After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

The Phu Kham Copper-Gold Operation (Phu Kham Operation) is located in the Lao People's Democratic Republic and is owned and operated by the Lao-registered company, Phu Bia Mining Limited (PBM). Australian-headquartered copper and gold producer, PanAust Limited holds a 90 per cent interest in PBM; the Government of Laos owns the remaining 10 per cent. The Phu Kham Operation was commissioned in 2008 with an initial concentrator nameplate throughput of 12 million tonnes per annum (Mt/a). Subsequent improvement projects, including the Phu Kham Upgrade Project (PKU), completed in 2012, and the Phu Kham Increased Recovery Project (IRP), completed in 2013, increased the design throughput to 18 Mt/yr. In 2016, the actual mill throughput exceeded 19 Mt/a, this throughput is budgeted to be maintained until the end of 2020.The concentrator flotation circuit upgrade, completed during the IRP, called for a non-selective bulk sulphide concentrate to be generated from the rougher circuit. This in turn caused the mechanical flotation cells in the cleaner circuit, particularly those in the second cleaner bank, to become volumetrically overload. The overload reduced the cleaner circuit performance to approximately 92 per cent copper recovery at a 23 per cent copper concentrate grade, below the expected 95 per cent recovery. This bottleneck restricted copper units entering the plant to approximately 14.5 tonnes per hour (t/h) due to uncontrolled recirculating load build-up in the mechanical cleaning circuit.Maintaining the operating methodologies would have led to a copper production shortfall beyond 2016, to address this shortfall the Phu Kham Operation looked to optimise the Jameson Cell and mechanical cleaner circuit performance. The work included fundamental application of flotation practice and modelling, mineralogical analysis, bubble size analysis, plant surveys and test work. The results were used to develop and implement an innovative automated control system strategy incorporating flotation theory and operating strategies. The automation has the ability to quickly adapt to disturbances in the circuit and maintain optimised performance with little or no intervention by flotation operators.Upon completion, cleaner recovery increased to 95 per cent at a final concentrate grade of 23 per cent copper, and copper units entering the plant increased to 17.5 t/h.CITATION:Baas, D and Mikhael Gurieff, L, 2018. Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

Virtually all industries use sulphur in some form. About half of the world's production is used in the production of fertilizers. Sulphur is produced in one form or another in over sixty countries in the world. The major producing countries, in order of importance, are: U.S.A., Canada, U.S.S.R., Poland, Japan, France, Mexico, and Spain. Canada is the largest exporter of sulphur presently supplying about 30% of the world elemental sulphur export trade. It has held this position since 1968. World sulphur resources are virtually unlimited. Future world competition will come from Iraq and other Middle East countries as well as Central and South America.

The Rio Tinto Metal (RTMetal) copper smelter, located 5 Km from Huelva, Spain, began operations in 1970. Since then a series of expansions and modifications have allowed a progressive increase in copper production. Environmental considerations having become increasingly important, environmental protection has come to represent an important aspect of the investments in production. As a result, modifications have been carried out in the two existing acid plants: -Modification of the RTM I gas cleaning section to closed circuit. -Substitution of cascade filters and acid lines. -Modification of the RTM I plant to double absorption. The Expansion and Environmental Improvement Project, completed end 1995, will allow 270,000 t Cu and 800,000 t H2SO4 to be produced yearly, at the same time achieving a decrease in specific and overall emissions. RTMetal's goal is to be an efficient smelter, with the avowed intention of respecting the environment and adopting the best available technologies.

The Bureau of Mines is making a survey of petroleum products manufactured on the Pacific Coast from California crude oils . California crude petroleum is known to differ in some characteristics from the crude oil produced in other parts of the United States , and the claim has been made that the present Federal specifications are unduly severe when applied to the products made from California crudes . The main purpose of the present survey is to determine whether these claims are justified . This report deals only with California gasolines . Other products , such as burning oil , fuel and lubricating oils , will be taken up later . The samples reported were furnished in most cases , by the four large refining companies located on the Pacific Coast , although a number of samples of motor gasoline were purchased in the open market . In Los Angeles , samples of motor gasoline were obtained from service stations representing as many different refineries as possible . Inasmuch as San Francisco is one of the cities covered by the regular semi -annual motor gasoline survey conducted by the Bureau of Mines , it was not considered essential that the set of samples obtained from this city be as comprehensive as would otherwise have been necessary . The gasoline consumed in the States of Washington and Oregon is furnished for the most part by California refineries , and no effort was made to procure samples from these States .

Surrounded by a thickly settled farming country, from which to draw native labor, within easy distance of anthracite and bituminous coal, with ores and limestone near at hand, and with the Susquehanna River as a never-failing water supply, Harrisburg has advantages for manufacturing which warrant the investment of the capital that has already been made, and has a future as a manufacturing city second only to Pittsburgh and Philadelphia. THE PENNSYLVANIA STEEL COMPANY, L. S. BENT, SUPERINTENDENT. The works of this company, the largest in Harrisburg, lie between the Pennsylvania and the Philadelphia and Reading Railroads, on. the Pennsylvania Canal, and are essentially devoted to the manufacture of Bessemer steel rails. Capital stock, $2,000,000; invested in business, $5,000,000; wages per month, $80,000; employs 2000 men; capacity, 100,000 tons of rails per year, which is being increased to 130,000 tons. Kaolinitic clays are potentially a vast domestic resource for aluminum. Utilization of this resource could decrease or eliminate the nearly complete dependence of the United States on foreign raw materials for this important metal. Furthermore, processing of clay to aluminum through anhydrous chloride metallurgy could reduce the high electrical energy requirements of the conventional Hall-Heroult aluminum reduction process. Several anhydrous chloride processes have been proposed; however, unresolved technical problems have prevented their commercialization. In particular, an acceptable chemical means has not been found to extract aluminum from clay as a highly pure anhydrous aluminum chloride. This Bureau of Mines report identifies and discusses the important chemical problems involved in achieving an acceptably rapid, self-heating, selective chlorination reaction and the subsequent separation of iron chloride byproduct from the anhydrous aluminum chloride.

In six deep hard coal mines situated in the coal district of the Saar and Lorraine, Saarbergwerke AG produce annually 9 to 10 million tons of coal. The coal is either coked or fired in power plants. Comprehensive planning work is done for the producing coal faces, 15 stone drifts and 60 seam headings. The computer can assist in drawing up the short- and medium-term planning by taking over, on the one hand, work done so far by hand and by supplying, on the other, additional information. The computer can draw up time schedules, can do quantitative calculations, can draw up plans for the em- ployment of manpower, machines and other equipment, and can calculate cost and earnings. It is ensured that all part plans are always adjusted to each other. Because of the volume of work involved, planning in this form and extent becomes possible only by the computer. Especially with the periodical continuation of planning, the new system facilitates the work to be done. The ideas of the planning engineer are and remain the basis of all planning work and the computer gives him an aid to assist him with calculations, report writing and feasibility studies.

Helium used as a tracer gas in petroleum reservoirs continues to show great promise as a new tool for the oil and gas industry, according to tests conducted jointly by the Bureau of Nines and The Pure Oil Co. in-the Cabin Creek field, Boone and Kanawha Counties, W. Va. Helium, when used as a, tracer gas, is mixed with natural gas being injected into a reservoir for secondary recovery of oil, recycling, pressure-maintenance, or other purposes. Three separate experimental helium tracer-gas tests were run in the Cabin Creek, W. Va., field, wherein helium was added as a tracer to the natural gas that was being injected into the oil-bearing Berea sandstone. The results obtained in each test permitted determining the direction and rate of travel of the injected gas, calculating the volume of injected gas in the gas produced at the various wells, and determining the nature of the transition from natural gas to injected gas during a gas-injection program. Data were obtained on the effects obtained from waves of injected gab containing 1 percent and containing 5 percent helium and from a wave of essentially pure helium injected into the formation.

Knowledge of true block grades is obtained from a mathematical model of an orebody, simulated with sample grades normally distributed and spatially correlated according io a spherical semi-variogram model.The superiority of kriging to the polygonal method of estimation is demonstrated on this modelled deposit by comparing the true values with the kriged and polygonal estimates obtained from sampling the deposit. Finally, selection of blocks of the deposit on the basis of the estimated values, shows that if kriging is used, what is predicted is largely mined, whilst if the polygonal method is used large biases can occur depending on the position of the cut-off grade.

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. Beck from the original report by the author.Acknowledgment is made for the wholehearted cooperation and assistance given to the Bureau of Mines by the various operating companies in the district. The importance of geology in ore reserve estimation has been stated by several authors. King et, a1 (1982) reported that the geological factor was the key deficiency where serious weaknesses in ore reserve estimation appeared, especially in grade. The foundation for a successful mining operation is an ore reserve estimate that neither overstates nor understates the true situation as to tonnage and grade. Overestimation of reserves can have devastating economic results. Overestimation of tonnage may lead to wasting money on an overbuilt plant or worse yet, if grade is seriously overestimated also, to undertaking an operation that is doomed to economic failure from the outset. Understated ore reserves can result in building a plant that is smaller than optimum which may result in higher unit costs. At worst, understated tonnage of ore reserves can result in a missed opportunity for a profitable operation. Failure of the ore reserve estimator to properly take into account all geologic and allied factors pertaining to the deposit can result in an ore reserve estimate that is overstated either as to tonnage or grade or both. This paper will focus on these factors and will not discuss rules about distances above or below a drift that should be given a classification of proven or probable, etc. Each deposit has its own particular characteristics which often require modification of general rules for defining limits of proven and probable ore blocks that work satisfactorily in another deposit. A number of references are included which discuss some of these problems. Definitions of ore reserve classifications and an illustration are given in the Appendix.

The Mount Isa Mines (MIM) Copper Concentrator has an extensive history of reagent trials, with different reagents coming in and out of favour over the years. The research and use of carbon depressants is particularly prevalent, as carbonaceous pyrite is a major source of concentrate dilution. Years of research led to the use of naphthalene sulphonate due to its excellent carbon depression properties. However, due to rising reagent costs carbon depression ceased in the late 1990s. This led to the loss of knowledge about the use and value of naphthalene sulphonate. Cyanide is used at the Copper Concentrator for the sole purpose of pyrite depression and over the years multiple projects have been devoted to finding alternatives to it. In 2012 the neighbouring MIM Lead-Zinc Concentrator replaced cyanide with naphthalene sulphonate which resulted in cost savings and the elimination of a hazardous reagent. In 2013, plant trials were conducted at the Copper Concentrator in hopes to replicate the outcomes obtained at the Lead-Zinc Concentrator. The results of the trials conducted at the Copper Concentrator showed that naphthalene sulphonate could not replace cyanide and this work was set aside to pursue more promising projects. Further research conducted in 2014 found that mineralogy and a better understanding of the depressing mechanism of naphthalene sulphonate held the key to improved pyrite depression at the Copper Concentrator. The findings showed that Mount Isa copper ore contains two forms of pyrite; euhedral pyrite (cubic pyrite) and framboidal pyrite (carbon rimmed spheres of pyrite), both of which require different reagents to sufficiently depress them. Naphthalene sulphonate was found to be an excellent carbon depressant, suitable for depressing graphite and framboidal pyrite, whilst cyanide specifically targets euhedral pyrite.In 2015 laboratory test work was conducted to examine the use of naphthalene sulphonate in conjunction with cyanide to selectively target both forms of pyrite. This work led to a full plant trial, the results of which showed a significant increase in plant performance, with higher copper concentrate grades and recoveries being achieved. To evaluate chemically the sample of rock obtained by diamond drilling, it has long been recognized that the analyses of the two components of the sample, core and sludge, must be given appropriate influence in computing the average analysis of any unit of depth. The purpose of this investigation is to set forth what means are available for apportioning the effect of core and sludge on the final analysis, what variables affect the problem, and what combination of applied mathematics will closest approximate the truth under each condition as these variables proceed within their limitations. A drill hole is bored in iron ore exploration principally to test variations in rock composition with depth and is usually directed as nearly normal to the bedding of a horizon to be tested as possible. This practice has a tendency to minimize variation in composition laterally which in any event is not likely to be great. It is obvious that the opportunity for change in analysis of a particular rock is not statistically as great radially in a diamond drill hole where the distance in which such a change may occur is from 0.719 in. (EX bit) to 1.469 in. (NX bit) as there would be longitudinally even in a' run as short as 5 ft. Variations in composition of bedded or layered rocks are usually greater normal to the bedding than parallel thereto. Even in massive rocks, like porphyries, variations are functions of distance. Hence. in either case, variations along the hole are of greater effect than across it. Let us examine Fig 1 briefly to observe a cross section of a unit of depth of a typical diamond drill hole. If we neglect radial change in chemical composition, which we have seen is small compared to lengthwise variation, we can see that if core recovery was 100 pct, the core and its surrounding area, which would be recovered as cuttings (assuming 100 pct sludge recovery), must analyze the same if the sampling is perfect. This is the foundation of this paper, namely, that if core recovery is complete we may assume that the core constitutes as nearly as possible a perfect sample of the ground drilled. Now let us pass to the methods of weighting core and sludge in the final analysis and then develop each in turn. One might employ core analyses only, sludge analyses only, or apportion the influence of each by one of several methods. The most common apportionment is by direct proportion to relative theoretical vol- ' ume occupied by each component in the cylinder hollowed out by the drill, known as the Longyear formula. Another logical treatment would be to consider core and sludge in the final analysis according to the weight of each recovered. This procedure was elaborately set forth and refined by R. S. Moeh1man.l Then to be sure that we have embraced all the possibilities, we must admit that some other method or methods may be devised empirically or by mathematical maneuvers. Should a drill machine be capable of recovering 100 pct of the core in all types of rock, certainly core alone need be analyzed and no complicated mathematics are required; but although some companies have had fair success in obtaining high percentages of core in certain homogeneous ores on the Mar-quette Range, their same methods have proved disappointing on the Menominee, Cuyuna, and Gogebic Ranges where the iron formation often varies widely from flinty chert beds interstratified with soft hematite to wholly leached ore material composed of an unpredictable mixture of hematite and limonite with occasional zones of sugary, recrystallized chert. In spite of numerous mechanical improvements in core barrels, few drilling programs can count on complete core recovery. The sludge alone might be analyzed but for practical reasons this is inadvisable when core is obtained due to the numerous opportunities for contaminating or losing portions of the cuttings. The Longyear formula involves a weighting of the core and sludge in proportion to the theoretical volume of each, that is, where the volume of the core recovered is one-third of the total cubic volume of the cylindrical hole made by the drill, the analysis of the core is given one-third of the weight in the final analysis. This paper describing the minim, methods at the mine of the Consolidated Cortez Silver Mines, Cortez, Nevada, is one of a series of similar papers being prepared by the Bureau of Mines on mining practices and costs in the various mining districts of the United States. The Cortez district is situated on the southwest slope of Mt. Tenabo of the Cortez Range, near the middle of the boundary line between Eureka and Lander Counties (fig. 1). The camp of Cortez is 36 miles south of Beowawe, the nearest station on the Southern Pacific and Western Pacific Railroads. Mt. Tenabo, which is the highest summit of the south end of the Cortez mange, has an elevation of 9,240 feet; Cortez is about 6,280 feet above sea level. The Consolidated Cortez Silver Mines is the only company operating in the district at the present time and employs about 60 men. The daily production of l25 tons of silver-lead ore is concentrated in the company's mill of 150 tons capacity. The concentrate is hauled to Beowawe by automobile trucks for shipment to a reduction plant in Salt Lake Valley, Utah.

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.
