T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

This presentation will represent a diversion from the central theme of Cordilleran geology, in both time and space, as we move 2,000 miles east of Spokane to eastern Canada, specifically the province of Quebec, to discuss a major new Archean-age volcanogenic massive sulphide deposit called Louvicourt. The deposit is located in the Val d'Or camp in the prolific Abitibi Greenstone Belt some 400 miles north of Montreal. It was discovered by Aur Resources in June, 1989 on a property operated under the terms of a joint venture with Louvem Mining, a Quebec company controlled by Ste. Genevieve Resources Inc. of Montreal. As a geologist, I am proud to be able to describe Louvicourt as a geological discovery, as it was found by doing systematic deep diamond drilling based on a geological concept. The deposit is essentially blind from surface and lay undiscovered for the 10 years that the Louvem mine was in production just 2,000 feet away from its easternmost workings.

This publication contains routine analyses and related source data for 528 natural gas samples from 21 States collected during calendar year 1965 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4

The Process Technology Center of Phelps Dodge Mining Company (PDMC) .operates several test facilities in support of PDMC's hydrometallurgical operations. Installations for small leach columns, 15 cm. to 60 cm. (6 in. to 24 in.) in diameter, and large leach columns, 1.8 m. (6 ft.) in diameter, are complemented by a test facility for SX/EW operations. The history of and reasons for the development of these facilities: are described and original standard equipment is discussed. A primary goal in constructing these facilities was achieving a high degree of flexibility to allow for testing of new equipment and new leaching and SX/EW technologies as they are developed. Along with this challenge, construction of a filly integrated SX/EW test facility on a small scale brought its own set of challenges.

The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. The serious shortage of domestically produced asbestos during the war prompted the Bureau of Mines to investigate reported asbestos deposits in Alaska. The most promising' appeared to be these in the Cosmos Hills and Jade Hills areas along the Kobuk River in northwestern Alaska. The deposits along the west side of Shungnak River, a tributary of the Kobuk River, were the first to be investigated by the Bureau, in the summer of 1944. Four bulldozer trenches were excavated, from Which a 2-ton sample was taken. This sample was shipped to Rolla, Mo., for testing in the Bureau of Mines laboratory. In the summer of 1945 an investigation of asbestos deposits on Cosmos Creek, also a tributary of the Kobuk River, was begun; the work was completed during the field season of 1946.

A detection method and apparatus have been developed to perform real-time measurement of aqueous free cyanide, C-. A laboratory prototype can measure cyanide ranging from 5 micrograms ,per liter to 100 milligrams per ?liter for analysis times as short as 2 minutes per measurement. Sample size per measurement is typically only a few mI, thus? minimizing the waste volume produced from spent samples. The basis for this detection device is a quantifiable, stable affinity between the electrode material and free cyanide in the sample; The electrode exhibits piezoelectric behavior, allowing it to be used as a microbalance. This technology 'has experienced two generations of laboratory prototypes, and has been thoroughly tested to determine the operational sensitivity toward process variables such as pH, competing reactions, etc. The speed and ,accuracy of this method make it superior to conventional wet chemistry methods used for quantifying cyanide levels in water. A device based on this technology could be useful in areas involving process monitoring and environmental compliance, .particularly in the cyanide-based leach mining industry. Interest for this detector has been shown by the gold mining industry and others. Patent application is in progress.

"Traditionally Continuous Fiber Aluminum Matrix Composites have been fabricated using high strength fibers and high strength matrices, often commercial alloys, with the goal of producing high strength composites. However the specific role of the choice of matrix alloy on composite properties has not been well established. One way to control composite tensile strength is to use coatings to introduce a low strength interface between fiber and matrix which tends to reduce the importance of the matrix selection, but unfortunately renders the transverse strength unacceptably low. Thus using a system with strong bonding between fiber and matrix is desirable, such as an alumina fiber / aluminum alloy matrix system. In this case the transverse strength is a strong function of the matrix strength. However the longitudinal strength then depends largely on the characteristics of the matrix. The important role of the matrix is discussed using examples of alumina fibers in various aluminum alloy matrices. The key attributes are matrix constituent phases, alloy chemistry, alloy reactivity with the fiber, and matrix strength. From the understanding developed in these systems a set of design rules may be established for selecting an optimum matrix. IntroductionAluminum matrix composites (AMC's) reinforced with continuous fibers offer very attractive property gains over AI alloys, such as strength, stiffness, and fatigue resistance. These gains are magnified when specific mechanical properties are compared which make them attractive candidates for replacing steel, nickel, titanium and aluminum alloy parts in weight critical applications (1). Many systems have been tried in the past; B/AI, C/AI, SiC/AI, Si-Ti-C-O/AI and AI203/AI. Technically B/AI was a very good system but was expensive in regard to both fiber cost and fabrication and SiC/AI and C/AI systems are still plagued with reactivity problems. The Si-Ti-C-O/AI appears to be a good strength system but with lower stiffness. Until recently, the AI203/AI was a low strength system, in part due to a lack of a high strength fiber. Recently 3M introduced a high strength AI203 fiber - Nextel™ 610, which leads to high strength composites (1,2) and may also be both low cost and also compatible with less expensive casting approaches for fabrication."

The petrographic microscope is a well known tool in nonmetallic materials research. Its utility in the study of perlite is, therefore, not surprising. Valuable information has been derived on samples smaller than those needed by most other methods of analysis. Relatively little has been written about the petrographic analysis of perlite for two chief reasons: perlite is a material of relatively new commercial interest; and the independent prospector or expander, responsible for most studies, attacks the problem from an immediately practical viewpoint. Hence, petrographic studies of perlite have been limited to academic aspects. Rapid development of commercial interest in perlite has changed the situation. Mining and expanding companies now have effective research tools; and such instruments as the petrographic microscope have added materially to practical knowledge about this mineral. Petrographic techniques employed in the search for suitable deposits screen worthless samples rapidly and inexpensively compared with large-scale expanding tests. Hence, only samples of potential quality are selected for further testing. Field appearance of perlite reveals little about its true identity and practically nothing about its commercial significance. Consequently, any method that can be used to separate the "wheat from the chaff" is valuable. In addition to the conventional thin-section and immersion methods used in evaluation of crude perlite, petrographic microscope techniques have contributed to the study of expanded perlite. When apparently similar materials behave as differently in use as perlites, the internal structure of the individual particles becomes a subject of great interest. The purpose of this paper is to discuss some of the petrographic techniques used to characterize this material. WHAT IS PERLITE AND WHERE IS IT FOUND? Perlite was at first described as a glassy rhyolite possessing a pearl-like luster and exhibiting numerous concentric cracks resembling an onion skin appearance.' Fig. 1 is an illustration of perlite in this classical sense. Recently, its definition has taken on a commercial connotation: an acid volcanic containing 2 to 5% of combined water that, when heated rapidly to the softening point of the glass, coincident with the volatilization of the combined water, expands or "pops". Fig. 2, although hardly fitting the classical description given by Johannsen, is an excellent perlite in the commercial sense. It may occur as a breccia in rhyolite, (Fig. 3) and sometimes it is associated with obsidian nodules, as illustrated in Fig. 4. The term perlite includes the expanded product also. In the United States, perlitic rocks are restricted to the western part of the country. 2 Elsewhere in the northern hemisphere, European occurrences follow a belt beginning in Iceland and extending in a southeasterly direction through Scotland, County Antrim in Northern Ireland, and through the Massif Central of France, Germany, and Hungary; thence, into Italy and Sardinia, and through some of the Aegean Islands. A general oriental belt extends from Japan through Australia and New Zealand. Rhyolitic areas elsewhere in the world undoubtedly contain perlite.

"The primary control objective of the project is to achieve milling optimisation by ensuring that the energy available for rock breakage is used as efficiently as possible. This is achieved by increasing the level of mill filing until a process constraint is reached. Stable operation against this limiting constraint is then maintained to ensure long-term optimised operation.Semi-autogenous grinding (SAG) mill control optimisation presents a number of challenges. SAG mills have multiple inputs that are used to control multiple outputs (MIMO process). Secondly, the SAG mill loading process is a ‘high inertia’ process that can be approximated as an integrating process. This means that it is open-loop unstable. The hybrid control strategy presented implements an advanced ‘load stabiliser’, which transforms this integrator process into a more manageable first order process, which can be steered stably against the constraints. This SGS hybrid Expert control strategy implemented on both SAG mills at the Porgera concentrator therefore consists of two integrated parts responsible for:stabilising the mill load to a targetdriving the mill load target to the maximum determined by the process constraints (eg maximum power draw) to maximise efficiency and throughput. A comparative study is done between the operation of the plant for a period of a month before and a month after the implementation of this strategy. In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. Southeast Asian countries cannot maintain their economic growth rate without the development of their mining industries. To make this development as sustainable as possible requires sound fundamentals securing not only economic progress and environment protection but also improvements in occupational safety and health (OSH) for the miners. Mining in South East Asia is still very labor intense and dangerous. Tremendous achievements from world class mining operations in advanced mining countries can be used as role models to improve the status quo of the Southeast Asian countries in OSH management. Know-how transfer, therefore, is a key factor for major improvements. Effects of this transfer based on a multi-level approach will be discussed based on a case study. It describes the transfer from German to Vietnamese hard coal mining industry. Crucial requisites for excellent achievements in OSH in Southeast Asian mining countries are also mentioned.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

The Theory of Sampling (TOS) has made remarkable strides and has witnessed a suite of achievements over its ~65-year history; especially in the last 15 years, since organised work began for the erstwhile fragmented sampling community (2003). Theory and practice have been very well exposed and disseminated, as witnessed in the successful series of the World Conference on Sampling and Blending (WCSB) events and other dedicated sampling and mining conferences in Australia and South Africa. At this WCSB8 occasion we fittingly devote a section of our conference to celebrate the life and monumental achievement of Pierre Gy, the originator of the Theory of Sampling; a special issue of TOS Forum was recently published to the same purpose. But TOS is most emphatically not a finished work.Here I try to look into the future with a personal view: TOS – what’s next? Commensurate with this objective there is offered some out-of-the-box thinking. The purpose is to try to zoom in on probable additional future aspects of TOS and its application compared to the first 15 years of our common journey. There are bound to be lacunae here-and-there across the vast application horizon delineated, which is as it should be, as this lecture is meant to initiate a broad(er) debate – and readers may agree with all, parts, or none of the topics presented. "The Magnet Cove barite-sulphide deposit is a raking pipe-like body that replaced and partly filled a large brecciated zone at the junction of two faults at the contact between sedimentary rocks of the Horton and Windsor Groups of Mississippian age. The principal minerals in the deposit are siderite, barite, hematite, pyrite, marcasite, galena, sphalerite, chalcopyrite, tennantite, proustite, pearceite, acanthite and stromeyerite. The mineral assemblage and textural relationships indicate that the minerals were deposited from low-temperature solutions. The source of the elements in the deposit is believed to be the enclosing sedimentary rocks, with connate or ground waters as the transporting medium, and solubility products as the governing factor controlling the abundance and order of deposition of the minerals."

This paper describes a model of operating policies in an underground metal mine. The purpose of the model is partly that the problem of controlling a mining operation in the face of shocks from its economic environment is interesting in its own right, and also as an input to a larger research project on policy-making in mining companies. The model includes, mining, development and milling sectors together with cash flow and finances. In particular, it shows how the policies used to control the various sectors in the face of environmental shocks from metal prices and changing state of the system are connected by feedback loops. The use of feedback theory differentiates the model from 'ordinary' simulation and assists in the design of 'robust' policies which always achieve effective control. This model is the first stage of a major project and approximations have been made, simply to get the model going. The purpose of this paper is to show the kind of output this type of model produces, to lay our explicitly what is in the model and above all, to invite contributions from mining people on what the model should show and what should be put into it. We claim no virtues for this model. It is just a research tool so that later models will be more worthwhile and useable in practice.

This report summarizes the results of metallurgical investigations by the Federal Bureau of Mines of manganese oxide ore, averaging 23 to 25 percent manganese, stockpiled at the Butte-Philipsburg depot of General Services Administration (GSA). The oxide ores were stockpiled in two general classifications, straight oxide ore and mixed oxide-carbonate ore. Continuous-circuit flotation tests at the Albany (Oreg.) Metallurgy Research Center of the Bureau of Mines showed that each of these ore types could be concentrated by an oil-emulsion scheme to produce a concentrate that could be sintered to meet program specifications. About 88 percent of the manganese was recovered in the concentrate from the straight oxide sample, with the sintered concentrate containing 48 percent Mn. The sintered concentrate from the mixed oxide-carbonate sample contained 41 percent Mn with a recovery in the concentrate of 95 percent.

Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. Precautions are taken to cope with the problem: protective drilling in advance of blasting is performed;

It is not clear to me why it should not all be taken out, from the conditions as I saw them underground this afternoon. H. I. YOUNG.-The grade of our ore is so low that we cannot stand the expense of timbering to support the roof, which, in a sheet-ground mine, would be from 25 to 50 per cent. of our total mining cost at present. After the orebody is mined out, we can often recover 10 to 20 per cent. of the material that is left. F. W. SPERR.-I think it should be a very simple mining engineering problem to mine all of that mineral without the use of a stick of timber. Similar work has been done in the mines of Grand Rapids Plaster Co. The usual operation in deposits of this kind is to open up and excavate as far as the roof will stand; when it caves, start in and dig somewhere else. But in the case I referred to they learned that by working the ground more systematically and leaving in a sufficient amount of pillar, they could later draw those pillars and get them all, and avoid uncon¬trolled breakages which would be likely to occur if they tried to hold up the overburden permanently. From the point of view of safety and also from the financial point of view, I contend that it is better to keep the caving under control and make it do what you want it to do, rather than to take out what you can conveniently for the time being and after a while be compelled to let the overburden do what it pleases.

This research focuses on the strata control issues in a Bord and Pillar depillaring working under the influence of dead load condition of voluminous and fragmented softcover of overburden dump material. It reports the modeling of a mine working through the FLAC 2D software under the Indian geo-mining conditions. The modeling results of an actual mine working under softcover were compared with that under the intact overburden condition to assess the influence of the soft overburden over the depillaring working. The modeling work involved progressive caving of the strata and the cyclic goaf filling following the modelsimulated occurrence of main fall and periodic caving. Mohr-Coulomb Failure criteria along with a simplified strain-softening (MCSS) model was used to study the failure and caving mechanism. Salamon’s compaction model was used to simulate compaction and resultant stress recovery in the goaf material. Comparison of the model findings was done in terms of load on supports, abutment stress, and convergence, apart from the stress redistribution and failure mechanism. The load transfer mechanism of the soft overburden was also studied for an overall understanding of the strata behavior in such workings.
