Unlined water tunnels have often been used as pressure conduits for hydroelectric projects. However, fallouts of rock in such tunnels are not uncommon and in many cases have been attributed to erosion of shears and seams. A case history of such a fallout is described. An appraisal of the conditions pertaining to the fallout led to the conclusion that rapid changes in the water pressure in the tunnel resulting from operating conditions were significant factors in initiating the fallout. Other factors that contributed to the fallout are also described.

Minerals long have been important commodities in international trade. As an inevitable result, the governments of the world have employed a wide variety of programs that affect the flow of trade. Roughly speaking, we may distinguish between the desire of more developed countries (MDCs) like the United States, western Europe, and Japan to control imports of minerals and the concern of less developed countries (LDCs), like India, about exploiting and exporting their minerals. The terminology used to describe different countries and the classification of specific countries into groups is unsettled and often changing. The poorest countries have been characterized as backward, undeveloped, underdeveloped, and developing. The problem seems to be in selecting a term that is both accurate and polite. Less developed seems, for reasons outlined by Hagen [pp. 51-57], the most convenient term. The borderline between an LDC and an MDC is always open to dispute. Objective measures are difficult to develop because of deficiencies in basic data, and enormous conceptual problems arise in making valid comparisons from even good data [see Hagen, pp. 7-28]. Thus, policies of the MDCs can be evaluated chiefly by using a few basic arguments for protectionist attitudes towards international trade. In dealing with the LDCs, a more far-ranging evaluation that covers general economic policy goals, the role of foreign investment, and the indirect effects of trade is required. This duality breaks down when trying to deal with the depressed areas in an MDC; here the issues are more akin to those associated with problems in an LDC. Similarly, variants of arguments used in LDCs appear in debates about foreign investments in MDCs. The whole discussion of minerals in LDCs, moreover, has obvious implications for MDCs like Canada and Australia. They, too, must face problems about the best utilization of their resources. The Bureau of Mines conducted laboratory tests to evaluate the production of high-purity H3P04 by HCl digestion and solvent extraction. Both batch and bench-scale continuous tests were made. Western phosphate rock concentrates were acidulated with HCI, and the digestion liquors were processed by solvent extraction. Phosphoric acid was extracted with isoamyl alcohol and recovered from the organic extract by contact with an NH4F solution. This solution was fractionally distilled to yield high-purity H3P04. The raffinate from solvent extraction was treated with lime to precipitate CaF2, which was subjected to steam pyrolysis to generate HF. This method was successful in recovering 95 pet of the phosphate and 80 pct of the fluoride contained in the concentrates.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

6. Computer Simulation of Mine Evacuation Analysis of mine evacuation involves manipulating a large number of interacting variables, such as mine passages, hoist movements, miner position etc. , which makes the problem very difficult to solve without use of a digital computer. Therefore, under this contract, a computer program is written to simulate evacuation of a mine under different configurations. The simulation input variables include characteristics of the mine, expressed in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self-rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effect of the fire on ventilation or on the miners is not considered. The simulation output includes the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure time of the miners. Details of the mine evacuation program are summarized in Appendices A and B Appendix A describes structure of the program and its capabilities. The flexibility of the program and its suggested uses are demostrated by a number of illustrative examples Appendix B is a user' s manual for the program which includes instructions for program use and explanation of the logic employed in the program. A computer listing and printout of a typical output are also included in the Appendix B The ten illustrative examples summarized in Section A 4 (Appendix A) provide proof of validity of the program and help make certain inferences about mine evacuation. The first example, which is simulation of an actual mine fire drill conducted in a mine, has predicted evacuation time within 5 percent of the actual evacuation time in the fire drill, demonstrating thereby, the ability of the program to make accurate predictions.

It is estimated that more than 1 trillion cubic feet of methane is contained within the coals of the Mary Lee group in Jefferson, eastern Tuscaloosa, and southern Walker Counties, Ala. Most of this methane will be encountered by mining. Coals of the Mary Lee group are presently being mined at depths exceeding 1,000 feet and will in the near future be mined at even greater depths, where the problem of methane gas affecting the mining operations will be acute. It is calculated that approximately 90 pct of the methane is at depths greater than 1,000 feet, and over half of the gas is contained within only 12 pct of the study area which is under more than 1,500 feet of over-burden. Degasification in advance of mining will increase mine safety, reduce ventilation expenditures, increase productivity, provide an additional energy source, and make it possible to mine parts of deep coalbeds that probably could not otherwise be mined.

Silver-lead mineralization at Indooroopilly, Queensland, extends upwards from Upper Triassic rhyolite which intrudes phyllite-containing Palaeozoic mineralization.Sulphides and magma were emplaced in a special structural site which underwent dilational fracturing while surrounding rocks were block-faulted and compressed. This site lies at tbe intersection of dykes, faults, and a lineament adjacent to a Middle Triassic granitic stock.Structural controls at Indooroopilly are attributed to the effects of piston faulting. Exploration for similarly controlled deposits should be directed towards structural intersections near stocks or batholiths which have intruded mineralized belts. Priority should be given to structural intersections which were sites of block-faulting and igneous activity under compressional tectonic conditions.Favourable sites lacking surface mineralization may contain ore at depth as piston faulting produces 'blind' ore deposits.

In response to increased aluminum demand, U.S. producers have begun reactivating primary aluminum capacity which was shutdown during the 1974-1975 recession. Reynolds Metals Company started up almost 80,000 tons per year of idled capacity at Listerhill, Alabama, and Jones Mills and Arkadelphia, Arkansas plants. Howmet Aluminum Corporation and Alumax announced that the operating rate at their jointly owned facility at Frederick, Maryland was being increased from 75 percent to 100 percent, equivalent to a 44,000 ton-per-year increase in output. Kaiser Aluminum and Chemical Corp. expected to restart one of the two idled potlines at its Mead, Washington facility in May raising its production rate by 27,000 tons per year. ANTHRACITE - The anthracite market for the larger sizes continues at a good level, and although the demand for industrial sizes has been weak, the current trend indicates an increased demand for industrial fines by the steel, auto, and other industries.

Results obtained from linear sweep voltammetry at a graphite anode in cryolite-alumina melts are presented, together with those obtained from a chronopotentiometric investigation of the influence of dissolved metal. The results, consistent with both production information and other fundamental studies, showed that the following two reactions occur at the anode.Equation 1Al (dissolved) ? Al3+ + 3eThe latter accounted for some of the loss in currentefficiency.The rate of the former reaction is limited by the slow desorption of the CO from the electrode surface. This paper is written to outline the capabilities and flexibility of the electric motor driven oil cooled rotary screw air compressor in construction and mining applications. With the changing economics between fuel and electric power all over the world, the viability of the electric motor is a choice all construction and mining people should be aware of. The advent of large efficient electric motor driven rotary screw compressors have given a great deal of flexibility to the use of these units on many applications not considered before. Examples are given for rotary and percussion drilling, fennels, and underground, sandblasting and "uniting, general uses - shows wheel mounted and skid mounted units.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. A survey of derelict and active alluvial tin and sapphire mines in the Emmaville area of northern N.S.W. as the first step in a pro- gramme of similar surveys to be undertaken throughout the State by the State Pollution Control Commission is presented. Thirty nine individual mine sites in the study area were included in the survey and an assessment made of the current level of impact on the environment at each site by assigning values of "magnitude" and "importance" to a number of impacting factors. Results are pre- sented in matrix form and mine sites ranked in order of impact "importance". Examples of alluvial tin, underground tin/arsenic and alluvial sapphire operations are discussed in detail and rehabilitation programmes proposed for implementation.

Primary fracture from an array of shotholes by c. M. LOWNDS. B.Sc. Hons. (Rhodes). Ph.D. (Cape) (Visitor) and P. C. SELIGMANN. B.Sc. (Witwatersrand) (Visitor) The effects of stress on the directions of cracks that are propagating in a brittle medium are described. It is shown that the superimposition of stress fields from the holes of an array always adversely affects fragmentation. Consequently, the best fragmentation will result when holes are fired far enough apart in space or time for each to develop its whole crack pattern without disturbance from the others. This concept leads to a philosophy for the design of more effective blasting patterns, which has been verified on model scale and which explains many published, empirical results.

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

One of the Swiss transalpine highways includes two remarkable tunnels: the 16.3 km long Gotthard Road Tunnel and the 9.3 km long twin tube Seelisberg Tunnel, both presently under construction. Large diameter shafts up to 900 m long are required for ventilation. Excavation techniques for rock formations ranging from loose sedimentary rock to granite and very hard siliceous limestone were carefully evaluated. The methods finally applied include excavation of shafts in hard rock, conventional drilling and blasting, excavation by ripper-tooth excavator ("Big John") in marlstone, shield protected heading in loose material and soft rock, and tunnel and shaft lining, both by poured concrete and by prefabricated elements. A critical review of the success of these methods can now be made after a five year construction period.

Construction and mining sites are often subject to unexpected flooding and extensive delays may occur in locating and installing emergency pumps. This particularly applies to sites located in remote areas. A simple and effective pump, called an air-lift pump, can be built from the equipment available at the working site. The basic req- uirements are a compressed air supply, air hose and conventional water pipes. The air-lift pump is comparatively in- efficient but approximately 35 per cent of the available compressed air power at the site can be applied to pumping. Suprisingly high liquid discharge rates may be obtained in suitable applications. The theoretical and practical consider- ations of the air-lift pump are evaluated and a suggested procedure for the emergency design and construction is outlined. INTRODUCTION. Sudden inundations of water into mine and development excavations require the immediate removal of the water if extensive and often irrepairable damage is to be avoided. Many factors affect rock fragmentation from blasting. One variable seldom considered when designing blasts, however, is the borehole length. An example is described of how the length was adjusted to give better breakage when using 4-inch diameter blastholes at a quarry. To explain the basic principles involved test results from experiments conducted by the authors where borehole lengths were altered are presented and evaluated.
