The majority of the tailings dam operations in South Africa will be required to comply with the new Global Industry Standard on Tailings Management (GISTM) within the next one to three years, depending on the dam classification and the requirements of the respective investors and insurers. With up to 72 auditable requirements, the implementation of the Standard needs careful planning and prioritization. This paper focuses on the practical steps to GISTM compliance for tailings facilities in operation in South Africa. The discussions are based on current practices, South African regulations, and industry standards requirements. The possible changes in dam classifications and the associated requirements are presented.

AT the Tooele custom lead-zinc ore concentrator,' two sections, each having a daily capacity of 500 to 600 tons, are operated on slightly different types of ores with but little difference in flow sheet and reagents. The ores comprising the two general classes are the coarsely crystalline type, with low pyrite and sphalerite low in iron content, from the Park City district, and the more finely disseminated higher pyrite ores from Bingham, which are more difficult to treat by flotation. Laboratory testing determines with which general class a new ore will work better. The ores are crushed to minus 1 1/4-in. size at either the Utah Ore Sampling Company's plant at Murray, Utah, the Tooele smelter sampling plant, or the crushing plant at the concentrator. The ores for each section are mixed to maintain as nearly as possible uniform lead and zinc contents.

The paramount importance of water to life of all forms on the earth is too well known to require elaboration in this brief paper. It has repeatedly been termed the most valuable of all our mineral resources. Its importance is justifiably recognized in the extensive areas covering the earth which receive sufficient rainfall to sustain a relatively luxuriant vegetation; but in those areas where rainfall is insufficient to support anything but a relatively meager plant growth, the location of a water supply and its development become of even more vital interest to those attempting to obtain a living from the soil. Geological investigations concerning the water supply of the United States have been most extensive, important work having been accomplished by Federal, State, and local governments and by private enterprise. A casual examination of the titles of the 739 Water-Supply Papers published by the United States Geological Survey3/ alone testifies 'to the vital nature of our water resources and the extensive work that has been done on them.

For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

The principal objective of this investigation was to conduct a thorough literature review on the status of project readiness mechanisms, tools, techniques, and frameworks for mining projects. The review aimed at identifying common readiness evaluation criteria as well as potential shortcomings that prevent the establishment of a generalizable project readiness index. The literature review included a general overview of capital project performances and the importance of project readiness assessments to improve project delivery success. The study then progressed towards literature involving mining projects and how this differs from infrastructure and industrial project assessments. The paper concludes by summarizing the current state of mining project readiness assessments, the unique and differentiating factors to be considered, and suggests recommendations towards the development of generalizable readiness assessment criteria for mining projects.

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

SAFETY in coal mining received especial attention by the public in general and the mining industry in particular during 1940 and early in 1941, owing primarily to the six explosion disasters which occurred last year with a total of 276 fatalities. This was the largest number of fatalities due to explosions in bituminous coal mines since 1928, when 347 lives were so lost. But facilities due to explosions have had a definite decreasing trend since 1907, in spite of bad years such as 1917, 1924, 1932, 1937, and 1940. Although the upswing in explosion fatalities in 1940 is lamented by all, none will admit it represents a trend and it will serve mainly to stimulate ways and means of further reducing these disasters.

"Prince Edward Island, Canada's smallest Maritime Province, is located in the southwestern part of the Gulf of St. Lawrence. The Province is more or less centrally located in the Maritimes Basin, a large intermontane basin within the Appalachian orogenic belt. The Maritimes Basin is subdivided into sub-basins and uplifts which exhibit two dominant structural trends: east and northeast. The Basin is known to be petroliferous because of the seeps, shows, oil shales and albertite found in southern New Brunswick and northern Nova Scotia and the gas and oil produced from the Stony Creek field near Moncton, New Brunswick.Permian beds are exposed on the Island, mostly along sea-cliffs. A maximum thickness of about 5,000 feet of red beds -shales, sandstones and conglomerates -make up the sequence. Over most of the Island, the Permian section is much thinner. Four key wells (Mississippian tests) and several shallower tests have been drilled. The Pennsylvanian-Mississippian section thickens rapidly off the Port Hill Uplift at the northwest, where it is less than 4,600 feet thick, and continues to thicken to about 20,000 feet in the Cumberland Basin at the southeast. Geological and geophysical data combine to give us the structural picture of the deeper beds.Prospective reservoir rocks are primarily in the Missis-sippian Horton and Windsor groups. Prospects are:-1. on or over structural highs in the basement; 2. on anticlines or fault highs; 3. over or peripheral to salt domes or salt-core anticlines; 4. at truncation pinchouts of Mississippian prospective beds; 5. in basal sandstone or granite wash on the pre-Carboni-ferous basement; and 6. in facies traps at changes from sandstone to shale or porous to tight carbonate rocks."

Outputs from industrial activities planned in the Riley Ridge natural gas project are modeled to determine the potential locations of air pollution impacts on the Bridger and Fitzpatrick Wildernesses in Wyoming. The nature of modeling, especially with regard to its realism, is discussed. Alpine lakes which, along with their watersheds, have minimal buffering capacity are being studied because of their sensitivity to acidic deposition from proposed new air pollution sources. A hypothesis which relates a source's emissions to deposition and lake chemistry in a worst-case sense is presented. Research designed to test the hypothesis and reduce uncertainties is outlined and progress reviewed. Focus is placed on the meteorological transport and atmospheric deposition parameterization contained in the hypothesis.

Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety. In fact, in many instances better safety records were. established than in normal

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. Investigations and results on the refining of tungsten scrap applying electron beam melting (EBM) in vacuum are presented and discussed. In this work EB melting experiments were performed in single or double-melt operations with different power inputs and refining times for tungsten purification and recovery of multiple metals (including refractory and other metals such as Mo, Nb, Cu, Zn, etc.), which are alloyed elements or impurities with high concentrations in the initial materials. Evaluations for extraction of some valuable metals, generated in the condensate at their removal from the liquid metal during the refining process are provided. Efficient technological regimes for e-beam melting and refining that enable the simultaneous production of pure metal ingots and condensates that can be used directly or can be used for subsequent extraction of expensive and valuable metals are presented.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The detailed record has been filed in the Archives Building, Washington, D. C."

"The objective of this work is to validate a methodology for spatially predicting the fracture intensity, defined as the average fracture area per unit volume. First, using the observations from drill holes, the fracture intensity is directly inferred at the support of drill-hole composites based on a Terzaghi correction. Subsequently, the composite values are interpolated to larger blocks. The methodology is tested on sets of simulated fracture networks, in which each fracture consists of a disc with a random diameter, random position and random orientation. For each of these simulated networks, one can calculate the actual fracture intensity within any region of space, based on geometric considerations. A regular sampling mesh is then defined to emulate a set of vertical drill holes and the proposed methodology is applied to predict the fracture intensity, both globally and locally. The actual and predicted fracture intensities are finally compared, showing that predictions are unbiased, insofar as, on average, the prediction error is always close to zero. Also, the error dispersion increases when the support of the prediction decreases, which is consistent with the well-known support effect. In practice, the proposed methodology allows predicting fracture intensity based exclusively on drill-hole information, without the need for simulating fracture networks in space, hence its interest. INTRODUCTION The characterization of fractures in rock masses is an important part in the evaluation of mechanical and hydraulic properties of rocks. Fractures have a large impact in disciplines such as reservoir engineering, safety of underground storage of CO2 or of nuclear waste, assessment of high-enthalpy geothermal installations, safety of mining exploitations, efficiency of in-situ leaching operations or of extraction by block-caving. As a rock mass property, fractures must be characterized in the three-dimensional space, whereas observations are limited to 1D (drill holes) and 2D (outcrops, drift walls), moreover very often to rather short stations, so that the available data are subject to geometric bias, truncation and censoring. Fracture characteristics includes the number of fracture sets and, for each set, the number, orientation, spacing, location, shape and size of the fractures must be inferred from data sampling. Some important parameters that are considered nearly in all models are fracture intensity and fracture size."

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.
