This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

"1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come :from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sevanee has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although some coal has been produced from them.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on l,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed ·were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal are estimated in beds 28 inches and more 'thick. This recovery is based on total thickness of coal in the bed (less partings 3/8-inch thick or more), rather than on the thickness of the coal actually mined. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian Region. The combined weighted average recovery for the Sewanee and Battle Creek beds in Marion County, as determined by this investigation, is 60.9 percent. Based on this, the recoverable reserves of coal in Marion County are estimated at 34 million tons."

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

The evaluation of mining projects requires a methodology that will give flexibility and manage the existing uncertainty within the projects. The discount cash flow (DCF) and other traditional evaluation approaches, which are widely used in evaluating a significant number of mining projects, have simply assumed that the main variables remain constant in their evaluation; elements such as discounted rate, mine life, operating cost and production rate. The DCF ignores managementÆs flexibility to adapt and reforecast and revise decisions. Real options valuation (ROV) is one of the modern evaluation methodologies that provide a tool to adapt and revise mining projects under uncertainty and future variables movements. ROV brings more variables into the evaluation model compared to DCF and assumes them as uncertain and dependent. Finally, ROV provides a range of solutions that can assist in managing this flexibility.This paper endeavours to compare ROV and DCF for mining projects comprehensively and applies these two techniques in the model. The paper shows that ROV will be inclusive of extra value in mining projects due to variables not allowed for, or even ignored, when the DCF model alone is used. One of the significant advantages of the ROV method is being able to evaluate mining projects under different scenarios from the inception of the projects. Furthermore, ROV gives the ability to evaluate the mining project while allowing for abandonment, temporary suspension, or expanding the mining project. In other words, the ROV evaluation process creates an analytical environment, which allows for optimisation of the mining plan within the mining project, as well as the ability to change the capital structure dependant on existing circumstances over the life of the project. The ROV is a new evaluation method that can add value in mining project analysis and offers opportunities to amplify gains, or to mitigate losses. This paper also discusses some of the reluctance to use ROV instead of DCF in current project evaluation.CITATION:Shafiee, S and Abbate, N, 2012. Introduction The invitation to contribute a discussion on some of the broader features of the mineral deposits of our Cordillera seemed acceptable enough when presented several months ago. More mature consideration has impressed upon me the difficulty of making any constructive or very helpful contribution in the short time available and with my limited inspiration. Dr. Lang deserves our real gratitude for his general paper of nineteen pages at the beginning of the Volume. Into it, with the help of two diagrams and seven tabular summaries, he has packed a lot of useful information and has analyzed along several lines the data of the Volume's twenty-eight detailed papers on our mines and camps. He has added additional facts from his own knowledge of the region. I am sure that, like myself and the whole fraternity, he feels especially grateful to the eleven company geologists who found time to contribute detailed descriptions of mines they have studied. The Regional Situation With the Jubilee Volume and two recent publications of great value from the Geological Survey, we are more up-to-date on Cordilleran geology than we have ever been. But I would like to emphasize that we still have but fragmentary information. Brief study of G.S.C. Map 932A will illustrate this. Our knowledge of the Rocky mountains is limited to two narrow sections along the main railway lines, a somewhat larger area from the border north along the Mesozoic coal-bearing basins, and some reconnaissance along Peace river and the Alaska highway. There is some additional information on old maps, particularly those by G. M. Dawson, but it is very much of the 'exploratory' type. The other mapped areas are chiefly in the accessible region south of 'fifty-one', in the central part adjacent to and spreading north, recently, from the Canadian National railway, and along the edges of the Coast Range.

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

For the application of sodium carbonate slag treatment to product high purity copper on an industrial scale, the counter-flow batch process that reduces the amount of utilized slag is proposed from the viewpoint of the post-treatment of slag. Based on the distribution ratios of several impurities between the slag and molten copper determined previously, the effectiveness of this process is discussed using a mathematical model and confirmed experimentally. According to the model, the slag consumption to remove Sb to a required level in case of the counter-flow batch process with 3 reactors is calculated to be around 30 % of that in the case of an ordinary batch process, where pure sodium carbonate is used as a slag at every stage.

The CIM Mineral Exploration Best Practice Guidelines (the Exploration Guidelines) have been prepared to assist professional geoscientists and engineers to conduct consistently high-quality work in order to maintain public confidence. The Exploration Guidelines are meant to assist professional geoscientists and exploration practitioners in planning, supervising, and executing exploration programs. In Canada, there are generally two types of public resource reporting: “Disclosure”, as defined by NI 43-101, is the reporting of technical information to the public and market participants for securities legislation purposes where a Qualified Person (QP) must be involved, and reporting of exploration information for governmental agencies to support obligations under laws including the Mining Acts of each of the Provinces and Territories. The Exploration Guidelines are also relevant where the results will not be publicly reported but are intended for internal company use. While this document is intended as guidance for work conducted or supervised by geoscientists in Canada, many of the practices described herein can be adapted to mineral exploration activities in other countries. The Exploration Guidelines are not intended to inhibit original thinking, or to prevent the application of new approaches that may develop into fundamental components of successful mineral exploration programs. Rather than provide prescriptive solutions to specific issues, they include general guidelines for current professional practice and to demonstrate and defend the merits of new methods. These guidelines do not preclude individuals and companies from developing more detailed guidelines specific to their own requirements. The initial version of the Exploration Guidelines was prepared by the Canadian Institute of Mining and Metallurgy and Petroleum (CIM) Exploration Best Practices Committee and adopted by CIM Council on August 20, 2000. On January 9, 2018, CIM Council formed a new committee, the Mineral Resources and Reserves Committee (CIM MRMR Committee) with a mandate to, among other things, update the Exploration Best Practice Guidelines. The mandate for the committee was accepted by CIM Council on March 2, 2018. The new document was adopted by the CIM Council on November 23, 2018.

"Phosphate ore is one of the most significant secondary resources for rare earth elements (REEs), and Florida phosphate is of particular interest due to its much higher ratio of heavy REEs, especially yttrium. Analyses of numerous samples from different phosphate processing streams in Florida showed that heavy REEs account for about 50% of the total REEs in Florida phosphate with yttrium accounting for approximately 30%. It was estimated that the amount of yttrium from US phosphate processing could meet the world demand for this critical element. This research aimed at recovering both REEs and phosphorus from a phosphate flotation tails. This tails is composed of mainly silica and phosphate with a small fraction of heavy minerals including monazite and xenotime. Since the specific gravity of silica is 2.6 versus 3.2 for phosphate and 4.5-5 for rare earth minerals, pre-concentration of the minerals of interest by gravity separation was investigated first. A pilot scale shaking table was used in this study. One pass gravity concentration achieved a shaking table concentrate analyzing over 600 ppm REEs at about 40% recovery. Flotation of the shaking table concentrate resulted in a product containing 1809 ppm REEs and 26.37% P2O5 with corresponding recoveries of 73% and 82%. Sulfuric acid leaching at 75oC could recover over 60% REE and nearly all the P2O5. Higher REEs (>90%) recovery was achieved by conducting leaching at higher temperature with concentrated sulfuric acid. The phosphoric acid from leaching of the flotation concentrate is of superior quality compared with that generated from regular phosphate rock.INTRODUCTION Rare earths are a group of 17 elements including those of the lanthanum series, as well as the non-lanthanides, yttrium and scandium. These elements have very specific critical uses in a multitude of markets. For example, lanthanum is used as a catalyst in breaking down crude oil to produce gasoline, diesel and jet fuel and neodymium is the core magnetic component in high-strength magnets for electric car batteries, wind turbines and hard disk drives. Rare earths are also essential for many military applications. Many of these applications have no substitute materials and the move to green technologies has dramatically increased their demand."

A generic task summary for design and implementation of hydrogeology programs at open-pit mine operations is presented as a guideline for management. Rigorous assessment of the local and regional hydrogeologic system is necessary to plan dewatering activities and to address environmental concerns. Dewatering activities include calculation of dewatering requirements, design of dewatering systems and evaluation of dewatering-water disposal areas. Environmental concerns include calculation of dewatering and water-disposal impacts, mitigation of soil and ground-water contamination and acquisition of water rights. Three-dimensional numerical models are commonly used to support these analyses. A thoroughly developed hydrogeology program provides an interactive basis for dewatering feasibility decisions and for support of environmental permits and regulatory compliance.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

"TEXADA Island is situated in the Strait of Georgia, about 100 miles northwest of Vancouver. The property of Texada Mines Ltd. lies on the southwest coast of the northern end of the Island. A part of the ""Sunshine Coast,"" the climate is moderate, with about 30 inches of rain during winter months and relatively dry summers. Texada has been shipping high-grade magnetite concentrate continuously since 1952 to Japanese ore buyers. In 1959, a 3,000-foot tunnel was driven just above sea level to explore the possible downward extension of known orebodies then being mined by open pit. In January of 1961, because the open-pit operations had a limited life, C. C. Huston and Associates were brought in as mining consultants to do a feasibility study on the possibility of going underground for production. This study was completed in March, 1961. With the completion of the report, the Company went to Japan seeking a ,long-term contract to justify the capital outlay necessary for setting up an underground operation. Concurrently, underground diamond drilling revealed more ore, and the Company planned some modifications to the concentrator for increasing the copper recovery. By November, 1961, a ten-year contract was signed with Japanese ore buyers for the sale of 450,-000 long tons of concentrates beginning in October, 1963. Since that time, the Company has built its own 65 000-ton ore carrier and an additional three-year contract has been negotiated, with an annual tonnage increase of from 450,000 to 550,000 tons."

"FOREWORDIn the second year of World War II, the petroleum industry in California was taxed to near capacity to satisfy the expanded war demand for petroleum products, particularly fuel oil. With discoveries of crude oil in California declining and known reserves being depleted rapidly, conditions appeared to warrant study of the possibilities of utilizing the outcropping bituminous sandstone deposits in California for obtaining new sources of oil if the war should he prolonged. At conferences in Washington, D. C., with members of the Petroleum Administration for War and the Geological Survey, Bureau of Mines engineers emphasized the importance of determining the extent of those outcropping deposits of oil-impregnated rocks and of developing a practical process for commercial recovery of the contained bitumen to assure, if necessary, a supplementary supply of fuels. The desirability of such a study was recognized, and in July 1943 the Petroleum Field Office of the Bureau of Mines at San Francisco, Calif., in cooperation with the Geological Survey and the Petroleum Administration for War, initiated a study of the bituminouss sandstone problem. It was agreed that all mapping and geological work in connection with the study would be done by the Geological Survey, all engineering studies in developing a process for extracting the oil would be carried out, by the Bureau of Mines, and that the Petroleum Administration for War would aid in final adoption of the results in the field if circumstances warranted such action.Deposits of bituminous sandstones in California occur principally in the immediate region of the Coast Range mountains, notably at Pt. Arena, in Mendocino County, about 110 miles north of San Francisco; near Santa Cruz, in Santa Cruz County; in the Edna area in San Luis Obispo County; in the Sisquoc area in Santa Barbara County; and in the Ojai and Santa Clara Valleys in Ventura County. 4/ In addition oil-bearing sands outcrop near McKittrick and Maricopa, in western Kern County, and along the east edge of the Kern River oil field. Among the several prominent deposits of these source materials, those occurring near the cities of Santa Cruz and San Luis Obispo, and the town of Sisquoc are the largess."

"The critical importance of tap-hole design and management for furnace performance and longevity is explored through examining some of the specific matte, metal, and slag tapping requirements of non-ferrous copper blister and matte converting and smelting, ferroalloy smelting, and ironmaking systems. Process conditions and productivity requirements and their influence on tapping are reviewed for these different pyrometallurgical systems. Some critical aspects of the evolution of tap-hole design to meet the diverging process and tapping duties are examined. Differences and similarities in tapping practices and tap-hole management are reviewed. Finally, core aspects of tap-hole equipment and maintenance are identified – aspects that are considered important for securing improved tap-hole performance and life, so pivotal to superior furnace smelting performance. IntroductionThe sheer diversity of tapping configurations used on industrial pyrometallurgical operations is at first bewildering. They range from historical tilting furnaces without tapholes to modern eccentric bottom tapping (EBT) tilting and/or bottom slide-gate electric arc furnaces; to classical single tap-hole multiphase tapping (e.g. metal/matte and slag); to dedicated phase tap-holes (e.g. dedicated metal/matte-only and slag-only); to dedicated phase multiple tap-hole configurations (up to eight metal/matte-only tap-holes and six slag-only tap-holes); to more esoteric metal/matte-only siphons and slag overflow skimming, e.g. Mitsubishi Continuous Process (Matsutani, n.d.). This can be further complicated by periodic batch tapping; consecutive tapping on a given taphole; alternating tap-hole tapping practice; near-continuous slag-only tapping, with discrete batch matte/metal tapping on higher productivity, but low metal/matte fall (<20% by mass feed) Co and Ni ferroalloy and platinum group metal (PGM) matte furnaces; near-continuous tapping through batch tapping of individual tap-holes that are opened consecutively (Tanzil et al., 2001; Post et al., 2003); to fully continuous tapping on coupled multi-furnace cascades (Matsutani, n.d.)."

In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry&apos;s proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.

No noticeable international economic recovery occurred during the first half of 1982. Industrial production continued to fall in the United States, Canada and Italy and to hold steady in France. Modest increases in production occurred in Japan, England and Germany, although some decline took place from March to April. The U.S. mining industry has been more severely affected by the world recession than the U.S. economy. This is not immediately obvious when comparing the U.S. mining industrial production index from 1981 to 1982, which decreased 8.5 percent, as compared to a 7.1 percent decline for total domestic industries. However, "mining" industry statistics in the U.S. national economic accounting system include petroleum and natural gas as well as minerals. When metal mining is isolated, the decrease in production from 1981 to 1982 is 19.3 percent. If metal mining production continues to perform at the same rate during the third and fourth quarters of 1982 as during the first half of the year, declines from 1981 levels will be quite severe. Aluminum will have declined 22 percent, copper 18 percent, iron ore 24 percent, lead 3 percent, steel 29 percent, titanium 2 percent and zinc 25 percent.
