It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. It can conveniently be accepted as standing for:

"Studies have been conducted at Michigan Technological University (MTU) for over twenty years on methods for characterizing and controlling particulate emissions from heavy-duty diesel engines and die resulting effects on regulated and unregulated emissions. During that time, control technologies have developed in response to more stringent EPA standards for diesel emissions. This paper is a review of: 1) modem emission control technologies, 2) emissions sampling and chemical, physical and biological characterization methods and 3) summary results from recent studies conducted al MTU on heavy-duty diesel engines with a trap and an oxidation catalytic converter (OCC) operated on three different fuels. Control technology developments discussed are particulate traps, catalysts, advances in engine design, the application of exhaust gas recirculation (EGR) and modifications of fuel formulations. Methods for dilution tunnel sampling, particle size analysis, chemical analysis with emphasis on polynuclear aromatic hydrocarbons (PAH) and nitro-PAH, and biological characterization using mutagenic activity (Ames) assays are described, along with statistical approaches to experimental design and data analysis.In studies at MTU, both particulate traps and an OCC have been shown to be effective for the reduction of total particulate mauer (TPM), with the OCC being better al reducing all forms of hydrocarbon emissions, including PAH and nitro-PAH, and with the traps being better at removing the solids (SOL). The use of low sulfur fuel (0.Ql % by mass) has led to additional reductions in TPM; the low sulfur fuel has been shown to reduce the number of small, nuclei-mode particles for one of the engines tested. PAH, nitro-PAH, and mutagenic actively levels generally decreased with use of either the traps or the OCC.INTRODUCTIONDuring the 1980s and the early 1990s there have been significant advancements in the development of technology to control diesel particulate emissions. Efforts have been focused on internal control of the engine by design, the use of after-treatment devices, and improvements in fuel formulations to reduce all the diesel emissions. The research and development activities have been driven by the need to meet the US EPA heavy-duty vehicle standards shown in Table 1. The important standards for new technology are the 1994 heavy-duty vehicle 0.1 gm/bhp-hr particulate, the new urban bus 0.05 gm/bhp-hr particulate standard for 1996 and the heavy-duty vehicle 4.0 gm/bhp-hr NOx standard for 1998."

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. Geology is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks, and an extensive crystal-lithic tuff debris apron. The ore body is hosted by intra-cauldron sedimentary rocks and breccias. Fluid inclusions suggest that silver, lead, and zinc were transported as chloride complexes and precipitated by cooling in veins from <5 wt. % NaCl eq. fluids at 170°-215° C. Silver associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

The petroleum industry has developed and utilized many aspects of rock mechanics, both in its search for petroleum and in its drilling and production operations. Geological exploration activities have been improved by knowledge of earth tectonic forces. Better understanding of seismic wave motion has contributed to a more accurate interpretation of geophysical data. Drilling activities have benefited from basic knowledge of rock strength behavior under in situ conditions. Production has been significantly increased through stimulation techniques, such as hydraulic fracturing. The ability of rock mechanics work to contribute to future petroleum activities will depend upon the development of knowledge of rock properties under greater depths and at higher pressures and temperatures.

Today the world is heavily dependent on petroleum for its energy. In the United States, over 75% of the primary energy used comes from petroleum. Other developed countries are similar. The less developed countries have a lower dependence on petroleum just as the United States did through the early 20th Century. However, these less-developed countries look upon petroleum as one of the primary energy sources for the economic growth required to improve their standard of living. So everyone considers petroleum an essential ingredient in the recipe for the good life. But there is a substantial problem with this recipe, and it is finally getting general recognition. Petroleum is a finite resource, and the world is using it up at a rapid, accelerating rate. Though it won&apos;t be exhausted for many decades, the early warnings of ultimate limits have already appeared. The suppliers of the incremental production in the Middle East have threatened to restrict increases in their production rates. And, of course, the short term embargo of four years ago clearly demonstrated the economic impact of reduced access to petroleum as a primary source of energy. World petroleum production will probably peak in. 10 to 15 years and then start declining. When that happens, economics--the allocation of scarce products (also known as the dismal science for obvious reasons)--indicates that the price of petroleum will escalate in real terms. So that&apos;s the situation today. We have a serious and growing problem facing us that could substantially alter the quality of our life over the next 25 years. Recognition that the society may face a period of lowered expectations after a long period of upward mobility will be a painful experience, but it is certainly not the moral equivalent of war. And, besides, we have time to take positive actions to avert the most serious consequences. When we consider alternate energy sources, the possibilities are almost endless: coal, oil shale, tar sands, solar, fission, fusion, wind, tides, biomass, etc. Actually, the list is endless because new possibilities are continually being proposed. Of these possibilities, coal uniquely stands out as an attractive substitute for petroleum. Coal can be, and is, burned to generate electricity and provide heat. It can be liquefied to supplement the liquid fuels from petroleum, and it can be gasified for use as synthetic natural gas. Unlike exotic alternate energy such as solar and fusion, coal has successfully been used commercially to produce synthetic fuels. But, the technology does need to be refined and modernized. Thus, coal&apos;s role is not to be "America&apos;s Ace in the Hole," but to bridge the transition from primary dependence on petroleum for energy to the utopia of renewable sources of energy. But don&apos;t be mislead by the prophets--those renewable sources of energy are going to be very, very expensive when they are invented.

Newmont has installed advanced control and online optimization on the dry grinding circuit and both roasters on its Carlin Trend refractory ore treatment plant. Subsequently, Newmont has developed a master plan for institutionalizing advanced control and optimization on all its processing units. Newmont is committed to a program of applying advanced control and optimization from crushing of ore to pouring of gold. This paper describes Newmont&apos;s experience with implementing advanced control and optimization and the benefits received. In addition, identification of advanced control and optimization opportunities and their economic justification is discussed.

James Barnes is Managing Director of James Barnes &amp; Associated Ltd which is a company that has invested ten years of development to provide developers with a transparent, user friendly consultation framework that identifies who needs to be consulted, how they are to be consulted and procedures required to manage the risks associated with getting all the wrong! Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

INTRODUCTION The work described in the following paper was under-taken with a view to determining, if possible, the relative importance of some of the phenomena on which flotation seems to depend, in the hope that, if this information could be obtained, it would be of value in dealing with the problem as a whole. At the outset, brief reference will be made to three papers which had a considerable bearing on the course followed in the present investigation. In 1919, Langmuir, in a paper on &apos;The Mechanism of the Surface Phenomena of Flotation&apos;, showed that mono-molecular films of very great stability could be produced on solid surfaces with oleic acid, but that pure paraffin oil, though spreading readily on a dean dry surface, was easily displaced by water.

"The Blind shaft boring method is a mechanised process of excavating large diameter vertical shafts downward from the surface. It is a rotary drilling technique eliminating any requirement for personnel to enter the shaft or access underground workings during drilling and lining phases. Excavated material is delivered to surface carried by a flow of circulating fluid through the centre of drill rods. The drill assembly is suspended from a large A-frame rig and powerful winch at ground level providing vertical thrust to a hard rock cutter head. INTRODUCTION The Southern Coalfields Ventilation Shaft was constructed at a mine, 45 km north-west of Wollongong. The 5 m finished diameter (6.2 m drilled) shaft reaches a final drilled depth of 517 m, the deepest, fully lined blind bored vent shaft to date in Australia. Operated by a mining company in the Southern Coalfields, the expanding mine required a new ventilation shaft and associated surface infrastructure to service future operations. An assessment of future ventilation requirements for the coal seam operations identified a need to improve the capacity and reliability of the existing underground ventilation system in order to ensure a safe and efficient underground working environment. Installation of the new upcast ventilation shaft was determined to be the most cost effective and reliable solution to provide adequate ventilation for underground operations. The completed shaft is smooth and fully lined with steel/concrete composite liners that are hydrostatically sealed. The shaft lining is designed to meet the mine ventilation requirements for a service life of 20 years. The shaft intersects the top of the working section of the coal seam at approximately 513 m of depth. This includes the shaft collar depth and shaft bottom profiled intake section.PROJECT METHODOLOGY AND INDUSTRY BEST PRACTICE The shaft was drilled using the blind bore method, an innovative construction technique and an alternative to the traditional methods of sinking deep and large diameter shafts, such as raise boring and conventional drill and blast shaft sinking. The blind bore method allows the shaft to be drilled from the surface down without anyone having to enter the shaft or the mine during the construction process. This is by far the safest method of shaft construction and is especially suitable for difficult ground conditions where there may be unstable or water-charged strata. As this method involves drilling from the surface downward, shafts can be completed ahead of the underground mine development. Thus, allowing underground operations to focus on development and production without the conflicts of managing ventilation priority for underground contractors and mucking out spoil from excavation workings."

THE occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:¬ I. They have been washed in from the surface, or from an upper portion of the vein. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. IV. They have been found in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. I. BOULDERS AND PEBBLES WHICH HAVE BEEN WASHED IN FROM THE SURFACE, OR FROM AN UPPER PORTION OF THE VEIN. In this type it is presupposed that the vein at onetime com¬municated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoët, in France. Foreign mining publications describing successful hydraulic mining installations, and successful domestic hydraulic mining in a gilsonite bed, have prompted the Federal Bureau of Mines to conduct a literature survey of foreign publications to determine if the hydraulic mining method can be applied to domestic coal mining. Most foreign publications do not give detailed data about the water pressures, water capacities, and production and manpower requirements for successful hydraulic mining, However, they do provide enough general data on mining conditions, manpower, and equipment used to show that conditions in many bituminous coal deposits in the United States may be favorable for economical coal extraction, using high-pressure water jets. Therefore, the Bureau proposes to conduct a field investigation to determine the most appropriate natural conditions, water pressures, and equipment for successful hydraulic mining of coal beds in the United States with variable dip, thickness, and hardness. In the past, technical personnel reviewing foreign mining reports assumed that a steeply pitching coal bed was necessary for successful hydraulic mining. Although the structure of the coal bed may be a factor in gaining assistance from overburden pressures or help in an integrated hydraulic mining and transportation system, the coal is broken mainly by the action of high-pressure, water-penetrating cracks, fissures, or cleats; therefore, the slope of the coal bed is not necessarily a determining factor in hydraulic mining.

In 2019, the Bingham Canyon Mine, owned by Rio Tinto Kennecott Utah Copper Company, mined through the active underground that dewaters the pit. The active underground required the limitation of vibrations to avoid catastrophic damage or damage that would require work to the shotcrete and additional roof support. The surface design of the current sector was mined next to and through portions of the active underground.

The quest for ore in an open pit is fundamentally an earth moving proposition. This thesis is vividly underscored by the rapidly increasing volume of waste to be removed in newer mines, where in some instances waste to ore ratios have reached as high as 20 to 1. Continuing depletion of high grade reserves, greater demand for raw materials, coupled with ever climbing labor costs, have made the problem still more pronounced and the need for more effective means of earth moving in an open pit even more acute. A conservative approach to the problem has been to upgrade the sizes of conventional earth moving equipment such as shovels and trucks. In many open pits, particularly in the C.S., this has been responsible for the generally down- ward trend of earth moving costs. None the less, the investment costs of these machines are high, and their gigantic engines are seldom fully utilized. Moreover, a large number of operators are required and maintenance remains relatively high. Unfortunately most people have felt that no other viable alternative was in sight within today&apos;s technological capabilities.

Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

INTRODUCTION Newmont Gold Company&apos;s Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold&apos;s revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada&apos;s gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." Mining/Metallurgical Factors The Rain deposit consists of three interconnecting mineable shapes with host rocks ranging from 90%+ barite to a highly silicified jasperoid. A helicopter-mounted lake-sediment and lake-water survey was carried out over Grenville rooks in the Renfrew area (parts of Renfrew and Lanark counties) during four days of October, 1975. In the course of this survey. 1150 square kilometers were covered, with 246 lake-sediment and 276 lake -water samples collected from every body of water on which the helicopter could land. Sample sites, which averaged one per 4.6 square kilometers, included lakes, ponds, beaver ponds, swamps and marshes. Lake-sediment samples were taken using a G.S.C. sampler. Waters were collected directly into polyethylene bottles. At each sample site , surface and bottom-water pH, dissolved oxygen content, conductivity and temperature were measured using a Martel. Water Quality Analyzer. The lake sediments were air dried and then ball milled to pass a minus 80-mesh sieve. Lake sediments were analyzed for U by delayed neutron activation and for Mo, Cu, Zn, Pb, Fe, Mn, Ni and Co by atomic absorption techniques. The organic content of the sediments was determined by loss on ignition at 450 °C. Lake waters were acidified with nitric acid on the day of collection. The U content of the water s was determined by fluorometry; the Cu, Zn, Pb, Fe, Mn , Ni and Co contents of the waters were determined by solvent extraction - atomic absorption techniques. A close relationship was found between bodies of granitic, syenitic and pegmatitic bedrock and elevated U levels in the lake sediments. The Hurd Lake and White Lake granitic intrusive were encompassed by an annulus of higher U activity. Field inspection revealed that the U concentrations occur within a zone which may represent a contact metamorphic aureole. Within these complexes, anomalous concentrations of U appear to be associated with Mo. Information derived from the lake-water data reinforces the geochemical distributions outlined by the lake-sediment survey . This survey was carried out in order to develop optimum sampling and analytical procedures for geochemical reconnaissance of the Grenville Province that may be carried out under the auspices of the Uranium Reconnaissance Program.

WHILE methods of utilizing blast-furnace slag have been developing, a great deal of literature on the subject has accumulated, but no comprehensive summary of information that would be helpful to engineers, contractors, architects, chemists, and others in under-standing and more successfully using this byproduct of the iron and steel industry has been published in the English language. The National Slag Association recognized the need for such a publication, and the Problems Committee of the Association under-took in 1943 to accumulate the necessary material. Over a period of several years this committee compiled pertinent information in manuscript form, and in 1948 the Bureau of Mines and the National Slag Association made an agreement whereby the Bureau was to prepare the data for publication as a cooperative bulletin of the Bureau of Mines and the National Slag Association.

FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are clue to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the 8 years which the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened.

AEROPHINE® 3418A is a unique sulfide mineral promoter produced by Cyanamid, based on phosphine (PH3) chemistry. It has proven effective as a collector for the sulfide minerals of copper and particularly lead (galena), as well as for secondary gold and silver values. AEROPHINE 3418A has widest application as a Cu and/or Pb collector for complex ores of Cu-Zn and Pb-Zn, which frequently have significant quantities of associated precious metal values. Advantages shown in the use of AEROPHINE 3418A are improved selectivities against Zn-and Fe-sulfides, increased precious metals recoveries, reduced total collector consumptions for Cu and/or Pb flotation, and increased flotation kinetics leading to higher recoveries of these values. Operating plant, pilot plant and laboratory test data from treat-ing different ores are presented, demonstrating the advantages in use and preferred application of AEROPHINE 3418A.

During the past 2 years, U.S. Bureau of Mines (USBM) researchers reviewed an in situ stress investigation conducted in 1977 at a test site on the 4250 level of the Lucky Friday Mine, Mullan, ID. Although the field measurements of over core strain were found to be useful, significant deficiencies were found in the stress field estimation procedure. The stress field estimate was then updated to incorporate recent progress in statistical capabilities and new understanding of stress concentration factors for doorstopper cells, as well as to correct an error in the original stress solution procedure. Simple models were used to examine the possibility that systematic variations in material properties and stress fields existed at the site. These models succeeded in reducing the sum of squared error somewhat, but fell short of completely describing stress variations throughout the test site. This overcore measurement will be supplemented by two other measurements described in the second and third reports of this series. Other observations of stress field characteristics are discussed in the fourth report The final report will also characterize the natural in situ stress field in the vicinity of the Lucky Friday Mine. This work was undertaken to support USBM research on mining method design and rock-burst control for deep mines.
