There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

During the detoxification of chromium-containing slag by Achromobacter sp. CH-1, anionic surfactant Sodium Dodecyl Sulphate(SDS) and its mixed systems with different Tween surfactants(Tween 20, Tween 60 and Tween 80) were used to promote the interaction between the bacteria and the chromiumcontaining slag and the rate of acid-soluble Cr( ? ) leached from the slag. The effects were evaluated by the surface tension, the pH of the leaching solution and the leaching rate of total Cr( ? ) from the slag. The results showed that the surfactants systems improved Cr(VI) leaching and its detoxification of chromium-containing slag. The mixed surfactants of SDS combined with Tween surfactant revealed better effectiveness of detoxification than SDS only. When the mass ratio of SDS to Tween 80 was 1:1, the rate of Cr( ? ) leached from the slag increased by 12%.

Because shape is an assessment of the three-dimensional form of a particle, it may be described in terms of sphericity (?), which is a measure of how closely a particle approaches a spherical configuration. In this study, Darcy?s law and the Kozeny-Carman model for fluid flow through porous media were applied to packed beds to determine the sphericity (?) of apatite particles. The beds were composed of glass spheres or particles of apatite (igneous from Brazil and sedimentary from the United States) of three classes of size (Class 1: -297 +210 µm; Class 2: -210 +149 µm; Class 3: -149 +105 µm). Glass spheres were used to validate the model because of its known sphericity (? = 1.00). Apatite particles, either igneous or sedimentary, showed very close values for particle sphericity (? ? 0.6). Observations on particle images conducted by scanning electron microscopy illustrated that igneous (? = 0.623) and sedimentary (? = 0.644) particles of apatite of Class 2 predominantly exhibit elongated shape. The close value of particle sphericity (? ? 0.6) showed by either igneous or sedimentary apatite may be justified by the similarity in particle shape.

The Olive 8 excavation site in Seattle was surrounded on three sides by conditions requiring innovation, careful modeling, and extensive instrumentation to support use of a first-of-its-kind shoring system. The solution combined heavy soldier piles, long and steeply angled tieback anchors, and tightly spaced soil nails to support surcharge loads from a 33-story adjacent tower separated by a narrow alley housing critical utility lines. Land restrictions on two other sides of the site also required innovative applications of traditional methods. The Olive 8 project has won three state and local awards for innovation and has been reported on in Engineering News-Record and has been the subject of two feature articles in the Seattle Daily Journal of Commerce. This paper presents the conditions and site challenges, reviews the design analysis, discusses the shoring performance, and looks at other potential applications.

Geometallurgy is an emerging, cross-disciplinary field that integrates spatial models of rock properties with time-based outcomes of mining and treatment processes. Geometallurgical variables include any rock property that has a positive or negative effect on the business. Some of the more critical geometallurgical variables include recovery, grindability, throughput, power consumption, mineralogy and content of deleterious materials. These variables drive project costs and revenues in a fundamental way and thus geometallurgy has potential to positively impact on the value of strategic and tactical decisions across many mining organisations. Geometallurgical models, like traditional grade-only models are based on samples collected from the mineralised and non-mineralised regions of the deposit. The nature of some non-grade variables, particularly those that are dependent on the ore treatment processes, requires special consideration during sampling and subsequent spatial modelling. Failing to objectively consider the characteristics of variables may seriously compromise the validity of the sample selection, sample treatment, data models and the subsequent decisions. In addition to addressing the vexed question of collecting an æunbiased and representativeÆ sample, the sampling and modelling approach must consider issues of scale, both geostatistical support and also the relationship between bench-scale data and operational-scale mineral processing performance. This paper proposes a framework (the Primary-Response framework) for the classification of geometallurgical variables. This framework is designed to assist with developing sampling approaches and identifying the most appropriate spatial modelling approach. The proposed framework can also help identify the risks associated with designing, sampling and modelling of both types of geometallurgical variables. The Primary-Response framework divides variables into two categories; primary variables and response variables. How a variable is classified in this framework depends on the degree to which the variable reflects either an intrinsic attribute of the rock (æprimaryÆ) or its response to measurement processes (æresponseÆ). Depending on the classification in this framework, appropriate sampling and modelling decisions can be made to minimise the risk associated with the incorrect treatment of the variable. In particular, the authors argue that for response variables, the approach taken to building spatial models may need to be different to conventional linear averaging approaches (for example kriging).

Many minerals processing plants need to have greater efficiency in current times and optimise their process performance in order to maintain high profitability. This is even more so in the current economic climate. In the case of large flotation cells, such as TankCell«-300 with over 300 m3 active capacity, ensuring consistent operation and optimal flotation conditions is particularly critical, given the high impact on overall process and throughput of such cells. As there are fewer cells to control and monitor, there is also a lower initial capital cost for instrumentation - the requirements, however, are higher. Despite such compelling reasons, instrumentation and basic control in flotation cells has not changed much in recent years. The standard is still to use traditional feedback (PI algorithm) controls for slurry level and flotation air. A new advanced instrumentation and control package for large flotation cells has recently been developed by Outotec and has been installed at Macraes.In addition to the standard basic instrumentation and control, the new system at Macraes consists of a froth image analysis system, a froth velocity control, and a level control system which utilises adaptive feedforward compensation. There are three TankCell«-300 cells in operation at Macraes since November 2007 and the new control system was commissioned in December 2007.The paper will include comparative data from pre- and postsystem installation and discusses benefits including optimised recovery, improved performance, as well as ease of operation.

"Hematite pellets were electro-deoxidized to iron in molten sodium hydroxide to produce iron containing about 10-wt % oxygen. The anodic reaction was the evolution of oxygen on an inert nickel anode. Before the electrochemical reaction, there is a reaction between sodium hydroxide and ferric oxide to form sodium ferrite and, in order to compensate for the reduction in sodium oxide content, 1 wt % sodium oxide is added to the melt. In a laboratory cell, the cell voltage was 1.7 V with a current density of 5000 A m-2, a current efficiency of 90% and an energy consumption of 2.8 kWh kg-1.Introduction The iron and steel industry contributes about 2.3 bn tonnes/annum of the carbon dioxide to the atmosphere, which is about 10% of the total, and some believe that, in order to prevent a catastrophic rise in the earth’s temperature, carbon dioxide emissions must be reduced by 50% come 2050. However, by 2050, it is likely that the iron and steel industry would have grown significantly so that the production may have risen to 2 or 3 bn tonnes/year so in order to meet the 50 % reduction on today’s figure, the carbon dioxide may have to be reduced to 25% or less, which is a very demanding requirement. There are probably three ways of reducing the carbon dioxide output:1. By capture and sequestration, but this may be technically very demanding.2. Reduction using hydrogen in place of carbon."

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Due to space limitations for transportation projects, many times sound walls must be constructed above mechanically stabilized earth (MSE) walls. These sound walls must resist lateral loads from wind or impact and must therefore be constructed on drilled shafts passing through the reinforced fill for the MSE Wall. Current design methods for the drilled shafts are believed to be overly conservative. Full scale lateral load testing of three foot diameter shafts contained within and solely supported by a 20 foot tall MSE block wall was conducted and the lateral capacity was evaluated. Shafts were tested individually and as a group. The data collected from full scale testing was then used to calibrate numerical models. This paper contains a discussion of how the facing type and stiffness affects the behavior of the numerical model as well as selected comparisons between the actual test data and selected model simulation results.

Blister copper from converting of copper matte is processed by fire refining prior to electrorefining. The fire refining consists of two steps: copper oxidation with impurities slagging and copper reduction. The classical batch process is carried out in vascular or reverberatory furnaces called anode furnaces. A new process for continuous copper fire refining has been proposed. The copper flows through two reactors in cascade, where is oxidized and reduced. The flow of a liquid copper through a ceramic packed bed increases the surface area and the rate of oxidation as well as the rate of reduction in the packed bed of charcoal. Mathematical modelling allowed for the design of a laboratory scale demonstration installation and industrial-pilot installation in Hernan Videla Lira Smelter (Paipote). The results have demonstrated the process feasibility and flexibility in operation.

The tracking of ore through process hold-ups such as stockpiles has been traditionally been difficult to achieve. The inability to pinpoint the exact source in the mine of material that is feeding a processing plant has led to inefficient mine-mill reconciliation processes. In addition, a lack of understanding of the behaviour of ore in process hold-ups such as bins and stockpiles often leads to poor predictions of plant performance and to poor reconciliation of this to the orebody.This paper reports on two short case studies. One case study addresses tracking ore from various parts of two mines to the concentrator. The other follows synthetic particles through the coarse ore stockpile. Both studies use radio-frequency identification (RFID) tracer technology. The paper concludes by discussing general strategies for implementation of such concepts into mine-mill metal accounting and reconciliation systems. As shown in this paper, reliable ore tracking systems will allow much more effective mine-mill reconciliations as well as the ability to model process hold-ups with regard to size by residence time distributions. This should, in turn, allow metallurgists to have a better understanding of the size and grade of material that will report to the plant at different process hold-up (eg stockpile) conditions.

The existing main mine ventilation system for the production areas to the Kiruna mine was constructed during the period 1994-1996 and extended with 4 more shafts, including fan stations, for the sea ore body from 1997-1998. Two papers have been presented from this project at the 7th US Mine Ventilation Symposium in 1995 and at The 6th International Mine Ventilation Congress in 1997. In 2005, pre-studies for a new main haulage level were started. Different haulage methods were presented including ventilation systems. The pre-studies showed that the existing ventilation system, including fan stations for the new main haulage system in the production area, could be extended. However, a new system for the central area, which was not in the initial investment program, would be needed. In the beginning of 2006, a decision was made to design a new ventilation system for the central area to make it possible to get air to the development work for the new main haulage system, independent of the haulage method. This system was operational by the beginning of 2007. The new main haulage system, which was decided to be located on level 1365 m, only requires that the existing shafts be extended - the capacity of the fans seems to be enough. However, the problem is that the existing level 1045 m and the new level 1365 m have to be in operation in parallel for approximately 7-8 years. The challenge for the moment is determining how to ventilate the production areas for both levels at the same time, while simultaneously constructing the extended system. This paper will describe the problems associated with the extension of the main ventilation system and some potential solutions for these problems. The new main haulage level 1365 m must be in operation by 2012.

In this paper we present a case study of the challenges and opportunities associated with the development of cultural heritage management strategies at the Lihir gold mine in Papua New Guinea. We discuss the contextual drivers and constraints, and outline the ways in which Lihir Gold Limited is aiming to set new industry bench marks for the region through the development of values-based best practice cultural heritage management programs. This approach is largely based upon a compliance partnership with a local stakeholder group. We argue that such partnerships are a prudent means of mitigating company risk, while constituting a far more necessary tool for local people in the reconceptualisation and negotiation of the experiences of significant social change and modernisation experienced in the context of recent resource development.

South Africa has produced more than a third of the total gold mined throughout history and remains a major although, until recently, no longer the largest producer of gold. South African gold production peaked in 1970 with an output of 1 000 t, a major component of the western world?s gold production, with the development of the country?s economy having been based largely on this mineral wealth. The costs and difficulties of increasingly deep-level mining, coupled with increasing labour costs and the low gold price until relatively recently, have seen production fall steadily since then, with the closure of many mines including those of the Central Rand Goldfield in the mid seventies. Thus in 1998, only 464 t were produced, with 342 tons being produced in 2004. In 2006, 275 tons of gold were produced and after more than 100 years was the last year as the world?s largest gold producer. In 2008 gold production was 221 tons, making South Africa the third largest gold producer after China (292 t) and the USA (234 t). Gold production would have been lower if it had not been for massive tailings dam retreatment operations that started in the late seventies, including in the Central Rand Goldfield. Mining of a remaining deep and lower grade shallow resources has now also become a major focus and has recently lead to a rebirth of reef mining on the Central Rand Goldfield.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

"The analysis of meso- and micro-scale textural attributes has been undertaken on ore samples from the Ernest Henry iron oxide-copper-gold (IOCG) deposit in NW QLD. Quantified textural data including grain size, shape and mineral association have been extracted from classified images of core with the aim to better predict potential mineral processing behaviours such as comminution, liberation and flotation. Data have been extracted from images of intact core at meso- and micro-scales using high resolution continuous images collected using automated core-logger technology, SEM-based and optical microscopy platforms.The results of this study will show examples of quantified size, shape and mineral association data from meso- and micro-scale classified images. Analysis of the data shows that there are domains of variable grain size and mineral association that can potentially be related to crushing and liberation behaviour. The trends that are observed at the drill-core (meso-) scale are consistent with those at the micro-scale. The results from the micro-scale analysis show that the domains defined at the core-scale have clearly different chalcopyrite sizes and shapes as well as variable bulk mineralogy.INTRODUCTIONInnovations in technology have allowed automated extraction of information about mineral shape, grain size and mineral association, i.e., texture, from meso- and micro-scale images of intact rocks. The overall aim of this research is to investigate trends in quantified textural data that can potentially give an early view of processing parameters such as predicted grind size and liberation behaviour."

"As governments increasingly accord high priority to sustainable energy, policymakers are finding that wind energy has a long track record as a proven alternative to conventional energy supply.Over the past two decades, wind turbine projects have been constructed offshore because of more stable offshore wind conditions and because there is more available space for large wind farms out in the open sea. Vindeby Wind Farm in southern Denmark was constructed in 1991. As the world’s first offshore wind farm, it provided valuable information and experience for researchers and designers that have led to new technologies and design improvements, a trend that will continue as more offshore wind farms are constructed. Today, the world’s capacity of the installed offshore wind turbines exceeds 1,000 MW. Most of these are installed in Northern Europe where there was early political support and favorable conditions, such as strong winds and relatively shallow waters. Offshore wind projects are now under development around the globe, including continental Europe, the U.K. and North America. ‘The largest offshore wind farm today is Denmark’s Nysted Offshore Wind Farm, which has a total capacity of approximately 480,000 MWh, equivalent to the yearly consumption of 120,000 households. It is five to six miles offshore in the Baltic Sea in the southern part of Denmark.The owner is a joint venture between DONG Energy of Denmark and E.ON Sweden. Bonus Energy (now Siemens) supplied the wind turbines, and P. Aarsleff A/S and subcontractors supplied the foundations. The contractor’s consultant, COWI A/S of Denmark, developed and designed the turbine foundations. With a total capacity of 165.6 MW, the project consists of 72 Bonus 2.3 MW turbines in water depths up to 33 ft. The turbines have a hub height of 226 ft, and the turbine blade diameter is 270 ft. The rotor and nacelle (the structure that houses the generator, gearbox and other equipment) weigh approximately 150 tons, and the weight of the steel tower is approximately 130 tons. The wind farm site is located in a relatively protected area of the Baltic Sea, but during the winter months, the water often freezes and the foundations needed to be constructed to resist ice forces. The founding soils at the site are overconsolidated clay tills with boulders and with a thin layer of softer surface sediments. Pockets of up to 30 ft of soft sediments were encountered, which required special foundation preparations."

This paper summarizes the course of mine blasting safety, particularly in underground coal mining, in the USA for over a century of mining operations. During the late 1800's and especially in the first decade of the 1900's, a large number of mine explosions occurred in which blasting played a significant role. A contributor to the large number of mine explosions during this time period was the use of black blasting powder to extract coal and other minerals. A review is made of some of the more significant underground coal mine explosions that resulted from blasting operations during this time period up to the present day. The safety measures that were adopted and required by a series of laws as a result of mine explosion disasters in which blasting was one of the factors are examined. The time line of historical improvements in blasting safety and the tremendous reduction in fatalities and injuries over a century is illustrated and discussed. The improvements, which included the elimination of black powder and dynamite and the introduction of safer explosives termed "permissibles" occurred slowly over time and culminated from the occurrence of many coal mine explosion disasters. The blasting accident history over the past decade is discussed to show the great gains made when compared to the first decade of the 1900's. The most recent blasting accident fatality that occurred in October 2006 at a U.S. underground coal mine is also discussed. Although the blasting accident record is significantly improved from over a century ago, continual improvement is needed to reach the goal of zero fatalities.
