8. Refuge Chambers 8.1 Refuge Chambers - Technical Discussion 8.1.1 Introduction As a part of the overall escape system, refuge chambers can provide a last resort when existing escapeways are blocked. These chambers are intended to provide both protection from toxic gases and a life supporting environment for a period of time before external rescue or further escape efforts can be carried out Escapeways may be blocked physically (due to cave-ins, etc), by fire, or by the presence of a toxic or oxygen deficient atmosphere. In the first two cases, the trapped miners would most likely await external rescue efforts, and hence the design of the chamber will have to consider the time durations that such efforts may take, It is also possible, in the second case, for fire fighting and fire protective equipment to be stored in the chamber so that miners may attempt their own escape. In the third case, it should be recognized that a compact, beltmounted 1-hour self-contained breathing apparatus has been developed(9), and that other, less compact equipment is available for up to 4 hours of self-contained breathing supply. If such equipment were stored in the chambers, then miners could escape by travelling from chamber to chamber, taking temporary refuge in each before proceeding to the next. 8.1.2 Background The concept of "barricading" has long been recommended for those emergencies where miners are trapped inby a fire. Barricading, which is the construction of a makeshift shelter in a crosscut or deadend, protects the entrapped miners from toxic gases and enables them to conserve a supply of air. In this manner, they can survive two or three days--hopefully enough time for them to be reached by rescue teams. In the past, many lives have been saved with this technique.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-million-standard-cubic-foot-per-day, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 million tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the terms of the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment varies: $65,137,900 for the 4.8-million-ton-per-year (MM tpy) mine in the Eastern province, $78,514,600 for the 6.72-MM-tpy mine in the Interior province, and $42,050,100 for the 9.2-MM-tpy mine in the Northern Great Plains province. Total capital investments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $86,969,900, $109,378,500, and $78,543,500, respectively. Corresponding selling prices for the coal, per ton, are $6.94, $6.03, and $3.39, assuming a 15-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

INTRODUCTION Resources are not; they become (Zimmermann 100) . The companion concepts of reserves and resources appear, one way or another, in almost all considerations of mineral supply. Yet, no other concepts in the economics of the mineral industries have occasioned so much confusion. Whereas everyone agrees that in general the terms refer to the amounts of material that-depending upon technology, market conditions, and institutions-will become available for production in the near or more distant future, the apparent agreement disappears when we come to more specific definitions or to application of the definitions. Some definitions emphasize the physical aspects of reserves and resources, while others emphasize the economic. Some treat reserves and resources as fixed quantities, while others regard them as continually varying. Some consider that reserve and resource estimates have validity only for individual deposits, while others insist that they can be measured with sufficient accuracy for regional or national planning. This confusion in concepts that lies at the very heart of mineral economics is both strange and not so strange. It is common in the social sciences to find concepts that have been adopted into scientific jargon from popular usage and given rather special meanings -at the same time that they continue to be widely used without such qualifications. Psychologists have the same trouble with personality and sociologists, with community. Nevertheless, an attempt must be made to straighten out the various meanings of reserves and resources, or at least to clarify the conditions under which different meanings are applicable, before much progress in analysis of mineral problems can be expected. That is the objective of this chapter. Throughout the chapter, an attempt has been made to provide enough references to guide the interested reader to the most pertinent works on the concepts under study. However, even in a review article, it is no longer feasible to provide a comprehensive set of citations; there are simply too many. In many instances the works cited will themselves include the bibliographies needed to complete a literature search; those that are particularly useful in this respect are so noted. Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

"An attempt to review the recent literature on comminution reveals at once that the subject has many ramifications and that the applications are so diverse that there are very few general statements which can be made.It. seems reasonable to start classification on the basis of size of material as Input to the comminution process. However, we find that this can only be done in a very imprecise manner.The initial step of breaking rock from its natural state of very large pieces in geological formations into sizes suitable for processing is accomplished by blasting. This step in the process has not been ex-amined in this project except to note that great changes have been made during the last decade or so in the explosives used, and in the method of handling them. We should determine what effect changes in mining methods can have on the need for crushing.The second step in the process is usually primary crushing, performed by gyratory or jaw crushers. The largest chunk which can be fed to a jaw crusher depends on the size of the machine, and should be larger than the largest fragment produced in the miring process. It is obvious that the larger the crusher, the less care required in mining to en¬sure the absence of rocks too large to be crushed. The optimum size of crusher to minimize overall cost of mining and reduction is not at all obvious, and no information on this point has come to light in this investigation.It is rather generally accepted that size reduction is most efficiently done in small stages, and that different machines have different opti¬mum size ranges of feed. For example, crushers are preferred for sizes above about 1"", rod mills for the range between 1"" and 0.1"", ball mills are preferred from 0.1""down to perhaps 10 microns, and vibratory mills, or jet mills, below 10 microns."

Mount Isa Mines has been mining base metals since 1924. Annual production is currently 185 000 tonnes of crude lead, 207 000 tonnes of anode copper and 361 000 tonnes of zinc concentrate. This is achieved by underground mining of 11.7 million tonnes of ore followed by traditional flotation concentration and smelting operations.

The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.

This paper is a summary of the general theory of sampling published by the author in 1975. Sampling is a random process and its the- ory is a study of the, numerous errors liable to take place in the course of its realization. A complete sampling scheme is a sequence of sampling (proper) and preparation stages . At each stage, the total error ET is the sum of : -.Sampling errors EE arising from the selection process itself. -Preparation errors EZ arising from the operations (crushing, transfer...) sup- ported by the sampled material. At each sampling stage, the (total) sampling error EE is the sum of seven inde- pendent errors : - Weighting error ED resulting from the non-uniformity of the density or rate-of-flow of the sampled material. - Integration error EI1 resulting from the long-range distribution heterogeneity of the sampled material. - Periodicity error EI3 resulting even- tually from periodic quality variations of the sampled material.

A novel process is described for the selective flotation of scheelite from low-grade (- 0.5% W03) tungsten ores having appreciable quantities of calcareous and siliceous gangue minerals. Specifically developed for the Tempiute, Nevada facility of Union Carbide, the process yields tungsten concentrates exceeding 15 percent W03 with at least 85 percent recovery. This condition was not achieved through conventional processes. This process consists of conditioning the ore pulp with judicious amounts of lime, followed by soda ash and sodium silicate as modifiers. The scheelite is then floated using a mixture of oleic and naphthenic acids as collector. Contrary to the common observation as to the deleterious effects of calcium in fatty acid flotation systems, lime addition is found to be beneficial in achieving satisfactory results. The process has also shown excellent results on a Brazilian scheelite ore.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.

LIVINGSTONEThe mining industry has progressed significantly from the dusty mines and mills of decades past to the modern processing complexes of today, and improved technology has made great strides in eliminating debilitating lung discuss. More recently, the public's environmental awareness is also working to enforce more stringent regulations and controls in tl1e matter of dust in working places.There are numerous excellent texts and handbooks outlining the principles of collection of dust produced in the various unit operations entailed in the crushing, screening and the transport of ore. However, it is painfully obvious that dust emanating from belt return idlers and scrapers, take-up pulleys, skirting, larger and deeper chutes, clean-up operations, etc., which I choose to refer to as fugitive dust, presents some seemingly unmanageable difficulties, or at least difficulties inordinately costly to correct. Possibly static electricity is adding to the difficulties. In my view, these problems are magnified in many of our B. C. operations where ore from open pit mines in cold climates is frequently crushed in unheated buildings, thereby precluding the simple and obvious use of water sprays for dust suppression.It is hoped that the presentations and discussion which follow will emphasize some of these unusual problerr.s and suggest corrective measures, either tried or planned."

Refractories are heat-resistant, generally nonmetallic materials used as the linings of furnaces or high temperature vessels in the steel, iron, nonferrous metals, glass, cement, lime, ceramic, chemical, petroleum, paper, and power and heat generation industries. Refractories must have structural strength at high temperatures but also, in many applications, must simultaneously resist chemical-physical corrosion-erosion from stags, metals, granular solids, or gases. Among the major uses are the pyrometallurgical processes for producing iron, steel, copper, aluminum, nickel, lead, zinc, etc. Rotary cement kilns, glass tanks, refineries, utility boilers, chemical and ceramic (including refractories) plants, and a myriad of other smaller scale users employ refractories in the high temperature parts of their operations. Thermal, chemical, and structural conditions under which refractories are used differ widely so there is a great variety of refractories to fill the various needs. Two major classifications are the "basic" and "acid" types. Basic refractories include magnesia and chromite, singly and in combinations, dolomite, and forsterite (olivine). The acid category includes aluminosilicates, alumina, and silica. There are a number of other specialized types such as carbon, graphite, silicon carbide, zircon, and zirconia that have important applications but are used in much smaller amounts than the major categories. Physically, refractories can be divided into bricks and shaped products on the one hand and unshaped or monolithic products (also termed specialties) on the other. There are many further subclassifications and divisions, a discussion of which is beyond the scope of this chapter; see Refs. 2 and 9. Raw materials for the principal basic refractories are magnesia and chrome ore. Magnesia, generally termed magnesite or periclase, is obtained mainly from seawater or saline brines extraction, but substantial amounts are produced from mined magnesite (MgCO3). Dolomite (CaCO3•MgCO3), another important basic refractory, is obtained entirely from mined sources. Acid refractory raw materials are: fire clays, flint clays, kaolin, and other natural clay minerals; aluminosilicate minerals such as kyanite, andalusite, sillimanite, pyrophyllite, bauxitic clays; calcined refractory grade bauxite, alumina from the Bayer process for the alumina group; and quartzitic rocks for silica refractories. The total value of all refractories shipped in the United States in 1974 was $989 million, a record to that date. Of this amount, about 73% represents bricks and shaped products and 27% is in nonshaped or monolithic products which comprise mortars, cements, castables, plastics, and ramming and gunning mixes. An electrochemical method to selectively determine sulfur dioxide in the presence of sulfur trioxide was investigated. A hydrophobic gas-permeable membrane separates the gas sample solution from an internal filling solution containing a fixed quantity of chloride ion and a sufficiently large excess of sodium bisulfite so that its concentration may be considered constant. Sulfur dioxide diffuses through the membrane to dissolve in the internal filling solution and liberates an equivalent quantity of hydrogen ions. The electromotive force between a precision-ground, flat-ended pH electrode, which acts as the sensing element, and a chloride sensing electrode, which acts as the reference element, gives a direct measure of S02 in the gas sample solution. Calibration curves in water, tetrachloromercurate (TCM) , and citrate buffer absorption solutions were closely parallel with slopes in their linear segments, ranging from 57 to 52 mv/decade of S02 concentration. The slopes compare reasonably well with the theoretically expected slope of 58 millivolts at 21° C. The water standard curve was linear with respect to the logarithm of S02 concentration from 1 to 1,000 ppm S02; the TCM standard curve was linear from 10 to 2,000 ppm S02; and the citrate standard curve was linear from 30 to 5,000 ppm S02' The high efficiency and nontoxicity of citrate favor it as a substitute for the conventionally used TCM in the absorption solution.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. SUMMARY AND CONCLUSIONS This report describes a study to develop a detailed set of guide¬lines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer sim¬ulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. A study of past mine fires indicates that a serious commitment by operators to the proposed escape standards would be instrumental in saving lives in the future. The most significant event in a recent mine fire, in which no deaths resulted, was the very early discovery of the fire. The evacuation was orderly thanks to careful preparation by the mine personnel. However, the mine was possibly only spared a real disaster because of the discovery of the fire almost at its inception. Installation of automatic fire and smoke warning devices may be the single most important step in preventing future disasters. The self-rescuer has saved many lives in mine fires. Men have also died while attempting to use them. The reason men died was either because the unit was not working or the miner did not understand how or when to use it. There is no good excuse for either of these conditions occurring. Regular maintenance and inspection should prevent unit failures. Frequent instruction on when and how to use the self¬rescuer would prevent confusion and potential fatalities. A means of

Because ammonia can form complex ions with certain of the transition metals, such as copper and nickel, it has long been of interest to extractive metallurgists interested in leaching or separating these metals. Although it is a relatively expensive reagent, ammonia is amenable to recycle because of its volatility. In development of processes utilizing ammoniacal leaching or separation schemes, information regarding solution vapor pressures, pH and solubility limitations is needed. There is voluminous literature on ammonia-water systems generated by the urea industry. However, frequently the systems of interest to metallurgists differ significantly in concentrations of ammonia used, the temperatures of interest. Furthermore, the differences arising from the presence of metal values in solution must be comprehended. There is surprisingly little information readily available regarding systems of practical interest to metallurgy. As a result, those interested in ammonia-based processes end up either doing expensive laboratory research to obtain necessary data or overdesigning the process. Another approach to obtaining desired information about ammoniacal systems is to attempt to calculate from first principles the various solution properties. This paper is being presented to illustrate what can be accomplished by estimating the state of equilibrium in an ammoniacal carbonate system from available thermodynamic information making simplifying assumptions when needed.

Land use is the single most important element affecting the quality of our physical environment. .The minerals industry is a user of land and by its very nature, directly affects the landscape. Mining is a very visible activity. Producers of sand and gravel, crushed stone, clay, cement and lime operate right at the interface of the public. These production sites must be located near population centers. People are more travel oriented than years ago and through use of the expanded interstate highway system visit remote and little-visited areas. They visit communities on their vacations, places they enjoy on weekends and places they drive past on business trips. Although not residents of these localities, they have a strong interest in changes that occur in the landscape. As a result, the public has a greater concern today about mining and its use of land. From 1930 through 1971, the minerals industry used 3.65 million acres, or 0.16 percent of the land mass in the United States (4)2/. Of the total 3.65 million acres utilized, about 59 percent was accounted for by the area of excavation, 20 percent by disposal of overburden and other mine wastes from surface mining, 13 percent by disposal of mill or processing wastes, and 5 percent by disposal of underground mine wastes; the remaining 3 percent was subsided or disturbed as a result of underground workings. Nonmetallic minerals and fossil fuels each accounted for 43 percent of surface land used during 1930-71; the metal mining industry utilized the remaining 14 percent.

A history is given of the dust control techniques developed and applied by the mining companies at Broken Hill. A history of the regeneration works undertaken since 1936 is out- lined. Particular emphasis is placed on the stabilization of mine residue dumps which are located throughout a belt of mining leases in the middle of the city and which began in 1937. The establishment of vegetation for dust control techniques is discussed in detail and a case study is given of the successful revegetation of the sides of a 650 metre long, 350 metre wide and 35 metre high residue dump.

The seismic refraction technique is probably the most popular geophysical method of bedrock profiling in geotechnical site investigations but is somewhat restricted by the inherent assumptions in the method. This paper describes how Hales' method of profile interpretation is modified to overcome the assumptions of increasing velocity and layer thickness with depth when only first arrival data is available. A further expansion of Hales method enables presentation of refraction data in a form whereby bedrock features, such as changes in velocity, relief and dip in particular, are more readily recognized. Characteristic curves of the more common bedrock features are presented as an aid to bedrock feature recognition.
