(San Francisco Meeting, October, 1911.) MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations. In view of present interest in a revival of gold mining enterprises, papers dealing with the development of small gold properties are apropos. The present paper deals with the operation of a small gold property in the exploration and development stage, mining and milling 25 tons of ore daily, and indicates what may he expected in the way of mining costs under northern climatic conditions, by practicing rigid economy, at a property where disproportionate overhead costs are unavoidable bacause of the small rate of production. The output of this prospect is treated in a small amalgamation plant which has been described in a previous circular.. HISTORY Prospecting in the district was begun in 1909, and by 1911 the adjoining mines, Hollinger and McIntyre, were in operation. Actual work was begun on the Rochester claim in July, 1922, and carried on through 1924. The property was closed until 1928 when the present company took it over, together with the other holdings of the Canadel Mining Co. A small mill was started as a pilot plant on March 24, 1929, and is still in operation.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90° and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: I. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

This paper describing the mining practices at the Ground Hog Unit of the Asarco Mining Co., a subsidiary of the American Smelting and Refining Co., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United Stated. The Ground Hog mine is at Vanadium in the Central mining district, Grant County, N. Mex., about 1.0 miles east of Silver City and 2 ½ miles southwest of Santa Rita. A branch line of the Atchison, Topeka & Santa Fe Railway connects Vanadium with Deming, about 45 miles southeast.

"The Dawn Lake uranium deposits are located 340 km north of La Ronge, Saskatchewan, in the Athabasca Basin between the Midwest Lake and Rabbit Lake deposits. Four zones of uranium mineralization, called the ""11, 14, 11A and 11B Zones,"" lie within the Athabasca Sandstone, at the sub-Athabasca unconformity and in the basement.At Dawn Lake, approximately 100 metres of Helikian Athabasca Group clastic sediments overlie Aphebian Wollaston Group pelitic and calcareous metasediments and pegmatites. Uranium with some nickel, cobalt and copper, occurs near the sheared stratigraphic contact between calc-silicate gneiss and graphitic, pyritic pelite. The mineralization lies in an area of low magnetic susceptibility which is thought to represent a rock sequence lying stratigraphically high within the Wollaston Group. There is no obvious vertical displacement of the unconformity by faulting, despite considerable brecciation, shearing and slickensides seen in the basement rocks. This suggests horizontal displacement on steeply dipping wrench faults as the main tectonic control along the 11, 11A and 11B trend.Below the Athabasca unconformity, the Wollaston Group rocks are altered to fine-grained mixtures of clays, chlorite and silica commonly called regolith. Along the mineralized trend post-Athabasca fracturing and (or) compaction have occurred through this clay-rich alteration zone, causing the steeply-dipping primary foliation to become contorted. This ""crenulated"" horizon can reach depths of 35 metres below the unconformity and is thickest along fault zones in the calc-silicate rocks. The ""crenulite"" is a distinctive unit which at Dawn Lake is commonly found above pods of ore located deep below the unconformity.Much of the mineralization in the 11A and 11B Zones occurs above, beside and below the thickest part of the crenulated zone, although the crenulated rock itself contains negligible amounts of carbonate, pyrite and uranium. Intense vuggy alteration and collapse breccias are found in calc-silicate rocks deeper and to the west of the 11A and 11B mineralization. There are at least two ages of uranium deposition in the basement zones, shown by small bright cubes of ""pitchblende /"" overgrown and replaced by duller botryoidal ""pitchblende II. ""Sooty pitchblende and yellow secondary minerals are the result of still younger reworking.The geological setting of mineralization, along the contact between carbonate-rich calc-silicate rock and pyritic pelite, suggests that the uranium was concentrated at a pH/Eh boundary located between deeply weathered, carbonate-rich and sulphide-rich basement rocks."

This paper, descriptive of a single mine, is presented in the belief that it may furnish useful suggestions to mine-managers encountering similar problems; and it includes the details which will enable them to estimate the value of the methods employed—especially where these depart from common practice. Tt should be added, however, that this mine is not typical of the San Juan district, but differs markedly from neighboring mines in physical conditions and metallurgical requirements. The Liberty Bell mine is situated in San Miguel county, Colo., on the west front of the San Juan mountains, 2 miles north of Telluride. The vein was discovered in 1876 by Wm. L. Cornett, who, with subsequeilt locators, took up claims along the apex. This paper advocates that researchers take control of this resource and become actively involved in creating web content. Two examples of the use of the web in a materials setting is provided. The first illustrates how a concept quiz for teaching can be developed. The second shows how a materials processing model can be run in real time over the web. Vertically dipping lenses of nickel-copper ore at Dumbarton Mines Limited are being mined by a modified blasthole stoping method. The principal access to the mine is provided by a 15-degree decline, which, in conjunction with the use of ramps and declines for secondary access, maximizes the accessibility and mobility of trackless mining equipment. Sublevels are driven in ore on 80-foot vertical intervals and subsequently the ore, ranging in thickness from 15 to 30 feet, is slashed to its limits by a procedure of face sampling and test holing. Two longhole drill jumbos are used to drill off 40-foot vertical slices above and below these levels. Following blasting, the ore falls by gravity to the 500-foot horizon, where it is removed from drawpoints by load-haul-dump units and transported by truck to the main orepass. The rock is crushed to minus 3-4 inches and conveyed to surface by a 30-inch-wide wire rope suspended conveyor. This is achieved in two flights, a lower one of 290 feet and a main flight of 2260 feet. All aspects of the mining operation are discussed in the paper, including ventilation, services and safety.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

In hard siliceous sandstone strata overlying coal seams, roof bolting is often the bottleneck in the coal production cycle. In the past, these strata have been drilled by pneumatically operated stopers. Although slow drilling is cumbersome and uncomfortably noisy, the stoper was the most effective drill in these harder strata. However, because of the (U.S.) Coal Mining Safety Act, which limits noise levels for operating drills, FMC Mining Equipment developed the water-through-the-drill-steel method of drilling high-compressive-strength strata. Although water-through-the-drill steel had been developed earlier, the real impact of wet drilling techniques surfaced when the dual-boom roof drilling machines were installed at the Virginia-Pocahontas Division, Keen Mountain, Virginia, in 1974. This paper covers some of the technical details of the water-through- the-drill-steel design and its application.

The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

Capital requirements, mining and coal cost factors, water availability, and coal-quality data pertinent to SNG production are presented. Evaluation of individual coal reserve blocks was based upon coal and water requirements of the Bureau of Mines Synthane coal gasification process.

"Nickel saprolite ores are normally mined as feed to Fe-Ni smelters or Ni matte smelting operations. The smelting processes typically require high Ni cut-off grades of approximately 1.5 to 2.2% Ni, depending on the operation. These very high cut-off grades result in a significant portion of the saprolite profile being regarded as “waste” and hence having little to no value. The Starved Acid Leach Technology (SALT) was developed to recover nickel and cobalt from nickel saprolites and Caron plant residues. Relatively small amounts of acid are applied to ground saprolites or Caron residues in order to selectively leach nickel and cobalt. The leaching is performed atmospherically under low free acid conditions. Nickel and cobalt may be recovered from the leachate as a mixed hydroxide. The mixed hydroxide may be added directly to a saprolite smelting operation or refined separately. InCoR Technologies is advancing the application of SALT at a number of sites. Bench scale testing has provided a relationship between acid addition and nickel extraction in leaching. Conceptual engineering studies have been completed by SNC Lavalin. The simplicity of the SALT technology provides the benefits of low capital and operating cost and an expected rapid ramp up to full production.INTRODUCTION The recent history of hydrometallurgical nickel laterite treatment plants has demonstrated mixed financial and operational performance. Table 1 summarizes the next generation plants built after the financial and/or technical failure of the Bulong, Cawse and Murrin-Murrin plants in Australia. The Coral Bay plants (Line 1 and 2) stand out (and now Taganito) as relatively low capital cost, simple (no acid plant, production of mixed sulfide product), and modest in scale (10, 12 and 36 kt Ni/a). However, the other plants in the list (Ravensthorpe, Ramu, Goro and Ambatovy) are all characterized by financial and technical challenges. All plants have a very high capital cost ($67,000 to $120,000 USD/annual t of Ni production). Ravensthorpe was sold by BHP Billiton after a poor startup. Ramu has had a steady ramp up but only produces mixed hydroxide for refining by others. Goro has had an extended construction period (since 2001), is high cost and has been very slow to ramp up to design production rates. Ambatovy has had a steady ramp up."

Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

"INTRODUCTION The district comprising Union, Lafayette, Pontotoc and Calhoun Counties, Miss. (fig. 1), was examined in October 1941 by R. W. Smith of the Bureau of Mines, accompanied by J. W. Adams of the Mississippi Bauxite Co. 3/ Subsequently, geologists of the Federal Geological Survey made a more detailed study of the area. 4/Bauxite had been reported as present in several localities in Pontot. County, and large deposits of kaolin are known in Pontotoc, Union, Calhoun, and Lafayette Counties. Many of the bauxite deposits, such as those on Big Hill, Second Hill, and Third Hill, in Pontotoc County, form the caps on hills and are outliers of Wilcox deposits on the Midway formation. Such deposits could have no extensions because of erosion and were not examined, as they were investigated by the Mississippi Geological Survey. 5/ Most of the bauxite was known to be low-grade, with a high iron content. However, Pontotoc County in particular presented possibilities of finding high-grade bauxite with a low iron content by drilling down the dip from the Wilcox-Midway contact. Consequently, with few exceptions the investigation was confined to drilling in this direction.Headquarters were established in Tupelo, Miss., on July 13, 1943, and mineral agreements were obtained covering 8,367 acres of land, with 62 land-owners in Pontotoc and Union Counties. Holes were drilled on properties of three of the landowners in Union County and 36 in Pontotoc County."

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

"This paper is based on a statistical analysis of the Smallwood iron ore mine (6). In this mine, the prediction of magnetite is especially difficult because of strong trends. Recognizing the statistical limitations of the sample data, the paper approaches the basic statistical analysis of the magnetite by endeavouring to obtain a first approximation of its sample density function. The knowledge of the distribution of a random variable is essential for several reasons, but particularly: (1) to obtain reliable estimators of the population parameters -for example, mean and variance; and (2) to use these estimators in hypothesis-testing concerning future experiments -sample points and sample intervals."

An attempt is made to summarise the mining law of England, Wales and Scotland. Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. A correction in the subsequent issue amends errors on p.A75 and A82 and regrets the publication of misinformation on the availability of grants
