-related accidents. This study was part of the U.S. Bureau of Mines program to improve mining haulage safety. Data were obtained through the U.S. Bureau of Mines Accident Data Analysis (ADA) program. The chi-square test was used to compare frequencies of haulage-related and non-haulage-related accidents for each of the following variables: degree of injury, age, total number of years of mining experience, and shift time. Significance was determined for degree of injury between haulage-related and non-haulage-related accidents. Age of injured did not vary significantly between haulage-related and non-haulage-related accidents, but total number of years of mining experience was found to be significant. Shift time for the accident proved to vary significantly between haulage-and non-haulage-related accidents. Events causing injury for haulage-related accidents were tabulated, and the most frequent determinants of haulage-related accidents were identified. Accident descriptions for both fatalities and permanent disabilities were studied, and the primary causes of these accidents were identified. These findings suggest that haulage-related jobs are among the most dangerous when considering accidents experienced by all workers in the metal and nonmetal surface mining work force.

Currently mineral resources evaluation is firstly expressed in terms of volume. Next the resources are transformed into tonnes by using an average bulk density applied to the whole deposit or, in some other circumstances, various different densities to distinct geological domains. Previous work in uranium, copper and nickel deposits used linear correlation between grades and bulk density to derive the density. Geophysics methods are also another good way to obtain density indirectly.These approaches do not take into account that two samples with the same grade but with different bulk densities can characterise different sample supports, leading to severe bias in grade and tonne estimates. It is important that the systematic measurements of bulk density are included into the estimation process, particularly when density is not correlated with the grades. Additionally, the extra time and costs involved in obtaining the bulk density data have made the mining industry disregard it.This study reports the impact in resource estimates by using a methodology that includes the bulk density variability. It involves the determination of a variability model for the bulk density and another model for the composite that was weighted by density as well as by its length. Next, these variables are estimated by kriging and the final grade estimates are obtained. The tonnages are obtained with the bulk density estimates. The conventional methodology was also applied and both estimates are compared to the reconciliation data from a major copper deposit. The results show a significant difference between the tonnage and grade estimates obtained from these two methodologies.The results show that considering density variability when compositing leads to a more accurate methodology resulting in better grade and tonnage estimates locally and globally.

The issue of retrenchment is a topic of considerable relevance for the Papua New Guinea (PNG) mining, petroleum and gas industries. The unique environments in which Porgera Joint Venture (PJV) and other similar operations operate are likely to confront these industries with particular dilemmas that will require a range of investments to mitigate the problems associated with retrenchment and employment. This paper discusses retrenchment and employment in the PNG mining industry using the specific case study of PJV. The paper deals with the issue of employment and retrenchment of local workforces in the PNG context, which presents a serious challenge for the resources industry and the achievement of sustainable development objectives. The issue of future retrenchment of the workforce as a result of mine closure is an obvious challenge for both PJV and the Porgeran community at large, who have now come to rely upon both the employment opportunities presented through the mining. This paper examines these challenges and in doing so highlights some progress made by PJV. The paper also discusses downsizing, strategic practices and holistic approaches of retrenchment and employment. In doing so the paper highlights issues that have been overlooked in both academic and applied studies from global and local perspectives in the PNG mining sector. The latter sections articulate the relevance of the information provided by the case study in the wider context of retrenchment. The conclusion promotes a perspective that a great deal more investment will be required by all stakeholders to respond to the challenges of managing retrenchments and mine closure.

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

Researchers at the U.S. Bureau of Mines have developed personal-computer-based data acquisition, instrumentation, and mine visualization and modeling techniques to evaluate a mine accessway in a deep hard-rock mine in northern Idaho. These techniques were applied to a mine shaft in a large silver mine that has been in operation for many years. A very deep, rectangular, timber-supported shaft extending to depths exceeding 2.3 km (7,500 ft) had been deforming continuously as a result of nearby mining, resulting in operational problems. Preliminary visual observations and rock and support monitoring confirmed that severe diagonal distortion was occurring. Extensive field measurements and data analysis confirmed initial observations, provided insights into the cause of deformation, and defined a general approach to structural modeling. Computer analysis of the problem was initiated by developing a three-dimensional model of the terrain. This represented a volume of rock approximately 80 km3 (40 x 1010 ft3) and an area on the surface surrounding the mine 9 km2 (3 square miles). Based on this model, a three-dimensional, finite- element analysis was conducted to establish boundary conditions for sequentially more detailed two- and three-dimensional submodels of the shaft area. Results from the computer study are being used to develop new approaches to mine design and to provide design guidelines for deep mine accessways subject to severe rock-mass loading conditions.

The Pennsylvania anthracite-mining region is the only one in the world of major magnitude. As the deposits of anthracite in the United States are limited virt113.lly to Pennsylvania, the difficulties of this industry have been commonly considered a State rather than a national problem. However, there is also national interest in the conservation and wise utilization of all fuel resources and in the control of interstate waterways. The anthracite industry is confronted with the very se:;-ious :problem of accumu.lation of water in many of the mines. This problem must be solved soon if progressively higr-er mi~ing costs are to be avoided. The water proble~ cannot be solved by the operating compa,nies without State or Federal aid, or both, owing to the magnitude of the work requir~d, diversity of interests of the coal ana surfa.ce ovmerships, hazard to the whole mining community, and interests affec~ed outside the mining region. The cost of abati~ the ever-increasing_surface seepage to mine workings and of handling this seepage once it }3s occurred is beyond the economic resources of most ope~ating ma.'18.gements. The data in this paper giving the high lights of the water problem and indicating what appears to be a step in the right direction are based upon observations made during the past year that the industry desires and believes it is to the npublic interesttr to keep mine workings free of flood end surface waters.

Coal has been hydrogenated in Germany on a lather extensive scale for the past 20 years, but the process is new to the United States. Although pressures up to 15,000 pounds per square inch have been employed on commercial scale in the synthesis of anhydrous ammonia, and there is evidence that valves, tubing, and equipment have been developed recently up to 30,000 p.s.i. working pressure at moderately elevated temperatures for limited industrial production of plastics, such pressure ranges are unusual in American industry, and equipment designed for them is not commonly available.
