In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.

Industrial minerals are receiving increased attention by metals, coal and other companies seeking to diversify and stabilize earnings. Each industrial mineral has a unique set (and sub-sets) of business dynamics, however, and the diversity can present a bewildering maze to the corporate planner. Shrugging off this complexity and relying on serendipity for entry opportunities often results in unsuitable acquisitions. An effective alternative used in exploration can also be applied to strategic planning. By providing focus and direction, this flexible methodology can prevent wasting corporate resources on random pursuits and result in a quicker, more satisfactory achievement of diversification goals.

Since the late 19701s, the use of microcomputers in the minerals industry has grown to the point where today they can be found in virtually every plant within the industry. Their use in every aspect of instrumentation and control has increased the ease of operation and control of every phase of mineral processing. Their incorporation in sensors, transmitters, indicators, and controllers in addition to their use in distributed control and computer systems has provided operators with more timely accurate information than they have ever had before. This has led to an increase in the operator's effectiveness and an improvement in overall productivity. The ultimate aim of plant control is to maximize recovery in the mineral processing operation, and the microcomputer has spawned many tools that are now making this goal attainable. This paper discusses individual use of microcomputers in the areas previously mentioned as well as their collective use in overall control systems. The incorporation of local control systems in total plant control including the communication of information throughout all levels of plant management is also discussed. Finally the role the microcomputer is playing in today's plants is illustrated with numerous references to current examples.

"Austenitic stainless steels are an important material of construction for Boiling Water Reactors (BWR). These stainless steels are amenable to strengthening by strain hardening. Various deformation modes at different test temperatures and strain become active. In the present investigation type 304LN stainless steel was used in the annealed and strain hardened condition. Thin foils were prepared from gauge section for transmission electron microscope (TEM) investigation after tensile testing at room temperature and at 288°C. TEM investigation reveals that twinning is the major mode of deformation for the tests done at room temperature while dislocation cross-slip is the major mode of deformation at higher temperature. Stacking faults were also observed to a limited extent. The extent of twinning was much higher for the tests done using the rolled material. The formation of martensite in the stainless steel due to straining was investigated by the analysis of selected area diffraction patterns.IntroductionAustenitic stainless steels (type 300 series) are an important material of construction in Boiling Water Reactors (BWR). These stainless steels cannot be heat treated but can be strengthened by cold working [1]. Nitrogen alloying of these stainless steels result in high strain hardening rates and higher strength without any loss in toughness [1]. Stress Corrosion Cracking (SCC) in BWR of these types of stainless steels have been attributed to surface strain hardening and strain hardening ofregions adjacent to constrained weldment [2].The test temperature [3, 4], prestrain [5] and nitrogen level [5] has been reported to affect the deformation mechanism during tensile testing. Byun et al. [3] have reported the formation of martensite, dislocations, stacking faults and twinning during tensile deformation, the extent of each depending on the test temperature. Strain localisation has been reported to occur during tensile deformation in irradiated stainless steels [ 6]. The behaviour of rolled material during tensile testing is similar to that of irradiated material to a large extent [3]. Austenitic stainless steels are low stacking fault energy (SFE) materials in which various types of microstructures have been reported to form during tensile deformation and the strain is also highly heterogeneous in nature in these stainless steels which aides SCC in BWR environment to a large extent [7]. During cold working of austenitic stainless steels second order twinning has also been reported [8]. Knowledge about the deformation mechanisms operative in the strain hardened austenitic stainless steels during tensile testing at different temperatures is essential to understand the material deformation behavior and the present study aims at enhancing the existing understanding."

The Polokwane Smelter Complex (PSC) relies on a single 68MW high-intensity six-in-line furnace to smelt a planned 650 000 t/a dry concentrate to produce a platinum group metals (PGM)-bearing matte. As typical of a greenfields venture, considerable attention was paid to the project development and implementation stages of design, engineering, construction and commissioning. Somewhat unusual though, was the role of a dedicated multi-disciplinary "Operational Readiness" and support team, comprising the owners team and specialists from the furnace designer, HATCH, to effect a safe and rapid ramp-up to the design smelter capacity of 68MW. The challenges encountered in developing an effective partnership will be discussed. The modus operandi and roles of the "Operational Readiness" team during the design, procurement, construction and commissioning stages as well as that of the operational support team within the overall ramp-up objective will be presented. Five conclusions that emerged from ADL's Contractor Noise Measurements Assessment done for the Bureau of Mines and the 7 December 1971 Bureau of Mines Contractors' Round Table Meeting in Boulder, Colorado were: ? a limited amount of good data has been obtained for characterizing the noise environment for electromagnetic (EM) coal mine operational/emergency communications systems; ? significant noise date gaps still exist; ? suitable instrumentation and data analysis methods are available for filling these data gaps; ? the immediate and most important data gaps should be filled by means of a timely field measurement effort that is purposely limited in scope and duration; ? this field measurement effort should preferably be carried out by a team knowledgeable and experienced in coal mine EM noise measurements.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

AEROPROSPECTING may be defined as the application of the air view to the search for mineral deposits. The term is suggested as a preferable alternative to either aerial prospecting (which may be confused with areal prospecting) or air prospecting. The air view may be obtained by visual observation from an aircraft or by examination of air photographs; each has its particular advantages and disadvantages. Aeroprospecting should be regarded only as an aid to, and not as a substitute for, accepted prospecting methods ( l ). The Precambrian region north of Great Slave lake consists of two well defined physiographic units, a feature first noted by J. T. Wilson (2). The boundary between these lies close to the north shore of the east arm of the lake and extends northwesterly near Spencer, Beniah, Carp, and Ghost lakes (Figure 1). South and west of this line, exposed bed-rock makes up the greater part of the land area; eskers are very rare, and overburden is largely limited to rock-walled valleys and depressions. North and east of the line, outcrops are rare or absent, eskers are abundant, and most of the surface consists of drumlin-like drift hills, elongated parallel to the direction of ice movement (Figure 2). Where this boundary passes through the area shown in Figure 1, it lies near the 1,200-foot contour and may mark the maximum extent of the lake or sea arm present in this vicinity toward the end of the Pleistocene period. For convenience, the first area may be called the 'bed-rock belt' and the other the 'drift belt'.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regarding methods by which the fuels of the country may be most efficiently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80,a and is written in plain and nontechnical language, as far as possible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions.

GERMANY'S recent collapse and the occupation by the Allies of the coal fields of the Ruhr, the Saar, Silesia, Poland, and Czechoslovakia have focused attention on the postwar coal problems of Europe. American coal operators are interested deeply in what is happening in Britain, particularly in the discussion of plans to rehabilitate and reorganize the entire British coal mining industry, as such reorganization will probably determine the place Britain will occupy in the European coal markets for the next few decades. The continuing decline of British out-ut per man-shift, particularly during wartime, has resulted in a most serious effort to determine whether this unfortunate trend is due to the physical condition of the coal seams, poor management, poor engineering and planning, inadequate use of power and machinery, or failure of labor to co-operate with management.

Although metallurgical benefits of processing metals in a vacuum or reduced atmosphere have been realized for a hundred years, the problem of creating a vacuum in the range from 10-0 to 10-4 mm. of mercury in a moderately sized furnace chamber has been difficult to solve. The demand for these and lower pressures, with the advent of World War II, for separating the fission-able uranium isotope from its stable twin by the electromagnetic process, gave impetus to developing pumps capable of delivering extremely low pressures. With the release of data by the Atomic Energy Commission on methods of securing high vacuum in large equipment, steel companies took the initiative, and the growth of the vacuum-melting industry was assured. Vacuum-induction melting of steel in the United States began on a small scale in early 1945 and in 10 years grew to 60,000 pounds per month or 720,000 pounds per year. The years following 1954 showed tremendous expansion, culminating in 1958 in a capacity of more than 36 million pounds.

Two adjacent open pits in Mali hosted by deeply weathered saprolitic materials were mined consecutively over the course of approximately 12 months. During excavation, both pits experienced significant displacement and tension cracking as the result of deeper than expected depth of weathering coupled with relatively steep slope angles and significant groundwater. In response, geotechnical and operations teams overcame numerous monitoring challenges with prisms and radar to develop a simple and effective monitoring system coupled to a Trigger Action Response Plan (TARP) which enabled continued safe operations while reducing ore loss. Observations of previous slope performance of these two pits allowed for greater confidence in empirical failure runout calculations that was used to specify the standoff widths for the exclusion zones in the pit. Back analysis of the slope as-built performance after the first indications of slope distress was also conducted. The back analysis was used to confirm rock mass parameters for modelling while being utilised as a reality check for the stability analysis. The stability analysis indicated that leaving a large step-out or buttress would not prevent the displacement, resulting in some ore being sacrificed to ensure the safety of personnel. Key learnings from this experience highlight the importance of: • up-to-date geological interpretation of the depth of weathering • ensuring slope design guidance is reviewed and updated as latest information (ie geology and monitoring) is received • having multiple complementary slope monitoring methods to ensure redundancy • ensuring visual observations and as-built performance are utilised as a reality check to provide greater confidence in stability analysis and design guidance.

This paper focusses on the identification of operational opportunities in a 1100 tph pellet plant to reduce the specific energy consumption in its comminution circuit, which is designed to process magnetite ore and produce pellets to be used as raw material in the iron and steel industry. The assessment is carried out through a frequency analysis for three of the four processing lines of the plant, consisting of one ball mill each with an installed power of 4.5 MW and 280 tph of mill throughput design capacity. The methodology, as described in this paper, facilitates the visualisation and quantification of plant performance and provides a good first approach to prioritise alternatives for optimisation. In a pellet plant, grinding is a critical stage due to its high energy consumption and its major impact on the physical properties of the iron pellets, which quality depends to a large extent on grind size and Blaine index. From the evaluation that was performed it can be concluded that production line 2 has the lowest specific energy consumption of 15.1 kWh/t, while line 1 has the highest with an average of 16.6 kWh/t for the same type of ore. On the basis of the results and current operational practices, it is recommended to increase the average mill throughput from 240 tph to 265 tph, translating into specific energy reduction of 10%, without affecting the chemical and physical properties of the final product. The implementation of an HPGR for regrinding the magnetic concentrate is proposed to assure adequate specific surface area in case grinding coarser becomes an alternative, which would also be beneficial for the subsequent water recovery stages. T HE position of each hole of any series of holes was carefully located by the surveyor, plotted in plan and elevation, and numbers assigned to them. The second series was staggered halfway between the first and so on for each succeeding series. Two and a, half to three months was frequently required to grout a series of holes calculated to insure safety for sinking a distance of 10 meters or say 33 ft. Naturally the initial operation called for drilling and grouting two series of holes but thereafter each sinking campaign required only one series of holes as shown in Fig. 8. The pump handling about 75 gal. per minute corresponds to 46 tons of grout or 6 tons cement delivered as a fair over-all average for the 24 hours. Thus 600 to 800 tons of cement was used for a single section of 33 ft. depth of shaft. One campaign used nearly 1100 tons of cement. Some holes were effectually sealed with as low as 30 tons, while many required 60, and some 80 to 90 tons.

BLANDFORD. C. BURGESS, the new Chairman of the Industrial Minerals Division, took the advice of Horace Greeley in reverse-he turned his hack on San Francisco and the Golden Gate, and after a few side excursions toward Alaska and Arizona, hit the trail eastward, not for the lonesome pine, but for Spruce Pine, N. C. Born Aug. 10, 1893, in San Francisco. Burgess found his first job, shortly after finishing high school at 19, as axeman for a surveying party of engineers working for the Southern Pacific Co. in Oregon. Later he moved on up with them into Alaska. He liked the engineering profession, and decided to equip himself further so he entered the University of California in the fall of 1913. and for the next two years devoted himself to acquiring an education in civil engineering.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.
