The association of specific plants and plant communities with soils developed over underlying superficial orebodies and mineralisation has been long recognised. It has given rise to the use of plant indicators for geobotanical exploration as a regular component of primary minerals reconnaissance where there is an undisturbed vegetation cover. That the chemical composition of indicator plants is a measure of their soil environment has further led to biogeochemical prospecting methods for minerals and its use in the mapping of underlying ore deposits. Where there is a strong surface expression of metal and metalloid anomalies, concentrations of potentially phytotoxic elements may reach a level at which they have strong selective impacts on plant populations. In such circumstances, natural selection has operated in the development of a unique flora composed of plant species and individuals with genetically-based tolerances to the stressed environment in which they continue to survive. These plants are called metallophytes. Metallophytes occur globally on all metalliferous sites, both in pristine undisturbed environments and in areas of mineral workings, ancient and modern. However, the best-developed primary metallophyte vegetation is found in the most ancient areas where there has been a long-term evolutionary impact of the underlying geology through ore weathering and dispersion of metals into the rhizosphere zone. Natural selection of metal-tolerant races of plants in these largely undisturbed areas can eventually lead to speciation and the development of an endemic regional metallophyte flora (Baker et al , 2010). Mineral wastes resulting from mining activities also allow colonisation by metal-tolerant individuals leading to the establishment of metallophyte communities. The distribution and extent of such communities is determined by regional and local factors relating to climate and substrate conditions and the availability of suitable plant resources on which natural selection can operate (Baker, 2009).The ability of metallophytes to tolerate extreme metal concentrations commends them as the optimal choice for ecological restoration of mineral wastes and metal-contaminated sites. Metallophytes have recently also spawned several novel phytotechnologies, including phytoremediation and phytomining (Chaney et al, 2000, 2005; Baker and Whiting, 2008). Action towards conserving the global metallophyte resource base is imperative because many species are under threat of extinction from new and extensive mining activities (Whiting et al, 2004). This has been identified as a priority in the Mining, Minerals and Sustainable Development (MMSD) Project of the Global Mining Initiative in 2002 but positive responses from the minerals industry have been slow. The last decade has, however, seen an ever-increasing interest in metal-tolerant and metal-accumulating plants, both from an academic standpoint and their use in revegetation and phytostabilisation (Tordoff et al, 2000; Baker and Whiting, 2008; Baker, 2009). Few studies have highlighted the need to conserve and develop these unique plants (Whiting et al , 2004). This presentation identifies future research needs for the conservation and exploitation of the global metallophyte biodiversity and its potential in sustainable mine closure. "One of the major environmental impacts of mining is the destruction of habitat. The koala (Phascolarctos cinereus) is an iconic Australian marsupial that has been severely affected by land clearing and its decline is continuing. This has placed pressure upon mining companies and government agencies to ensure koalas are managed throughout the life-of-mines - from land clearing through to rehabilitation of post-mining landscapes. This paper reports on the æKoala VentureÆ research partnership between The University of Queensland and Rio Tinto. As part of the Koala Venture program we examined koala use of two types of restored environments: rehabilitated mined land (20 sites) natural regrowth forests (six sites), at Blair Athol Coal Mine in Central Queensland, Australia. Searches for koala scats revealed evidence of koalas in ten per cent of rehabilitated sites (2/20) and 33 per cent of natural regrowth sites (2/6). Two factors were identified as being of greatest importance in facilitating koala recolonisation of restored habitats. Firstly, all recolonised sites were located close to native forest occupied by koalas (mean 135 m ¦ 52). Proximity to source animals is considered crucial to recolonisation of suitably restored habitats. Secondly, three of the four recolonised sites were dominated by koala food trees, most of which were large enough to be utilised by koalas. Availability of suitably abundant food resources is, therefore, also considered crucial. The requirement for these two factors, in combination, is highlighted by the absence of koalas at several sites that contained abundant food trees, but that were distal to areas with source animals, and vice-versa.Our research demonstrates the enormous potential for restoration of wildlife habitat on post-mining lands, even for species with specific requirements such as the koala. This paper focuses on a case study at a base metal mine located in a tropical semi-arid area of Western Australia (WA). It is demonstrated that understanding the geochemical nature of the mine tailings forms an integral part of innovative management strategies developed throughout the life-of-mine (LOM) when planning for mine closure. The tailings are currently stored at an above-ground valley fill tailings storage facility (TSF) and one option for long-term management under consideration is leaving the tailings in situ at mine closure and covering using the concept of an enhanced æstore and releaseÆ cover system.Extensive geochemical and mineralogical studies have found that the geochemical behaviour of the tailings in the TSF is significantly more benign than initially predicted. The sulfide content of the tailings is primarily pyrrhotite, which can be acid-forming, acid-neutral or acid-consuming depending on a number of factors including redox conditions. Tailings pore water at depth is pH neutral with excess alkalinity, low concentrations of dissolved metals and elevated sulfate concentration.Recent geochemical tests on tailings samples indicate that a reduction in the acid potential and a corresponding increase in the neutralising potential of the tailings, through partial removal of pyrrhotite at the ore processing stage, has the potential to further reduce the long-term risk of potential impact to the environment from any TSF seepage. Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. Canadian mining research has recently been reinvigorated through a pan-Canadian research strategy driven by the industry, the research community and government departments. These organisations have come together to form the Canada Mining Innovation Council, whose role is to focus and increase mining research in the country. One of the major themes of the organisation is environment; including major research initiatives on energy, tailings and environmental stewardship. Other major initiatives on exploration, mineral extraction and mineral processing will also consider environmental benefits in the research projects they undertake. All the initiatives have their priorities determined principally by the mining and exploration companies, whose first obligation is to determine the long-term research priorities of the industry as a whole, rather than for their individual companies. Only after industry consensus on priorities does the research community become engaged in the implementation of specific projects to address those identified priorities. A goal of the program is to effectively create a virtual mining research laboratory, by engaging all the major research centres in the country. Membership to date includes most of the major mining companies operating in Canada and almost all of the mining-related universities. "Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. "The purpose of this paper is to present the findings of a waste rock remediation program conducted at a gold mine in New South Wales (NSW) over a six-year period. The treatment of waste rock dumps included the longitudinal results of one-off applications using: ViroMine Technology, including the application of a chemical reagent called Terra B, which is a benign, clay-like substance derived from processed bauxite and other sources lime and biosolids (added for nutrient value) clay capping and topsoil compared treatment outcomes from these three approaches to a control.Parameters measured in the program included leachate pH, total actual acidity (TAA) and chromium reducible sulfur (CRS), Al, Cd, Cu, Fe, Mn, Ni, Pb, Zn, and tree height and vegetative cover density with data collected at regular intervals over a six-year monitoring period. Findings over the life of the study indicated, for example, that leachate pH in the control area was 4.5 in year 1 falling to 4.0 by year 6; pH in the lime and capping treated waste rock was initially raised to about 5.5 after treatment but fell to 5.0 within 24 months and remained a low 4.7 by year 6; pH in the Terra B waste rock was 6.8 in year 1 immediately after treatment, and actually increased to 7.3 by year 6 with no further treatment. This finding is of relevance because it effectively profiles the acidity curves of waste rock control, lime, and capping applications, and shows that they decline over time, despite an initial æpH shockÆ to the solids as measured by TAA and CRS in the case of lime. Similar treatment curves were observed for heavy metal leachates. Tree height and vegetative cover density indicated that with increasing acidity in the waste rock dump, the lime and capping options did not allow healthy revegetation, but in the Terra B treated areas tree growth and density were comparable to background, undisturbed forest levels.is needed with respect to tailings management, based on a novel integrated research framework.CITATION:Fergusson, L, Blair, D and Barros, G, 2012. In a tailings storage facility, the chemistry of pore water is a function of oxidation and dissolution of sulfide minerals, containing metals and metalloids, the neutralising effect of gangue minerals and the geochemical processes controlling solute equilibria such as pH, redox potential, precipitation, ion exchange and adsorption. On the other hand, the changes in geochemical composition of tailings feed over time is a function of spatial variability within the orebody and modifications in processing method. Tailings properties such as pyrite content, pH, concentration of deleterious elements, surface chemistry, pore water chemistry and particle size are already shaped in the dynamic environment of a process plant.To engineer desired environmental outcomes, a new research framework is needed. The new approach should follow the physical and geochemical processes of tailings feed and construct models that can be used for the prediction of seepage water quality and dust propagation and evaluate the potential re-processing of tailings or production of tailings with desirable surface chemistry, particle size and internal structure. The challenge of developing tailings engineering model is not in laboratory techniques, but more of the overall communication of results and establishing the link between disciplines. It requires investigating geochemistry across mining and processing for improved environmental outcomes at tailings storage facilities.The paper reviews the current tailings management practices by comparing the geochemistry and mineralogy of tailings and the chemistry of seepage water from three Australian case studies in the context of geology, mineral processing and climate. Mineral sands mining for ilmenite, rutile and zircon has disturbed over 1000 ha of prime farmland in Virginia (USA) since 1997 and additional areas are likely to be disturbed in Virginia and North Carolina (USA) over the next 15 years. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc. and restoration protocols have continued to evolve in response to a variety of economic, technical and social issues. Early on, the return of these lands to agricultural row-crop production was complicated by vertical stratification of tails + slimes and lateral variability in soil physical conditions in the reclaimed pits and by limited topsoil return. Virginia Tech and Iluka have worked cooperatively with all stakeholders for over 20 years to review the pre-existing research base, conduct new and innovative site-specific research and thereby provide reasonable expectations of post-mining soil productivity levels. In 2004, Virginia Tech, Iluka Resources and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45 ha research demonstration farm where the long-term effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Row crop yields between 2005 and 2010 were significantly above county average yields (regulatory target level) and approximately 75 - 80 per cent of undisturbed adjacent prime farmlands. The state regulatory authority has recently relaxed its position on the necessity of topsoil return versus use of topsoil substitutes based on appropriate on-site research results and the ability of the reclaimed soils to meet comparative local county crop yield targets. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry. In Lusatia, lignite mining causes major disturbances on the landscape scale. Reclamation procedures are applied to recover the reconstructed landscape for different land use options. In this study we investigate soil physical properties of an agricultural reclamation/recultivation site directly after site restoration and the development of selected parameters within the first years after site restoration depending on varying recultivation strategies.The sandy substrates used for recultivation stem from depths of several meters. They are unstructured, free of recent organic matter and have high contents of calcium carbonate. During reconstruction and most of all during surface levelling with heavy crawlers, the substrate?undergoes high mechanical stresses. This leads to partly severe soil or substrate compaction, depending amongst others on substrate water content and mechanical stresses during site construction. We investigate the effect of different organic soil amendments, different crop rotations and partly subsoiling on the development of soil structure. We compare results of laboratory measurements directly after site construction before any reclamation measures had been applied to results we gained after three and four years of recultivation. The results show that after the earthworks are completed, the site is strongly heterogeneous in relation to mechanical stability, permeability for air and water, pore volume and bulk density. The results after three and four years show that the heterogeneity of soil physical parameters decreases. The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. Red mud (RM) is a solid waste product generated during alumina refinery process, and is usually stored in SFs (SFs) because it canÆt be disposed of easily. In this paper, environment degradation caused by RM-SFs was systematically assessed by the method of single factor pollution index based on the analysis data of water, soil and atmosphere sampled around one newly-built and one decommissioned RM-SFs, which are managed by an alumina production company in China. The results revealed that the ambient environment around RM-SFs is seriously polluted by alkali and mercury (Hg). The pH value of RM leachate, surrounding surface water and groundwater are all higher than the limit of water quality standards in China. And as a possible result of overflowing of high alkaline leachate, soil pH value for the decommissioned SF decreases with increasing distance between the sample collection points and the closest side of RM storage facility (RM-SF). Total Hg concentrations in RM leachate, surrounding surface water and groundwater all exceed Grade III limits of ChinaÆs Environment Quality Standards for Surface Water and Groundwater. Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012. The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance.
