"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. Let us consider several geometrically similar cyclones where the apertures e and b are equal and proportional to the diameter D and which are operated with the same pressure drop. Introducing this value of Q in eq 13 gives elimination efficiency = K D ,41 Elimination efficiency, in the terminology of Dahl-strom, means the diameter of particles, in microns, which divide equally between the underflow and the overflow. This denomination is regrettable and it would be preferable to call it diameter of separation or characteristic size or any other name connoting a size rather than an efficiency. Whatever the name used, the above equation shows a slow increase in the fineness of separation when the diameter of the cyclone decreases. For example, if a 14-in. cyclone gives a 400-mesh separation (37 microns), geometrically similar cyclones, having the same pressure drop will give separations at the sizes shown below.

You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

In the 1989 best-seller The 7 Habits of Highly Effective People, the author, Stephen Covey, highlights the importance of maintaining not only ‘production’, but also, ‘production capacity’. When operating a modern flotation concentrator, production is often measured in terms of concentrate tonnage, tonnes milled and plant utilisation. There are very few metrics that focus directly on flotation equipment condition in relation to performance, which is analogous to Covey’s production capacity principal. It is evident on many mine sites that flotation equipment condition is not monitored on a proactive basis and that the prevailing culture is to wait for a failure, before addressing an issue.This paper discusses examples of how poor equipment condition can lead to production loss through poor metallurgical performance. Actual examples are given where these problems have occurred in operating plants. American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

"Starch is the most widely used depressant in the reverse cationic flotation of iron ores. There is however, an indication from recent studies, that other polysaccharides may successfully replace them. When starches are used in the flotation of iron ores in the presence of quartz as gangue mineral, their strong adsorption on the surface of iron oxides can be explained by the molecular conformation between the available sites on the mineral surface and two hydroxyls of starches. However, when the gangue minerals are iron-bearing silicates, the strong interaction with starch can occur on these minerals since they have the same surface behaviour as iron oxide. In this work bench scale tests were conducted in order to generate scientific knowledge about other alternatives depressants for the flotation of iron ores. A magnetic pre-concentrate from a skarn iron ore processing plant was used as feed material for flotation tests. The reverse flotation approach was used to upgrade the iron content by removing complex ironbearing silicates. The depressants used in this study were: corn starch, dextrin, carboxymethyl cellulose (CMC) and humic acid. The tests were performed under different pH conditions in order to try to relate the efficiency of depression to the pH used during flotation. The results show the important role of pH as each depressant reached its best performance at different pH values. At alkaline pH the corn starch showed best depression performance while the humic acid is more efficient at pH close to neutrality.INTRODUCTIONIron corresponds to approximately 6% of earth’s crust composition (McDonough and Sun, 1995). It is the most used metal in our lives, some of its properties as resistance and facility to be shaped makes is replacement very difficult. The primary sources of iron on our planet are minerals. The iron-bearing minerals most commonly found in nature and economically exploited are magnetite [Fe3O4], hematite [Fe2O3], goethite [FeO(OH)] and siderite [FeCO3] (L O Filippov et al., 2014). These minerals are commonly associated with other minerals (most of the time not economically exploited) forming the so-called iron ore. Iron ore is the source of primary iron for the world’s iron and steel industries."

Noranda Mines, of Quebec, signed a contract for construction of a $20 million copper refinery at Gaspe, P.Q. The plant is expected to have a 65500-ton daily capacity for both concentrator and smelter. Extensive drilling. around Gaspe has revealed more than 65 million tons of 1 to 2 pct copper in several deposits. Cerro de Pasco Corp. has called a special stockholders meeting for August 19 to obtain permission to engage in the oil and natural. gas business, in addition to its present production of zinc, lead, copper, silver and other metals. St. Joseph Lead Co. recently entered the oil development field. The United States, Canada and Great Britain have agreed to establish a permanent organization to work on unification of engineering standards. General accord has been reached on drafting standards and practices, screw threads, fittings for gas cylinders, and fits and tolerances. Permanent committees will study these fields. Reconstruction Finance Corn approved the largest sum in its history. for a mining enterprise when it loaned $94 million to San Manuel Copper. Corp., of Pinal County, Ariz. The loan will be used to increase production of copper and molybdenum, in what was described as-the biggest copper deposits in the country. Three large gold mining concerns operating in the Philippines told the Philippine Wage Board that they would be forced to close if they had to boost miners' wages 500 to $2 per day. The companies are Mindanao Mother Lodes, Benguet Consolidated, and Balatoc Mining Co.

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. WITH the exhaustion of the sections of iron ore bodies amenable to opencut mining the iron ore miners raise the question: "How can we mine the extensions of these ore bodies in depth with the same costs as obtained in opencut work?" This question brings to the fore the relationship between mineral exploration and research on mining procedures. The iron miners must either find new de? posits amenable to their known methods of mining or develop new mining methods for deep deposits. It is understood that the oil companies will spend $30,000,000 next year in the search for new oil fields. How much the metal mining companies will spend in the search for new ore bodies is unknown, but without doubt the amount will run into several millions of dollars. If the mining companies that concern themselves with metals, nonmetallics, and fuels will set aside a substantial sum for fundamental and applied research in mining methods, they can not only lower their costs but increase their reserves thereby. Any increases in mining efficiency automatically result in increased ore reserves at no cost.

The Sydvaranger magnetite mine was shut down in 1996 due to low iron ore prices. It was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The Sydvaranger magnetite is free of harmful elements and should therefore be sold on the high quality market. This requires a concentrate containing less than 2 % SiO2. In the old plant, this grade was achieved by amine flotation. Amine was preferred as collector because it could be used in process water from the sea. The use of amine has been restricted by the Norwegian pollution authorities during the time the mine was shut down. Test work to replace cationic with anionic flotation is therefore done. Research on activation of quartz with Ca or Mg ions prior to anionic flotation was shown by basic research in the period from 1960 to 1980 to be effective under simplified laboratory conditions. This old research has now been followed up from a practical/empirical point of view. The basic work was mainly done on quartz and iron minerals only. In this case, an actual feed containing a number of minerals common in iron ores is used, in order to demonstrate that a commercial process is possible. Calcium activation is shown to work excellently but requires too high pH to be environmentally and economically attractive. Magnesium activation is a more difficult process, because the maximum concentration of MgOH+, which was shown to be the activator, is about 100 times lower than the alternative CaOH+. Flotation success depends partly upon the ore, some amphibole minerals are more difficult to float than pure quartz. Ordinary batch flotation test work is time consuming. A South African microflotation test cell has shown promise, because work can be focused upon flotation of the more critical coarser fractions of the Sydvaranger ore. Archaeological and ethnographic work during the last century has shown clearly that metals have played a small but important role in prehistoric Arctic cultures. For at least the past several millenia both iron and copper have been used in the North, primarily for blades, projectile points, knives, awls, engraving tools, fishhooks, scrapers and axes. In addition they were used for joining purposes as staples and rivets. It is of great interest to enquire into the origins of these metals. In this connection one begins with the observation that to date there has been no clear evidence for the smelting or melting of metals in the Arctic prior to the arrival of Europeans. This can be explained partly by the absence of traditional pyrotechnologies such as the high-temperature firing of ceramics and the heat treatment of bone and wood. Another factor which surely inhibited the development of smelting/ melting operations is the relative absence of wood in the region. The production of charcoal for smelting requires large quantities of wood, to the extent that the desertification of a number of areas in the Old World is believed by some to have been at least partly caused by charcoal production. In the North this was obviously not possible. Thus the Arctic peoples were restricted to using native (naturally occurring) metals and metals obtained by various direct and indirect forms of contact with areas of the world where smelting was practiced. Both of these sources were important in the case of iron; we know that meteoritic iron, telluric (native) iron and smelted wrought iron were all used in the Arctic. These three types of iron will be considered in tum.

"A recent paper prepared by the writer summarized the results of an analysis of the accident records of 34 metal mines for the calendar year 1925. The present paper summarizes the results of a similar analysis of the accident records of 59 coal mines for the same year. This summary is based upon reports furnished to the Bureau of Mines, Department of Commerce, by operating companies that par¬ticipated in the National Safety Competition of 1925.The purpose of the Competition was to establish the lowest accident-severity rate, thus showing the smallest loss of time from accidents in proportion to total number of man-hours worked. The reports covered all lost-time accidents that occurred during the year, that is, all accidents that disabled an employee beyond the day or shift on which the accident occurred. Detailed information for each of the 59 coal mines is given in the appended table. Each mine employed at least fifty men underground; over half of than employed more than 200 men underground. Hence the accident records should be typical of those of large-scale mining operations in general where the company is devoting special attention to accident-prevention work. The mines covered by the reports are situated in eleven States: Alabama, Illinois, Indiana, Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Utah, Washington, and West Virginia.A tabulation of the reports covering the 59 mines showed an accident-frequency rate of 123 per million hours of ""exposure* and an accident-severity rate of 10.214 per thousand hours of exposure3. The total volume of exposure or employment was 29,117,561 hours, representing the equivalent of work of 12,000 men for three hundred 8-hour shifts. The records covered employment and accident above ground as well as underground, although they did not include stripping or open-pit mining. Accidents during the year resulted in 33 deaths, 1 permanent total disability, 28 permanent partial disabilities, and 3,510 temporary injuries. These accidents represented a loss of tine equal to 297,417 man days. In arriving at this lost-time equivalent, each fatality and permanent total disability was weighted at 6,000 lost days (see footnote 3), as specified in the scale adopted by the International Association of Industrial Accident Boards and Commissions; permanent partial disabilities were weighted according to nature of injury, in accordance with the scale adopted by the :Board; temporary injuries were weighted according to the actual number of calendar days during which the employee was incapacitated as a result of the injury."

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.

"CRACKS CONCERN CORPORATION" Was the headline on the front page of the Terre Haute Tribune Star, March 1994. Having spent several years following up on blast-induced damage allegations made this article especially interesting. Knowing that there were no operating mines within 30 miles of this newly built, yet to be occupied building, also made the reading more enjoyable. The article went on to read, "Vigo County school officials have asked architects to find out whether some cracks in walls at the new school are due to NORMAL settling or if they indicate serious structural problems." It is obvious that if there were a mine within "Feeling" distance, blasting and the operator would have immediately become suspect as at least one of the potential causes. More alarming is that the investigation may have stopped there.

This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat- room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

This holds whether he is appraising a mining enterprise, selecting a man for an important position, deciding whether to buy or sell a bond, or choosing the best method for mining a huge body of ore. For example, he has pointed out that the two primary factors that make for success in a copper-mining venture are a large reserve of reasonably good ore and competent management. The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

Since its formation in Papua New Guinea and raising of A$2 million in 1980, Niugini Mining Limited (NML) has grown to a company capitalised on the Australian Stock Exchange at about A$350 million. In 1995 the company produced some 237 000 ounces of gold, 700 000 ounces of silver and nearly 5000 tonnes of copper from its operations at Red Dome, in North Queensland and San Cristobal in The Atacama Desert of Northern Chile. This production contrasts with Niugini Mining's first mining venture at Mt Victor in the Eastern Highlands of PNG which yielded 20 000 ounces of gold and 11 600 of silver between 1987 and 1989. Following the formation of an exploration joint venture in 1982 with Kennecott Explorations (Australia) Ltd, now a subsidiary of RTZ, Niugini Mining's early recognition of the gold potential of volcanic rocks at plate margins led to discovery of the Lihir deposit in July 1982. This deposit containing about 42 million ounces of gold in resources, is one of the largest undeveloped gold deposits in the world. Following raising of equity funds through the float of Lihir Gold Ltd and debt finance in 1995, construction of the mine at a cost of US$673 million is now underway with first full-scale production at approximately 600 000 ounces of gold per year expected in early- 1998.
