MANY producers have held that the only workable quicksilver ore is easily recognized by its .cinnabar content. In most cases this is true. A noticeable exception is a. particular opalite deposit where part of the ore now being mined in considerable quantity shows only the yellow mineral, calomel, or its alteration products. This mineral, on exposure to the sunlight, quickly becomes coated with gray or black layers that may be removed by scraping to reveal the yellow mineral beneath. The blackening of this mercuric chloride on exposure to sunlight shows reaction to form metallic mercury, which is usually plainly present in this class of ore.

"AbstractOver the past five years, tax rates in the Canadian mining industry have skyrocketed upward across Canada, as both federal and provincial governments have sought to increase their share of mining revenues.However, the past few years have not only brought high tax rates to the industry, but also a number of important new federal and provincial tax incentives.In large part, these incentives ~ special credits or reduction in tax for carrying out specific exploration, processing or other activities - have helped to moderate the adverse effects of the higher tax rates and have provided inducements for exploration and processing activities which might not otherwise have been undertaken.However, the effectiveness of certain of these incentives can be questioned: our over-all tax structure now consists in large part of punitively high marginal rates with some extraordinarily generous but capricious tax reductions for specific activities and may not be in the best long-term interest of either the industry or the nation.A rational tax structure, with moderate and stable tax rates, together with reasonable incentives confined to activities specifically requiring them, could be a more effective spur to investment than the present tax and incentive jungleIntroductionIN THE YEARS since federal tax reform, the mining industry in Canada has faced a continued escalation in its tax burdens as federal and provincial governments have leapfrogged each other in imposing new and higher taxes on the industry. THE CRACKING AND POPPING of rock, often heard by men working underground, for years has been interpreted as a warning of danger and unstable ground. However, not until 1939 was it discovered that rock under stress generates subaudible and sometimes audible seismic disturbances (referred to as "micro-seismims" 4), which can be detected with the use of a suitable seismic apparatus. Since that date laboratory and field investigations have been in progress to ascertain to what extent this phenomenon can be utilized to detect, localize, and determine the magnitude of areas of instability in and around mine openings and to predict if and when failure will occur. These investigations have included a determination of the types of problems to which the method is applicable and the effect of rock type, geological defects, such as joints, fractures, faults, and other uncontrollable factors, on the reliability of results. Six reports have been prepared covering the investigations conducted between 1940 and 1952 (4-9). 5 These reports describe some of the characteristics of micro-seismims, as determined from both laboratory and field tests; the equipment used to pick up and record micro-seismims; the general test procedure and method of analyzing results; and applications of the method to specific mining problems.

PRACTICALLY all of Quebec's chrysotile asbestos production derives from twelve mining and milling operations located in the "Eastern Townships" area of the province. The annual output of these twelve operations exceeds one million tons of chrysotile asbestos, valued at over one hundred million dollars, and is shipped to manufacturers spread over all six continental areas of the world. A total of approximately twenty million ton of asbestos ore yearly, or about seventy-five thousand tons a day, is mined. Individually, the operations vary in size from about two thousand tons to thirty thousand tons per day. Removal of waste rock and overburden to develop these ore tonnages varies greatly from one mine to another, but would probably average out at about a one to one ratio.

Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron (1). Fifty centuries were to pass before men learned to isolate nickel and add it to iron to produce the same alloy for much the same purpose. Meanwhile, man had found another natural alloy of nickel, known first to the Chinese as paktong, or 'white copper.' It was obtained from complex copper-nickel sulphide ores of Yunnan in southern China. This metal was brought by caravan through India into Bactria, a country north of the Hindu-Kush mountains, in what is now known as Russian Turkestan. The earliest specimen extant is a Bactrian coin attributed to 235 B.C. The rough reddish-white metal was also sent in the form of triangular rings to Canton, where zinc ores were added and the whole smelted to a more malleable alloy, also known later as paktong. This alloy was the forerunner of German-or nickel-silver. Specimens of this alloy, wrought into ornamental candlesticks and boxes, were brought from Canton to Europe by the East India Company in the early days of the China trade. Paktong was highly prized for its beauty as well as its eastern origin in far-away China. By 1760 the unwrought metal was imported into England for domestic manufacture.

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

This report presents the results of an investigation of inclined roof bolts, anchored over pillars, in room-and-pillar coal mines susceptible to shear failures of the roof. Although the field data do not support this contention, it is believed on the basis of analyses and other work that inclined roof bolts do offer potential under some circumstances.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

For a project located in Docklands Victoria, a high-rise development was proposed where the geology comprised soils of various compositions and consistencies to approximately 50m deep before being underlain by a siltstone bedrock. Due to the structural loads and spatial constraints, the majority of the foundation piles were designed to be socketed into the siltstone. Key factors in selecting the Continuous Flight Auger (CFA) technique as an effective piling solution are explained. These factors included structural and geological considerations, piling rig capabilities, pile testing regime to verify load performance and integrity, the extensive suite of construction quality controls and instrumentation records required while also achieving an appropriate piling budget and program. This paper also described how these factors underpinned the design approach of the final piling scheme. Critical aspects considered during construction and post-construction quality and pile testing records required to meet and satisfy the strict project piling specifications are also presented. The project adopted what may be considered the “best practice” in deep CFA piling. To the author’s knowledge, this project achieved the record for the deepest CFA piles in Australia where multiple piles to 53.8m deep were constructed.

Although the physical appearance of excavating equipment doesn't seem to have radically changed over the past decade, important changes within the products and an innovative attitude on the part of the engineer in his design approach is becoming increasingly evident. The new philosophy is to go beyond simple refinements of existing designs that simply produce a machine which further reduces overall cost per ton or per cubic yard of material moved and to do it more efficiently than ever before. Standard ideas and preconceived notions have been discarded and have given way to providing a design and a machine that is best suited to get the job done. Understanding that the application will not always fit the machine, but, in most cases, the machine should fit or suit the application is a foremost consideration in the engineers' design criteria.

As a safeguard against excessive clinker troubles, specifications for the purchase of coal can be drawn to include the "softening" or "fusing" temperature of the ash. The value of such information has been recognized by the Bureau of Mines and has induced the bureau to investigab~ laboratory methods of determining the fUSIbility of coal ash, and the bearing of the results on clinker formation in fuel beds. The bureau realized that the fusibility of a mixture of oxides and silicates snch as is comprised in coal ash ,'aries according to the conditions under which tests are made, and that in the absence of any generally accepted method, no agreement is to be expected among tests made in differ«:-nt laboratories. Indeed, Marks a has recently called attention to differences as great as 3900 C. that were obtained with the same sample of ash by two different laboratories. Therefore if a fusion-temperature clause is to have any place in specifications for coal, a standard m('thod of t('sting should be adopted in order to insure comparable results by different laboratories and to obtain the softening or fusing temperature of the ash unde:'r conditions similar to those of a fuel bed. After a consistent method has been devised for obtaining comparable:' results at different laboratories, there will remain the correlation of these results with those from the burning of coal in furnaces before the value of fusibility tests in coal specifications can hE' finally determined.

Wireless technology is a hot topic for anyone involved in the design, operation, maintenance or upgrading of mines or mineral processing plants because wireless technologies overcome barriers that have prevented many useful data inputs. Wireless communications can contribute to worker safety, satisfy environmental concerns, support plant security, track human and physical assets, and improve equipment maintenance. The cost structure of wireless is compelling and users can realize savings ? up to 90 percent less installed cost than wired instruments ? since wireless technology eliminates the need for expenses associated with cabling, engineering, construction and documentation. Many applications previously considered too expensive have become economically feasible with wireless. Two examples are continuous monitoring of safety showers to notify operators when one has been activated, and monitoring effluents to ensure environmental regulations are being met. In many cases, wireless transmitters can be installed where wired devices were too expensive to justify, or were not feasible due to physical or technical barriers. Examples include monitoring temperature measurements inside a rotating reactor or monitoring process variables in a tough, corrosive environment too challenging for a wired solution. Wireless also gives operating personnel mobility with the ability to communicate from remote or hard-to-reach zones. According to a recent Venture Development Corp. survey covering radio frequency (RF) of microwave industrial monitoring and control products, these features are contributing to the expected nationwide growth rate for industrial wireless applications of 19 percent annually from 2007 to 2012 (Taylor, 2008). At the same time, mineral producers have many questions about wireless systems including their applicability, reliability and security in this industry. Just what can wireless do? Is it secure and reliable? Can these instruments stand up to the rigors of the industry? Can wire-less technology provide the flexibility needed for mining applications?

A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others.

UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTIONThe process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic.A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities."

This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

DURING the past few years there has been considerable activity in prospecting for oil and gas in several parts of western Washington. From time to time seepages of oil or emanations of gas have been reported from various places. Several companies have been organized for the purpose of drilling, but only a part of these have actually begun operations. In certain localities very small seepages of oil occur, but up to the present time no oil or gas in commercial quantities has been obtained. In order to determine the conditions which may be favorable or unfavorable 'to the occurrence of petroleum it becomes necessary to know the character and extent of the geological formations in which such deposits might occur. In other regions where producing wells have been developed it is possible to know what formations contain the oil mind what structural conditions influence its concentration in reservoirs or zones. It is usually possible to determine those strata which contained the a materials from which the petroleum may have been derived and also the position and distribution of the more porous sandstone belts into which it may have collected. Detailed stratigraphic surveys, may even determine the depth at, which a certain known oil-bearing zone may be tapped at any particular place. It is also possible to recognize those formations which are presumably barren of oil, as well as those which are absolutely so.

The Boleo Copper-Cobalt-Zinc-Manganese Project of Baja Mining Corp. is situated adjacent to Santa Rosalia on the Baja Peninsula of Mexico. The El Boleo ore is a mixed oxide-sulfide deposit with major values in copper, cobalt, zinc and manganese. The metallurgical process designed to treat the El Boleo orebody involves a sulfuric acid leach in seawater using oxidative and then reductive leaching to maximize metal extraction. The leach solution is separated from the barren solids via counter current washing through a series of high rate thickeners. Copper is recovered using conventional SX-EW processing as cathode. Zinc and cobalt are extracted from the copper SX raffinate after iron and aluminum precipitation. The CSIRO DSX solvent system (Versatic® 10 and LIX® 63 mixture) are used in this extraction. Manganese remains in the DSX raffinate and is recovered by soda ash addition as a high quality manganese carbonate precipitate. Zinc and cobalt are acid stripped from the loaded DSX solvent. Zinc is then re-extracted away from cobalt using Cyanex® 272 extractant and stripped into a highly concentrated strip liquor (+100 g/L Zn) and directed to either a spray dryer or a granulator for production of zinc sulfate monohydrate. The zinc solvent extraction raffinate, containing cobalt, advances to another SX circuit using Cyanex® 272, for the recovery of cobalt as cobalt cathode. In this paper, the detailed results from bench and integrated pilot plant testing for zinc recovery from the El Boleo ore will be described. The results of this testing are currently being used to engineer the commercial plant at El Boleo.
