The rate of output of a rock crusher is based upon a certain space relation, the calculation requiring that the size and position of the jaws, the principle of motion, and the speed of the machine be known. The result is a calculated maximum output. The purpose of this paper is to develop a method of calculating this maximum output, to judge the general applicability or utility of such a calculation, and, so far as possible, to lecord calculated values as a basis for the comparison of actual results, or for estimating the capacity of a new crusher or of a standard crusher working under new conditions. A method for calculating the capacity of crushing rolls, which has been in common use for a long time, is well presented by R. H. Richards.' The output is conceived as a ribbon of rock, of which the breadth, thickness and length are governed respectively by the width of the rolls, the space between them, and their peripheral velocity. The weight of the rock thus crushed in a given time can be calculated from its specific gravity, after applying a factor representing the percentage of voids in the hypothetical ribbon. The calculation of crusher capacity is made in a somewhat similar manner. While the action of rolls is simple, with few irregularities in operating conditions, in rock crushers the material advances intermittently, usually under the force of gravity alone, and is subjected to a variety of variable conditions. The effect of these variable influences upon the calculation of capacity is now to be shown. In this paper, capacity will be discussed quite apart from any consideration of mechanical efficiency; that is, results will be stated not in terms of output per horsepower, but of output for a given machine when operated at a known speed, constructed and adjusted to receive material of a known size, and to yield a product having a definite maximum coarseness.

The Mineral Resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the Resource, and add measurable value to the Company. The concept of Mineral Resource Management has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of Mineral Resource Management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of Economic Value Added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

Flyrock is the second leading cause of all blasting related injuries in surface coal, metal and nonmetal mining operations. It is also a primary cause of property damage, monetary losses and “near misses.” For the period 1978 to 2008 flyrock accounted for 11.6 percent of all blasting-related injuries in surface coal, metal, and nonmetal mines. A large amount of published material has been published on the safety hazard of flyrock, on ways to predict how far rock will travel from a blast, as well as ways to protect mine personnel and neighbors from flyrock. However, flyrock incidents continue to occur resulting in fatalities and “near misses” that could have caused fatalities. It was only good fortune in some instances that no one was in the mine's parking lot or other unprotected area when flyrock rained down or in harm’s way when a large rock punched a hole in the roof of a building or other structure.

FOLLOWING the discovery of a body of ore that appears to have commercial possibilities there is a period of development work to determine its extent and grade and the most economical method of mining it. Laboratory tests are made in an effort to determine the most practicable and economical treatment for the extraction of the valuable constituents of the ore and these tests are carried farther and checked in a pilot or test mill. The rate at which the ore is to be mined and the daily capacity of the plants that are to treat it will depend on a number of important factors such as: The size of the orebody; the capital available for building the plants; the market or demand for the final product; the supply of skilled and common labor available for the construction, operation and maintenance of the plants; the quantity and quality of available water, and the amount and cost of power that can be purchased or that can be economically developed. Having decided on the treatment that is to be given to the ore and after full consideration of the above factors the management decides to erect a reduction plant of a given capacity.

GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. Until quite recently, the coal in the Cape Breton field was won from comparatively thick seams with light cover, and from submarine areas, and the system of mining naturally followed was pillar-and-stall. This sytem permitted of cheap extraction, and enabled production from localities where other methods could not be employed to good advantage. Thus the pillar-and-stall system, applied to conditions as stated, justified its adoption. Our working seams today, however, are practically all under heavy cover, or are moving in that direction, and with this gradual increase in cover came the increased cost of roadway maintenance. At Princess colliery, the system of pillar-and-stall was followed until roof and bottom conditions became such that further operations were unprofitable, and the longwall method was then adopted as an economic necessity. This fact should be borne in mind when operating costs of both systems are being compared. The longwall method is not held as a cure for all difficulties of heavy cover, but through it these difficulties can be overcome with less expense than by pillar-and-stall. The longwall system of mining, strictly speaking, is one by which a seam of coal is totally extracted in one operation. There are, however, many modifications of longwall, and in some cases it is difficult to determine whether certain practices should be classed as longwall or pillar-and-stall, or a combination of both.

The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. This stimulated the development of many native industries and extensive canal system and afterwards an elaborate net-work of railroads were constructed at great costs to bring the products of the hard

Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

This paper is a revision of Information Circular 7380, by D. Harrington and J. H. East, Jr., published in 1946, entitled ?Safe Storage, Handling, and Use of Commercial Explosives in Metal Mines, Nonmetallic Mines, and Quarries.? Issued soon after the close of World War II, this earlier circular described the unprecedented increase in the production and use of commercial explosives during the war as a result of expanded industry and the tremendous demand f or metals and minerals. In the years following World War II, the production and use of commercial explosives in the United States have continued to rise. Hence, the Bureau of Mines presents these revised figures through 1952. In rewriting this Wormation circular, most of the text prepared by Harrington and East has been retained, with newer statistical information compiled by Seth T. Reese, Accident Analysis Branch, and V. E. Wrenn, of the same branch.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

NOT much serious consideration was liven to the military aspects of raw materials before World War 1. Following the outbreak of war in Europe in 1914, however. this situation was promptly changed. Disruption of allied shipping and German submarine warfare soon cut off a substantial part of the material the United Staten was accustomed to receiving from overseas. At the same time, raw material requirements rose rapidly as the tempo of industrial preparedness was stepped up in anticipation of war. By April 1917, when we entered the war, serious shortages threatened and consideralde attention was being given to our "deficcient" raw materials. The term "war mineral," began to appear after we became active combatants. But there is no evidence that "strategics" and "critical." as now used, had entered the lexicon of our raw materials experts during the last war nor were there apparently any officially recog¬nized list or definitions of what con¬stituted war materials. According to G. A. Roush in his book, `'Strategic Mineral Supplies," C. K. Leith, while serving as mineral advisor to the War Industries Board. compiled the first unofficial list of deficient minerals in 1917.

"The study was conducted with the sulfide mineral from the province of Zamora Chinchipe. It was characterized physical, chemical and mineralogical, obtaining between its main results a copper concentration of head ore of 0,58 %. The mineral was homogenized and taken to direct closed circuit: rollers mill - vibratory sieve (mesh # 16). Flotation was carried out in two stages: the collective and selective where in each one were performed 6 water recirculation as suggested by the technique used to relate information of a batch flotation to a continuous circuit called cyclic flotation tests (LCT). In the collective flotation (bulk) 2 Kg of mineral were grinded with 10 Kg of balls for 30 minutes and 62.5% of solids, the pulp was taken to the flotation process with solids percentages of 33.3% and pH 7, it was conditioned with 45 g / t of KAX 1%, 50 g/t of Aerofloat 208 and 20 g /t of Pine oil. The concentrate and tailings bulk obtained were filtered separately for the recovery of water and it was recirculated to the next grinding of 2kg mineral. In the selective flotation 1Kg of bulk concentrate was carried to regrind for 40 min, 62.5% percent of solids, 10 g of lime and 5 g of tannin FLOATAN T5, the pulp was taken to the roughing-collection-refining flotation circuit controlling the pH between 10.5 and 11 where conditioning (60 g/t of Aerofloat 208 and 30 g/t of Pine oil) and adding lime to the circuit and FLOATAN according to the procedure. The four fractions obtained from the circuit were filtered; the water was recirculated to the regrind process of the bulk concentrate. In the collective flotation process tends to stability in the fourth recirculating water to obtain a copper content of 4.5% and a recovery of 87%, recirculated water represents 69.8% of all water used in the 6 recycles. In the selective flotation circuit the fifth recirculating of water is the optimal where obtaining a copper content of 13% and a recovery of 72%, recirculated water in the selective flotation circuit represents 95% of the total water used in the 6 recycles."

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

"The Code was developed in 2004 through the Collaboration Agreement between Institution of Mining Engineers of Chile (IIMCh) and the Ministry of Mining (Chile) in Dec 2002. It is an amalgamation of current practices with respect to standards and procedures for exploration prospects, mineral resources, and reserves for the purpose of public reporting. Certification is required to prepare and issue information on mineral assets according to the guidelines that regulate the technical, economic, and environmental aspects that satisfy the conditions set by the Chilean capital and financial markets.The Mineral Resources Committee of the Instititution of Mining Engineers of Chile (IIMCh) is pleased to introduce theCode for the Certification of Exploration Prospects, Mineral Resources and Reserves which is the result of a Collaboration Agreement between the IIMCh and the Ministry of Mining established in December, 2002.This code synthetizes the present practice of the mining industry in regard to standards and procedures applied to exploration prospects, mineral resources, and reserves with the purpose of reporting publicly on financial instruments based on these mine assets in the capital markets. These standards follow general criteria already adopted and applied by capital markets in those countries characterized by a very dynamic and well developed mining sector such as Australia, Canada, Southafrica, United Kingdom, and others. The work done by the Mineral Resources Committee of the IIMCh has had the recognition of the Combined Reserves International Reporting Standards Committee (CRIRSCO) that leads the establishement of an international code in these matters. CRIRISCO is an entity formed by representatives of the countries previously mentioned, a representative of the Society of Mining Engineers of the UStates and a representative of the IIMCh. The Institution thanks the Ministry of Mining, the representatives of these Ministry in the Mineral Resources Committee, and specially the Minister of Mining, Sr. Alfonso Dulanto Rencoret due to the genuine support given to the IIMCh in the preparation of this Code.The Institution also thanks the Superintendencia de Valores y Seguros (SVS) because of the help given continuously to the Committee as well as by the interchange of opinions and suggestions received during the preparation of this document."
