The Big Whopper, one of only four giant economic rare metal pegmatites worldwide, is set to become a producer of the highly valued lithium mineral petalite (LiAlSi4O10) used in glass, ceramics and the specialty glass-ceramics familiar as Corningware® and the new ceramic stovetops. The deposit has a strike length of 1.5 km, a width of up to 80 m and a resource, open in all directions, of 11.6 Mt, grading 25% petalite. It is amenable to open pit mining and Avalon Ventures Ltd. holds a patent on a flotation process that produces an exceptional quality petalite product. The project will also produce: superb quality Na-feldspar which, too, finds use in glass and ceramics; the unusual Rb- K-feldspar for high voltage porcelain insulators; tantalum, in high demand for electronics; lepidolite, an ore of rubidium; and mica and tin. A positive prefeasibility study has been completed and it remains only to undertake bulk sampling and a full feasibility study.

The separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. More than 50 percent of the phosphate reserve in Florida contains too much dolomite to process using current industry practice. The current way of producing phosphoric acid requires less than one percent MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate Research (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option I entails three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand, which could reduce MgO content in the final concentrate by 20 to 40 percent. Option II involves the crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9 percent MgO at about 87 percent P2O5 recovery. Option III is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

Occupational noise caused by the rock drills used in mining was investigated by the U.S. Bureau of Mines. Using a large reverberation chamber and an automated drill test fixture (ADTF), the sound power levels of mining drills were measured to determine if there are types of drills that are advantageous from a noise production standpoint. Test results show that while there are not large variations among types of drills, there are still some choices that could produce a positive effect on overall noise exposure. It is also shown that lower noise exposures are possible using larger drills because of higher production rates and better operator positioning.

In order to gain competitiveness and compete at a global level, construction companies should improve their efficiency. The problem is even more relevant in the construction field, whose work processes find it hard to evolve towards new automated methods and techniques in the management field. For that reason, this paper suggests how construction companies could apply new technologies to implement automated management of environmental hazards. Based on a survey regarding the environmental risks presently experienced in construction sites, noise and dust were considered two of the main hazards. So in this paper a networked system for real time remote monitoring of the spatial distribution of dust in construction sites was developed. Such a system would relieve builders from the commitment of on-site surveys, allowing for a continuous monitoring of the site conditions and of the real exposure of each worker and pass-by to the pollutants generated by construction works. The main system requirements considered are: easy to deploy, reliable, as accurate as needed to be able to send real-time warnings and store a good estimation of the real exposure to which involved people have been subject to. So far the research produced a prototypical hardware for dust monitoring made up of wireless sensors which can be easily deployed on site. The sensors were calibrated by means of laboratory tests, where their measurements were compared with those collected by means of highly accurate instruments, which were taken as a reference. Thanks to these experiments, calibration curves for the sensors were worked out, showing also the measurement range of the sensors.

Copper is extracted from the Chuquicamata oxide ore by a hydro-metallurgical process. The ore is crushed to 3/8-in. sizing, and leached with a sulfuric acid electrolyte. Chlorine is precipitated. and the ferric iron reduced in the enriched electrolyte, after which the copper is recovered by electrolysis with insoluble Chilex and lead-antimony anodes, the spent electrolyte being returned to leaching. Cathodes are melted and refined in market furnaces and cast into commercial wire-bar and cake shapes. Sulfuric acid for the process is supplied by the brochantite in the ore. Water for washing the ore is advanced through the solution system and finally after cutting by electrolysis to from 6 to 16.0 grams per liter is completely stripped by the cuprous chloride method and run to waste. The cuprous chloride so obtained plus that resulting from precipitation of chlorine from strong solution is dissolved in ferrous chloride brine and the copper cemented on scrap iron. The cement so obtained is in part used to reduce ferric iron in electrolyte, and as it is of exceptional purity is also furnace refined and cast into an exceptional quality of fire-refined copper. Fig. 1 is flow sheet of the operation. The reduction plant is composed of seven divisions as follows: (1) crushing, (2) leaching, (3) tailings disposal, (4) dechloridizing, (5) sulfur dioxide treatment, (6) electrolytic tank house, (7) smelting and melting. A brief description of each of these divisions will be given. Crushing Ore that is frequently blocky and up to 5 ft. in section is crushed in four stages to 3/8-in. mesh. The first stage of crushing is called primary and the next three stages are known as secondary crushing. The first stage is accomplished with two 60-in. Superior McCully gyratory breakers by which the ore is broken to 9 in. The second coarse gyratory breakers crush the ore to 3-in. sizing. There are seven No. 10 McCully gyratories in this service, for one of which recently has been substituted a No. 7 cone crusher. The third and fourth stages of crushing are accomplished by fifty 48-in. disk crushers. In the third stage 14 disk crushers break the ore to 1 in., and in the last stage 36 disk crushers turn out the final product of 0.371-in. sizing. Reference to the flow sheets of Figs. 2 and 3

What makes it look unsurmountable?New Games: New RulesLawyers have described some of the new rules companies are facing and there is a new game being played; a game characterized by unique challenges.Take two, for example: • The ecological problems to be faced are Mother Nature's business, the political solutions required are our business. This combination of natural problems and political solutions requires the development of new management mechanisms, to bridge the gaps among us, as individuals, as professions, as interest groups and so on; indeed, even as countries;• and gaps there are : about as many gaps as the people involved : many of them with new and changing expectations, often mutually exclusive and not negotiable.The challenge of these relationships and communications among so many different interests is one of the keys to effective environmental management.Like any game, this one has rules and they are new, too. These rules are evident not just in new legislation - tough legislation with draconian penalties; they are also evident in new and exacting business policies, value driven and just as unforgiving of poor performance. Senior management of many companies are speaking about the role of enlightened corporate policies and how important it is for everyone involved that these policies drive and reflect business practices. Absence of day to- day behaviour which evidences the words in action, the policy on the wall of a corporate office or published in an Annual Report is first evidence for the prosecution , not the defence.The challenge of practical policies is another key to effective environmental management.This is a new game, with new rules: the challenge of change."

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

The Brisbane Airport Link Project (AirportlinkM7) includes the design and construction of more than 12.5 km of tunnels, with the Kedron interchange including four ramp tunnels that intersect with mainline tunnels and result in caverns with spans of up to 26 m. These caverns are in highly variable ground conditions with less than 35 m of cover underlying residential neighbourhoods and commercial properties. The Kedron caverns were constructed using the sequential excavation method (SEM). Owing to complex geometry and excavation sequence, the caverns were designed based on numerical modelling methods, including both two- and three-dimensional models. These numerical methods were used to develop a suite of support types with excavation sequences for the expected range of ground conditions. A combination of methods that included in-tunnel monitoring (convergence monitoring and extensometers), probe holes, endoscope probes, face mapping and ground settlement measurements were used to verify performance of the tunnel support systems and to select and refine the appropriate support system for each section of the caverns. The construction monitoring data indicated that numerical modelling can provide a good basis for predicting the performance of large-span underground openings in highly variable ground conditions. The Carboniferous sedimentary rocks of southwestern Newfoundland merit investigation because of petroleum, salt and gypsum possibilities and indications of base metallization along the equivalent of the Horton-Windsor con-tact. In this paper, Lower Mississippian (Anguille) strata are divided into three formations: (1) the Cape John below, (2) the Snakes Bight and (3) the Seacliffs. A correlation between these formations and the Craignish, Strathlorne and Ainslie formations of the Horton group? in western Cape Breton Island is suggested. The criteria for the Anguille subdivision are essentially lithological, but preliminary study of included spore assemblages suggests more precise interformational correlations between Anguille and Horton sequences. The re-measured lower portion of the type section of the Codroy group is presented to define more clearly the stratigraphic position of numerous gypsum and limestone beds. This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The purpose of this study was to determine if miners were at risk from exposures to chemicals used in the mining industry and determine the nature and sources of the illnesses and injuries. The U.S. Mine Safety and Health Administration?s (MSHA) employment and accident, injury and illness database was reviewed. There were 2,705 cases of chemical-related injuries and illnesses reported from 1999 through 2006, involving 66 different chemicals. The main source (cause) of chemical-related cases was acids/alkalis (about 39%). The primary nature (effect) of chemical-related cases was chemical burns (about 57%). The job classification where workers incurred the most chemical-related injuries and illnesses was cleaning plant operator/media operator/boney preparation plant operator/crusher worker (cleaning plant operators are responsible for maintenance of plants, media operators are responsible for handling reagents, boney preparation plant operators oversee removal of ?bone? from coal, and crusher workers use large crushers to break mined material). From 1999 through 2006, the rate of ?nonfatal days lost? and ?no days lost? (resulting from injuries) did not change significantly; however, the rate of illnesses decreased significantly. Chemical burns accounted for a large number of injuries; mining companies should carefully examine their personal protective equipment (PPE) requirements, training methods and safety culture to ensure that their workers are protected.

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. The mining industry is becoming increasingly focused on pre-concentration due to its potential economic and environmental benefits, particularly for the more complex, low-grade, high throughput operations now being developed. Advances in technology have seen bulk ore sorting (BOS) trialled at several operations. However, BOS should not be seen as a ‘silver bullet’, it can offer significant benefits, but only under the right conditions. Deposits with interspersed mineralogy or disseminated, fine-grained minerals can be difficult for BOS. Large batches of barren or low-grade material are required for BOS to be effective. Hatch has recently completed several studies for clients who believed that bulk sorting was the most suitable pre-concentration technique for their operation, based only on an assumed sorter recovery or on laboratory trials of the chosen sensor. However, minimal consideration had been given to the heterogeneity of the deposit, the achievable separation batch size or sensor repeatability. Evaluation of BOS needs to consider both heterogeneity and sensor suitability. The valuable or gangue mineral must be present in such a way that it can be separated effectively in the large bulk sorting batch sizes, without competing minerals or changing ore characteristics affecting the metal upgrade or recovery. Also, the sensor chosen must be able to detect either the valuable mineral, a proxy for the valuable mineral, or a gangue mineral for rejection with sufficient accuracy and precision (repeatability). This paper presents three recent case studies, emphasizing markers which indicated that bulk sorting was unsuitable for the project whilst highlighting the pre-concentration technologies which were applicable (including particle sorting, and coarse particle gravity separation). The modelling methodology, equipment sizing and forward work plans developed to verify these alternative solutions are also presented, demonstrating the key factors contributing to a thorough scoping assessment.

The presence of magnetite, either dissolved or suspended as solid crystals, in slags from the copper reverberatory furnace is a frequently mentioned cause of an abnormally high copper content in those slags. The presence of this oxide in the slag is to be expected, since it is present in appreciable amounts in both converter slag and roaster calcine which comprise a considerable proportion of the furnace feed. Magnetite is also a product of some of the furnace reactions. These abnormal losses result in several ways. Magnetite is supposed to favor the formation and retention of copper ferrite, in the slag. Crystals of solid magnetite suspended in the slag are objectionable-because they make the slag less fluid and often entrap globules of matte. Frequently these crystals settle into a layer at the slab-matte interface which may have such mechanical strength as to create a false bottom and interfere with furnace operation by preventing separation of matte from slag. Magnetite may, by crystallizing on the furnace bottom, build the bottom to such a level that the furnace can no longer be operated.

Hematite-magnetite ore bodies at Iron Mountain, Missouri, have produced nearly 9 million tons of iron ore concentrates since 1844. The ore minerals occur principally as open-space filling in fractured and brecciated andesite porphyry with very minor replacement of the wall rocks. The enclosing rocks are Precambrian in age and consist of a series of dacite, rhyolite, and andesite flows aggregating about 2000 feet in thickness. All of the ore is in andesite and the mineralization is Precambrian in age. The shape of the ore bodies, the breccia character of the ore, and the gangue mineralogy are believed to be unique. One of the two main ore bodies is crudely dome-shaped with a tendency for development of concentric mineralized shells; the other is an elongated lense in plan but hook-shaped in cross section. Both have strong linear elements striking northeast, east-west, or northwest. Various modes of origin for the structures and for the tension breccias have been suggested, but none is completely satisfactory. Hematite is the main ore mineral; magnetite is subordinate. Important gangue minerals are andradite, quartz, calcite, actinolite, apatite, epidote, and chlorite. Although some evidence favors injection of an iron-rich melt, other evidence suggests ore formation by a high temperature, water-rich solution.

The definition of the chemical specification at multiple steps of the steelmaking process is very common in the industry. Among all elements and compounds, the Sulphur content has a special control over several stages, from the coal blend to the final products. Coke, iron and steelmaking specialists usually agree on a static specification for each intermediate product according to their local operation capacity and production cost. However, local decisions have major impacts on the whole production chain and many global factors should be considered in order to make the best decision. In this study, we will exemplify focusing on Sulphur content concepts and techniques that could be applied to many decisions in an integrated carbon steel plant. The variation of coal and coke prices, the desulphurization cost and time, the processes operating points, the hot metal rate at converters, prices and demands of low and ultra-low Sulphur steel grades are some of the integrated factors that are usually disregarded during the specification process. Mathematical modeling presents itself as a proper option into dealing with all the complexity that emerges from integrating all these processes' trade-offs and decisions. This study presents the results of a mathematical model that encompasses economic, thermal, chemical, and mass balances, physical quality of materials and productivity constraints of all processes of a hypothetical integrated carbon steel plant. It optimizes the iron and steelmaking process on a global and unique objective, dynamically defining targets for product quality to achieve the lowest steel production cost. This study details multiple market-plant scenarios in order to compare economic and operating results of a static vs dynamic specification practice.

Current statistics show that 90% of new-business failures are caused by the unsuitability of the entrepreneur for the business he has started.
