In 1956 the Legislature of the Commonwealth of Pennsylvania created a "Coal Research Board" in the Department of Mines and Mineral Industries. Over the years through amendments to the original legislation, the scope of authority for research has been expanded from the narrow area of improving and increasing the utilization of coal to covering all aspects of coal technology and any other area of interest which would be of value to the coal industry. In January of 1964, the Board commenced a vigorous program using appropriated funds and funds donated by the coal industry to finance a research program devoted to seeking solutions to the mine drainage problem. A review of published literature on the treatment of mine drainage indicated that much work done up to that point in time concerned only the mechanism of mine drainage formation and theoretical chemistry. Very few applied, developmental, or engineering studies had been devoted to finding practical solutions to the problem of polluted waters being discharged from active or abandoned mines. Projects were therefore undertaken on a wide variety of more utilitarian approaches. This paper will discuss briefly some of the pollution abatement approaches which have been funded by the Coal Research Board of this State, and will describe in some detail a multistage flash evaporator treatment plant now under construction.

THERE are many who know The Lucky Tiger and will remember the 35-mile road from Esqueda, a station on The Nacozari Railroad in northern Sonora, Mexico. They will remember the box canyons of the Agua Caliente Mountains which are scarcely wide enough for two cars to pass; the Bavispe River which one hour may be a lazy trickle and the next a sweeping torrent, and the tortuous road up Tigre and Espuela canyons, now following the wash, now hugging some gigantic red cliff. It is still the same. From camp the view of the distant blue-gray mountains is the same. But one thing a visitor of a former day might miss: The hundreds of pack mules and burros, loaded with concentrates from the mill, which used to take most of the road and show up at the most inopportune places, have almost disappeared, replaced of course by the auto truck.

"When considered collectively, Mineral Resources and Mineral Reserves are arguably a key asset for any mining company. Mineral Reserves are the economically mineable portions of Mineral Resources. They therefore provide a good indication of the economic prospects in the short to medium term and associated non-financial impairments for mining companies, hence a focus on Mineral Reserves. An assessment of modifying factors for converting Mineral Resources to Mineral Reserves revealed that Mineral Reserves were most sensitive to long-term commodity prices, hence the focus on long-term commodity prices. The justification for selecting gold and platinum mines is that they collectively make a significant contribution to South Africa’s earnings from mining.The introduction of the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) in 2000 informed the basis for analysing long-term commodity price assumptions for major South African gold and platinum mining companies between 2000 and 2016. The analysis revealed that the least number of non-financial impairments occurred when long-term commodity prices were within ±5% of spot prices. This finding suggests that this range is the ideal range for long-term commodity price assumptions to improve confidence in Mineral Reserve declarations and minimize impairments. Introduction The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) defines a Mineral Resource as ‘a concentration or occurrence of solid material of economic interest in or on the Earth’s crust in such form, grade or quality and quantity that there are reasonable prospects for eventual economic extraction’ (SAMREC, 2016, p. 18). Mineral Resources are categorized according to increasing levels of geoscientific confidence or knowledge, from Inferred to Indicated and lastly, Measured categories. The SAMREC Code defines a Mineral Reserve as ‘the economically mineable part of a Measured and/or Indicated Mineral Resource’ (SAMREC, 2016, p. 25). In some of the other reporting codes such as the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code), a Mineral Reserve is synonymous with an Ore Reserve. The conversion of Mineral Resources to Mineral Reserves involves applying modifying factors, which are non-resource considerations. The modifying factors used in the Mineral Reserve estimation process include mining, metallurgical, processing, infrastructure, economic, marketing, legal, environmental, social, and governmental factors. Each of these modifying factors consists of several components which require due consideration in the estimation of Mineral Reserves. Spontaneous combustion (SC) is a cold oxidation reaction that generates heat, causing a temperature rise of the reactant and leading, with limited heat dissipation, to self-ignition of the reactant, which occurs without an external heat source. Although not limited to coal, the most significant hazard of SC are the fires that occur in coal mining operations around the world. These fires pose a serious risk to the safety of workers in the mines as well as adverse effects on the environment, and can affect the quality of life for current and future generations. We investigated the occurrence of SC in raw coal storage bunkers with the purpose of compiling a decision analyser for engineers designing or working with coal storage bunkers. Specific experts were interviewed from different backgrounds and companies, followed by field research at a coal mine. The important factors affecting the possibility of SC occurring were the type of coal supplied to the bunker, the mining practice, and physical conditions around the bunker. The information presented here will assist in reducing the SC risk in raw coal storage bunkers. These findings, together with the systematic decision analyser developed, will assist design engineers and mine personnel to take early preventative steps in managing SC. The decision analyser was tested for many different scenarios and gave good guidance on how to minimize and prevent SC in bunkers

Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on several recently constructed tunnel projects. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed.

Industrial minerals production in Newfoundland in--creased in gross value by a total of 175 per cent during the ten-year period from 1954 to 1964. The Province accounts for all of ?Canada's fluorspar production and contains one of the most important fluorspar districts in North America. It is also the only producer of pyrophyllite in Canada, and quite recently has become an important producer of asbestos fibre. Limestone, gypsum, brick shale, sand and gravel also ?Contribute appreciably to the expanding industrial minerals phase of the Province's rapidly growing mining industry. Geological diversity characterizes Newfoundland's industrial minerals: Pyrophyllite deposits were formed by contact metamorphism of predominantly volcanic Proterozoic rocks. Fluorspar deposits are fissure-filling veins having the characteristics of typical epithermal deposits. Chrysotile asbestos production comes from one of the Island's serpentinized ultrabasic belts. Limestone is produced at three localities; two of them in the extensive carbonate rocks of the west coast. Gypsum production comes from a thick evaporite (gypsum and anhydrite) sequence in the Carboniferous rocks of the St. George's Bay area. Introduction

"The SGS carbon-in-pulp (CIP) / carbon-in-leach (CIL) model was used to evaluate and optimize the carbon circuit at Alamos Gold’s Young-Davidson Mine. Plants samples (pulp and carbon) were tested in a series of small scale batch experiments to determine rates of gold leaching and adsorption on carbon from a combined flotation concentrate/tailing product. The testwork data, along with existing plant data were then used to model the performance of the existing CIL plant and optimize the circuit to improve performance and overall recovery. The primary purpose of the modelling exercise was to determine the most cost effective way to lower solution losses at the plant. The modelling was also used to learn how the various parameters in the CIL circuit affect solution losses and the gold inventory tied up on the carbon. This resulted in recommendations for minor changes in the CIL flowsheet, which were successfully implemented in the plant. The approach, results and plant changes are presented.INTRODUCTION This paper presents the details from testwork conducted on samples from Alamos Gold’s Young- Davidson gold mine which is located near the town of Matachewan, approximately 60 km west of Kirkland Lake in Northern Ontario, within the southwestern part of the Abitibi Greenstone Belt. The objective of the test program (completed by SGS Canada in 2013) was to investigate and model the combined flotation concentrate / tailing carbon-in-leach (CIL) circuit and suggest ways to improve gold recovery. The metallurgical test program included mineralogy, rheology, and carbon modelling testwork. Plant information was provided during the test program and used in the optimization process. Upon completion of the testwork, plant changes were recommended and implemented at site (October 2014). Plant results from 2014 to 2017 confirmed the modelling results."

The principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the lime-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania. Since the middle of 1922, the management of the American Lime R. Stone Co. has been under the direction and ownership of the Warner Company, of Philadelphia. the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

An architect representing the Atlanta office of the Brick Institute of America periodically presents a slide lecture to interested groups entitled "The First 10,000 Years of Brick". The title signifies the fact that brick, man&apos;s oldest manufactured building material, has been around for quite some time and will continue to be utilized by architects and builders in the foreseeable future. This is not to say that the brick industry can rest on its laurels and ignore the competition presented by newer more innovative products. The industry will have to be equally inovative and market oriented in order to maintain its market share of the predicted construction boom between now and the year 2000. The implication is made, however, that brick can be produced under rudimentary conditions and that the desire to use the product has been long standing. In addition, history has sham that there has been plentiful clay available to produce the product. This paper is an attempt to assess the climate in which the brick industry will operate during the next 26 years. An analysis of regulatory conditions affecting the manufacture of the product will be followed by an assessment of the materials environment in which the industry will be operating. These factors are then reconciled with a projected demand for the product to determine the ability of the industry to satisfy future demand for brick. From a mineral point of view this paper will address itself generally to the availability of and demand for clay. However, other than a brief overview of the uses of other specific types of clay, it will concentrate on the clays utilized in the production of structural clay products, specifically brick.

California&apos;s outstanding contribution to unit operation is the plan of development now established for the North dome of the Kettleman Hills. Beginning April 1, 1931, the Kettleman North Dome Assn. will control the unified operation and development of 10,800 acres of proven and semiproven oil land, and at the same time the Standard Oil CO. of California will operate as another unit its fee land of 9460 acres of similar character. The holdings of the two companies are in a checkerboard mile-square pattern. In addition to this, 410 acres of land may yet be included in the Kettleman North Dome Assn. unit and 530 acres of land are definitely out of both units. The owners of some of this land have expressed their intention of cooperating in a reasonable way with these two units. Cooperative agreements are now in force as to most of this field. Under the definitions of a unit pool and a near-unit pool,&apos; the operation at Kettleman Hills will be a near-unit operation, but because of the size of the structure and its proven highly productive character, the arrangement. concluded on Jan. 31, 1931, in the approval of the Kettleman North Dome Assn. Agreement by Secretary of the Interior Ray Lyman Wilbur and by California State Oil and Gas Supervisor R. D. Bush is of outstanding importance to the entire oil industry. No other major unit operation plans are under way in California at the present time. There has been some little discussion of a plan in the North Belridge field and a feeling that the discovery of oil in the Lost Hills field and also in the South Belridge field would necessitate consideration of unit plans. So few data are available for these areas, as to the land that should be included in such unit plans, that little constructive action is now possible. The beginning of drilling on the Middle dome of the Kettleman Hills also makes it an area deserving consideration for unit operation. In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

The title of this session is "Wall Street Looks at the Mining Industry," and I am going to attempt to answer the question: Shouldn&apos;t Mining Stocks Sell at Higher Price Levels? Or, What Does Wall Street See When Looking at the Mining Industry? Well, it sees a capital intensive business, a technical industry, and a growing industry becoming more vertically integrated. But, at the same time, Wall Street sees a cyclical industry, a fragmented industry of erratic earnings, spotty public relations, a feast-or-famine business where the public usually does not differentiate between coal mining or metal mining, and does not appreciate either the risks or the rewards. As a result, mining stocks generally sell at relatively low price learnings ratios in comparison to other industrial groups. This PIE ratio, the current market price of the capital stock divided by annual earnings per share, is probably the most popular index of a stock&apos;s value. The average of the price/ earnings ratios of the 30 stocks comprising the Dow Jones Industrial Average is over 14. This diverse group of stocks is widely regarded as being a cross-section and representative of the industrial companies listed on the New York Stock Exchange. However, in comparison to 14, Asarco and Kennecott shares are currently available for about 8 times annual earnings. Even discounting earnings from South America, the stock of these two companies sells at only 10 times earnings. Of course, Peruvian politics is currently preventing Cerro shares from selling above 6 times earnings, and Chilean politics keeps Anaconda shares at a PIE multiple of 7. However, even in better times, these companies rarely sell above 10 times earnings. American Metal Climax and Newmont sell at only 11 times earnings as does Phelps Dodge and St. Joseph Lead. As demand for optimisation of mining processes increases, more attention is drawn to blast performance and fragmentation improvement. Fractures and discontinuities are among the most influential factors in blast results, therefore one of the initial steps towards blast optimisation is to gather information about the rock mass and integrate it in blast design. This paper presents a method for assessment of rock mass discontinuities and integrating it in production blasts in the Aitik open pit copper mine in Sweden.3D photogrammetric techniques were utilised to map discontinuities and distinguish domains of similar geologic structures in the pit. As a pilot study for a future campaign, four different initiation directions were tested through six pilot blasts in one of the domains. The results were compared in terms of swell and loading efficiency of rope shovels to identify the correlation between blast performance and initiation direction compared to major discontinuity families.It was established that in the trial domain, blasts initiated towards north or north-west yielded larger swell and better performance of loading. Comparing these blasts with discontinuity families show that there is a correlation between blast performance and initiation direction according to the dip and strike of these discontinuities. Such knowledge can be used for future blasts in the same domain to increase long-term operational efficiency through slight modifications in drill pattern and initiation design.CITATION:Beyglou, A, Schunnesson, H, Johansson, D and Johansson, N, 2015. (Continuing the discussion of the paper of James Johnston, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133.) This paper cannot fail of being of great interest and value to all who are interested in the cyanide process, on account of the important developments which it records. Mr. Johnston is to be commended for the large amount of detail which he gives, and the company and its management for permitting the publication of data of this character, which while of great value to others could well be considered private property. It might be discussed from a number of standpoints: First, as an example of recent practice in mill and cyanide plant construction; second, the mill practice; third, the cyanide practice; and fourth, the new features in cyanide treatment involved. Perhaps a more vivid way of expressing it would be : First, the equipment or tools with which the various operations are carried on, are they the best and most efficient which could have been selected for their respective uses; and, second, is the best use in every case made of these tools? It may be well inquired is the highest possible recovery of silver made at the lowest cost per ounce recovered? For after all, the making of the greatest ultimate profit is inseparably associated with successful metallurgical practice; there must therefore be at all times a careful balance maintained between recovery and cost of obtaining it. I wish to call attention in a very general way to the equipment used and to an anticipation of questions which are bound to arise in this connection. However, the. bulk of my discussion will be confined to the presentation of certain additional data, together with a more or less general discussion showing the line of development which leads up to the present practice and .the applicability of certain features of it to similar problems elsewhere. There are a number of vital points of broad general interest involved in Nipissing low-grade practice upon which metallurgists will by no means be agreed to which I wish to call particular attention in the hope that it will lead to the presentation of data y others of practice in other districts which will&apos; assist in reconciling this divergence of opinion.

Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

Diesel powered equipment is currently used extensively in mining and tunnelling operations around the world due to its mobility, flexibility and through selective application to enhance productivity. However, the increased use of diesel equipment has exacerbated the pollutant load (including heat, humidity, exhaust gases and particulates) placed upon the environmental systems of many underground operations. This expansion in the use of diesel equipment has prom pted researchers to evaluate m easure ment and control technology. This paper reviews the recent research conducted in various countries.

It may at first sight appear somewhat presumptuous for the writer to attempt to discuss a subject in which he cannot pretend to possess any special scientific training; but a sufficient apology can surely be found in the fact that a very large percentage of the accidents from explosives occurring in metalliferous mines is traceable to the ignorance of the characteristics of these compounds by the miners who have to handle them, and to their deliberate disobedience of the rules laid down for their guidance by the manufacturers, the government regulations, or the special rules of the mines.The only method which promises any possibility of improvement upon these conditions is to substitute reason and understanding for the rule-of-thumb principle which says &quot;you should do this&quot; or &quot;you should not do that.&quot; In the one case his own knowledge and intelligence enables the miner to avoid any dangerous practice in the other his inclination prompts him to do anything which will save time, provided he is not found out or at best trusting to his memory to tell him what is dangerous, without the reasoning which makes that memory easy.Another evil of rule-of-thumb knowledge is that, from its very nature, it prevents adaptability, and so we find that old miners, who learnt blasting in the days of black powder, cannot understand why high explosives do not require heavy tamping, or because copper bars are permitted in tamping powder they should not be used with other explosives...
