The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

The writer has been asked to set forth for this Institute, the experience of the past eleven months in the mining operation conducted at Sweetwater Mine in which coal has been produced by the use of Link-Belt Conveyors on long faces. The coal in this mine has an average of six feet three inches in thickness, and lies on an average pitch of five degrees. The roof is a sandy shale of medium hardness and has been generally considered as good top in the room and pillar method of mining. When our company became interested in conveyors, the writer visited most all of the mines in the East where conveyors and other mechanical methods of mining were in use and decided that the modified method of w-hat is in use at the Norton-West Virginia mine would be the most feasible for our conditions. We in- stalled three hundred feet of conveyor as an experiment to see whether or not our roof could be handled and taken care of on long faces. This three hundred feet was installed as two separate conveyors, one as a face conveyor-100 feet in length, the other as a heading conveyor that delivered the coal into the mine car on the main entry. This face was worked directly on .the strike and down the pitch. This did not prove to be a success as the caving of the roof carried over to the working face and necessitated propping between the conveyor and the face and it was also necessary to shovel coal on the conveyor up the pitch. After working out this block, 200 feet in length, we installed these two conveyors at a place adjoining this worked out block, but on a half V shape shown on the sketch. This block of coal was sixty feet wide. This method proved to be very successful. We cut a place, moved the conveyor against the face before shooting and carried two rows of cribs between the conveyor and the cave, and caved the roof every second cut. After working out this block we were satisfied that this system was feasible with our mine. We then ordered twelve hundred feet more of the same type as the trial conveyor with the exception of a very few modifications. We then installed this fifteen hundred foot unit on the four faces shown on the sketch, with one hundred feet to each face, two hundred feet on each heading and three hundred feet on the main conveyor that delivered the coal into the pit cars. We also had a head and rear section for each of the four advancing places shown on the sketch. As the sections were taken out of the heading conveyors they were installed on the advancing conveyors, and when the faces approached the main conveyor, the main conveyor was taken out and installed in the next uphill or main conveyor place. The roof caved very well in line of the points and was broken about every twenty feet. It broke in a straight line and did not curve at each V. We encountered no trouble unless we permitted one of the points to get behind. The maximum tonnage possible to be produced on this method was estimated to be seven hundred and twenty-five tons a day, assuming that all places were cut and cleaned up in one shift, and this we did for several consecutive days. This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style1-" that curiously personal thingy-in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period-Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. [Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

This paper talks about the experiences of groups we have worked with over the last few years in the Asia-Pacific region (Australia, Canada, New Zealand and Papua New Guinea) and the ways that they have worked to bridge the divide between traditional and introduced structures, governance at a regional level and the introduction of traditional values into monitoring and evaluation practices. In doing this these groups have created structures and processes which have helped them engage both more effectively with external stakeholders while maintaining the legitimacy of their own operations with their own constituents. These are important ideas for those involved in the mining industry that could provide a number of very tangible benefits to mining firms and their engagement with these kinds of groups.

Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes on, like some writers, talking about `the former' and `the latter', `he', `she', `it', and `they', through !clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a' feeble ending for a serious statement. How often do you hear `the former' and `the latter' in conversation? Good conversation is a guide not to be dis¬dained. When you must use `the latter', do not confuse it with `the last'. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is best. I "Partly prevented" is a poor phrase. `Prevented! is a word that does not lend itself readily to modification. He means `checked' or `corrected'.

The overall slope angle (OSA) of pit walls plays a crucial role in the financial return of open pit mines. The work showcases a novel design methodology where non-planar geotechnically optimal pit walls with an OSA steeper than what is used in current design practices are employed without compromising mine safety, i.e. the optimal profiles are featured by the same Factor of Safety (FoS) than their traditional design counterparts. In the current design practice, pit wall profiles are often designed to be planar in cross-section and the profile in between ramps especially tend to be defined by a constant inter-ramp angle.

The Palabora open pit is scheduled to cease operations in 2002. While the ore body continues below the bottom of the final pit shell, the stripping ratio precludes further economic open pit mining. Palabora Mining Company has investigated various means of continuing copper production, and has determined that an underground mine is the best solution. Board approval to commence construction of the mine has been granted and shaft sinking is underway. First production is planned for the year 2000 and full production of 30 000 t/d will be achieved by the end of the year 2002. [ ] Mechanised block caving will be the mining method employed at Palabora. The cave will be initiated by excavating a thin horizontal slice known as the undercut. Removal of the undercut will induce stresses which cause the rockmass overhead to fracture. Fractured rock will gravitate through drawbells to drawpoints on the production level, and be loaded by LHDs for transport to crushers.

Severe service ball valve performance has a direct impact on the mechanical availability of high pressure oxidation and leach plants. The primary function of these valves is to isolate the autoclave for maintenance. Valve failure has historically contributed significantly to the maintenance downtime of these process plants. An understanding of the root causes of valve failures is the first step in increasing the reliability of the severe service ball valves. A rigorous failure analysis practice has been developed by Hatch for investigating refractory failures in furnaces and kilns based on Kepner-Tregoe methodology. The method has also been modified for valve failure analysis. From a root-cause failure tree analysis of each of the valve components, a list of all potential valve failure mechanisms was developed for ranking and evaluation, along with recommendations for further valve development. The purpose of this paper is to present the reader with the modified Kepner-Tregoe method and examples of this analysis.

Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. "The San Antonio gold mine is at Bissett, Manitoba, on the north shore of Rice lake, 100 miles northeast of Winnipeg. Gold was discovered on the property in 1911, but intensive exploration was not undertaken until 1926. Milling commenced on May 1st, 1932. Total amount of ore milled from that time until the end of 1946 was 1,766,670 tons, having a value of $18,378,317.GENERAL GEOLOGYThe rocks in the vicinity of the mine are Precambrian and include three groups, namely, the Rice Lake series of volcanic and sedimentary rocks, basic and acidic intrusions, and a younger formation of sediments known as the San Antonio formation (Fig. 1). The lower part of the Rice Lake series, consisting of flows of rhyolite, trachyte, and andesite with interstratified beds of agglomerate, occupies an area extending southward from Rice lake. The lake itself and the country to both east and west of its northern end is underlain by the next succeeding beds of the series, which are chiefly tuffs, arkose, and conglomerate, but include a thin band of basalt. Northward from the lake, these are succeeded by the upper beds of the series, first a thin band of basalt and, overlying this, porphyritic andesite flows interlayered with beds of volcanic breccia or agglomerate.The Rice Lake series has been invaded on the east side of the lake by a body of basic rock ranging in composition from gabbro to diorite and quartz diorite, now much altered. This is cut by younger sills and dykes of basic rock, probably diabase, the original texture of which is largely destroyed by alteration. Numerous dykes of feldspar porphyry, quartzfeldspar porphyry, and a few of a rhyolite-like rock, occur south of the lake, but are uncommon to the north. They cut the diabase and older rocks.Extending westward from Rice lake and lying with marked angular unconformity against all of these rocks is the San Antonio formation, consisting of cross-bedded, arkosic quartzite."

Canada, as the Free World's largest mine producer of zinc and the third largest mine producer of lead, has a vital interest in the future growth in demand for these metals. This paper traces the development of lead and zinc consumption in the last two decades, both on a total-Free-World basis and by major market areas. How Canada, as a major mine producer, has shared in this growth is also indicated. In addition, future consumption for both metals in the current decade of the 1970's is fore-cast. The demand these projections will make on Free World mines, particularly on Canadian mines, is examined. Some of the opportunities and challenges the Canadian mining industry will likely face during this period are also dealt with.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

In. East Kootenay, two Companies are operating, the Crow's Nest Pass Coal Company of Fernie, with mines at Coal Creek and Michel, and the Corbin Coal and Coke Company, of Corbin and Spokane. Wash., with mines at Corbin. The Crow's Nest Pass Coal Company has also coke-ovens of the bee-hive type at Fernie and Michel. The mines have a productive capacity, with present development and plant, of approximately 1,500,000 tons of coal, and of 300,000 tons of coke annually. The total production in 1923 was 828, 990 tons of coal and 65.990 tons of coke. In the early years of operation, the mines furnished a very large percentage of their output to the railways and smelters. These were, in fact, the primary markets for which the mines were opened and the ovens constructed. The Great Northern Railway had built into Femie, and later extending its line to Michel, became a heavy consumer of both of these mines. The Spokane International, connecting the Crow's Nest branch of the C.P .R. with Spokane, furnished tonnage to Corbin. The Canadian Pacific Railway bought for Crow's Nest consumption. The smelters at Grand Forks and Trail in the Boundary country were large and steady consumers of coke, while in-termittently Northport, Butte, Helena, and Great Falls shared in the product of the ovens.

Stratigraphy, structure and closure of the Paloma field are discussed, with some details regarding the present state of development. The Paloma anticline, a large dome modified by faults, is the largest single closed dome in the southern San Joaquin valley without surface outcrop or topographic expression. It owes its discovery to geophysics. Of nine wells drilled to the Stevens sand, seven are productive. The ultimate productive area may approximate 3000 acres when the limits of the field are determined. Introduction The Paloma field derives its name from the Paloma school, ½ mile north of what is now the center of the field. The field is 17 miles southwest of Bakers-field, in the south central part of the San Joaquin Valley (Fig. I). The present developed area and its expected extensions are in townships 31 and 32S., R.26E. It is the most southerly of several fields that produce from the Stevens sand zone. The first well to produce condensate was a joint test drilled by the Western Gulf Oil Co. and The Texas Co. near the center of sec. 3, T.32S., R.26E., well No. 54-3. This well was completed on Aug. 31, 1939, at a depth of 10,178 ft. The initial production was 2280 bbl. a day of condensate and 14,750,000 cu. ft. of gas (½-hr. gauge) through a ?-in. bean. Prior to the drilling of this well, the Ohio Oil Co. discovered and developed a small gas field, which embraces a part of three townships about their common corner but lies chiefly in secs. 31 and 32, T.31S., R.26E. The first well was completed on July I, 1934, at a plugged depth of 5239 ft. after having been drilled to 7957 ft, production was found in a 59-ft. zone IIO ft. below the Fourth Mya bed, within the Sari Joaquin clays. Until recently this field was known as the Buena Vista gas field. It is now carried by the Division of Oil and Gas as the Paloma gas field. Production within the Paloma gas field is derived from six wells, producing from several different zones in the interval from 4177 to 5548 feet. Geology Stratigraphy The sediments penetrated by wells in the Paloma held range in age from Recent to Upper Miocene. The entire section, which exceeds 10,000 ft. in thickness, conforms generally to the standard section of the south central San Joaquin Valley. The producing zone, sometimes called the Paloma sand, is the approximate equivalent of the Stevens sand zone of the Ten Section, Canal, Coles Levee and other fields. The stratigraphic section is shown in Table I. Paloma Producing Zone* (Stevens Sand Zone, Upper Miocene) .-The Paloma producing zone (Fig. 2), frequently referred to as the Paloma sand, is encountered at depths ranging from 9950 to 10,300 ft. EAKLE, Berkeley, Cal.-At the old Morning Star mine in Alpine County, where large masses of enargite were found some years ago, I looked particularly for evidences of replacement of pyrite by the enargite. While I have not made a particular study of any of the specimens, I judge that the pyrite and enargite were precipitated together. They were both primarily in those rocks. Of course, by using Mr. Graton's method of determination we might possibly find a situation somewhat different, but I should say that the enargite is not replacing the pyrite, but was simply precipitated at the same time. The bodies occurred there within 50 ft. of the surface, so it is probably not a case of secondary enrichment. H. W. TOLMAN, Stanford University, Cal.-You can find practically all the evidences we have discovered in the microscopic study of ores. You can find all stages in the process of replacement of earlier minerals, especially bornite, by chalcocite, from a stage, in which the process has but just started with only occasional fragments of chalcocite set in bornite, to a stage where remnants of bornite are set in chalcocite. The replacement may take place along the cleavage lines or along the crystallographic directions of the earlier mineral, or it may take place irregularly. In one type of replacement you may find in one spot a few cross-cutting veins, and in another spot the latter may be so enlarged that there remain only a few individual specks of the replaced mineral.
