One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

The term "block caving" as used in this text includes panel caving and mass caving as described by Julin and Tobie (1973). This method reportedly was conceived in 1895 when a block of ore ranging up to 200 ft (61 m) in width was undercut at the Pewabic Mine on the Menominee Range in Michigan (Bucky, 1956). Over the years this method has evolved largely as a consequence of trial and error in which operators became acutely aware of what nature would allow and what it would not. Today block caving remains somewhat of an art rather than a science where experience often dictates what needs to be done. With the plunging prices of base and specialty metals in the early 1980s caving mines sought to reduce operating and development costs in order to return to profitability. For some this became an impossible task given the design, grade and operating costs of the day and closure became the only alternative. One lesson learned from the experiences of the 80s is that survivability depends on cost competitiveness and this implies the efficient use of resources and technology. To this end applied rock mechanics serves as a useful tool. The purpose of this paper is to show how Geomechanics can be used? in block caving to facilitate sound decision making and how this equates to dollars saved. Features of mining method selection, design and operation are discussed as related to this theme.

Reactivity of MgO towards C12+air, C12+N2 and C12+CO gas mixtures was studied up to 1000 °C. Carbochlorination of MgO occurs at temperatures lower than that of its oxychlorination. Effects of gas flow rate, temperature and partial pressure of the carbochlorinating gas mixture on the reaction rate were investigated. The apparent activation energy of MgO carbochlorination is 49 kJ1 mol between 425°C and 600°C. At 550 °C, the apparent reaction orders with respect to C12+CO, C12 and CO, are 2.37, 1.47 and 0.89, respectively. At this temperature, the maximum reaction rate was obtained using a C12+CO gas mixture having a Cl2lCO molar ratio equal to about 0.6.

SOME small vanadium-bearing deposits on the west coast of British Columbia about 100 miles north of Vancouver are of interest for several reasons. They are of a type that is, so far as we know, unique. They are difficult to identify as being vanadiferous so that, unless they are described, other similar deposits could easily pass unrecognized. Furthermore, although none of them has as yet been proven to be of commercial proportions, no good reason is apparent why larger, and therefore valuable, deposits should not occur under similar geological conditions. The original discovery on Quadra island was made in 1932 and has been recorded by H. V. Ellsworth and H. C. Gunning (l). Since 1932, prospecting in the area has revealed other similar deposits, one about a mile south of the original and another some ten miles to the east, near Menzies bay on Vancouver island. The Quadra Island showings are a mile and a half north of the head of Gowland harbour, a small inlet that is easily reached by gas boat from Campbell river, about four miles to the southeast on Vancouver island. The deposits were examined by the writers in the spring of 1943 in connection with field work sponsored by the Department of Geology, University of British Columbia. We are indebted to Mr. G. A. Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

With the difficult economic challenges currently facing the steel industry, it is essential to perform a complete analysis when determining which rolls to purchase. A properly designed “Total Cost of Ownership” model can result in significant savings. This paper will review the costs associated with rolls in both Hot Strip and Cold Strip Mills. The multitude of factors that must be considered in performing a complete analysis for the roll purchasing process will be discussed. Models for both Hot Strip and Cold Mills will be presented. Examples where traditional analysis can lead to expensive, incorrect decisions will be presented.

The investigation described in this report is part of a survey by the Federal Bureau of Mines of the titanium resources of the United States. The purpose of this project was to study a typical coastal deposit of beach sands in the Middle Atlantic States, particularly in the area surrounding the Delmarva Peninsula. The field investigation consisted of a reconnaissance survey of the Eastern Shore of Maryland, followed by surface sampling and drilling of the sands on Assateague Island, off the Atlantic coast of Maryland. The study covered the period January-December 1957. Detailed analyses were made of 5-foot sections of eight drill holes along the Maryland section of the island. The heavy-mineral fraction of these samples was separated by sink-float tests, using acetylene bromide as the heavy liquid. The minerals comprising the heavy fraction were examined microscopically, and mineral counts were made on selected samples.

Long-term performance and behavior of post-tensioned ground anchors subjected to axial cyclic loading constitutes an important aspect of the stability, reliability and overall performance of wind turbine deep foundations. Axial cyclic loading of post-tensioned (PT) ground anchors in soils has not been thoroughly investigated as evidenced by the research conducted for this topic. This paper evaluates research test data, available literature, and industry expert opinion on the current status and problems of deep foundation post-tensioned ground anchor (PTGA) technology, as applicable to the wind energy industry. It also introduces a proposed design solution that addresses the problems of construction cost and long-term performance of wind turbine deep foundations in soils subjected to dynamic cyclic axial loading. Deep foundations using ground anchors for wind turbines have only recently gained attention as a possible viable alternative to the mass spread footings currently in use. One of the primary problems with general acceptance of current PTGA designs is the need for long-term anchor maintenance. The research that was conducted for this study indicates that current literature only partially addresses the many factors influencing load capacity and pullout performance of ground anchors. The lack of information indicates the deep foundation industry has fallen behind in designing and implementing new technology to improve safety and performance, ensure sustainability, reduce costs, and address environmental responsibility. This paper describes the significance of this problem as it applies to the wind energy market, and proposes a new technology solution. The research, expert opinion, and analysis presented by the author is used to support the premise that ground anchor construction cost and long-term maintenance can be reduced with PTGA systems using the Con-Tech Systems (CTS) patent-pending Groutable Void Form (GVF) technology.

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

The methods of harvesting copper from stainless steel mother plates has been investigated from fundamental and operational experience perspectives. At least five different harvesting techniques have been identified that have different effects on product quality, current efficiency, current distribution, growth morphology and ease of stripping. Each method is examined from fundamental principles to understand what occurs during the harvesting process and why the particular effects are manifested. Experience from plants operating the harvesting method is provided to show that the fundamental understanding is relevant. Best practice harvesting method and harvesting management are described.

We wish to congratulate the authors on a fine presentation of a difficult and interesting problem. We fully support the findings that liquid or even mushy center reduction has no place in the production of quality steels. We also agree with the findings, or implications, that internal bar quality is not made in the rolling stands, but in the caster. This is the main reason why Inland caster exclusively uses the submerged casting technique after a few months of familiarization with open casting. The metallurgical advantages of combining in-line reduction with a caster are actually indirect. The use of submerged casting and refining powder permits casting of fine grained aluminum killed steels without resorting to expensive grain refiners and cuts down or eliminates reoxidation during casting. Immersion of a snorkel into a small mold may lead to several operating difficulties. Hence, the presence of in-line reduction enables the section to be cast into a large mold, at high output rates, while obtaining some product size flexibility. The capital and operating costs of a caster-- in-line mill are lower than those of the traditional installation with a separate reheating furnace and billet mill. Admittedly, in-line reduction represents an additional challenge to the steelmaker, maintenance man, and metallurgist.

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . This is the second of a series of reports on properties of commercial motor fuels made pursuant to a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ These gasoline surveys report results of inspections, in oil-company laboratories, of samples of gasoline obtained by representatives of oil companies from service-station pumps in marketing areas throughout the country. In the present survey are presented inspection data on 239 samples of regular-price gasoline, 166 samples of premium-price gasoline, and 157 samples of third-grade gasoline, a total of 562 samples collected during the summer of 1936.

THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

Evidence of the fact that the beneficiation of sand and gravel is now going on is readily observed by visiting various and and gravel plants almost throughout the U.S.A. of necessity this beneficiation process is concentrated more in certain areas than in others, and it is steadily increasing. Therefore, it can be said that beneficiation is now one of the processes inn the manufacturing of sand and gravel, It started some ten to twelve, years ago when the need for beneficiation made itself known, and when the manufacturers of sand and gravel producing machinery began to make equipment available to the industry.

The use of economic models for forecasting purposes is an inexact yet necessary tool for mineral decision making. One method not commonly used is cyclical analysis because of its "non-scientific approach". However, under certain circumstances a modified cyclical approach can provide useful insight to mining companies. The current paper discusses mineral modeling, the type of economic models and the use of cyclical forecasting for mining firms (not speculators) involved in precious metals.
