A NUMBER of methods have been developed for the determination of the dust concentration in air, some of which have been reported as very efficient and for research may be more satisfactory than the method about to be described. In practical mine use, however, the accurate research equipment is unwieldy and requires a high degree of technical skill to manipulate it. Also, it gives less general practical information to the operator in the same length of time than the method described here. Moreover, it is doubtful whether at the present stage of affairs the results obtained from the precise methods have any more practical significance than those obtained with simpler and more portable appara-tus, which can rapidly give a sufficiently reliable indication of the rela-tive dust hazard.

Although the crystallography of lattice transformations has been studied extensively during the past few years, these studies have been limited, with few exceptions1'2, to specimens in which the transformed lattice appears as a segregate phase. A realization of the technical importance of the segregation mechanism, especially in the formation of martensitic structures and in age-hardening phenomena, has undoubtedly stimulated research in this direction. In the crystallographic studies of segregation, the general problem has been to relate the orientation of the parent crystal to that of the segregate crystals. The technique has been complicated by the fact that it has been necessary to deal with the presence of as many as 24 ideal segregate orientations within one parent lattice; furthermore, the segregate lattices are invariably scattered (seldom less than ±2º, often as much as 15" or 20') about these ideal positions. It is probable that a more complete picture of phase transformations may result from a study in which complete lattice relationships between individual grains are evaluated, thereby providing an additional parameter which when it is necessary to work with multiple segregate orientations, cannot be evaluated. The present paper presents the results of such a study, ? wherein a peritectic reaction is made use of to produce the transformed lattices. The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

The possibility of deeper production in the Buena Vista Hills was first considered in 1933. At that time, however, the heavy state curtailment program served to deter any operator from drilling test wells, which, if successful, might upset the proration schedules. Because most of the acreage was held by several major operators and the remainder by substantial independents, the adoption of a plan of cooperative development was considered desirable. Such a plan was formulated for the development of any deeper oil and gas horizons that may be found to exist. This plan, which was signed by the Secretaries of the Navy and of the Interior on behalf of the United States on July 9,1936, is now effective for the development of lands within the area shown on Fig. 1. Unlike most unit plans, the present cooperative development plan permits each operator to drill and produce his own wells. For the purpose of this plan the Buena Vista Hills field is divided into two pools. The present production is classed as the " old pool,"' while any future production below a certain marker which roughly coincides with the bottom of the Santa Margarita formation is included in the "pool" to which the provisions particularly apply. Naval Petroleum Reserve No. 2 lies within the area and constitutes the major portion of the Federal leases subject to the plan. There are 39,040 acres and 27 operators within the area. Twenty-six operators controlling 99.5 per cent of the acreage have signed the agreement. Geology oF the Buena Vista Hills The Buena Vista Hills consist of a low range in the southern portion of the San Joaquin Valley, and are roughly parallel to the adjacent Temblor range to the south. Mining by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being discharged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,' in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Commission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however, through what is known as the Trinity and Klamath River Fish and Game District. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

This paper on the physical and chemical properties of crude oils from California fields is one of a series of reports on the oil-producing districts of the United States. The paper includes a short discussion of results, tabular data, and individual analyses of 16 California crude oils. Analyses of other oil from California have been published in Reports of Investigations 25954/, 26085/ 28466/, and 30747/. The samples were obtained by members of the San Francisco office of the Bureau of Mines. From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

EVERY mathematical statement of a measure of anything (as distin-guished from a count) is followed by a qualification always implied if not explicity stated--that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accu-racy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applica-tions-and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this ques-tion of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not, readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject them-selves. There is great need for more widespread understanding of what has been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments.

Much has been said and written on the shortcomings of the open-flow and restricted potentials of oil wells to determine their relative ability to produce. The oil industry in general is agreed that the open-flow potential in particular is grossly inequitable, wasteful and expensive, but that potential is still used in many pools. This is partly because no thoroughly satisfactory substitute has been found and partly because operators are reluctant to adopt other methods that have been suggested; or, as Hamlet would say, we would rather "bear those ills we have than fly to others we know not of." In a great many pools the use of tubing potentials has been substituted for open-flow potentials, but open-flow potentials through casing are still being used in many pools, particularly. in Oklahoma, although the expense of such potentials has been pointed out many times. In one of the most recent pools in Oklahoma it is the practice to take open-flow potentials through the casing with the tubing out of the hole. The well is usually tubed after it is drilled in for the purpose of washing it in and cleaning the hole. After preliminary tests are run the tubing is pulled under pressure preparatory to taking the potential. After the potential is taken the tubing is rerun, under pressure. In order to accommodate the large capacity of the wells, it is customary to set three separators, six vent lines and large oil-storage tanks. It is conservatively estimated that the equipment not needed for producing the well currently but which is installed solely for the purpose of establishing large potentials costs the operator at least $5000 per well—approximately 35 per cent of the cost of equipping a well for production. Such needless expenditure constitutes an economic waste in addition to the gas that is wasted in taking potentials. In preparing a well for pumping, observations are often made of the fluid level in the well bore or bottom-hole pressures at various times before equilibrium has set in. From a qualitative point of view one may immediately infer that if the rise in the bottom-hole pressure or fluid level is rapid the permeability of the sand about the well bore is large, and converse conclusions may be drawn if the rise is slow. However, a more quantitative estimate will give additional information of value, as will be shown in this paper. To derive such an estimate we may proceed as follows. Let h be the fluid height, above the sand face, at time t, and let yo be the average density of the fluid that enters the bore. The bottom-hole pressure, for a fluid height h will therefore be p = rogh, neglecting, of course, the friction drop in the well bore, while the fluid is rising, as may be justifiably done for most pumping wells. If a is the free area of the open-flow string—assumed to be uniform— the rate of production from the sand during the rise of fluid will be: where the last part of the equation merely indicates that, in general, the production rate Q must be considered as a function of the back pressure, and is determined by it alone. In fact, equation 1 shows that if the rate of rise of the pressure or fluid level is determined as a function of the height of rise, or p, for a number of values of the latter, this functional relation between Q and p will be immediately given. Conversely, if we know this functional relation, the rate of increase of p or h may be predicted, or, by observing the rate of rise of p or h some of the constants of the sand may be determined. This is the fourth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-363/. The second report gave the same data for motor gasolines sold during the summer of 19363/. The third report of the seriis gave the same data for motor gasolines sold during the winter of 1936-375/. This report covers 63 brands of gasoline represented by 1,136 samples excluding the Pacific Coast. Those from the Pacific Coast were averaged by the Pacific Coast technical group before being submitted and are published exactly as they were submitted. In some areas reports were received from five or six companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative that others.

Only recently has it been realized that preferred orientations are common in hot-rolled steels. In a recent paper, N. P. Gossl stated that hot-rolled mild steel exhibits a texture different from that characteristic of cold-rolled steel. No complete study of these hot-rolling textures has been reported using the pole-figure method of Wever. The material used in the work reported in this paper was the same material used by Gensamer and Mehl2 in a recent study of preferred orientations in cold-rolled steel, to which reference may be made for the composition and thermal history of the steel. Automobile-body sheet bar 1/4 in. thick was hot-rolled at two temperatures, 780' and 910' C. (1436' and 1669' F.). These temperatures refer to the temperature of the furnace in which the steel was heated; after each pass the steel was returned to the furnace and held there long enough to return to temperature. Although no accurate method was used to measure the temperature after each pass, it was estimated by color that only a slight drop in temperature occurred. In order to determine the effect of any preferred orientation that might have persisted through the normalizing treatment, one specimen at each temperature was rolled in the same direction as the original working direction and the other at right angles to it. The total reduction in each case was 85 per cent, the specimens having been reduced from 0.250 to 0.0375 in. in five passes. Final cooling was in air. Pinhole reflection photograms were taken of all four specimens, with the rolling direction vertical and the X-ray beam at an angle of 7' with the transverse direction (the transverse direction is defined as that direction in the rolling plane perpendicular to the rolling direction). These photograms, taken with a Mo target at 35 kv., are reproduced in Figs. 1, 2, 3 and 4. Production of crude petroleum in Mexico during 1936 totaled approximately 40,309,000 bbl., showing a negligible increase over the previous year. While only four producing wells were completed in the Poza Rica area in 1936, its production increased from 9,468,000 bbl. in 1935 to 13,417,000, making it the ranking producing field in Mexico. This gain in output, however, was offset by abnormal losses due to artificial curtailment mainly the result of strikes and other disturbances in the heavy-oil district of the Northern fields, which declined 2,500,000 bbl., and in the South fields (Golden Lane), where output decreased 1,500,-000 bbl., while production in the Isthmus of Tehuantepec fields remained practically stationary. Production of natural gasoline for 1936 is estimated at 800,000 bbl., or 200,000 bbl. greater than in 1935. Crude run to stills in local refineries increased about 1,000,000 bbl., totaling 31,000,000 bbl. for 1936. Exports of crude and refined products were approximately 24,400,000 bbl., or over 2,000,000 bbl. greater than in 1935, the increase representing withdrawals from storage in Mexico. Exclusive of ships' bunkers, domestic consumption increased about 1,000,000 bbl. during the year, reaching an estimated total of 15,200,000 bbl. The Mexican domestic demand for gasoline is estimated at 2,540,000 bbl. for the year, an increase of 310,000 bbl. over 1935. In all, 70 wells were completed in Mexico during 1936, as compared to 74 in 1935 and 148 in 1934. In proven areas 59 completions resulted in 31 producers and 28 failures. Unusual results were obtained during the year over a scattered area in northeastern Mexico near the United States border, where out of eight completions six were fair-sized gas wells. A wildcat dry hole was completed in Chocoy in an attempt to extend the Northern fields to the northeast, and another in Quebrache, to the southeast of the heavy-oil district. A deep test (10,168 ft.) through the Cretaceous lime into the Jurassic was completed as a dry hole in Metlal-toyuca, 9 miles southwest of the Old Alamo field on the Golden Lane.

The most outstanding event in oil and gas development in Montana during 1936 was the discovery of oil in the Baker-Glendive gas field, in the extreme eastern part of the state. Other notable achievements were small extensions in the Cut Bank oil field; continued favorable results of acidization in the Kevin-Sunburst oil field; and the discovery of oil and gas in commercial quantities about 20 miles southwest of Billings, on what is known as the Mosser dome. Several wildcat wells were drilled. For the coming year of 1937, it is anticipated that the main activities will be confined to drilling in or near known fields. During 1936 Montana had seven fields producing oil, but over 95 per cent of oil production came from four fields, which in order of importance are: Cut Bank, Kevin-Sunburst, Cat Creek and Pondera. Total production for the state was 5,850,893 bbl., which is 1,251,761 bbl. more than the total for 1935. Natural gas was produced and marketed from eight fields, most important being Cut Bank, Baker-Glendive, Kevin-Sunburst and Dry Creek. These four fields accounted for over 85 per cent of total state gas production, which is slightly greater than the 1935 production of nearly 18 billion cubic feet. Increase in gas consumption is due in part to increase in smelter operation. More detailed information pertaining to the various fields is given in Table 1. In the Baker-Glendive field a test 8186 ft. deep, 15 miles southeast of Baker, was completed by the Montana-Dakota Utilities Co. in 1936. The first gas-bearing sandstone (Judith Hiver horizon, Upper Cretaceous) was found at a depth of 528 ft., and a second sand at 1167 ft. Sandstones of the Dakota formation, in which occurred water, were found from 3724 to 3853 ft. White sandstone correlated with the Tensleep (Minnelusa) formation of Pennsylvanian age was found from 5631 to 5751 ft. deep. The lower 1900 ft. of the well (below 6278 ft.) was essentially in limestone and dolomite, and information on correlation of formations in this mass of sediments is not available at this time. The upper portion of this part of the well contained much anhydrite. Cherty and dolomitic limestone below 7000 ft. may be equivalent to limestones of the Madison formation. The Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps—Sudbury, Porcupine, Kirkland Lake and Cobalt—and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensation Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed from underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed necessary to meet the situation, and to provide compensation for the men affected. Amendments in 1926 Arrangements were made for the necessary amendments to the Mines Act and the Workmen's Compensation Act and these amendments were passed in 1926. The Amendment to the Mines Act provided that all underground employees must be the holders of certificates certifying that they were free from tuberculosis of the respiratory organs and further provided that the certificates must be renewed annually. The Government, however, at that time refused to adopt a form of certificate for applicants certifying as to their physical fitness for underground work. The importance of "good voltage,? especially for direct-current systems in coal mines, is not always fully appreciated. From the practical 4 aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.
