Introduction It is the morning after and there is one monumental hangover among many, if not most, of the oil companies that invested in mining in the past decade. How an oil company looks at mining depends on the time period. A few years back, around the time of investment, they were probably looking at a balance sheet of their own that was beginning to go wild. Many of their commodity prices already increased two-, three-, or fourfold, with no end in sight. There was a need to invest their earnings someplace before the stockholders or the government got too interested. And that someplace needed to be an industry where their own management skills could be applied. In mining there was an industry amazingly similar to their own. Both worked with nonrenewable natural resources, dealt with the same types of government agencies, and had the same type of critics and pressures from the general population. Oil executives saw mining as an industry that was somewhat backward as compared with their own. They also saw how a generous ration of the capital and management skills, so handsomely bestowed upon the oil industry, could be used to great advantage. But, looking at mining through the eyes of an oil company today, this is what might be seen: • An industry that has been spectacularly unprofitable for the past few years; • An industry of many commodities, any of which can go bad on short notice for protracted periods, for a variety of unpredictable and uncontrollable reasons, or for no reason at all; • A labor-intensive industry, often beset by labor problems. And with only limited potential for further economic mechanization or automation in today's primitive mining environment; • An industry confronted with external, foreign, and political problems, with no reasonable expectation of near-term relief; and • An industry that does not appear to have many "up" periods in its immediate future. And, there is little chance for either big, fast bucks or long periods of large, steady earnings. What Went Wrong? The visions of a few years back seemed as correct then as today's viewpoints seem to be now. What happened to change these views? What went wrong? The simplest and easiest answer is that if the economy was normal back then, nothing would have gone wrong. This is an easy answer but, unfortunately, probably incorrect. Let us take a broad overview. Certain events enabled and prompted oil companies to invest heavily in mining. These same events were major factors in precipitating the worldwide recession that has grievously injured mining and has brought those mining investments into disrepute. We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress

Most contemporary mines have considerable amounts of data. Structured and unstructured large data sets are colloquially named big data. Much of the data in mining operations come from a variety of systems, each with different databases and reporting environments. Standard technology deployments create a Bsilo-ification^ of data leading to poor system benefit. Through modern server monitoring and systematic approach, data utilization and value can quantifiably be measured. The Data Utilization and Value Index (DUVI) can quantify business intelligence best practices and user interaction. This study seeks to provide a data management tool to measure data utilization across the process of converting data into action.

We conducted a preliminary assessment of an extensive deposit of historic tailings discharged over a period of 40 years to the shoreline along a Southern Peruvian coastline. The tailings formed an extensive beach approximately 2.4 km long and 300 m wide. The tailings consist principally of pyrite (37 to 59 per cent), hematite (nine to 20 per cent), magnetite (three to 13 per cent) and quartz (11 to 36 per cent). The present operating company was required to evaluate the feasibility of capping the ocean side tailings deposit, however, given the size of the undertaking and the potential to reclaim residual minerals from the tailings, it was prudent to first evaluate whether capping would in fact reduce the impacts to the marine environment. Therefore this preliminary assessment examined: 1. metals contamination in tailings, shoreline porewater and marine sediments; 2. reactivity of tailings and acid generation potential; and 3. the potential for biological effects from metal contamination in the uplands tailings (solid phase) and beach porewater. Based on mineralogy, column leach studies and chemical results, the upland tailings have a high geochemical potential to acidify and release metals, especially copper, nickel and zinc, should they be subject to oxygenated and aqueous conditions. But, the extreme arid climate results in very low potential for precipitation and virtually precludes the transport of acid drainage reaction products from the upland tailings towards ocean. Wind erosion caused by offshore winds is likely a small source of tailing transport to the ocean. Since some potential exists to reprocess the tailings in the future, capping does not seem justified at present.

Because of continuing concerns regarding the effects of cumulative quantities of materials in the environment, the Bureau of Mines has initiated a series of studies to evaluate, to the fullest extent possible, all aspects of the materials flow sequence fur selected commodities. Although tungsten and its compounds do not pose a significant health hazard to the environment, they do represent valuable resource materials to which appropriate conservation considerations must be given. The present study includes a description of recent trends in the consumption, loss, and recycling of tungsten-containing materials in the United States during the period 1974 to 1991 and an estimation of the cumulative loss of tungsten to the environment since 1910. Obsolete tungsten is recycled primarily as cemented tungsten carbide components that have been used in cutting and wear-resistant applications. The quantity recycled, as a of annual U.S. consumption of tungsten, was estimated to have increased from 10% in 1974 to 341a in 1991. An estimated 58% of the 148,000 metric tons of primary tungsten consumed since 1910 was lost to the environment through means such as dissipation, discard, and dilution.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

The Bowie chabazite deposit has yielded the most mined tonnage of any natural zeolite deposit in the United States. Since 1962 the deposit has yielded about 12,000 tons of crude chabazite, with an estimated market value of S30 million when sold as an activated molecular -sieve product. Between 1,000 and 1,500 tons of high-purity crude lump chabazite is now produced annually by stripping and selectively mining the lower, massive, half-foot-thick, "high-grade" bed. All of the chabazite is still shipped out of State for grinding prior to extrusion and activation. Zeolite minerals were discovered at the Bowie deposit in 1875, when Oscar Lowe identified a hydrous silicate related to chabazite or stilbite from a tuff bed that cropped out in the San Simon Valley. It was not until 1959, however, that chabzite, erionite, and clinoptilolite were positively identified as the principal constituents of an altered vitric-tuff horizon that crops out in the area originally described by Lowe. Shortly after the rediscovery of zeolite minerals in the San Simon Valley, several of the major producers of synthetic zeolites acquired land positions covering the outcrops, including projected extensions, and began exploration drilling. By 1980 all of the known chabazite reserves had been acquired by five companies and two individuals. The more than 3,000 holes drilled to explore the deposit and the excellent exposures provided by the strip-mined areas indicate that the chabazite-bearing horizon (known as the marker tuff) is confined to a flat-lying lacustrine section known to the operators as the Green Lake Beds. The deposition of the parent airborne vitric ash and subsequent zeolitic alteration was controlled by many factors, including the lake-bottom topography, depth and cation content of the saline-alkaline lake water, and proximity to post-depositional erosion surfaces. Zeolitic alteration was complete when an extensive system of younger paleochannels deeply eroded the Green Lake Beds. This left only a few erosional remnants of the marker tuff and the lower "high-grade-bed" that constitute the present deposit. Both the channel gravels and the Green Lake Beds are overlain by a section of halite-bearing brown mud-stones, known as the Brown Lake Beds. The bowie chabazite deposit can be used as a model to guide the exploration and development of other zeolite deposits that formed in saline-alkaline lacustrine environments.

Modified contact grouting was introduced almost 15 years ago as a methodology combining traditional contact grouting and consolidation grouting to address groundwater infiltration into hard rock tunnels that utilize cast-in-place concrete as permanent tunnel support. This process has been used on additional tunnels (since initially presented) as a measure to mitigate both groundwater infiltration and exfiltration. During this time, self-sealing grouts have been developed and have been added to the process to further reduce groundwater infiltration that occurs through cracks and discontinuities within the concrete liner itself. This modification is presented and additional results from the grouting process are discussed.

IN the winter of 1902, while occupying the position of mining and examining engineer for the Mountain Copper Co., Ltd., of Keswick, Cal., I had occasion to discuss with the General Manager, among other things, the question of the enormous waste of sulphur in smelting cupriferous, pyrite ore, and to cast about for means to utilize this waste or to render the fumes innocuous to vegetation. The decreasing rate of production of California farms, the consequent need of fertilizers, and the opportunity thus offered to utilize large quantities of sulphuric acid in the manufacture of superphosphates naturally brought the subject to the practical and commercial side of phosphates. I was informed that the company had made efforts to find phosphates in the West, without success. I advised as a start placing inquiries for phosphate deposits on the Pacific coast in the current mining ,journals. This was done, with the result that in January, 1903, from an advertisement in the Mining and Scientific Press we got track of a deposit in Rich county, Utah, through T.J . Wilson, of the Southern Pacific railroad in San Francisco. As soon as snow in the mountains would permit, in May, 1903, I undertook an examination of the property, with the result of recognizing the importance of the find, in spite of its lack of facilities for transportation at a commercial figure. On June 15, 1903, I concluded my report by saying, "This may be one of the world's deposits of phosphates." On Nov. 17, 1903, I concluded my report for the season in the following words : " I have now no hesitation in saying that I believe the Carboniferous formation so largely developed in the Wasatch mountains of Utah and the mountains of the Great Basin will prove to be one of the greatest storehouses of phosphoric acid in the world."

In Finland one opportunity for large-scale CO2 capture, utilisation and storage (CCUS) is CO2 mineralisation, i.e. mineral carbonation. A process route under development towards industrial application involves production of magnesium hydroxide or sulphate from serpentinite rock (serpentine = 3MgO·2SiO2·2H2O), followed by conversion either in a pressurised fluidised bed (PFB) reactor, giving magnesium carbonate, or in an aqueous solution process giving magnesium hydro-magnesites. Iron present in the rock is typically obtained FeO(OH). Results obtained with these process routes and progress towards industrial demonstration is addressed, process heat integration and operation on flue gases (without CO2 pre-separation!) being key features for economic viability. A process route utilizing calcium-containing slag by-product from iron- and steelmaking under development towards large-scale application is the so-called slag2pcc concept. It converts an industrial by-product into valuable material, reduces use of natural material and streams to landfills while binding CO2 produced by the process generating the slag. Using ammonium salts, calcium is extracted from steel converter (BOF) slags and subsequently carbonated in a two-stage aqueous process (at ambient temperatures and pressures). Precipitated calcium carbonate (PCC) is produced while regenerating the ammonium salt. Process performance and scale-up while guaranteeing a certain PCC quality are presented.

The peatlands of the U.S. and Canadian parts of the Upper Great Lakes region have a long history of modest utilization in agriculture, forestry, horticulture, and as natural undisturbed areas. Only recently have they been assessed as potential sources of non-renewable or renewable energy. This new interest in peatlands, should current proposals be realized, might mean the commitment of millions of acres to energy production purposes. The magnitude alone of this potential utilization of peatland signals the possibility of substantial environmental disturbance, local resource shortages, resource use conflicts, and social and economic change. Peat- land resource managers in the region are just beginning to weigh the advantages and disadvantages of large-scale peatland utilization. The Minnesota Department of Natural Resources has made a considerable effort to study peat resource management issues and will shortly make recommendations to the state legislature regarding utilization alternatives. What follows is a general discussion of peatland utilization and management trends in the region with a focus on Minnesota and its peatland management efforts.

Traditional coal mining planning seldom considers key æsustainability factorsÆ such as: societal impacts in the area; jobs (both created and lost); dislocation of towns and residences; impact on neighbouring communities and individuals; infrastructure concerns; post-mining land use (except when limited by law or other factors); habitat disruption and reconstruction; long-term economic impacts in the community; and net long-term community benefit. This paper presents a systems engineering approach based on the premise that systems can only be optimised if all factors are considered at one time. In theory, coal mine designs can be optimised for return on investment, environmental protection and sustainability. Using this approach, the permitting process may be quicker and less costly, relationships with neighbours, communities, environmental groups may be improved, the mining industry may be seen as a positive for the short-term and long-term and the mining industry may increase profits. This paper discusses geographic information system (GIS) tools that may be used to incorporate ecological and other sustainable development concerns into models of coal mine sustainability performance. Along with coal production cost and value information obtained from past and present coal mining operations, GIS data are used to develop mathematical cost and equation models. By analysis of on-the-ground data, the parameters to be included in these models are identified, the relationships between these parameters quantified and the models developed. The paper also discusses the next phases of the work to be completed once the data is obtained and the models are adjusted and validated. At that time, site-specific information will be input into the models and the approach to mining a particular property evaluated and optimised for financial rate-of-return and other desired outcomes, such as preservation or enhancement of sustainability values. Finally, the paper will examine how this approach can be combined with traditional mining engineering considerations in order to develop an optimised mine plan for a specific mining property.

The ore deposit of the Iron King mine occurs in a group of steeply-dipping metamorphosed eugeosynclinal volcanic and sedimentary rocks of Precambrian age. Within this sequence, the ore deposit lies at the contact of a unit made up of rhyolitic tuff and interbedded andesite and a structurally underlying series consisting of andesitic tuffs, minor rhyolitic tuffs, and argillaceous sediments. Field evidence suggests that these rocks have been overturned. The ore deposit is made up of a series of overlapping, conformable or bodies consisting of massive pyrite and associated lenses of massive quartz. These contain recoverable amounts of gold, silver, lead, zinc, and copper. A parallel zone of copper mineralization occurs within the hanging-wall rocks. The deposit is considered to belong to a large and important group characterized by mineralogical composition and the lithology and structural type of the host rocks. Evidence regarding the origin of the deposit is reviewed, and it is concluded that the ore bodies were formed through the agency of volcanic hot springs on, or near, a submarine surface of deposition

The application of cationic flotation to the upgrading of magnetic concentrates was investigated in the laboratory by both batch and continuous test procedures. It was found that the collection of coarse gangue particles with amine, heretofore considered a serious obstacle to this particular application of cationic flotation, is greatly enhanced by a drastic reduction in what might otherwise be considered normal impeller speed. Gangue flotation is in-dependent of variations in the rate of aeration. The collector and Crother additions and the impeller speed which favour the formation of a matte froth yield optimum results.

Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

1. Domestic Production and Use: In 1984, 12 companies operated 27 primary aluminum reduction plants, with 3 firms accounting for 57% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Missouri, and Tennessee 25%; Alabama, Arkansas, Texas, South Carolina, and North Carolina 20%; other States 20%. Based on published producer prices, output of primary metal in 1984 was valued at $7.2 billion. Aluminum consumption by 25,000 firms was centered in the east-central United States. Packaging accounted for an estimated 35% of domestic consumption in 1984, transportation, 20%; building, 18%; electrical, 9%; consumer durables, 8%; and other uses, 10%.

This paper will review many of the industrywide changes of recent years and the potential impact for 1990s. In addition to an historical review of supply and demand are discussion of technology considerations for zinc and zinc based products, effects of geographical shifting of markets, and projections for the 1990s.

The traditional (popular) approach to reagent development and optimization, which has become entrenched in both research and practice for many decades, is highly reductionistic, incremental and costly, does not produce robust chemical solutions, and is not sustainable. There are also several other key drivers and changes in the mineral industry that clearly warrant a new approach. In response to these, an intense effort was made at Cytec over the past fifteen years to develop a meaningful, efficient, and sustainable approach to develop new reagents and robust chemical solutions in mineral separations. This effort culminated in three important outcomes: a) development of the holistic approach, called FLOTATION MATRIX 100? process, b) novel reagents, and c) enhanced application knowledge for reagents. In this paper, the efficiency, utility and power of the holistic approach will be demonstrated with examples using both existing and new reagents in the processing of Cu-Au, Au and Cu-Mo ores.
