"Careful review of site conditions and constraints is essential to select the appropriate shoring system for each project. Key evaluation criteria include the geotechnical profile, groundwater and environmental conditions, adjacent buildings and utilities, schedule and any project specific access or other constraints. Typical earth retention schemes range from rock or soil nail walls, through conventional anchored pile and lagging walls to deep internally braced cut-off systems. The Owner’s design team will often develop the conceptual approach under their design studies, and this is refined with Contractor input through Design-Build or Design-Bid-Build procurement. In downtown San Francisco, underground construction must accommodate a unique combination of variable fill, soil, rock and groundwater conditions, potential for severe seismic loadings, and constrained sites within a dense urban environment. The quarter square mile of San Francisco’s Transbay and Rincon Hill districts has seen repeated cycles of development, destruction and re-building through earthquakes and the economy, and has been intensely redeveloped over the last decade. Over 50 acres of this land has been reclaimed from the Bay since the Gold Rush and within 3 city blocks the bedrock slopes from over 250 FT depth below the fills up to outcrops over 100 FT above sea level. A series of project examples from within this small area illustrate how varied shoring systems have accommodated the highly variable subsurface conditions while offering best value in terms of cost, schedule and appropriate protection of adjacent facilities.INTRODUCTIONA walk of 3 blocks from Rincon Hill on San Francisco’s Harrison Street, north through the Transbay area to Mission Street will traverse an urban zone which has been reinvented twice within its 150 year history in response to major seismic events. This small area highlights the range of subsurface conditions and urban environments which are encountered and accommodated in shoring schemes throughout the city. This route down the north side of Rincon Hill overlies a steep bedrock slope, outcropping over 100 FT above sea level at its south end and dropping to over 250 FT below sea level at Mission Street. A complex overburden soil profile, shaped by seismic activity and changing sea-levels has created layered soils ranging from soft estuary muds, dense sandy strata and deep clay layers, in turn topped with urban fill, frequently contaminated with debris from the Great 1906 earthquake. This route runs parallel to, and 350 yards inland of, the San Francisco shoreline resulting in groundwater elevation close to sea level with almost limitless recharge within granular layers. On the higher slopes of Rincon Hill, groundwater is typically observed flowing on top of and periodically within the fractured bedrock formation. The Transbay and Rincon areas were developed early in the Gold Rush era of San Francisco. After destruction in the 1906 earthquake and fire, they became a transit gateway into the city throughout the 20th Century. Demolition of the Embarcadero Freeway in response to earthquake damage and social pressure has opened this large area to redevelopment within the last 20 years, creating a new commercial and residential hub for the city. In its latest wave of building, planners are developing taller structures with deeper basements, in turn creating new construction challenges. Selection of shoring systems appropriate for these developments requires detailed evaluation. The process must address both the rapid spatial changes in subsurface conditions and the constraints surrounding, and specific to, each site in order to define shoring performance requirements. This paper presents an overview of the subsurface conditions and land use development of the Transbay and Rincon Hill areas, with examples of the shoring systems selected to meet site-specific conditions and requirements. THIS PUELICATION lists and provides brief accounts of the major disasters not classified as explosions of gas or dust that have occurred in the cod mines of the United States from the earliest times to the present. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

Safety management can best be described as how each company deals with the control of hazards (human or mechanical) to reduce costly accidents and employee injury caused by accidents. Properly used, effective safety management can mean the difference between being a highly productive, cost-efficient operation or one that "walks the fence," that is less productive with higher product costs. At Utah Power & Light Co's mining division, effective safety management has been used as tool to achieve this difference and remains as the number one priority to maintaining that difference.

"IntroductionTHE OPINION is held by many persons outside the mining industry, and by some within it, that mine •operators customarily find it advantageous to mine •only the richer parts of orebodies and to leave behind, perhaps permanently, leaner material which could be mined only at a lesser profit. This opinion and the inference which might be drawn from it that 'gutting' of mineral resources is a common feruture• of the mining industry are prejudicial to the intertsts of the industry and deserve careful scrutiny. Oddly enough, a theory of mine economics which gives much support for the opinion was advanced first by members of the mining profession itself, has been repeated •several times in mining literature, and to my knowledge has never been adequately refoted.According to the theory, selective mining of the rich ore first on a large scale will yield substantial gains and these gains do not merely reflect the desire of 'money minded investors' for a quick return but derive from the logical application of compound interest rates and the concept of ;present value. W. O. Hotchkiss and R. D. Parks (1) illustrate the reasoning with a hypothetical example in which an orebody of 4,000,000 tons may be mined either in its entirety in forty years at $1.00 per ton profit or selectively with the recovery of only the richest half in twenty years at $1.50 per ton profit. They show that, with Hoskold rates of 4 and 8 per cent, the present value of profits from mining only the richer 2,000,000 tons exceeds the present value of profits :from mining the whole orebody by about 20 per cent."

The South Bay Ocean Outfall tunnel is located at the U.S./Mexico Border and is one link in a system designed to treat and dispose of raw sewage entering the Tijuana River Valley from Mexico. The 11 finished diameter tunnel extends 19,000’west from the bottom of a 200 deep, 36 diameter drop shaft. At the western terminus of the tunnel, a Riser shaft connects the tunnel to conveyance and diffuser pipes on the seabed. The tunnel runs through the San Diego Formation, consisting of clay, silt, sand, gravels, cobbles, and boulders. A Mitsubishi Earth Pressure Balance (EPB) Tunnel Boring Machine equipped with a large variety of monitoring and control devices was used. This paper will provide an overview of the Project’s construction, with special emphasis on the value of the electronic data acquisition system.

Introduction The technical library in the service of industry is gradually becoming a well recognized and important part of all progressive industrial organizations. The larger mining, metallurgical, and chemical firms of Canada are establishing extensive reference libraries in connection with their research and operating departments in order that the members of the organization may keep abreast of the rapidly developing fields of engineering in which they are interested. It is the purpose of this paper to point out the usefulness of such a department in any industrial organization, to give a general outline of a system for filing and dispensing information, and to outline briefly the literature to be consulted and the procedure to be adopted in instigating a literature search. The technical library falls under the classification known as 'Special Libraries', and is quite different from the general library in that it is a storehouse of facts and owes its value to the ready presentation of information required for each specific case, and in a form most ready for use. The library brings all the available information relative to the interests of the corporation from without the plant to the organization within, and also keep in touch with each department of the organization.

This paper reviews the development of certain aspects of the electrical specifications of Anglo American?s suite of specifications for gearless mill drives (?GMDs?). These specifications are based on experiences in both Anglo American?s and others? operations, benchmarking against large hydro generators, the advice of industry and university experts, and continuous close co-operation with OEMs. To achieve a step change in availability additional final testing and electrical protection have been implemented, insulation requirements have been specified for machines to be operated at high altitude and clean area and access control systems have been developed.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

On the Manchuria. SOMEWHAT fatigued with excess of enjoyment and strenuous continuity of movement on the trip to and through California, the members and guests of the Institute party embarked Tuesday, Oct. 17, on the Pacific Mail S. S. Manchuria for a further journey to and through Japan. The good ship displayed the flag of the Institute (blue cross-hammers on a white ground), together with the Stars and Stripes and the ensign of the company. Uninterrupted fair weather and smooth water attended the passage to Honolulu. The Manchuria proved herself most commodious, comfortable and clean ("A sweeter steamship never sailed," quoth President Hunt) ; Captain Dixon and his officers were most agreeable, as well as most efficient; the passenger list comprised many congenial people besides ourselves-among them a score of missionary folk, and also Mr. M. For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

IT is assumed that the word "college" for the present purpose signifies technical school or technical department of a college or university. About ten or fifteen years ago, and more recently in some instances the contact between the technical school and the industry, as represented by the operating companies, was very limited. The school made no effort to place its graduates in the industry and the graduate's first position was obtained by his own or his friends' efforts; the friend often was a professor. The industries, or the operating companies, seemingly had little interest in the training of the technical graduates they employed or in seeking to discover their personal characteristics and fitness for the work. In the public mind there was little relation between technical training and industry. Such training was in the field of education; industry was in the field of business; and the interrelationship was not a matter of common knowledge or concern.

"Each January, tunneling and underground professionals gather in New York City for the George A. Fox Conference. The one-day event offers attendees the opportunity to listen to their peers outline what’s new in the underground construction industry, get updates on major projects in North America and have a chance to catch up of old friends.The conference is put on by the Underground Construction Association of SME. This latest conference attracted about 370 specialists in the industry. The theme for this year’s event was “Water Tunnels, Past, Present and Future.”The technical session included talks focused on major tunneling projects, including the massive California Water Fix program and the Massachusetts Water Resources Authority (MWRA) Metropolitan tunnel redundance program in Boston. The conference also included an update on the Gateway Project from Phil Rice from WSP and Mahammed Nasim of Amtrak as well as a Tunnel Industry update.The following is a sample of a few of the presentations. Technical presentationsDEP’s Tunneling Program Evolution. James Mueller is the agency chief engineer of New York City’s Department of Environmental Protection (DEP). Its mission is to plan sustainable infrastructure investments for the future of clean water and the environment in the city and its watersheds, he said. The agency’s goals are to synthesize information across bureaus within DEP to allow data-driven decision-making. It is also to optimize internal agency processes and systems related to the implmenation of engineering programs within a structured assessment process. The agency also prioritizes projects and funding within a structured integrated planning process. And it standardizes project performance and delivery to meet the needs of the agency in alignment with industry standards and market capabilities."

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from compaction and fines migration. Agglomeration of the ore can prevent compaction and immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? Procedures have been developed to quantitatively determine whether a binder produces agglomerates that can withstand compaction in an acidic solution, and have identified several binders that will provide sufficiently compaction-resistant agglomerates for copper heap leaching. The National Institute for Occupational Safety and Health (NIOSH) cooperated with 3M Company in the design and testing of a new environmentally controlled primary crusher operator booth at the company’s Wausau granite quarry near Wausau, WI. This quarry had an older crusher booth without a central heating, ventilation and air conditioning (HVAC) system, and without an air filtration and pressurization system. A new replacement operator booth was designed and installed by 3M based on design considerations from past NIOSH research on enclosed cab filtration systems. NIOSH conducted pre-testing of the old booth and post-testing of the new booth to assess the new filtration and pressurization system’s effectiveness in controlling airborne dusts and particulates. The booth’s dust and particulate control effectiveness is described by its protection factor, expressed as a ratio of the outside to inside concentrations measured during testing. Results indicate that the old booth provided negligible airborne respirable dust protection and low particulate protection from the outside environment. The newly installed booth provided average respirable dust protection factors from 2 to 25 over five shifts of dust sampling with occasional worker ingress and egress from the booth, allowing some unfiltered contaminants to enter the enclosure. Shorter-term particle count testing outside and inside the booth under near-steady-state conditions, with no workers entering or exiting the booth, resulted in protection factors from 35 to 127 on 0.3- to 1.0-µm respirable size particulates under various HVAC airflow operating conditions.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F.
