This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

This study was designed to demonstrate the viability of using high-frequency radio transmission as a means of communications between a remote field camp and a time- sharing computer system. A field camp near Johnstown, Pa., was linked by high- frequency radio to a base station 160 miles to the southeast in Vienna, Va. The base station was in turn linked by telephone to a time-sharing computer system near Los Angeles, Cal. Error-free data transmission utilized highly stable receivers and transmitters, forward error correction, and dual-frequency diversity. Three geologic applications programs resident in the Los Angeles computer were executed from a graphics cathode ray tube terminal in the field. Bulk data equivalent in volume to 4 days of typical spectrographic analytical work generated by one spectrograph and one spectrophotometer were transmitted from the field to the base station. All programs, were executed successfully, and all data were transmitted error free.

Concern for the environment by the public and by mining companies, has led to many recent attempts to revegetate areas disturbed by mining activities. The problem of successfully revegetating disturbed areas and mine wastes is often difficult, even under favourable conditions. Under the severe conditions that prevail in and and semi-arid parts of Australia, such difficulties may be extreme. An approach is described in which field trials are used to investigate factors which adversely affect revegetation and to evaluate optimum methods and treatments..A wide range of methods suitable for use in and situations is described. These include grading and cultivating operations, topdressing with natural soil materials, selection of suitable plant species, mulching and the use of fertilisers and supplementary irrigation. It is concluded that such a programme provides the best approach to this complex and expensive problem.

4. Guidelines for Implementing the Emergency Escapeway Standards for Metal and Nonmetal Mines The technical discussion of each escapeway component precedes the specific guidelines for the component. Generally, the technical discussion provides the background and reasoning behind the guidelines. Section 5 is a discussion of general escapeway requirements, including the escape route, fire retardants, warning systems, ventilation systems, escapeway signs and signals, auxiliary transportation and fuel storage. The discussion is followed by a list of guidelines pertaining to the escapeways. Section 6 is a summary of the computer simulation of an escapeway system for Mine "C". A complete documentation of the simulation is included in Appendix A and B. Section 7 covers emergency hoisting requirements and concludes with the guideline, for emergency hoists, their inspection and use. Section 8 is a discussion of refuge chambers and life support and is concluded with guidelines for the application o f this equipment.

Potential for the mechanization of stoping in gold mines by N. C. JOUGHIN B.Sc. Eng., Ph.D. (Rand) (Member) The basic requirements for stoping machines are identified first by examination of the mining rates and productivities attained in conventional stoping, and then by examination of a series of problem areas associated with the shape of the reefs, rockbreaking, rockhandling, and the support and design of the machines. Some of the more important machines being developed are described briefly, and their principal features are compared with the basic requirements identified in the first part of the paper. An estimate of the potential demand for the different types of machines is given.

A roasting procedure for synthetic copper sulfide which results in a reproducible transient melting at 450° and 470°C is described in this paper. Possible causes for this melting phenomenon are suggested, and also a procedure to avoid it during the roasting. This melting is believed to be responsible for the occasional occurrence of stickiness in the commercial roasting of copper sulfide concentrate. Many workers have studied the roasting of copper sulfides, but only Lewis et al. have reported that fusion and, in some cases, fusion with "boiling" occurred in the neighborhood of 450°C. The DTA and TGA apparatus, the materials used in this investigation, and the discussion of chemical reactions occurring during the CuS roasting are described in an earlier publication. CuS, in the form of either pellet or powder, was heated at 280° to 330°C in a flowing air or 30% 02: 70% N2 atmosphere. Heating was continued at this temperature until no further weight increase due to sulfates formation was observed on the TGA thermogram. This is believed to be due to the inability of SO, to diffuse out from the sulfate layer on the surface of the pellet, thus halting the sulfate-forming reactions. Hereafter, the sample oxidized in this manner will be referred to as "partially oxidized CuS." X-ray analysis and microscopic examination of a polished cross section of a partially oxidized CuS pellet showed the following order of layers starting from the center of the pellet: Cu2S, Cu2O, CuO • CUSO4, and CuSO4. A bare thermocouple inserted in the center of a partially oxidized CuS pellet (2.5 g) did not indicate any noticeable change in the temperature of the pellet when melted at 450° to 470°C in an inert or oxidizing atmosphere. During the preparation of a partially oxidized pellet, the temperature of a CuS pellet increased by 50°C due to the exothermic formation of sulfates in air at 320°C. The endothermic peak associated with the melting phenomenon at 450°C is shown in [Fig. 1.] A CuS pellet (0.2 g) was oxidized in flowing air (150 cc per min) at 10°C per min up to 320°C and held there for about 2 hr. Then, N2 replaced air and heating was continued up to 500°C. The exothermic peak at 320°C represents an overall formation of sulfates, and an endothermic peak at 450° to 470°C represents the melting phenomenon. To observe the melting visually, a small (50 mg), partially oxidized CuS pellet was heated (in static air) in a hot-stage microscope. The melting phenomenon was observed on an auxiliary TV screen. In the early 1960's the Company, then named the United States Smelting Refining and Mining Company, was drilling the Continental ore body located near Fierro, New Mexico. Reserves of underground ore of sufficient quantity were indicated to build a mill. At the same time some ore from the Continental No. 1 mine was being milled at the Company's Bullfrog Mill, formerly a lead-zinc mill. The copper ore in comparison to the lead-zinc ores was very hard, abrasive, and heavy. These factors pointed out the possibility and attractiveness of autogenous grinding. While prior to this some study had been given to autogenous grinding, no large scale tests had been made. Such a program was carried out and from the pilot plant data the following was established: 1. Grinding of the ore by autogenous means could be accomplished. 2. This could be done in one stage; however, not at a satisfactory tonnage throughput rate. Thus, the use of a secondary unit has been employed. 3. Grinding in the secondary unit could be done by pebbles generated in the primary unit. This resulted in the scheme whereby the ore would be ground 100% autogenously. 4. Liberation of the copper minerals was excellent so that good recovery at a satisfactory concentrate grade would be obtainable.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

D. 1 Most Effective Salts A. Ammonium Phosphates Monammomium phosphate and diammonium phosphate (salts of ortho phosphoric acid) are superior to the triammonium salt in fire-resisting properties. Of these two, the monammomium salt is chemically the more stable. It is also held very retentively by a number of woods, thus reducing leaching out of the salt if exposed to water. Saturated aqueous solutions of mon- or di-ammonium phosphates have vapor preservatives corresponding to an atmospheric relative humidity of 9Z to 93 percent, the wood, will, therefore, not attract any moisture at humidities below this figure. Low concentrations (1 lb dry fire-retardant per cubic foot of the dry, treated timber) will stop flame and high concentration (5 lbs. per cubic foot) will prevent smoldering. B. Ammonium Sulphate In low concentrations ammonium sulphate has only a small effect on flame propagation, but its effect is marked when concentrations of the order of 20 percent are employed. It has no appreciable effect on smoldering. It is more corrosive to metals than are the phosphates, but is less corrosive than ammonium chloride or magnesium chloride. It is possible to leach it out of wood by prolonged and continuous action of water The vapor pressure of the saturated solution corresponds to 81 percent atmospheric humidity.

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Water immediately adjacent to the negatively charged solid particle surfaces contains an excess of dissolved positive ions. Two unique processes of reclaiming zinc from various secondary materials were developed and have successfully been operated for years by Mitsui Mining and Smelting Co. These processes were established based on the characteristic and local energy conditions; i.e., (1) at Miike Smelter, located above the largest coal deposit in Japan, a combination of slag fuming and semi-blast furnace (MF)processes takes advantage of using coal and the carbon bearing briquette residue from the vertical retort plant as reducing agents, (2) on the other hand, at Kamioka Smelter, a direct reduction of zinc-bearing lead slag by using electric furnaces is of advantage in view of cheap electric power supply from our own hydraulic power plants. The former also consumes lots of zinc bearing fines and drosses from various steel plants, fabricators and secondary zinc smelters, while the latter, zinc leach residue from its own electrolytic plant

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. "This presentation will cover some crushing and grinding considerations in plant design and operation. There is nothing basically new in the subject matter presented here; however, the viewpoint and interpretation may be novel and some of it controversial.The presentation is based on experience gained in the metallurgical design of plants for Placer Development Limited from 1960 to the present. The plants are listed on SLIDE No. 1.These plants have conventional crushing, followed by rod mill and ball mill grinding. I would like to think that autogenous grinding plants are the answer for eliminating secondary crushing plants and reducing the capital and operating costs; however, the autogenous plants seem to have some problems of their own and I have had no experience with them.Fineness of Grinding RequiredFirst let us consider the fineness of grinding required.The fineness of grind will affect the recovery obtained, and the relationship must be determined. If the grinding is too coarse, some of the valuable mineral, either free or locked in middling grains, will not be floated. However, as grinding is probably the greatest single operating cost, we do not want to grind any finer than is justified economically.Finer grinding should not be carried beyond the point where the net smelter return for the increment saved becomes less than the added operating cost. Even this fineness will be beyond the economic limit because of the additional capital cost for the equipment needed to achieve it. These factors will be discussed in more detail later.The Bond work index is the commonest method of expressing a measure of the effort that has to be expended in grinding. It is the kilowatt-hours required to reduce a ton of rock from an infinite size to 80% passing 100 microns. The formula allows a calculation to be made for other size ranges."

A hydrometallurgical process is described for the recovery of copper from chalcopyrite concentrates. The process is based on a cupric chloride leach, the concentrate having first been "activated" by heating it with sulphur at a temperature near 400°C. This activation process converts most of the iron of the chalcopyrite to pyrite, which is insoluble in the cupric chloride leachant. The copper is converted to the mineral idaite, which dissolves readily in hot cupric chloride: at 106°C, 98% of the copper is extracted in a three-stage countercurrent leach, the leaching tirqe being 1 hour per stage. The sulphur of the chalcopyrite appears as elemental sulphur, which is recycled for the activation of further concentrate, the final leach residue consisting of pyrite, plus the gangue present in the original concentrate. The copper extracted can be recovered by electrowinning, using a diaphragm cell. Current efficiency (one-electron basis) is about 70% but the cell voltage is only about 1 V, so that power consumption is three times lower than for the conventional sulphate electrowinning process. The leachant is simultaneously regenerated in the anode compartment. The behaviour of minor elements in the concentrate has also been studied.

The next 13 years gave me an education that anyone, then or now, would well envy. W.T. Reid had founded Belmont School along the lines of Groton and, as at Groton, he sent many graduates to Harvard. He obtained excellent teachers and maintained as strict a discipline as the independent nature of the western students would stand. With a beautiful location in an unspoiled little valley in the foot- hills of the Coast Range there was every chance for walks and expeditions. The years at Belmont were good ones. My closest friends were Harold Jordan and Lewis Hackett. Lewis was son of the military director at the school. With half a dozen other very young inmates we early won the sobriquet of "The Dirty Dozen." Sliding down a steep muddy hill on barrel staves helped us earn the name. An inherited shyness exaggerated my sensitivity at being a "teacher's boy" and this prevented a close association with the wilder western boys who made up most of the schoolmates. Trapping wildcats and coyotes in the brush-covered hills and taking long walks gave me plenty to do. I had grown too fast and when I went to college was 6 ft 3 in. tall and weighed only 145 lb-hardly a respectable bean pole. I was only two months past 16 when I left for Harvard. The long summer vacations were happy ones. Most of them were spent in the high mountains, and even when I was ten years old I could keep up with anyone on long steep climbs. I learned to handle a rowboat during our stays at Lakeside, a rustic resort at the south- east corner of Lake Tahoe that could then be reached only by the steamer that made a dally trip around the Lake. The Federal Bureau of Mines investigated the potential for recovering aluminum from copper-dump leach liquors by use of single-contact ion-exchange technology. A strongly acidic ion-exchange resin was used to extract aluminum from a typical dump leach liquor and from synthetic leach liquors. Aluminum was stripped from resin with a HS04 or NaCl solution. Bench-scale experiments indicate that a single-contact ion exchange is technically feasible, but that the process is limited by the relatively low loading capacity of the resin and the excessive amount of stripping agent required. A further limitation is that significant amounts of magnesium and iron are loaded and stripped along with the aluminum.

The uninitiated, first-time visitor to the Copper Cliff Smelter of The International Nickel Company frequently finds it strange that the world's largest nickel producing works is located at a site seemingly named in honour of another metal. Industry-wise persons who know The International Nickel Company through its nickel producing, fabricating and sales organizations can be just as surprised to learn that Inco's annual copper production from the Sudbury area mines nearly equals that of nickel. But when the history of the mines and smelters of the Sudbury district is reviewed it is impossible to separate the stories of copper and nickel. In fact, going even further back in time (I), it was due to the similarity in appearance of the nickel bearing mineral niccolite (NiAs) to that of copper ore that led nickel to be tagged with the rather uncomplimentary name of kupfer-nickel or Old Nick's Copper - The Devil's Copper. This was in approximately 1650 and it would take another hundred years, until 1751, before Axel Cronstedt of Sweden obtained nickel in its pure form and permitted it to take its own place in the family of metals. One hundred more years passed before mining came to northern Ontario and approximately one hundred thirty before the beginnings of development of the Sudbury Basin.
