The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

The last decade has seen a major increase in use of the discrete fracture network (DFN) approach applied to cave mining problems, often integrated within more complex geomechanical simulations. Because the value of the DFN model directly depends on the quality and quantity of available field data, there is the need to apply dedicated mapping procedures to collect sufficient structural data at the required engineering scale. This paper attempts to address several key questions about DFN modelling; for example: are current methods for fracture mapping suitable for DFN modelling? What are the critical parameters that we need to measure and what do we need to change in the current practice? Particularly at the earlier stages of a cave project, engineers may have to account for the lack of appropriate data, which manifests itself in the form of increased uncertainty and the difficulty to characterise variability in an objective manner using a limited set of data. DFN models could in principle be generated using limited data by assuming statistical distributions for the sampled parameters; however, engineers would need to be aware of the implications that such limited knowledge (and increased uncertainty) would have on stability analysis, fragmentation analysis and mine design. When used correctly, a DFN approach offers practitioners the opportunity to:maximise the use of fracture data collected from mapping of rock exposuresgenerate more realistic synthetic rock mass modelsprovide estimates of natural fragmentation that also account for rock mass variability.CITATION:Elmo, D, Eberhardt, E, Stead, D and Rogers, S, 2016. Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. "The QR gold deposit lies in the Cariboo plateau region of central British Columbia. The deposit was discovered in 1977 and since then a mineable reserve of 1.3 million tonnes grading 4.7 g/t Au has' been outlined in three separate zones. Soil sampling of glacial tills followed by diamond drilling of favourable host rocks proved to be key exploration techniques.The deposit is situated in the southern Quesnel terrane along the eastern fringe of the Intermontane Belt which here comprises a sequence of basic and intermediate volcanics and a series of stocks of alkaline affinity; generally diorite, monzonite and syenite. Hornfels and epidote-rich ferromagnesian exoskarn and sulphide-rich mantos have developed in a metamorphic aureole formed around a central diorite stock. Gold-rich zones lie along the outer periphery of the aureole where bodies of gold-bearing epidote-rich skarn and auriferous mantos rich in epidote and pyrite have formed in beds of calcareous tuffite lying at the top of a thick basaltic sequence. The deposit is regarded as' a subclass of gold skarn deposits. Diagnostic features are its association with alkalic intrusive rocks in a subvolcanic setting and the presence of oxidized, epidote-rich mineral assemblages.IntroductionThe QR gold deposit lies within the Cariboo plateau region of central British Columbia, 58 km southeast of Quesnel. "The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

THE copper concentrator of the Braden Copper Co. is at Sewell, Chile, on the western flank of the main Cordillera of the Andes, at an air distance of approximately 50 miles southeast of Santiago, the capital of Chile. The region is mountainous and space is at a premium because of the rough terrain and the danger of snowslides. The ore, a porphyry copper, is mined by a block-caving method in the El Teniente mine. It is hauled to the crushing plant, a distance of 2.6 miles, through a tunnel because of the severe climatic conditions. The usual large, coarsely set, primary reduction machines found in many ore-treating plants are not required because of the mining method employed and the limiting 12-in. spacing of the grizzlies at the head of each ore pass in the mine. It is the purpose of this paper to describe the numerous improvements made in the crushing section of this large flotation concentrator during the past 15 years to increase the efficiency of the plant and to raise the daily output from around 20,000 to 30,000 tons. The reader should keep in mind that all changes were made within the existing building because of the limited space and the high cost of the heavy mill construction required to withstand the snow loads. The present plant, as well as the former, operates on a 24-hr, 7 days a week basis. FORMER PLANT The crushing plant commenced operations at its present site in 1921, the main equipment being No. 7 1/2 gyratories, followed by 48-in. horizontal Symons disk crushers. Fines were removed by 1-in. stationary grizzlies ahead of each unit. In 1924 a third stage of crushing was provided by the addition of 55 1/2-in. rolls in open circuit. During 1925, the Symons disks were replaced by 73 1/2-in. rolls. All the rolls were changed to closed circuit, with elevators and screens to give a final product of 9 pct plus 3-mesh. The flowsheet of a typical crushing section of this period is shown in Fig I. The ore was withdrawn from a common bin serving the five crushing sections in the plant by means of any number up to six 36-in. wide-apron feeders, which discharged onto a common conveyor belt. This conveyor was equipped with a magnetic head pulley and the crusher attendant was stationed near the discharge end to pick out pieces of mine timber that might be in the ore. The ore was discharged over a 1 3/4-in. spaced bar grizzly and the oversize of this grizzly was crushed by a No. 7 1/2 McCully gyratory crusher set at 1 3/4-in. opening on the closed side. The grizzly undersize joined the gyratory discharge and was conveyed to a set of 73 1/2 by 20-in. Garfield rolls set at I in. These rolls operated in closed circuit with a bucket elevator and two vibrating screens placed in parallel.

A minitest of the new potassium chloride-potassium carbonate two-stage in-situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing cation-exchange reactions. The test also indicates permeability anisotropy and the existence of disturbed flow fields.

It used to be that a science/engineering presentation on "light weight" at a metallurgy conference, would relate to the materials science, processing, component fabrication and applications of aluminum, magnesium and titanium. Within the automotive industry, light weight now includes how to "lighten up", how to lightweight, or how to mass reduce vehicle components and systems. Increasingly stringent global emissions-reduction requirements require increasing vehicle fuel efficiency; mass reduction is an enabler to achieve this. While light metals certainly are the basis, a host of other materials can be used to optimize mass reduction while meeting vehicle performance, safety and cost requirements. New grades of ultrahigh strength steels and even nanosteels can be thinned down and save over 1/3 the mass vs conventional mild steels. A compacted graphite cast iron engine can be made lighter than an aluminum one. Aluminum components in vehicles were only castings; now aluminum stampings, forgings and extrusions are becoming more visible components of mass reduction. Lower mass high temperature polymers, and carbon fiber polymer composites now replace aluminum and steel. These materials often require specialized processing and manufacturing techniques to produce a component, including superplastically formed twin roll cast sheet aluminum and magnesium, and hot stamped/in-mold quenched steels. The assembly of hybrid structures requires unique joining/bonding, and corrosion-inhibiting techniques that might include sophisticated structural adhesives. This thinking "light" presentation, will conclude with a discussion of U.S. and Canadian government engineering and research support for mass reduction, including the proposed $148 M American Lightweight Materials Manufacturing Innovation Institute.

It's indeed a pleasure for me to speak to you today about the development and operation of large-scale surface coal mining projects in the western United States. It is an exciting story about American business working to solve a critical national problem -- the energy shortage -- through research, new technologies, financial innovation, and imaginative management. The North American Coal Corporation -- the second largest independent mining company and ninth largest United States coal producer -- is proud to be a part of this story. Our operations in North Dakota reflect the coal industry's Western activities. So, today, I would like to focus on our planned involvement in that state. I'll briefly survey why North American is developing large- scale surface mining in North Dakota, and I will outline the many problems associated with this coal development and how we are working to solve them. Finally, I will look at the financial and management techniques we are using to make it all work. In short, I'm going to present a case study of Western coal mining. Let's begin by looking at the reasons we are in North Dakota. The United States Bureau of Mines estimates that 44 per cent of the nation's total recoverable coal deposits underlie the three Northern Great Plains States of North Dakota, Montana, and Wyoming. We estimate that North Dakota alone has about 25 billion economically surface-mineable tons of coal with today's technology. North Dakota has the energy that could keep our factories running and our homes lighted In the years ahead.

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

The U.S. Bureau of Mines has had an ongoing interest in developing new reagent schemes for floating Stillwater, MT, chromite ore. Previous reagent schemes have been unsuccessful in achieving complete separation, primarily because little is known about the surface chemistry of the minerals in this ore. In order to design a rational reagent scheme, a study of the binding of various functional groups (R = -H, -OH, -CO2H, -NH2) on the two components (chromite and forsterite) of the Stillwater chromite was undertaken. Electron Paramagnetic Resonance (EPR) Spectroscopy was used to determine the adsorption isotherm, from a cyclohexane solution, of spin-probes which contained the functional group of interest. This was complemented by studies of the saturation surface coverage of the spin probe on the two minerals. In each case, more sites existed on chromite than forsterite; however, the forsterite sites were more strongly binding for each functional group. The results are discussed in terms of their implications for flotation.

AS I told you in the chapter on salts, saltpeter is a mixture composed of many substances extracted with fire- and water from arid and manurial soils, from that growth which exudes from new walls or from that loosened soil that is found in tombs or uninhabited caves where the rain cannot enter. It is my belief that it is engendered in these soils from an airy moisture that is drunk in and absorbed by the earthy dryness. Considering its effects, I do not know how to decide and say exactly what the nature of saltpeter is. The learned and very wise physicians find it salty and with a subtle sharpness both in taste and in their medical experiments. Considering its strong biting qualities, they decide to say that it is of a hot and dry nature; on the other hand when they see that it is engendered from the air and that when touched by fire it becomes inflammable and vaporous, and rises with a fearful impetus when mixed in powder for military guns, it manifestly shows itself to be of a hot and moist airy nature. And then when they see that it is shining and transparent with whiteness and is fusible in every fire in a manner corresponding to a thing of a watery nature, and since it. is heavy, it seems that it can be said to be watery in nature. To this is added the experience of touch and of the great cooling action which it has on water in summertime when wine is to be cooled, and since it crushes and breaks with but little pressure, it might be thought to be earthy in nature; especially when it is seen to change into a hard, white stone when burned with an equal amount of sulphur. Thus it seems that every one of the elemental qualities is predominant in it. Now the ancients called this, or a similar thing, nitrum. [150] Pliny, in Book XXXI of his Natural History, has said that it was a thing not much different from salt, that doctors do not seem to have yet known its nature, that it is found in various places, and that the best is found in Macedonia. But among the moderns and especially in our regions, it is not known today what it is that Pliny and other writers refer -to, since according to the aforesaid Pliny and other ancient writers it is a natural mineral. Some say that in place of, the natural kind the artificial will serve for the same medicinal purposes, since it has the same nature and is perhaps more powerful.

Chalk is defined as a noncrystalline, soft, friable, fine-grained, light-colored type of limestone. It consists essentially of calcareous shells of minute organisms known as "foraminifera," although skeletal remains of molluscs, corals, and sponges are also present. Flint balls which are found so commonly in the chalk cliffs of Europe are regarded as segregations of the remains of certain organisms, such as radiolarians and sponges, that secrete siliceous shells or spicules. The famous chalk beds of northwestern Europe are of Upper Cretaceous age, a geological period that was particularly favorable for the develop- ment and multiplication of foraminifera. The distinguishing physical characteristics of true chalk never have been fully defined; probably its noncrystalline and colloidal properties are most important. The properties of chalk, whiting, and whiting substitutes are not well understood, and much re- search is necessary before definite reasons may be ascribed for the behavior of these materials under various conditions of use. The Bureau of Mines has undertaken a detailed study of chalk and similar materials to determine their exact properties and to establish a basis for classifying formations loosely designated as chalk occurring in various parts of the United States, but the results of this study will not be available for some months. Whiting is a pulverized, purified, and carefully sized chalk. Whiting substitutes consist of finely ground limestone or dolomite, ground marble (marble flour), white marl, and chemically precipitated calcium carbonate.

To maximize productivity through improved minerals processing technology, the U.S. Department of the Interior, Bureau of Mines, is investigating particle agglomeration techniques as a means of increasing the percolation rates of leach solutions in heap leaching of clayey gold-silver ores. Simulated heap leach experiments were conducted on 50-pound charges of ore that were contained in 5.5-inch-diameter columns, 5 feet in height. Results indicated that the percolation rate of cyanide leach solution could be enhanced markedly by mixing the ore with controlled amounts of lime, flocculants, and water, and then aging the mixture prior to the column leach step. Experimental results obtained on 20-mesh silver tailings and gold ore crushed to 3/8 inch and to 1 inch showed that it was possible to increase percolation rates as much as 100-fold without sacrificing silver-gold extraction. Larger scale tests conducted in 24-inch-diameter, 16-foot-high columns closely paralleled bench-scale results. By improving percolation leaching, these techniques have the potential of helping to solve environmental problems associated with tailings disposal as well as making an important economic impact on gold-silver recovery operations. Investigations are continuing to develop binders superior to lime for particle agglomeration pretreatment.

The U.S. Bureau of Mines is conducting research to assess the effectiveness of different chain pillar designs in maintaining gate entry stability. A particular concern is ground control for deep-cover 1ongwalls located at depths in excess of 1,000 ft. The study described in this report was performed in two experimental sections in one longwall headgate section which contained three different pillar designs. Two of the designs used conventional abutment pillars, while the third was a total-yielding pillar system. Both of the test areas were located under 1,800 ft of cover. The purpose of this study was to evaluate the effectiveness of these three pillar designs for gate road stability. As the longwall mined passed the test areas, Bureau engineers monitored entry convergence, roof sag, and changes in roof quality. The study indicated that the all-yield system performed nearly as well as the better of the two abutment pillar systems; but all of the three designs would have failed to provide acceptable stability for second panel mining without considerable artificial support.
