A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision

The air lift method of pumping water is discussed. A review of several large diameter hole drilling projects that used reverse- circulation air-lift techniques is presented. Proposals are made for reverse circulation flow rates for slow rates of bit penetration (5 fph) as well as reverse-circulation flow rates for faster rates of bit penetration (10 fph). The Ingersoll-Rand air lift equations are modified for rotary drilling operations. By establishing minimum reverse circulation flow rates and utilizing the modified air lift equations, the establishment of minimum circulation equipment sizes and a more definitive requirement for improved bit body design should result.

It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

A method of evaluating the possible effect of an industry on the environment is presented, and the method is illustrated by its application to a hypothetical problem. An analysis is offered based on an actual survey of four industrial sites in the Lydenburg area of the eastern Transvaal. The survey showed that there is a high incidence of potentially unfavourable conditions, and there is a distinct possibility that a topographically induced eddying motion will extend over the town and the industrial sites. This moving air could entrap air pollutants, resulting in high concentrations of pollutants over the town. It is concluded that none of the sites is suitable for industries that pollute the atmosphere.

This research was conducted as part of the U.S. Department of the Interior, Bureau of Mines program to recover metals, glass, and a combustible fraction from municipal solid waste (MSW). The objective of this analytical study was to determine the concentration of antimony, arsenic, and mercury in samples taken from various sampling areas in the Bureau of Mines raw refuse recycling plant and to compare these values with those for coals used in the generation of electricity. To provide the necessary analytical data, sensitive reproducible ashing-chemical digestion-atomic absorption procedures were adapted from published procedures. It was determined that antimony and mercury concentrations in the combustible fraction of MSW are approximately an order of magnitude higher than those found in coals presently used for power generation;' the arsenic concentration is similar in both fuels.

The production of low- and medium-Btu gas from coal provides a more economic source of energy for most industrial users than pipeline-quality coal gas (SNG), although the latter has received more publicity. The paper reviews existing and advanced methods of coal gasification, with particular emphasis on the production of low- and medium Btu gas for industrial and utility use. Some of the ways in which coal gasification can be integrated into power cycles and industrial plant energy balances are discussed.

Following plant trials in 1972 Mount Lyell installed an AMDEL On Stream Analysis system for measuring copper and density on the flot- ation feed and final plant tailing streams, in August 1973. As a result of poor performance of the final tailing system these probes were changed over to the rougher tailing stream, back to the final tailing stream and finally to the final copper concentrate stream where the system is currently performing satisfact- orily. The history of the development of the system to its current operational status is Described.

The Lithium Corporation of America's Hallman-Beam spodumene-pegmatite open pit mine is located in the Kings Mountain area of North Carolina. Figure 1. Presently this area of North Carolina is the lithium center of the U.S., if not of the whole world. The Lithium Corporation mine was started in 1968 and now covers 61,000m2 (15 acres) with projected are reserves in excess of 20 years. Lithium occurs at the Hallman-Beam property in a mineral known as spodumene (LiAlSi2O6), a lithium aluminum silicate. The run-of-mine are averages 1.43 Li2O. Figure 2 of the general Mining Division flow sheet follows the concentration of the Li2O to 5.5% and also lists the various by-products that are sold commercially. The unique properties of lithium have led to many commercial applications, some of these including lubricating greases, ceramics, glasses, glazes, welding fluxes, aluminum reduction cells, dehumidifying and air-conditioning equipment, sanitizers, polymerization catalysts, batteries, and pharmaceuticals. Most publicity about the copper industry nowa- days is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and poten- tial shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing tech- nology. Copper differs from other widely traded com- modities in that its real cost of production has pro- gressively increased since World War II. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other com- modities is that increases in demand occur less auto- matically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other com- modities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on cir- cumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of pro- ducing and manufacturing facilities in industrialized

It is generally recognized that the interpretation of bedrock geochemical data in volcanic terrains can be improved by adjusting for rock-type. Various chemical attributes of volcanic rocks have been put forward in the literature as rapid indicators of rock-type, but there is some question as to which of these is the most reliable . Only one such attribute, total iron, seems to have seen systematic use in geochemical mapping in the Flin Flon region. Discriminant analysis of 500 basalts, andesites, dacites and rhyolites suggests that SiO2 is the most important rock-discriminating variable and that MgO, CaO, TiD2, AI2O3 and FeOtot, are successively poorer discriminators. Lithological normalization in the subalkaline volcanic environment should therefore be made over ranges of this variable. Trace-metal data from drill core through the sulphide orebody at Hanson Lake, Saskatchewan are used to demonstrate various approaches to lithological correction, including silica normalization, factor analysis and trend analysis. All of these extract economically important information from the core that is not apparent in the raw data logs. However, silica normalization does not seem to be subject to as many serious limitations as factor and trend analysis in this case, and therefore seems to provide the most reliable basis for the interpretation of subsurface exploration geochemical data.

The important considerations in basic design of a gravity plant are mentioned and four currently operating flowsheets are presented. The plants discussed in detail include the Climax Molybdenum Co. By-Product Plant and the Canada Tungsten Ltd. Plant. Plants briefly highlighted include the Palabora Mining Co. Uranium Recovery Facility and the Bridge Hill Ridge Heavy Mineral Recovery Plant of Mineral Deposits Ltd.

"This paper describes the modifications made to the Fox Mine copper concentrate bin in order to obtain a continuous flow condition. The design of these modifications is based on test results obtained on Fox Mine concentrate using the flow factor testing machine in the research facilities of Cominco at Trail, B.C.The original design consisted of a cylindrical steel bin on a concrete slab with two slot-discharge openings. Based on predictions of the maximum mass flow hopper angle for conical and wedge shaped hoppers for the concentrate on various potential bin lining materials, Ultra-High Molecular Weight (UHMW) Polymer was selected as a liner.Using the recommended angles for conical and wedge shaped hoppers, the profile of the bin base was changed to suit the existing slot openings.The initial method of fastening the liner resulted in failure of the connections. Subsequent modification to the zinc concentrate bin fastener system proved satisfactory and it has now been in operation for over one year without any separation of the lining material.Utilization of flow testing procedures on concentrate samples has demonstrated that proper design of storage bins or hoppers to achieve continuous flow can be incorporated into the design of new plants."

In October 1980 the two existing flotation circuits were combined into a single new circuit. This circuit used modern 11.3 m3 flotation cells which replaced 1.4 m3 units. Sometime after this change, a significant deterioration in metallurgical performance occurred. This paper describes the work done to discover the causes of deterioration in performance and actions taken. The program implemented to prevent a future occurrence is also presented. The work included analysis of routine plant data, analysis of surveys to obtain element and mineral flows on both a sized and unsized basis, some quantitative mineralogy, and analysis of some external factors.

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

This report describes a method for designing and constructing ground beds that has been developed under the sponsorship of the Bureau of Mines. The procedures for designing and constructing a driven-rod ground bed with a resistance of 5 ohms or less are given. Some of the theory of soil resistivity and fall-of-potential resistance measurements is included. Results of a bed constructed at the Bureau of Mines mine car roadway are presented.

These are defined as the real-time operating system; a process data acquisition, reduction, and communication system; and a set of process-oriented systems which interface the operators and engineering staff to the process. The role of each of these three classes is reviewed. The software systems which provide reports, status displays, and trend graphs are discussed.

Variations in the characteristics of bentonite, magnetic taconite concentrate and system water have been examined to show their effects on pelletizing. Chemical methods have been tried to alter the clay or the system water so as to obtain pellets with desired properties. Those methods include ion exchange and the use of supplemental binders (organic and inorganic).

Combined preservative/fire retardant systems were pressure impregnated into Douglas fir and Ponderosa pine samples and evaluated for decay, flammability, and mechanical properties. The objective of the evaluation was to identify cost-effective systems for use with mine timber, and to provide an information and data base from which Federal code regulations could be established. Thirty systems, based on combinations of commercially available preservatives and fire retardant impregnants and coatings, were applied to Douglas fir samples and evaluated for decay and flammability. The ten most promising systems were ap¬plied to both fir and pine and reevaluated for decay and flammability before and after water leaching. The five best systems were given a thorough laboratory evaluation using both pine and fir. Evaluations included flame spread, smoke density, toxic gases, decay, compressive strength, flammability after artificial weathering, and cost. All systems had acceptable toxic gas levels and smoke densities, but flame spread was only borderline acceptable for most of the samples tested. A trade-off analysis showed Acid Copper Chromate/Fyrprufe with Albi-107A/144 intumescent paint and Koppers NCX to be the-best systems. Recommendations are made for further large-scale testing using the two best Systems.
