The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

"A new crushing or liberation technique by means of underwater explosion is put forward. This technique is suitable for crushing and liberating various materials, for instance: the electric parts of the discarded portable telephone, CPU from mother-boards of PCs, steel from plastics tubes used as construction materials, waste constructed materials like panels, tungsten carbide scraps, as well as slitting the optical disk (e.g. DVDs), etc. The materials to be crushed are immersed in water and then the explosion is carried out by using only a small amount of explosive. The shock waves in combination with the generated bubbles are very effective in liberating the materials of different densities. It was observed that the metals crushed or liberated by using this technique were leached much faster when compared with the conventional crushing technique. This crushing method can be applied for liberation of many kinds of electric or mechanical tools. Introduction The explosive has been used since Nobel’s invention in 1866. The main practical application of explosion is in the large scale public works, such as dam construction, land development, tunnel, mining and dismantlement of building. The shock wave caused by explosion extremely can generate high pressure able to break the concrete and rock, and other materials. In this study, the crushing and liberation of waste materials was carried out by explosion in water. The idea was to use this technique as a pretreatment stage prior to recycling. The explosion in water can be used to crush hard materials, helping the liberation between different attached materials. The samples used in this experimental work are waste materials such as construction materials, hose, cemented carbide, cellular phone, lithium buttery, DVD-R, etc."

The Federal Highway Administration (FHWA) has mandated the use of the AASHTO Load and Resistance Factor Design (LRFD) specifications for all new federally-funded transportation infrastructure projects beginning in October 2007. This includes the design of all geotechnical-related elements, such as deep foundations, which have historically been excluded from the LRFD requirements. The basis of the LRFD specifications is the application of a probabilistically computed parameter called a resistance factor to the foundation capacity in lieu of the traditional, and often arbitrary, factor of safety. Therefore, the process of computing resistance factors for use in the design of deep foundations is extremely critical to ensure a safe, efficient, and consistent design methodology. In this paper, various methods to calibrate resistance factors for use in the design of deep foundations are examined. The methods that are currently utilized to calibrate the resistance factors reported in the AASHTO LRFD specifications may be classified as the allowable stress design (ASD) method and the reliability theory calibration method using static capacity prediction techniques. These methods are compared to a ?t-z? model design methodology. The current methods focus exclusively on the strength limit state design of deep foundations. The advantage of the ?t-z? model methodology is that it can be utilized for both strength and service limit state design. In addition, the results show that resistance factors vary based on geological setting, construction method, failure criteria and deep foundation type. This variability in the resistance factors should therefore be integrated in the design to ensure that the objectives of the LRFD approach are satisfied.

In the present investigation, an attempt has been made to study the reduction behavior of composite pellets consisting two different types of iron oxide fines (high and low grade) and coke or lignite fines as reducing agents. The reduction experiments were carried out under isothermal conditions and constant flow of nitrogen gas in the temperature range of 900 ? 1100 oC. The variables investigated are the reduction temperature, Cfix/Fe3O4 ratio, reduction time and reductant type. In the experiments carried out with Sivas Divrigi A head magnetite ores (high grade) at a temperature of 1100 oC, for 40 minutes and on the condition that Cfix/Fe3O4 ratio is 0.2, in which lignite and coke fines were used as reductant, degree of reduction was obtained as 91 % and 86 %, respectively. Whereas, in the experiments realized with Malatya-Hekimhan-Hasançelebi magnetite ores (low grade) on the same conditions by using lignite as the reductant, around 60 % degree of reduction was found.

"Environmental protection is becoming over the years an increasingly significant problem of mankind. Up to the last decade the only way to make the domestic waste harmless in Bulgaria was deposition on uncontrolled landfills without undertaking actions for protection of the soils. This also caused pollution to spread into the surface and underground waters and that is why actions are now undertaken for remediation of contaminated soils. This is achieved by developing projects for the closing down of polluted sites. In the present paper some projects for closing down of polluted areas are discussed. The actual conditions are examined and project decisions for preventing the surface waters from penetrating into the waste are presented. In this way the pollution of the soil is stopped and the soils are gradually remediate.IntroductionSoil is the topmost layer of the earth crust. It consists of mineral particles, organic substances, water, air and living organisms and is an extremely complex and changing living environment. Soil is a non-renewable natural resource which is of considerable importance in a number of crucial processes (production of foods, storing, filtrating and turnover of many substances, including water, carbon and nitrogen). It also serves as a basis for human activities, shaping the landscape, ground on which cultural heritage is built, and source of raw materials. These functions of soil must be protected both because of their social and economic significance and from the point of view of environmental protection.The processes of erosion, loss of organic substances, compaction, salination and contamination contribute to the degrading of soils accompanied by a negative impact on human health, natural ecosystems and changes in climate, as well as on the economy. All these make it necessary to protect soils from contamination. Over the last years intensive work started in Bulgaria for the construction of controlled sanitary landfills for rendering municipal solid waste harmless. Pursuant to Bulgarian legislation, in these controlled sanitary landfills measures are undertaken for protecting the soils from contamination through appropriate project decisions – the filtration of the products from the biological decomposition of waste into the adjacent sites (soils) and, therefore, the contamination of the surface and underground waters is prevented. At the same time the purity of air is maintained, human health is protected and conditions are created for including the controlled sanitary landfills into the surrounding landscape."

A key aspect of seismic management for narrow vein stoping of the west zone at the Beaconsfield Gold Mine has been the development of a fully remote extraction method that does not require personnel access to sill drives within the orebody once stoping commences. Initially, sill driving within the reef is undertaken in a conventional fashion under geological control. Sill drives are developed at a vertical backs-to-floor height ranging from 7 - 12 m. This mining stage includes all activities prior to the commencement of stoping, after which no personnel enter the unstoped section of the sill drive at any time for any purpose. The key aspect of the remote mining cycle is the use of footwall drill drives paralleling the ore drive at a minimum separation of 6 m under survey control. These drives provide the platform for fan drilling of the orebody. Up to 20 m strike panels are blasted in a single shot using electronic blasting techniques. Ore is mucked from the extraction level sill drive using tele-remote loaders. Aerials for tele-remote operation are installed through boreholes from the footwall drive, negating the need for personnel access to the sill drive. Once mucking of a stoping panel is complete, a laser scanning survey instrument is used to survey the final void for subsequent design and production reconciliation purposes. The survey instrument is mounted in the bucket of the tele-remote loader, and is also operated remotely. Finally, tele-remote loaders are used to dump waste rock fill from the upper sill drive. A system of flags and cameras installed in boreholes from the footwall drive assists the operator in locating the live stope edge during the filling cycle, again negating the need for personnel access.

The Canada Line is a 19km long automated light rapid transit system with 16 stations in Vancouver, BC, Canada. The Concession was awarded to InTransitBC to design, build, partially finance, operate, and maintain the system for 35 years. The project must be complete by November 2009 to be ready for the 2010 Winter Olympics to be held in Vancouver and Whistler, BC. The bored tunnel section consists of 2.45 km of twin bored tunnel and 3 stations. The station work is limited to the excavations and temporary support necessary to facilitate the bored tunnel works. A joint venture between SNC-Lavalin Constructors Pacific and SELI (SSJV) has recently completed the design and construction of this section. Work for the bored tunnel commenced in November 2005 with shoring and excavation works for the tunnelling operations pit that will become Olympic Village Station and will be completed in the spring of 2008. The tunnels were driven with a 6m diameter Earth Pressure Balance Tunnel Boring Machine (EPBM) and lined with 250mm thick, 5.3m diameter precast concrete segments. Seven hundred and fifty meters of each tunnel were driven through glacial and interglacial deposits of sand, silt, and clay with granitic boulders. The paper discusses the challenges faced in negotiating these soils which contained unforeseen geological conditions. These conditions were overcome by developing a systematic approach to Risk Management that included thorough risk assessments, regular risk management meetings with the participation of two of the world?s leading EPBM experts, Professor Eisenstein and Professor Kovári, and by the ability of the construction team to effectively analyze and mitigate problems.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

"Sonic drilling is a relatively new technology even though it has been in development since the late 1940s. It was initially funded by the U.S. petroleum industry and then, in the late 40s, Russian scientists worked on developing sonic drilling, their interest based on drilling rates 3 to 20 times that of conventional methods. In the early 1960s, the Shell Oil Company backed research that resulted in a down-hole device with a series of eccentric weights driven by drilling fluid to generate vibration. Hawker Sidley, in the early 1980s, developed the first modern prototype sonic drills in Vancouver B.C. and the North Star Drilling Company in Minnesota became the first contractor in the U.S. to operate sonic equipment in 1985. In 1994, North Star became a division of Boart Longyear, headquartered in Salt Lake City, Utah.What’s Unique about a Sonic DrillA sonic drill rig appears and operates very much like any conventional top-drive rotary rig. The key difference is that a sonic drill has a specially designed hydraulically powered drill head, containing oscillators, that generates adjustable high-frequency vibratory forces. The sonic head is attached directly to the drill pipe or outer casing, sending the high frequency vibrations down through the drill steel to the face of the drill bit. This creates displacement, fracturing or shearing action depending on the material being drilled. The oscillator uses two eccentric, counter-rotating balance weights or rollers that are timed to direct 100% of the vibration at 0 degrees and 180 degrees. An air spring houses the oscillators and separates the vibration from the drill rig itself. The vibratory frequency is controlled to suit operating conditions and to achieve optimum drilling rates.When the vibrations coincide with the natural resonant frequency of the steel drill rod or casing, a natural phenomenon called “resonance” occurs. It allows the rig to transfer timed vibratory energy into the top of the drill string, utilizing the natural stored energy of the steel. This causes the drill string to use inertia and act like a flywheel delivering tremendous amounts of energy directly to the bit face. In friendly overburden formations, a sonic drill rig can achieve penetration rates of one ft per second."

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. The Palmarejo, Guadalupe and La Patria Silver-Gold epithermal vein deposits occur in south-westernChihuahua state, Mexico. The veins are hosted in a volcano-sedimentary sequence that comprises andesitic to basaltic resedimented volcaniclastic rocks, together with less abundant coherent and pyroclastic facies and minor red-beds. The host sequence is part of the Lower Volcanic Series, and formed in a magmatic arc environment during the Late Cretaceous to Early Tertiary Laramide Orogeny. The Lower Volcanic Series is overlain unconformably by an extensive sequence of Miocene rhyolitic ignimbrites, known as the Upper Volcanic Series. At this time, it is uncertain whether epithermal mineralisation was related to andesitic intrusions (85 Ma) and/or Oligocene rhyolitic dykes (25 Ma). An EXTENDED ABSTRACT is available for download. In the last eight years inclined conveyor haulage systems have established themselves in the mainstream for hard rock underground mine haulage. This leaves the question; what else might be on the horizon for mine haulage and how do we address the process of selecting haulage systems for new mines? This paper considers the identification of viable haulage technologies for underground mines and explores an approach for assessing existing and potential technologies. The example of a large deep mine is considered here. The evaluation of existing haulage systems relies on precedence and the assessment of the system capacity to meet the haulage requirements envisaged for a particular mining project. The assessment of potential technologies for mine haulage relies on the capacity to deliver a viable production-scale system within the timeline envisaged for developing a mining project. The haulage technologies addressed in this paper include: shaft hoisting,conveyor haulage,truck haulage,vertical conveyors, andhydraulic hoisting. This paper does not consider rail haulage out of a mine. This is simply because Australian topography typically has insufficient relief to bring them into consideration. However, rail haulage is a widely used and effective haulage solution in situations where significant topographical relief is present. The assessment of haulage system capability focuses on the following fundamental questions: How reliable are they? What is the degree of technical risk in a business context?What levels of flexibility do they offer?How capital effective are they? What returns are indicated by the balance of capital and operating cost estimates?

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. The Brightwater conveyance system is located near Seattle, Washington in the north-western United States. The East Contract portion of the system consists of a 4.3 km long, 5.9 m diameter tunnel in soft ground and two large shafts constructed in challenging soil conditions. The two shafts are situated side-by-side in an urban valley. One will house an influent structure to direct incoming sewage and outgoing treated effluent, while the other will house a 645 megalitre per day (ML/d) influent pump station. The tunnel contains four pipelines: two force mains to convey untreated wastewater eastward from the new pump station to a new treatment plant, one gravity-pressure pipeline to convey treated effluent westward to a new outfall in Puget Sound, and one high-pressure pipeline to convey reclaimed water from the treatment plant to downstream distribution points. The shafts and the tunnel presented many design challenges. Groundwater is near the surface in the area surrounding the shafts, and compressible peat and clay soils preclude dewatering during construction. These and other challenges were encountered during design of the pump station shaft and multiple-pipe tunnel. The challenges were addressed by a design that includes a dual intersecting circular cell shaft (referred to as æthe peanutÆ) and a single tunnel into which stacked pipes will be æstuffedÆ. This paper discusses the design approach and design details for both elements.

Traditionally X-ray diffraction (XRD) has not been significantly used by the cultural heritage sector, as the most commonly used technique, X-ray powder diffraction (XRPD), requires sample removal from the artwork or artefact, followed by grinding of the sample to a fine powder. With the development of micro-X-ray diffraction (micro-XRD) and other associated advances, non-destructive, in situ analysis of crystalline pigments on micro-areas of paintings and artefacts has become possible. This is illustrated with the application of this technique to the in situ analysis of propriety paints, paint cross-sections and small paintings. However, workers have noted that XRD can be insufficiently sensitive with pigment mixtures, due to matrix effects. This study obtained X-ray diffractograms of 17 single pigment preparations and determined relative amounts of crystalline content. The purity of single pigments was compared with Joint Committee on Powder Diffraction Standards (JCPDS) database diffractograms. The impact of pigments with high X-ray absorption coefficients on the detection limits of pigments with low X-ray absorption coefficients was further investigated by building on work done with the chromium oxide-zinc oxide series with the preparation of a second series of binary mixtures of zinc oxide (which has a high absorption coefficient and is almost fully crystalline) and ultramarine blue, which has a lower absorption coefficient but which is more crystalline. Semi-quantitative analysis, where baseline and absorption factor corrections are made, confirm detection limits as low as five per cent for chromium oxide and ultramarine blue when in a binary matrix with zinc oxide. However, this type of analysis is very time consuming. So in order to theoretically simulate issues that will be encountered with binary pigment mixtures, the single phase diffractograms were used to theoretically investigate the matrix effects of the three white pigments with the various coloured pigments. This illustrated that detection limits can be as low as five per cent or in non-ideal conditions, such as with partial peak clashes or where there are large differences in relative peak intensity, as high as 50 per cent. These results have significant implications for the analysis of painted surfaces on artworks or artefacts. It has been demonstrated that ideally this method is more suited to the investigation of surfaces where there is minimal mixing of pigments or where there is not a significant difference between the absorption coefficients of the mixed pigments.

The authors aim to analyze the behavior of smart sensors using Transmission Control Protocol/Internet Protocol (TCP/IP) infrastructure in hazardous applications, because of their advantages regarding safety, expansion and Quality of Service (QoS). Initially, some constraints are discussed for these applications. Then, the possibility is analyzed of using 2.4 GHz TCP/IP based transmission for sending data out of an industrial area. In this setup the authors evaluated the round-trip implementation (which requires a database of packet lengths), related to the delay introduced by the radio transmission algorithms from 802.15.4, and 802.11d/g protocols. Tuning results of different varying time-delays were compared to the constant delay cases from the literature (Deák, 2003; Lincoln, 2003). Both the hardware and software setups are implemented. Based on TinyOS specific software for hardware checking/ initiating communication/ starting/ closing measurements the authors have developed separate/combined procedures for testing the integrated devices. Measured time delay is presented and analyzed, for both beaconed and non-beaconed 802.15.4 transmission, with power optimization criteria. By testing two different implementations (Zhang et al., 2001), (ATmega256 RZAV - 256KB flash memory, the CC2420 IEEE 802.15.4 and ZigBee-compliant RF transceiver core - 128KB flash memory) the authors have found some time delay variations as a result of local processing by the ZigBee controller with an amount of flash memory. The work is also focused on adapting industrial measuring standard systems to the smart sensors, but not only through the 4-20 mA standard.

"With the development of new heat resistant magnesium alloys, the automotive industry has introduced several parts to the drive train. The rising number of large magnesium components will result in a higher quantity of automotive post consumer scrap and the changing legislation will force car manufacturers to take magnesium recycling into consideration. So far post consumer scrap has not been used for magnesium alloy production. Quite a reasonable amount of automotive scrap is likely to end up in a mixed light metal shredder fraction. The separation of mixed magnesium scrap according to several alloys is complex. Therefore secondary magnesium alloys made from blended post consumer scrap would be useful. For this work a matrix of potential recycling alloys was prepared by chill casting and high pressure die casting. The materials were investigated for their microstructure, mechanical properties, heat resistance and corrosion properties. The results will be presented in this paper.IntroductionWithin the last ten to fifteen years several heavy magnesium parts have been assembled in passenger cars, such as gear box housings and crank cases [1, 2]. Reasons are the lately developed new heat resistant alloys and the increasing responsibility of automotive manufacturers to reduce the vehicles weight and thereby CO2 emissions. The latter is pushed by international legislation [3, 4]. The rising quantity of magnesium in automobiles will result in an increasing amount of so called post consumer scrap at the end of the vehicles life.So far magnesium recycling was done only for clean scrap that is free from impurities, contaminations and sorted according to a chemical composition or a single alloy respectively [5- 15]. The latter is also called class 1 scrap and mainly consists of sprues and runners from magnesium die casters [15, 16]. For the upcoming automotive post consumer scrap the materials quality strongly depends on the way end of life vehicles are treated. By proper dismantling of old cars, the bigger magnesium components could be collected and possibly treated similar to class 1 scrap [15]. Up to date automotive manufacturers have no uniform recycling system for end of live vehicles. Most probably a considerable quantity of old cars will be shredded. The resulting light metal shredder fraction will contain aluminium and magnesium scrap, both from several alloys. A separation of mixed magnesium and aluminium scrap is feasible according to [17]. Other authors claimed that the grade of separation of magnesium from aluminium is still not sufficient for a proper industrial recycling process of magnesium post consumer scrap [15, 16]. If an automatic sorting is possible it will probably be very expensive [18]. Therefore, so far the main use of post consumer scrap has been the steel desulphurisation and aluminium production [15]. The use of post consumer scrap for magnesium alloy production has been considered already by [15] and [16] but some problems have to be approached."

Pyrite is one of the principal Au-bearing minerals in refractory gold ores. Significantly high Au concentrations of up to 5200 ppm are present in pyrite. Pyrite hosting high levels of Au is also enriched in As. Pyrite as an unwanted mineral ends up in wastes and constitutes one of the primary sources of As in the mining and metallurgical wastes. Arsenic can be readily released to the environment due to rapid oxidative dissolution of the host pyrite under atmospheric conditions. In order to determine the form and occurrence of arsenic in pyrite, micro-X-ray absorption fine-structure spectroscopy (XAFS) spectra were collected from a range of arsenical pyrite grains having different morphologies and a range of arsenic and gold concentrations. All the pyrite grains are characterised by the dominant edge aligned with As-1 valence state. In pyrite, arsenic atoms substitute for S atoms that are in six-fold coordination about each Fe atom. XAFS data suggest that As atoms occur in clusters within the pyrite structure. In addition to As-1, fine-grained, inclusion-rich and framboidal-type pyrite grains have a second As species at ~11 875 eV corresponding to As5+. This As5+ species in pyrite is highly variable and attributed to the oxidation of arsenic exposed on the surfaces of pyrite.
