ALL technical men who are planning to visit the Century of Progress Exposition in Chicago this summer-and all reports indicate that it will be worth visiting-should try to be there during Engineers' Week, beginning June 26. At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

JUST as 85 per cent of the total ore produced annually in the United States comes from the Lake Superior region, so does one of its six producing districts-the Mesabi --dominate that region both as to production and total reserves; also in ore Treatment, Mesabi practice is dominant. Therefore, in discussing future reserves or ore treatment one may visualize one big district with five smaller districts as so many satellites. In considering the future less thought need be given to processes than to, economic policies. For thirty years experimental work has now been in progress and every possible ore-treatment process now known has been given attention. This work was started when there was no recognizable danger of running short of ore because of rapid consumption. Thirty years ago the annual production had just progressed beyond the twenty-million bracket for the first time. Today fifty million tons is considered a small production, and last year the aim was for 65 million. At the recent rate of production the life of the estimated reserves of good ore is about 35 years. All who know the local terrain are convinced that, unlike thirty years ago, the chances for discoveries of new big deposits are nil; treatment of lean ores obviously is to become an all-important topic.

A program of geological research in support of mineral exploration efforts is outlined. Specific goals are stated, approaches to accomplish their attainment are described, and the type of useful results to be expected are outlined. Because mineral exploration or prospecting has intensely practical goals, research in support of it must be applied research, applied to the problem of maintaining or increasing the discovery rate of the exploration effort. To attain research goals, attention to personnel selection, group structure, and program are critically important, and in about that order. A large percentage of the professional personnel should have had experience in mining geology or mineral exploration, and they all should be prospector-oriented. Structuring in the group should be at a minimum, with wide allowance for the kind of independent research which is essential to the nurturing of on-target creativity. The program should be field-oriented, and it should include a wide representation of those subdisciplines of geology which are applicable to mineral exploration. The types of results to be anticipated include improved or new conceptual models for various types of orebodies and their settings from which new ore guides can be derived, new exploration techniques, and the development of a knowledge bank for various aspects of the exploration effort.

The Kidd Creek base metal deposit near Timmins, Ontario contains around 0.15 wt% Sn, mainly as cassiterite. The cassiterite occurs largely as inclusions in sphalerite, with 85% being in grains smaller than 18.5 micrometres in diameter. Concentrates and tails from the company's Cu, Pb and Zn circuits were studied to determine the liberations and recoveries of cassiterite in the products. The ore had been ground to about 65.% minus 44 micranetres in diameter (-325 mesh); 55% of the cassiterite was liberated. About 92% of the liberated cassiterite and 70% of the unliberated cassiterite were in the concentrator tails, and 20% of the unliberated cassiterite in the zinc concentrate. The company had attempted to recover the cassiterite from the concentrator tails by gravitational methods but recoveries were low. The grain size of the cassiterite in the gravity Sn concentrate was similar to the grain size of the liberated cassiterite in the concentrator tails. Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

(communication to the Secretary*): I am greatly pleased that some one has at last reached what I have long regarded as the only rational explanation yet given of the reasons why steel hardens. Mr. Field claims originality; and doubtless he is entitled to it, but not to priority, mhich must be granted to Prof. John W. Langley.' The difference between them is that Langley says " Tension, probably molecular," and Field says " Tension, probably atomic "; in either case the vital thing after solution is tension. Mr. Field's argument carries with it the idea of increase of density with hardness; if he mill study the facts farther he will observe that the case is just the reverse; that is, the greater the hardness the less the specific gravity; it was just this fact that led Langley to his conclusion, in mhich I have always concurred. Field agrees with Langley that the first requisite for perfect hardening is complete solution of the carbon, not combination; and all of the facts agree with this conclusion. The fact that increase of hardness causes reduction of density was first brought to my notice some 40 years ago, when Major William Wade was testing Jones & Laughlin's cold-rolled iron, and I mas his assistant. We found the well-known increase of tenacity, compressive strength, torsional resistance, and hardness. Specific-gravity tests showed that the cold-rolled iron was less dense than the hot-rolled bars. Major Wade was so surprised at this result that he gave me a lot of samples to weigh, saying that he was not satisfied with

It has been previously documented that various weather conditions such as wind direction and speed, cloud cover and, especially, temperature inversions can significantly affect the overpressure generated by a blast event (Siskind et al, 1980; Oriard, 1999; Siskind, 2000). The overpressure can be magnified downwind and reduced upwind; a change in the regular profile of temperature with elevation can magnify or focus the sound intensity at some distance from the blast event.

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

Prevention of coal-mine explosions depends largely upon thorough knowledge of the causes that initiate explosions. A review of coal-mine explosions in one geographical area when supplemented by nationwide data of similar nature, should serve as a guide for the adoption of measures for explosion prevention. Explosions in bituminous-coal mines of the United States during the 10 years ended December 31, 1932, ranked third in the causes of fatal accidents and constituted 16.1 percent of all fatal accidents in bituminous mines. Kentucky now ranks fourth in coal output in the coal-producing States of this country; a study of the coal-mine explosions in this state will be of definite interest locally among coal-mining people, as well as to those in the coal-mining industry who are concerned in preventing coal-mine explosions. This circular reviews gas and dust explosions in Kentucky coal mines to show their hazards, to point out the influence of certain factors in causing explosions, and to indicate the effectiveness of preventive measures.

The Mineral Industry of Canada in 1951 Continuance of the remarkable, successive increases in the value -of Canada's mineral production, chief basis of the nation's post-war expansion, was one of the highlights of Canadian development in 1951, when, according to the preliminary estimate is-sued by the Dominion Bureau of Statistics and reported in the BULLETIN for February, 1952, mineral output for the year reached a new high of $1,228 millions. This marked an increase of 17.5 percent over the previous year, which was the first in which the billion dollar mark had been reached, and an increase of 143.7 per cent over 1946, when production was valued at approximately $503 millions. While higher prices for the principal base metals accounted for a large part of the 1951 increase, quantity gains were made by copper, nickel, zinc, asbestos. lead, cement, and strikingly important. by petroleum, the value of which exceeded for the first time that of coal production. Gold was an exception to the general trend, being lower in both quantity and value than in 1950. For the first time nickel .came within $9 millions of surpassing-gold as the leading mineral product. Metals and Fuels The value of all metals, estimated at $733 millions, was 18.7 per cent more than in the previous year. Nickel advanced 11 per cent in volume and 34 per cent in value. Copper was up 2.4 per cent in quantity and 21 per cent in value, zinc rose 6.6 per cent in quantity and 35 per cent in value, and although the volume of lead produced was lower by 8 per cent, its value increased by 17 per cent. The tonnage of iron ore was 31 per cent higher than in 1950.

I. INTRODUCTION. OF primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must. have careful consideration. While a general discussion of the subject. of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity of the hoist, and the latter thus becomes of the first importance. * Presented also, by mutual agreement, at the meeting of the American Institute of Electrical Engineers, New York, N. Environmental, social and governance issues (ESG) have become a defining feature in the marketplace to differentiate preferred investments. With the sustainability commitment and reporting landscape anticipated to evolve exponentially, it is now imperative to rapidly develop the approach taken by mineral companies to adequately identify and address ESG risks and opportunities in the reporting of Mineral Resource and Mineral Reserve (MRMR). MRMR cannot be effectively reported as technically and financially assured and realistically executable, if ESG is not integrated into the strategy, business model, input assumptions and process that defines and drives robust MRMR public reporting. Regulatory reporting codes across the globe are presently in various stages of being updated and modified to ensure ESG factors are appropriately covered as a key part of diligent and transparent disclosure. Security exchanges are making it clear that companies must not omit ESG risks from reports to investors. This paper discusses associated challenges for MRMR reporting and suggests avenues for improvement. Key themes include: the importance of procedure rather than prescription and checklists; how ESG criteria impact Modifying Factors and determination of Reasonable Prospects for Economic Extraction (RPEE); the need for financial models to account for material ESG commitments; the uniqueness of each mineral asset; the need for education, upskilling and accreditation of both ESG experts about MRMR reporting and equally Competent Persons in ESG matters; and the need for clear and balanced reports that meet the needs of end users. (RPEE is adopted here for simplicity and consistency, recognising that some reporting codes still include ‘Eventual’ in the term (ie RPEEE). Whilst RPEE and RPEEE are subtly different the intent is to point to the process of assessing ESG factors in determining reasonable prospects.) The principles of transparency, materiality and competence remain paramount when considering the impact of ESG matters on MRMR reporting, and this necessitates an inclusive, cohesive, and integrated approach to assessing ESG issues to ensure the necessary expertise and diligence is applied.

Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

Tests were made at the Government Fuel Yard , operated at Washington , D. C. by the Bureau of Mines , Department of the Interior , in order to determine and improve the adjustment of the carburetors on the trucks used for transporting coal from the Fuel Yard to the different Government buildings in Washington . The tests were made possible through the hearty cooperation of G , S. Pope , engineer in charge of the Fuel Yard . Joseph Burrows and A. E. Foote of the garage department assisted during all the tests and supplied information on the mileage obtained by the trucks for the months preceding and succeding the time the tests were made . The Mack trucks used range in capacity from 2-1/2 to 7-1/2 ttoonnss .. The majority of the carburetors were Stromberg G- 3 type , as shown in Table 2. During the winter months , when the demand for coal is heavy , from 30 to 35 trucks are used . At the time the tests were made , only about ten of the trucks were in daily use , owing to the small demand for coal during the summer months , and scarcity due to labor conditions . Samples of the exhaust gas were taken on the trucks kept in service for summer hauling in order to determine the carburetor adjustment as used . Changes were then made to a more economical adjustment wherever possible , without sacrificing flexibility of operation and power . In every case the adjustments were maintained for maximum power , but were adjusted to the leanest position to give that power . In all but one case the carburetors were found to be adjusted too rich for maximum power and economy . These results are considered in detail in a later part of this report .

The U.S. Bureau of Mines, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research Organization, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in locating a brine solution simulating in situ leach solution or a high-conductivity plume of contamination. The brine was approximately 160 m below the surface. The testsite was the University's San Xavier experimental mine near Tucson, AZ. Geo- physical surveys using surface and surface-borehole, time-domain electromagnetic (TEM) induction; surface controlled-source audiofrequency magnetotellurics (CSAMT); surface-borehole, frequency- domain electromagnetic (FEM) induction; crosshole FEM; and surface magnetic field ellipticity were conducted before and during brine injection. The surface TEM data showed a broad decrease in resistivity. CSAMT measurements with the conventional orientation did not detect the brine, but measurements with another orientation indicated some decrease in resistivity. The surface-borehole and crosshole methods located a known fracture and other fracture zones inferred from borehole induction logs. Surface magnetic field ellipticity data showed a broad decrease in resistivity at depth following brine injection.
