DOWN in Washington an army of individuals constituting the government of a so-called "'democratic" nation is trying to manage the conduct, in its rnultifold phases, of the greatest war in history for the country that is potentially, at least, the strongest in the world and on which, consequently, the major responsibility rests. The enterprise is one of unprecedented magnitude and complexity. That individuals and groups have made and are making serious blunders, both as to the establishment and execution of policy, is to be expected.

This paper examines the methods and people required for the evaluation of project or corporate acquisitions. Experience over the past five years has shown that some growth can be achieved by carefully evaluated acquisition of gold projects within regions where the acquiring company has gold processing facilities. Many Western Australian companies have participated in this process and the trend seems likely to continue with a diminishing number of larger producing companies controlling through joint venture or direct purchase of widely spaced ore deposits. In some cases the acquisition may include ore processing facilities, however an increasing number of smaller project acquisitions, involving small open pit gold deposits, which are within trucking distance of the acquiring company's mill. Whilst gold prices remain at the current depressed level we can expect to see this trend continue.

The cost of water treatment is now more than ever a major consideration for maintaining an environmentally and economically sustainable mining operation. As an industry, we often have to consider water sources that are highly impure and difficult to treat. We are also discovering the value of our waste waters in this regard and using new and improved methods and technology to reclaim and reuse water. In many instances, the water or waste water to be treated is highly acidic and saturated in sparingly soluble salts. Conventional systems used to liberate this type of water typically involve high doses of lime with large volumes of waste sludge produced, and are comparatively complex to operate, to pretreat the water in order to reduce scaling tendency on the reverse osmosis stage. However, if the water is considered valuable for reuse, then why not avoid difficult and cumbersome pretreatment processes and treat the water at low pH to keep the sparingly soluble salts, metals and other dissolved species in solution. This paper describes a patented technology that uses and successfully proves this concept as a cost effective option for certain situations. Results from a treatability study on an Australian groundwater are discussed, along with an economic comparison to a conventional method and discussion on full-scale potential.

Granduc lies near the Alaskan border in British Columbia, about 600 miles (960 km) north of Vancouver. Prospecting in the area must take place in the short summer months of fog and rain because the winter is bitter cold, with snowfall up to 960 inches (24.4 m) accompanied by avalanches. Despite these difficulties, the mineral ized area was discovered in the 1920's. By 1956, Newmont Mining Corporation had developed mineable ore reserves estimated at 32,500,000 tons of 1.93% copper. Newmont and ASARCO, in a joint venture, then began development of the ore body, which was partially covered by glaciers. It was apparent a concentrator could not be built at the mine site where overland access was impossible due to the weather conditions and the terrain. Years of engineering studies of all possible access routes finally dictated the driving of an 11 mi long (17.6 km) tunnel passing under three glaciers and three mountain ranges to the nearest feasible concentrator site at Tide Lake. Even then, a mountain road subject to an average snowfall of 800 in. (20. 3 m) had to be built 32 mi (51 krn) from the concentrator through Alaska to Stewart, British Columbia, the nearest port. At Stewart, which is located at the head of a fjord 120 mi (192 krn) from the Pacific Odean, a fully equipped marine terminal was built. The tunnel, the lifeline between mine and mill, was to be driven from both ends; however, in 1965, an avalanche occurred at the Leduc portal, killing 26 crew members and wrecking much of the camp. The tunnel was then driven from one heading adjacent to the concentrator site at Tide Lake, a distance of 53,744 ft (16,381 m) to a point under the ore body. The remote location, type of terrain, and bad weather made supply of crews, equipment, and construction materials difficult; but in spite of these extremely adverse conditions, the tunnel crews set many world records. Mineralization throughout the ore zone is generally uniform in grade and composition and is primarily chalcopyrite and pyrrhotite associated with pyrite. Mining is mainly by sublevel caving. After blasting, rubber-tired load-and-haul equipment moves from level to level by means of an internal connecting ramp system on a 15% slope. Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. "Evolution Mining is the sole owner of the Mt Rawdon open cut operation, located 75 km south-west of Bundaberg in Queensland, Australia (Figure 1). It is a massive, volcanically hosted, low-grade gold deposit that exhibits excellent characteristics conducive to low cost mining and treatment.In 2014, Mt Rawdon began investigating initiatives to deliver higher mill throughputs without any significant capital expenditure or modifications to the existing processing plant. Various studies have shown throughput increases are possible by applying more blast energy, essentially by reducing feed size through blasting and leaving less work for the comminution circuits (Brent et al, 2013; Ziemski, 2011; Workman and Eloranta, 2003).Given that 53 per cent of energy used on a mine site is consumed by the comminution circuit, with only two per cent being consumed by drill and blast (Smith, 2013), it makes logical sense for a mining operation to align their drill and blast with their processing plant. The term commonly used when exploring this relationship is a ‘Mine to Mill’ program.Over nearly 12 months, various blasting options and Mine to Mill methodologies were tested at Mt Rawdon. Throughout the journey, it was abundantly clear that the Mine to Mill initiative is not as simple as making one technical or physical change and expecting an improvement. Rather, true sustainable improvements demand a paradigm shift across both the mining and processing cultures, where all departments are aligned and working towards the one outcome. Starting on a small scale, the equipment for processing synthesis gas to form liquid hydrocarbons was expanded to handle 100 m) 3/hr. This reactor was successfully designed and constructed, and a basis for future design methods was established. Because, however, this work was carried out on an empirical basis, it is felt that a more thorough theoretical study should be made in an effort to increase the efficiency of the process, particularly in the development of a simpler converter.

New developments are required each day as our industry becomes more competitive. To improve performance, continue and to ensure future demands can be met. This requires the development of technical support systems that enable a more constant delivery and quality of installation of pile foundations and other applications. For example: assistance systems capable of relieving the machine operator of automating monotonous or repetitive operations. Real time installation control of the production process to manage quality control, or data transfer and reporting systems capable of keeping pace with the digital future. This paper will describe these new approaches and considerations required for these new developments. The paper also describes the equipment which is needed to execute the work under the various conditions and provides references herein. INTRODUCTION The success of a construction site is influenced by a number of factors. Selecting the most efficient and economic methods during the planning phase to defining the right direction. This means having multifunctional equipment available. To ease the usage of this equipment by the operator, uniform operation and control systems are essential. Systems like this can provide uniform handling procedure for more than 20 different installation techniques. Experienced operators are not always available. Therefore, to ease the start for beginners and to support training, numerous assistance systems were developed. This ranges from simple information for controls shown on the monitor avoiding misuse to systems which can partly automate the construction process. Regardless, the best equipment is not enough when the construction is not running smooth. The control system not only helps to organize and coordinate service of the equipment; moreover, it allows the operator to control the quality during the installation process reacting if needed. It allows process optimization as well as documentation which might be required for later negotiations.

The presence of antibiotic materials extractable with polar organic solvents was demonstrated in coals of various ranks. Since these antibiotics occur in low concentrations, 200 pounds of a high-volatile C coal was extracted with acetone at room temperature to obtain sufficient material for detailed study. The biologically active materials in the extract were concentrated by extracting with aqueous sodium hydroxide. The fractions soluble in sodium hydroxide inhibited bacterial cultures when present in concentrations comparable to those at which other antibiotics are active (5 µg/ml). Steam distillation of the extracts did not yield highly active materials, contrary to the finds of other investigators. Mass spectrometry of the extract indicated, mainly, the presence of 6-ring compounds in the region of mass 324 to 392. The predominance of 3-ring aromatic systems found by ultraviolet analysis suggests compounds such as biphenanthryl or similar structures. The activity of the hydroxide- soluble material decreased markedly when the phenolic hydroxyl groups were transformed into trimethylsilyl ethers. Hydrolysis of the ethers yielded a product having the same activity as the original material, which indicates that phenolic compounds are largely responsible for the antibiotic activity observed.

Arrium’s OneSteel Whyalla Steelworks in South Australia is a fully integrated plant which operates a single blast furnace. The key operational objective has been to maintain high process availability and stability while maximising the process efficiency and the produced hot metal quality. All ferrous raw material input feeds are sourced exclusively from company iron ore deposits in the nearby Middleback Ranges. The Whyalla blast furnace has mostly operated using a combination of a high percentage of pellet feed, produced in Whyalla, together with screened lump ore.The unique ironmaking challenge has always been to extract the maximum value from the ferrous burden feed available locally. In earlier times, high-grade hematite lump ore was available for both screened lump ore and pellet production. Blast furnace trials from acid to fluxed pellet feed commenced in 1977. The furnace pellet feed has been wholly fluxed since 1981. Many pellet/lump ore feed mixes and significant pellet chemistry composition design changes have been made over the years. These changes have been aimed at best balancing the ferrous burden availability/cost and the optimum reducibility/high temperature melting behaviour of the charged ferrous feed within the blast furnace. In more recent times since 2007, the Whyalla blast furnace operation has transitioned from a hematite based pellet feed to a magnetite based pellet feed while there is an ongoing contest dealing with diminishing absolute quality/increased variability raw material feed inputs.The paper will detail key elements of the Whyalla blast furnace operational philosophy with regards to ferrous feed use and process optimisation. Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (Pacrim) region.

Design of deep foundations for lateral loads requires an understanding of soil-foundation-structure response during loading. Lateral loads on a deep foundation (piles) could be due to earthquakes, winds, waves, and/or machine vibrations. Over the years, analysis of response of piles due to lateral loads evolved from closed-form solutions to p-y methods to strain wedge to finite element/finite difference modeling. Although analysis of lateral response of piles and shafts is routinely performed, there is no single guidance document and/or standard for design and testing. Several different analytical methods are available for the analysis, and the resulting design can result in significantly different responses which can create confusion. This is especially true for analyzing and designing piles in potentially liquefiable soils with lateral spread issues under seismic conditions.This guidance document is intended to assist geotechnical engineers, pile designers, and contractors in analysis, design, and testing of piles and drilled shafts for lateral loads. This document discusses the background of different analytical and testing procedures and presents the recommended methods for analysis, design and testing of piles for lateral loads.Chapter 1 defines the different kinds of lateral loads to which a single pile or pile group may be subjected. This first chapter also presents different types of piles used to resist lateral loads.Chapter 2 discusses geotechnical issues related to lateral pile design such as liquefaction and lateral spreading and other non-seismic issues. Also addressed in Chapter 2 is geotechnical site characterization (as related to lateral loads) in terms of site investigation, in-situ testing, geophysical testing, laboratory testing, and estimation of soil/rock properties.Chapter 3 discusses the background and available analytical methods and tools for the analysis and design of single piles and drilled shafts. Several methods of analyses from closed-form elastic solutions to the finite element/finite difference solutions and their applicability are discussed. Available commercial computer software packages for analyzing single piles and drilled shafts are also presented.Chapter 4 expands the discussion of single piles and drilled shafts into the analysis and design of pile groups. In addition, group effects, resistance of pile caps, results of previous experimental and analytical studies, and available analysis tools and software for pile groups are discussed.Chapter 5 presents the issue of lateral resistance of piles and drilled shafts as discussed in different national and international building and non-building codes. A summary of extensive research on several codes are presented to facilitate the compliance with different codes.Chapter 6 discusses structural design issues of individual piles and drilled shafts such as depth of fixity.Chapter 7 discusses soil structure interaction issues related to kinematic and inertial effects due to seismic loading and available methods of analyses.Chapter 8 discusses and presents the typical procedures for the lateral load testing of piles. This guideline was developed as an aid to the practicing engineer in providing information, direction and commentary on the lateral design of deep foundations. Four methods of measuring mineral abundance in a rock are examined for their potential in assaying for high-tech industrial minerals. One method uses X-ray powder-diffraction data and the other three rely on whole rock chemical data and information on mineral assemblages and mineral compositions. All four methods were employed to estimate wollastonite content in diamond drill core of skarn collected as part of an exploration program and are compared to visual estimates of wollastonite content from core logs. These techniques for assaying wollastonite span a considerable range ofaccuracy and expense, and combined, define a non-linear relationship between these variables. Accuracy increases rapidly relative lo expense up to total costs of about $50 per analysis. Assay methods in the $50-100 per analysis range have associated errors of 5-10% relative and probably suffice for most exploration programs. Improvements in accuracy above this level require a much larger investment. The most expensive assay technique (-$300 per analysis) yields the most accurate measurement of grade (relative error -1%). Its application may best be limited to periodic checks on other assay techniques and for fine-tuning ofmineral separation procedures.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

The company attempting to sell coal to large utility plants is faced with a confusing array of quality parameters and specifications which are often poorly understood by both the utility company and coal supplier. While these specifications are placed on the coal by the utility company, many of them originate with the boiler manufacturer who must guarantee that his product will perform satisfactorily on the design coal. A proper understanding of these parameters by both the coal supplier and utility company can lead to a better understanding of their mutual problem. This paper brings together most of the parameters in common use today and attempts to show what the parameters mean to the boiler designer, particularly in the area of boiler slagging and fouling.
