"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. "GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. "Quartz and silica not only occur in diversified forms in nature but find a multiplicity of uses in industry. The purpose of the present paper is to assemble brief summaries of the many widely differing industries engaged in the production and preparation of these minerals in their principal commercial forms. Due to the scope of the subject it was though advisable to divide the paper into three parts. Part I deals with the subject of quartz and silica in general. It also contains a flow sheet of silica from deposit to consumer (fig. 1). Part II covers the uses and other economic factors of quartz, quartzite, and sandstone, the varieties of silica found in consolidated form. Part III deals with sand and miscellaneous silicas such as tripoli and diatomite. A chart showing the major ramifications of these industries is presented herewith as an introduction to the more detailed discussion that follows.For a more intensive study of many branches of the quartz and silica industries the reader is referred especially to Bulletin 263 of the United States Bureau of Mines, Technology and Uses of Silica and Sand by W. M. Weigel. For annual statistics relative to silica and its products in the United States he is referred to the annual chapters of Mineral Resources of the United States, entitled ""Silica,"" ""Sand and Gravel,"" and ""Abrasives."" With respect to diatomite reference is made to Diatomite, by Paul Hatmaker, recently issued by the U. S. Bureau of Mines as Information Circular 6391. Eardley-Wilmot, Report 573, Mines Brand, Department of Mines, Ottawa, 1927.Acknowledgment is also made to the Foote Mineral Co., which has published in Foote-Prints (vol. 2 of 1929 and vol. 1 of 1930), comprehensive reviews of the uses of crystal quartz in the optical industry and as piezo¬electric crystals.The various forms of silica have attracted attention from the earliest times, and the water-clear crystallized variety was known to the Greeks as""krystallos"" (clear ice), being supposed by them to have been formed from water by the intense cold of the Alps; hence the name ""crystal"" or more commonly ""rock crystal,"" applied to this variety. The name quartz is an old German word of uncertain origin used by G. Agricola in 1529.Silica or silica dioxide (Si02) either free or in combination with other elements constitutes 59.08 per cent of the lithosphere, and quartz alone represents fully 12 per cent` of all rocks. Next to the feldspar group quartz is the most abundant mineral in the earth's crust; and it appears in a greater number of varieties and modes of occurrence than any other mineral. Silica or quartz occurs in crystalline, cryptocrystalline, microcrystalline, and amorphous forms. The most common, however, is the crystalline form, which occurs as three minerals, quartz, tridymite, and crystobalite, and of these three tridymite and crystobalite are quite rare in nature."

"INTRODUCTION Of the phosphate rock deposits of the United States that are being exploited actively at present, the land-pebble area in Florida is the largest producer. In recent years the land-pebble district, in Polk and Hillsborough Counties, has produced about 80 per cent of the raw phosphate rock that has supplied the requirements of the several national industries based on this essential commodity.In the land-pebble deposits sizes finer than 16 to 22 mesh are below the commercial limit in phosphate content, and washing-plant practice has been directed to the recovery of the coarser material. Recently, more extensive control of the washery plan has resulted in the saving of additional amounts of phosphate, the loss of which had been considered unavoidable. However, strict requirements of the trade regarding the lowest acceptable grade of phosphate rock prevent the inclusion of more than a very small proportion of the low-grade phosphatic sands with the washery output of phosphate roe:. Further advances in practice resulting in larger recoveries of phosphate can only be effected by the application of processes that are based on other principles than merely a difference of particle size. Research is be conducted actively along these lines by the industry and by cooperating agencies.Flotation has been studied for several years by the International Agricultural Corporation and its allied company, the Phosphate Recovery Corporation. J. T. Burrows, vice-president of the International Agricultural Corporation, in a letter dated July 10, 1929, states:"

"PURPOSE OF REPORTThis paper presents the results of a series of tests made by the U. S. Bureau of Mines in cooperation with The Ohio State University Engineering Experiment Station as part of an investigation on the use of fuel in kilns.This report is preliminary and gives only enough of the test data to illustrate results and show the reasons for the successes and failures of the method of firing investigated; fuller details will be included in the final report.PERSONNEL FOR TESTSThe investigation is conducted under supervision of P. Nicholls, supervising fuel engineer, of the United States Bureau of Mines, and G. A. Bole, research professor, of The Ohio State University. These tests were made under direction of W. E. Rice, associate fuel engineer, assisted by R. R. Faller, assistant fuel engineer, of the United States Bureau of Mines; H. C. Harrison, senior research engineer (until October 1, 1930), C. R. Rice, field engineer, represented the manufacturer of the stoker.PURPOSE OF INVESTIGATIONThe general aim of the investigation is to develop more economical methods of using fuel in kilns and to improve the over—all efficiency of the process of firing by methods that will produce ware of better quality. One phase of this investigation is the burning of coal on an automatic stoker to gain the advantages of control, constant rate of application of heat, and ability to burn cheaper coal than can be used in the hand—fired furnaces of kilns. It a stoker in to be used it is desirable that the coot of the installation should be low, the control of operation simple, and the distribution of heat in the kiln as good or better than with hand firing. These desiderata were sought in the stoker and furnaces that were used for the tests described herein. The tests were made to determine whether it is feasible to fire a large kiln with a single stoker, whether the use of a single furnace simplifies control, and whether the admission of all the hot gam at the center of the kiln will give symmetrical distribution of heat."

The following information on accidents in Alabama during 1930 was compiled from data obtained from the companies represented in a course on accident prevention given by the United States Bureau of Mines in Birmingham. These mines produced nearly three-quarters of the tonnage of that State for the year, and included most of the larger operations in the district. The figures are probably representative of the mines which are doing recognized safety work, and are better than the average for all the mines in Alabama. Table 1 lists the days lost in accordance with the weights given to fatalities and permanent disabilities, part and total, which is the scale used in the National Safety Com¬ petition for Mines, conducted by this bureau. By way of explanation, temporary disabilities are weighted according to actual number of calendar days of disability, including Sundays and holidays — that is, all days are counted except the day of accident and day of employee's ability to return to duty. Hernia is classed as a temporary disability to be charged with the actual number of calendar days during which the employee was unable to work. Table 2 gives the number of accidents and the days lost from each cause at 45 coal mines and 7 iron ore mines, also the average frequency and severity rates.

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

Of the sand and miscellaneous silica produced in the United States , ordinary sand and gravel are , of course , the most important, at least as regards volume of output . The building- construction industry absorbs approximately 75 per cent of the total value of all quartz and silica , as shown in Table 2 of Quartz and Silica, Part I, under "General summary . " Because of their unusual physical properties tripoli and diatomite find extremely wide uses in industry, and as the commercial deposits of these ninerals , especially tripoli , are scattered, large quantities enter into interstate commerce . Whereas ordinary sand and gravel are bulky commodities , these specialties have a fairly high unit value and hence can be transported relatively long distances .

The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

"INTRODUCTION The general program of the investigation of coal mine drainage which the Bureau of Mines is making includes, among its many phases and objectives, a study of the fate of the acid, content of drainage after it enters natural streams, and the effect of seasonal variations on the degree of contamination of streams. Opportunity for studying these under comparatively normal conditions and variations can readily be found, but there is only a chance opportunity for studying than under extreme conditions. The unusual drought that prevailed during the summer of 1930, however, created a condition of low water favorable to a study of one of the extremes.This report gives the results of an investigation of Bennett Branch of Sinnemahoning Creek, Pa., made under this condition.ACKNOWLEDGMENTSThis work was conducted under the direction, and with the advice, of Dr. R. County, from which it flows in a general northeasterly direction through Elk County, thenceeasterly in Cameron County to Sinnoning Creek at Driftwood. The total length is about 37 miles. There are nine towns along the stream that have an average population of about 350. There is no industrial pollution other that from coal mines and very little. domestic, pollution."

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. "INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. "An active list of permissible explosives was published in July, 1930 as part of the United States Bureau of Mines Report of Investigations 3025, under the title of “Active List of Permissible Explosives and Blasting Devices Approved Proir to June 30, 1930”. Changes on that list were authorized in August, September, October and November, 1930, and January, March, April and June, 1931, as published in Reports of Investigations 3029, 3037, 3046, 3053, 3069, 3089, 3099, and 3123, respectively, By these changes the following explosives were added to the active permissible list:Big Red No. 9 Hercogel CBlack Diamond No. 5-A Liberty No 1Black Diamond No. 9 Liberty No. 2Burton 5, L. The basic mining law of Cuba is contained in the basic Spanish mining decree having the effect of law December 29 , 1868. This legislation has remained substantially unchanged , with the exception of a few minor administrative changes made by the present Government . These changes provide for the register of mines , oil wells , and operations of such nature , and also provide for the keeping of records showing the value of minerals taken out . By Royal decree of April 17 , 1883 , the law of mines enacted for the Peninsula ( Spain ) on July 6 , 1859 , and the General Bases of December 29 , 1868 , were declared in force in Cuba . In order to encourage the mining of iron org , in 1883 the Crow of Spain issued a royal decree to the following effect.

Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .
