Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. As part of the pre- and post - shot mine examination at Project GNOME , acceleration data were recorded underground from a series of chemical explosive shots . The cube root of the charge weight was used to scale acceleration and distance because charge weight was not constant . Regression analysis of particle acceleration - distance data gave the following propagation equation : A W1 /3 = 5.10 x 105 ( R / W¹ / 3 ) −2 .43 The quantity A W1 /3 is scaled particle acceleration expressed in g's - lbs¹ / 3 , and R/W1 /3 is scaled distance expressed in ft / lbs¹ /3 Data obtained from the nuclear explosion were scaled and fall within one standard deviation of the calculated propagation law for the smaller shots . Cube root scaling laws were adequate to group acceleration data from explosive charges varying by a factor of more than 1 x 10 in charge weight and over shot - to - gage distances varying from 100 to 46,000 feet . Data obtained from a series of small tests provided sufficient data from which reliable predictions of acceleration could be made for the large nuclear explosion .

"This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."

Following the discovery by CRA of gold at Mt Kare, and the subsequent 1988-90 gold rush, mechanised mining of the alluvial resource is now being carried by a company jointly owned by CRA (51%) and landowners of the area (49%). Mining is currently being carried out using small gravity processing plants fed by hydraulic excavators. Use of hydraulic mining techniques will be limited to over- coming difficulties related to the high clay content of the material and the soft nature of the bedrock. Current resource estimates suggest that the alluvials will have a mining life of three to four years. During this time, exploration of the hydrothermal gold mineralisation at Mt Kare will be carried out by a wholly-owned company of CRA. It is hoped that this will lead to establishment of an economic primary gold resource.

In the up of the electrical arrangements touched on in this paper, the author has had the able assistance of his friend Mr. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer is better than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant. Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of before it is possible to arrive at a proper decision.

MANY MISUNDERSTANDINGS have arisen regarding -Al the purchase by the Government of 24,000,000 oz. of domestically produced silver annually for the next four years at a price of 64 1/2c. to the producer. Some editorials have an¬nounced rather sarcastically that be¬cause of the strong western silver bloc in Congress, the Administration is paying a bonus of approximately $22,000,000 to a few large silver produc¬ers of the West, the amount being figured on the total purchase of about 100,000,000 oz. and the difference between the Government price and the world price for silver. Actually the Government will make a profit on this purchase, due to seigniorage, of something over $60,000,000. The 96,000,000 oz. of silver, for which the producers will receive approximately $62,000,000, will be produced in association with at least $100,000,000 worth of lead, zinc, copper and gold; the greater part of this $162,000,000 worth of metal will be produced at little profit to the mining companies, as will be shown later, because of the low prices for lead, copper and zinc. This amount of money will be spent largely for labor and supplies, thus greatly relieving the national burden of unemployment. Certainly, western mining, in the purchase of this silver, is not victimizing the Federal Government.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

"High metal prices and advanced technology in open-pit mining methods have resulted in considerable interest in the development of large, low-grade mineral deposits. Brenda Mines Limited is presently testing such a deposit of copper-molybdenum mineralization near Penticton, British Columbia.The mineralization of economic interest at Brenda has a total metallic sulphide content of between 1 and 1.5 per cent. This sulphide content approaches the limits of detectability of standard geophysical methods. How-ever, due to a favourable geological environment, it has been possible to utilize the Induced Polarization Method to outline the mineralization at the Brenda property."

Slags and/or mattes from three secondary lead producers were studied as part of an effort to develop treatment methods for these lead-bearing residues. Each company used a somewhat different production process. Company A used a reverberatory furnace followed by a blast furnace. Company B used only a blast furnace. Company C used both a reverberatory and a blast furnace, and the scrap material was desulfurized with sodium carbonate prior to smelting. The slag matrix produced from sulfur-bearing scrap consisted mainly of iron-calcium silicates; the slag from desulfurized material was similar, but also contained sodium. In all the slags most lead was present in metallic form, often alloyed with tin, antimony, arsenic, and/or iron. Slag from Company B contained the most alloying elements, often as discrete subparticles within the lead droplets. Mattes were produced at Companies A and B; predominant phases were pyrrhotite and magnetite, while lead was present in metallic form and as galena.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

The City of Chicago has a world-renowned skyline and is known for its provocative architecture. The subsurface conditions in the city have allowed for construction of these significant structures. The skyline is supported on caissons as they are called in Chicago or drilled shafts in other locations. Despite the significant strides the industry has made in advancing the drilled shaft, the use of other specialty geotechnical construction techniques like micropiles has not been overlooked in Chicago and the surrounding areas. Micropiles have been utilized to underpin famous existing historic structures like Orchestra Hall any many others. Engineers have used 200 to 600 kip micropiles to underpin compromised, inadequate, or damaged caissons. The paper will discuss the use of drilled shafts, micropiles, and ground improvement over the last 30 years in Chicago using a curated collection of case histories. It will also examine advancing the industry beyond its current technical limitations using these techniques. INTRODUCTION 20,000 years ago, glaciers from the Chicago region left behind sheets of glacial clay till underlain by dense, over consolidated glacial till below: limestone bedrock, found about 100 ft below street level. An unusual feature in this profile is the soft Chicago Blue Clay. Chicago has been called the birthplace of the Skyscraper and drilled shaft foundation, both of which came about in the 19th century. After the Great Fire of 1871, tall new structures were built rapidly and designing a successful foundation was trial and error. The first deep driven wood pile and caisson foundations bypassed the problem layer and found solid support on hardpan till or bedrock below (Schock and Risberg 2013). Once the drilled shaft foundation became acceptable to the Chicago engineering and construction community, building heights and complexity grew dramatically. As the city grew, building foundations were being repurposed. There was also the need to underpin structures for additional loads and shallow foundations for adjacent construction. Hand-dug drilled shafts were an option for some of these restricted access and low headroom sites but a new technique, micropiles, would prove to be the future of retrofit and hard to construct foundations. Micropiles were introduced on a limited basis to the United States market in the 1970s and 80s. In the early 1990s, the Chicago market began to latch onto micropiles and their use has grown significantly as a solution to the most complex foundation problems a maturing skyline has to offer.

550 load tests of up to 150 MN have been completed on driven and bored piles using the Osterberg Load Cell. Because the test measures side shear and end bearing separately, much can be learned about the forces on the pile as it is loaded to ultimate capacity. At working loads side shear almost always far exceeds end bearing, with the distribution of shear and bearing greatly affected by disturbance occurring during drilling operations. Since much less movement is required to mobilize side shear than end bearing, most of the bearing develops after the working load is exceeded. Thus with insufficient bottom cleaning, safety against excessive settlement can be considerably reduced. Improved methods of drilling, hole cleaning, rebar cage installation and concrete placement are discussed. For rock socket piles it has been found that the ultimate test load far exceeds the working loads in most cases. This is almost always due to greater penetration into the rock than is required for adequate safety against excessive settlement. Factors affecting rock socket capacity are discussed. Increase of side shear and ultimate capacity with time is discussed. Case histories for driven and bored piles in soil and rock sockets are described.

"Selbaie is located northwest of Joutel, in what is known as the fourth east-west volcanic sediment group in northwestern Quebec. The main metals produced are copper and zinc, with important contents of both silver and gold. Production comes from an open pit mine on the A-I zone and from two underground mines on the B zone and the A-2 zone. Each mine gave rise to important capital investment programs for construction and mine development, all of which were managed and staffed with company-hired, non-union personnel. Production from all sources now exceeds 7000 tonnes per day, with a workforce of540 regular employees. Of particular interest technically is the high recovery of B zone reserves underneath 40 m of overburden cover, the low-cost capital development of the A-2 zone, the computerized control of open pit mining, and the successful copper-zinc separation of the A-1 zone ore. Due to the low grades of the mineral deposits, efficiency in all aspects of the production process, is essential to the success of the operation.LocationThe Selbaie Mine is located 82 km northwest of the locality of Joutel in northwestern Quebec (Fig. 1). Access to the mine is by an all-weather road, 32 km of which is paved. A second road access to the site is via La Sarre, 134km to the southwest. Employee access, materials transport and haulage of copper and zinc concentrates take place over both of these roads."

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Geological Survey geologists called upon to help to estimate the quantity of oil that could be obtained in the United States, for the fear had become widespread that perhaps the rate of increase in the price of gasoline was a measure of the rate of depletion of the supply of petroleum. SOMETHING of a mystery has attached itself to the production of ferromanganese in the blast furnace. This alloy has been produced on the Continent almost continuously since 1876 and in very considerable tonnages, but little definite information concerning the practice is to he found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country prior to 1904, bit one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public. In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many, as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations. Realizing the advantages both to the country and to the industry from a pooling of operating data and experiences, the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Although the results of this investigation have already been reported to the companies cooperating, they may he of permanent metallurgical interest, so this paper attempts to give, briefly, the more important points brought out in the investigations. OPERATING DATA IN FERROMANGANESE PRACTICE Operating data were collected by the Bureau from 11 ferromanganese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P. The Bureau of Mines constructed a microminer--a scaled-down (5-by 5- by 11-foot) continuous-mining machine of the drum type with a unique triaxially controlled head--for use in a research program to study the effects of continuous-mining-machine parameters on the generation of respirable dust. This report describes field research with the microminer at the Bureau's Experimental Mine at Bruceton, Pa. Experiments were conducted to determine the effects of depth of cut, rotational speed, and sump and shear rates on the generation of respirable dust. The cutting forces were also monitored and compared with depth of cut. There appears to be a reduction in the amount of respirable dust generated when the depth of cut is increased or rotational is speed lowered, Variation of other machine parameters seems to have little effect on dust generation.

Texas Gulf Sulphur Company's Lee Creek Mine has opened a major phosphate mining district in the Central Coastal Plains of North Carolina (Fig. 1). The ore deposit as it is now known was roughly outlined in 1961 by a Texas Gulf geologist using wire line exploration methods. Slightly uraniferous phosphate materials were detected by a slim-hole gamma ray probe run in numerous farmers' water wells penetrating the formations. A follow-up-core drilling pro- gram determined the economic ore limits to lie in the south central section of Beaufort County beneath 70 feet to 120 feet of unconsolidated sediments. The 50,000 acre deposit is known to contain over two billion tons of phosphate ore amenable to strip mining methods. A part of the deposit underlies several thousand acres of the Pamlico River estuary. The 90 million dollar capital investment plant built by Texas Gulf during 1965-66 included a strip mining operation using a 72-yard walking dragline, a three million product ton per year flotation concentrator, four fluid bed calciners, a sulphuric acid plant (acid for captive use), a phosphoric acid plant, and three solid fertilizer material plants. Shipment to domestic markets is by rail and truck and to over- seas markets by barge to a transshipment terminal at Morehead City, North Carolina. Early mining investigations were conclusive first that the phosphate ore could economically be recovered only by dry strip mining methods, and second that artesian ground waters in the formation (Castle Hayne limestone) underlying the ore would have to be controlled. This report will relate the application of ground water hydrology in depressurizing the Castle Hayne aquifer to facilitate dry strip mining at depths 130 feet below sea level at the Lee Creek Mine.

"Increasing worldwide energy demands, coupled with desires for cleaner energy, have led to greater research of renewable energies. Strongly weather-dependent energy sources, e.g. solar and wind energy, are unable to provide a constant control energy to withstand the fluctuation of the extensive power systems during peak hours. The pump storage plant Nant de Drance in Switzerland will not only have the capacity of a nuclear power plant, producing 900 MW, but will also combine the environmental aspect and the demand for controlled energy. Nant de Drance is one of the pioneer projects for upcoming energy challenges and serves as a model for future pump storage plants. This paper focuses on the planning process and the project execution of interdisciplinary large-scale projects such as Nant de Drance, including project related data handling, communication systems and project handling skills. Furthermore, the paper discusses mining excavation in the context of large scale projects and their regional environmental challenges, e.g. high alpine rock mass on the site of Nant de Drance. PROJECT BACKGROUND Project Overview Nant de Drance is a 900 MW pump storage plant located in the Swiss Alps. To provide such a high energy storage, six turbines (reversible Francis type), each with a capacity of 150 MW, were installed. Due to the efficiency factor of 80% the pump storage plant is able to provide an energy production of 2500 GWh per annum. Construction of the pump storage plant, which has been selected as “Major Tunneling Project of the Year” in 2014 by NCE and ITA-AITES, will be completed over 10 years. Therefore, the project has been divided in six major phases outlined below: - Launch: 2008 - Access Gallery: 2010 – 2012 - Excavation KMA, KTR: 2011 – 2014 - Concreting KMA, KTR: 2014 – 2016 - Installation of HEM equipment: 2014 – 2018 - Tests & entry into service: 2017 – 2018 Figure 1 outlines the single process phases of the project. For the construction of the shafts, galleries and caverns, 1.7 million m³ of metamorphic rock with sedimentary origin (mica schist & paragneiss of the massif „Aiguilles Rouges“) were excavated. A tunnel network with a total length of 15 km was created. The machine cavern measures 194 m long, 32 m wide and 52 m tall."

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.
