The complete life cycle of a production facility has many phases requiring many different skills and many different personalities. It is not unlike the life cycle of a person and many parallels can be drawn from it. I leave some of these analogous situations to your fertile minds. The author, having worked in operations, plant design, plant commissioning, marketing and many other interesting situations through the industry has drawn from this experience and examples given by many associates in the industry.The phases seen are as follows: Concept Studies û someone has a bright idea of how to make a dollar. Scope Studies û what possible processes/options that could make a dollar. Prefeasibility Study û the æviableÆ scope options are studied to develop feasible options. Feasibility study û defines the concepts that should be designed to make a viable project thus enabling financing and project commitment to be made. Detailed Design û an intermediate step that consolidates the inputs to give a robust plant that can be constructed.Construction û people can see what they thought was going to occur and start to understand the plant. Commissioning û the hand-over of æownershipÆ from the conceiverÆs to the operators. Operations û the ætoyÆ has become reality and money must be made. De-commissioning û the plant has seen out the useful life of the ore deposit, it now goes through a further process required by society.Across these phases of plant design run several countervailing management requirements that can influence the outcome of the plant design. Some of the management rigours that have to be applied to the various phases are as follows: costing basis of the various phases; operational and maintenance reviews; sustainable development; risk assessment; reliability reviews; equipment availability; commissioning time; and environmental review.This paper endeavours to awaken people to the phases that projects require for a successful outcome and the management rigour that has to be applied throughout the phases to ensure the correct intellectual horsepower is applied at the right time to ensure the best outcome.Many of you would be parents and realise this is not unlike the development of children, teenagers, adults, retirees and ongoing.

WHEN mining and treatment first started at Broken Hill only oxidised ores were available. These ores were rich in silver and lead-the silver mainly existing as chloride and the lead as carbonate.Treatment processes aimed mainly at the recovery of silver, lead being regarded as a by-product, and its recovery, except in so far as it affected silver recovery, was of minor importance.The first ore mined was carted to Terowie and thence railed to Melbourne, being smelted by the Intercolonial Smelting and Refining Co., of Spotswood.The first parcel (50 tons) returned £7442, or £148 16s. per ton to the Broken Hill Proprietary Company.The second parcel of 1053 tons, smelted at the Day Dream smelter, returned 132,142 oz. of silver, but no record is available as to its lead content.These results obtained from two parcels showed that by smelting the ore a handsome profit could be obtained, and Mr. La Monte was engaged to erect two 30-ton Nevada water jacket blast furnaces on Block 13. "ULCOS is a large European program launched by a consortium of 48 partners led by arcelor and a core group of steel producers, which was started in 2004 with the support of the European Commission (RFCS and 6FP programs) to search for breakthrough process routes that could, in the future, when fully developed, demonstrate the potential of large cuts in CO2 emissions for the production of steel from iron ore.The timescale for commercial implementation is the post-Kyoto period, i.e. 15 to 20 years from today.The present paper presents the progress made in the first 2 years of this 5 year program.Several concepts are being investigated in parallel: re-engineering of the blast furnace to incorporate CCS in the core of the process, smelting reduction with CCS capabilities, massive use of natural with more CO2-lean technologies than today, hydrogen steelmaking and electrolysis of iron ore. Biomass also offers very attractive perspectives, while raising major challenges.None of these new steelmaking routes are ""no regret"", which means that the European Steel Industry has already incorporated extensive energy saving steps in its present process technology and is working as close to thermodynamics limits as is cinematically and economically feasible, and that decreasing GHG emissions further means introducing breakthrough technologies that add significant costs to the operation of the Steel Mills.They will also require much research and development before they can be proven and implemented commercially.IntroductionThe ULCOS program (Ultra Low CO2 Steelmaking) is a large research program of the European Steel Industry and its industrial and research partners launched in September 2004 to investigate steelmaking technologies that have the potential of reducing the CO2 emission of the Industry by a large amount, typically in the order of 50%. Karl L. Fetters moves to the front of the AIME organization this month as the 1964 President of the Institute. He will take the chair vacated by outgoing President Roger V. Pierce at the Annual Meeting in New York, already well-rehearsed in his forthcoming duties after a year of preparation as AIME President-Elect. Dr. Fetters is highly qualified for his new responsibilities on both the administrative and professional level. For the past five years, he has been vice president for research and development at The Youngstown Sheet and Tube Co. in Ohio, where he has achieved wide recognition as an out- standing metallurgist and executive. A native of Alliance, Ohio, he obtained his early education in the public schools of his home town and displayed a singular precocity when he launched his professional career as a chemist for the Morgan Engineering Co. at the age of 16. His new career, however, was soon set aside in favor of four years of higher education at the Carnegie Institute of Technology, whence he emerged in 1931 with a bachelor's degree in metallurgical engineering. Surprisingly, and perhaps owing to the employment stringencies of the Depression years, the first job his new qualifications earned him was that of stationary engineer at the Cunningham Sanitarium in Cleveland. After two years of ministering to the mechanical ailments of this institution, Dr. Fetters relinquished his post for a more suitable one in the field of metallurgy.

ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

A test to determine the amount of gravity recoverable gold (GRG) in an ore is described. Typical GRG results are given; an error analysis is detailed; possible uses are discussed. Of the 38 samples tested, the lowest GRG content was found to be 25% (most below 25 11m, or 600 mesh), and the highest 94% (most above 300 11m, or 50 mesh). The average GRG content was 63%, with a standard deviation of 19%. Error analysis shows the test to be reproducible within 5 to 10%, depending on the size distribution and grade of GRG, and the sample extraction protocol. When using the same primary sample, reproducibility improves, 2 to 5%, depending on the amount of gold coarser than 850 11m (20 mesh) and sample weight. The test has been applied to greenfield project and retrofit applications, to determine the suitability of gravity recovery. For existing circuits, it has been coupled with a model of gravity recovery for optimization studies.

Of the 61 dikes examined some yielded cassiterite, tantalite, and beryl; eight contained spodumene; and six carried amblygonite. Two mines stockpiled spodumene as a byproduct. Only zoned pegmatite dikes carried lithium minerals. GEOLOGICAL studies have revealed the occurrence of hundreds of pegmatite dikes in northeast Brazil, Fig. I, in the three states of Rio Grande do Norte, Paraiba, and Ceara. Heretofore data have not been available on the possible production of lithium minerals from these areas, and in March, April, and May 1953 the author undertook a reconnaissance survey covering a cross-section of the pegmatite~. Sixty-one pegmatites were examined. The pegmatites of Rio Grande do Norte and Paraiba are located in an arid region (Seratao), and except in the most southerly portion there is a minimum of vegetation and overburden. The region is easily prospected and relatively accessible by jeep or truck. The pegmatites examined in Ceara are in an area of lush vegetation along the flanks of the Jaqueribe River valley. It is therefore more difficult to prospect, and the dirt roads, as a means of access, leave much to be desired. For all practical purposes rail transportation, except in Ceara, is not available. The rocks of the area are composed of Pre-Cambrian schist, gneiss, quartzite, and marbles. They have been intruded by granites, monzonites, and diorites and cut by quartz veins and pegmatites. Pre-Cretaceous erosion reduced the area to a peneplain upon which Cretaceous or younger sandstones were deposited. Recent erosion has left only a few remnants of these younger rocks. In most of the Rio Grande do Norte-Paraiba area the pegmatites were more resistant to erosion than the enclosing schists and therefore stand out in relief. This is not true in the rolling country of Ceara, where the pegmatites lack topographic expression. With regard to structure and lithology, the pegmatite~ of northeast Brazil are divided into two types, uniform and zoned. Of the 61 examined, 19 belong to the uniform and 42 to the zoned type. Uniform pegmatites are normally long, narrow, and tabular, with sharp contacts. They are composed of an intimate mixture of feldspar (microcline or ortho-clase), mica (biotite, phlogopite, or muscovite), and quartz. The grain size5 varies from fine at the contact to coarser in the interior. They are not considered a commercial source of pegmatite minerals, although efforts have been made to produce green beryl of gem variety. This type of dike is often abundant in schists and gneisses close to granite intrusives. The productive dikes — lenticular, pod-shaped, or irregular in outline, with sharp contacts — are of the zoned variety. Zone contacts are gradational, except for those with the quartz core. Zones re identified as follows, see also Fig. 3. Border Zone: This outer zone, in contact with the country rock, is composed chiefly of fine-grained muscovite and biotite, with lesser quantities of finegrained microline and quartz. It is the narrowest zone, usually measurable in inches. Wall Zone: Lying between the border and intermediate zones, the wall zone is composed of medium-grained feldspar (often microcline), muscovite, and quartz. Usually it is the widest zone. Widths of 50 ft were noted. Intermediate Zone: Lying between the wall zone and core, the intermediate zone is composed principally of coarse-grained microcline (occasionally with some orthoclase and albite). It may also carry minor amounts of coarse-grained quartz and fine to medium-grained mica. The width varies from less than 3 ft to more than 30 ft. Core: The center of the dike is composed almost entirely of massive quartz, occasionally with minor amounts of fine-grained muscovite. The width reaches 30 ft. This Bureau of Mines report investigates solvent injection as a means of increasing oil production from low-gravity oilfields; thus, wells in two California oilfields that produce from reservoirs having low-gravity oil were injected with highly aromatic solvents to increase their oil recovery. The wells were either allowed to soak or the solvent was circulated for a period of time. In some of the wells, the solvent was followed by a slug of water. The post-stimulation production rate was considerably higher than the prestimulation rate of the wells. Wells in which the solvent was not followed by water showed an immediate increase in oil production, and essentially all of the solvent was recovered. The wells in which solvent was followed by water essentially showed a delay in the increase in oil production, thus indicating a temporary water block. The results show that the production rate is usually increased by the injection of solvent, and the method may prevent early abandonment of marginal producers. Cumulative post-stimulation oil production indicates that cyclic solvent injection treatment can be an economic success.

The general principles of technical due diligence best practice that are involved in assessing a mineral property in the early stages of its development are described and a bibliography of relevant papers is attached. The issues specific to the evaluation of gold deposits are highlighted. The Australasian Institute of Mining and Metallurgy's (The AusIMM) initiatives in this area, dealing with the proper public reporting of Reserve/Resource information (JORC Code) and property assessment/valuation (VALMIN Code), will be used as a framework against which the illegal tampering with drilling samples to artificially boost their gold content (salting) from the Busang gold deposit (Kalimantan, Indonesia), owned by Bre-X Minerals Limited (Calgary, Canada), will be reviewed. While the Busang saga was based upon fraud, through salting the samples, the general lessons to learn from such a scam are worth documenting. In Australia, most of those working in the mineral industry belong to long established professional institutes and consultant associations (eg The AusIMM or Mineral Industry Consultants Association [MICA]) that require their members to work within their technical limits and to comply with best practice guidelines, or risk being judged and found wanting by their peers in the context of strong Ethics Codes. There is also a strong interface between such representative professional bodies and the corporate and financial market regulators (ASC/ASX), which closes the monitoring loop. Canada has only now seen the wisdom of having this type of early warning system in place. Fraud and deliberate deception will be always possible, but deception on the enormous scale that occurred at Busang is most unlikely with proper surveillance systems in place and the use of accredited technical professionals. There should have been more hard data available about so big and rich a deposit owned by a C$6Bn company.

As part of a program designed to promote safety in industrial operations , the Bureau of Mines has been investigating the explosibility of numerous powdered products and dusts and studying means for the prevention of dust explosions . In a previous paper the results of a study of the inflammability and explosibility of metal powders were published . This report summarizes a similar study which has been made on various powders used in the plastics industry. The work was undertaken to provide information for a subcommittee of the Dust Explosion Hazards Committee of the National Fire Protection Association, which was charged with preparation of a code for the prevention of fires and dust explosions in plants producing or processing synthetic resins and molding compositions . The production of powders and generation of inflammable dusts are inherent in one or more steps of the manufacturing process of many resins and molding compositions, and control of the dust hazard is a major problem in the plastics industry . In the preparation of phenolic resin molding powders, for example , the solid synthetic resin is crushed and pulverized , and then blended with ground wood flour , cotton flock, or other fillers , as well as with coloring pigments . This raw mix is then passed through compounding mills , from which it emerges in the form of homogeneous sheeted stock, which is crushed , ground , and graded to form the molding powder . The number of major dust explosions in the plastics industry has been limited, but numerous small explosions have occurred, and in view of the ever -increasing volume of production the potential explosion hazard must be considered a very real one . Fortunately, this fact is realized by several manufacturers of plastic compounds , as well as by insurance companies , who are taking precautionary measures against possible accidents and during the past year or two have submitted numerous powder samples to the Bureau of Mines for explosibility tests .

Scattered north and south along a 161-km (100-mile) stretch of Interstate 80, Newmont Min¬ing Corp. owns four active mining properties in Nevada?s northern high desert ? Carlin Trend Operations, Midas, Twin Creeks and Phoenix. Among the four, there are nine openpits, five underground mines and 14 processing facilities. While gold is the predominant ore, silver and copper are also produced. And in a move to hold down energy costs, Newmont built and owns the 200-MW (net), coal-fired TS power plant. This plant provides about 65 percent of the power used for Newmont?s own operations, while the rest is sold to NV Energy, which services Nevada and northeastern California. Bringing the Phoenix Mine ? Newmont?s newest in Nevada ? on-line presented many developmental and operational challenges. Located about 19 km (12 miles) southwest of the town of Battle Mountain, the general area had been home to prospectors and other mining companies since the 1860s. But any profitability in developing the lower grade gold, copper and silver deposit at Phoenix proved elusive, with Battle Mountain Gold being the last company to make an attempt. When Newmont acquired Battle Mountain Gold and its Phoenix reserves in 2001, the lower grade of ore was not a deterrent. Newmont found Nevada-wide cost savings synergies for maximizing profit during the depressed gold market of the late 1990s. The new property was aptly renamed the Phoenix Mine, a nod to its rising from the ashes of the dreams and efforts of previous mine owners.

Unfortunately, general guidelines that can be used to define what may be considered as proper practice have not been established by any responsible body upon which to base a reliable Judgment; more often than not decisions are made primarily according to personal opinion.

This report describes the effects of water shortage on Arizona's mineral industries. The information presented was obtained in interviews with company representatives. Operations covered included all State metal mines using substantial quantities of water and all concentrators and smelters. Also included in the survey were 8 operations in the nonmetallic group; 22 in the plating, metal-fabricating, and metal-forming categories; 1 public-utility power company; and 6 water companies. The extent of the water shortage in Arizona is reflected in mineral- industry water-use practices, in the high cost and low quality of water used at many operations, and in the stringency of State control of well drilling and pumping. Many mineral-industry operations are among those users most seriously affected by the uneven water supply.

BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia's population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia's oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia's industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia's Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia's continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960's, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes ',of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. This paper on milling methods and costs at a flat river (Mo.), mill is one of a series of information circulars on milling methods and costs which is being prepared by the United States Bureau of Mines, The mill under consideration treats 5,000 tons of load ore daily by table concentration and flotation. It is 25 years old, and yet it is a new mill. Research has been in continual progress at the plant since its beginning, and accordingly a day never passes without a record of change for advancement. The changes have been so orderly that no evidence of obsolete equipment remains.

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions.

The past history of uranium production has been dominated by strip and shaft mining methods, but recently in-situ leaching has emerged as a viable alternative for uranium recovery. (1-8) Mobil was the first company to start in-situ uranium leaching in New Mexico. Mobil's Crownpoint project areas are in Mdinley County and are part of the Grants Mineral Belt. The major uranium deposits in this area occur in the Westwater Canyon Member of the Jurassic Morrison Formation. (9-11) The ore depth at the Crownpoint project is about 2000 ft. In an earlier paper we discussed the uranium mineralogy of an areally broad sampling of Crown- point ore. (12) The organic carbonaceous material often associated with the coffinite ore was characterized in some detail. The organic material appeared to be a very mature, coaly-type kerogen derived from plant components. This result was consistent with other studies on such carbonaceous material. (13-15)

Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC's in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

The location and orientation of fire suppression nozzles is critical in suppressing mobile mine equipment fires. To effectively suppress such fires, optimization needs to be considered for the suppression nozzle locations and discharge angle. Detailed experiments were conducted to study the effectiveness of fire suppression agents with different nozzle configurations. A variety of fire suppression systems including dry chemical, wet chemical, dual agent (dry and wet chemical), carbon dioxide, and water mist were used. Six types of nozzle locations were studied, and their fire suppression effectiveness were compared. Results from this work highlight potential considerations when determining effective fire suppression designs.
