That the maintenance of proper air conditions is a most important factor in the control of occupational hazards is shown by the large amount of material presented each year through the technical journal's on the effects on workers of injurious dusts, gases, and variations in temperature and humidity.. SUMMARY OF RECENT LITERATURE ON EFFECTS ON WORKERS OF EXPOSURE TO DUSTS The subject of the control of dust and dust diseases continues to be a matter of serious concern in most of the industrial countries of the world, as indicated by the following summary of reports published in a number of foreign countries as well as in the United States. Australia. The Workmen's Compensation Act of 1920 for New South Wales3 provided for the promulgation of schemes for the compensation of workers dis- abled by silica or other dust. In 1924 the prevalence of silicosis and tuberculosis among Sydney stonemasons, quarrymen, sewer miners and rockchoppers was investigated by a Technical Committee of Inquiry, appointed upon the recommendation of the New South Wales Board of Trade. The findings of this committee were published by the Government in 1925. No scheme was promulgated by the Government and in 1926 the Act was amended limiting its scope to workmen disabled by disease caused by silica-dust. This was promulgated and gazetted on September 16, 1927, and applies to men working in sandstone as stonemasons, quarrymen, rockchoppers, and sewer miners in the County of Cumberland.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." Northern Fields A total of 71 wells were drilled in the northern fields, of which 22 were producers; one well in Ebano was estimated at 5000 bbl. per day, while the general average of all producers was less than 300 bbl. This paper is one of a series dealing with special mining problems and forming part of a general study of mining, methods and costs being conducted under direction of the Bureau of Mines. A considerable part of the material assembled and discussed in this paper has been gathered from articles on individual mines written by consulting engineers to the bureau who are engaged in active mine operation at the properties described, while other data have been taken from the technical press or gathered from personal observations. OBJECT AND SCOPE OF PAPER C. F. Jackson4 ha[-] pointed out that underground transportation (tramming, haulage, and hoisting) absorbs an appreciable percentage of the total underground cost of most mines, averaging for different methods of mining 12.9 to 28.4 per cent of the total underground cost. In general the percentage of cost accounted for by transportation was shown to be highest for the low-cost mining methods.

Specification and Tests of Rope Wire Chemical Analysis: The range in composition of steel used in the manufacture of wire rope is as follows: Carbon 0 4 to 0.9 per cent Manganese 0 4 to 0.8 Sulphur Not above 0.04 Phosphorus Not above 0.04 The carbon and manganese content are varied according to the gauge of wire to be drawn and the tensile strength required. Generally speaking, best results are obtained from heats where the melt is not of too large a tonnage. The amount of reduction and patenting of the wire is left to the wire maker, who thus has a free hand in meeting the balance of the specification.

"The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: "' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe "-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be\ proportioned to your accuracy. You should not try to be precise in matters that do not admit of

This paper describing the mining practice at the Central-Eureka mine is one of a series of similar papers being prepared by the United Staten Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described in this paper are illustrative of the methods employed in the exploitation of comparatively low-grade gold ores under the extremely heavy and swelling ground conditions which occur in the Mother Lode belt of California. The Central-Eureka Mining Co. comprises a group of adjoining mines in Amador County near Sutter Creek. The principal mines of the consolidated group are the Central-Eureka, formerly known as the Summit mine, and the Old Eureka mine, which is also known as the Hayward Quartz mine. The group is situated in the most productive part of tae main Mother Lode belt, the 10-mile portion which lies between the towns of Plymouth and Jackson. The three largest producing mines of the entire belt at the present time are the Argonaut, Kennedy, and the Central-Eureka; these lie within a radius of less than 1-1/2 miles.

With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. Horsebacks or rolls varying from 6 in. to 12 ft. in width are encountered in the mining of the bed and heretofore have rendered it practically unworkable. The mines operating in this

The binary aluminum-silicon alloys have certain characteristic advantages which are now well known, and these alloys have come into considerable use during the past several years.' Their field of application has been limited to a certain extent, however, by their low yield point and hardness, low endurance limit, and relatively poor machining characteristics. These properties are improved by the addition of copper, and the ternary aluminum-silicon-copper alloys constitute an important class. The addition of copper decreases the corrosion resistance of the aluminum-silicon alloys and increases specific gravity. Magnesium is a hardening addition which seems to have relatively little effect on corrosion resistance, and which, of course, reduces specific gravity. The object of the work described in this paper was the development of alloys and heat treatments for the production of sand castings and permanent-mold castings having substantially all the advantages of the binary aluminum-silicon alloys together with mechanical properties improved to a degree permitting wider application. Constitution of Alloys Magnesium and silicon combine in aluminum alloys as the compound Mg2Si, which forms a binary system with aluminum. In alloys containing an excess of silicon over that required to form the compound, solidification ends with the freezing at 1022' F. (550' C.) of a ternary eutectic of aluminum, Mg²Si, and silicon. Judging from the horizontal projection of the liquidus surface as given by Hanson and Gayler,² this ternary eut,ectic contains about 13 per cent. silicon and 6 per cent. magnesium. A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved" The continuous temperature record "The continuous record of temperature" To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. "In smelting, the firing of reverberatory furnaces with powdered coal has been practised for a decade. This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. ACKNOWLEDGMENT The author wishes to acknowledge the assistance of J. R. Thoenen, mining engineer, United States Bureau of Mines, in the preparation of this paper. Acknowledgment is also made to E. R. In 1888, Howard,1' working at the Watertown Arsenal on the tensile properties of ferrous materials at various temperatures, noted the curious fact that the stress-strain diagrams of low-carbon steels tested within a certain temperature range (200" to 350" C.) departed more or less from the normal regularity of such diagrams as secured by testing at either above or below these temperatures. This same jagged appearance of similar diagrams for steels has been observed by at least one other investigator, and de Forest2 has reported similar irregularities in the tensile testing of some nonferrous alloys. Recently again, this anomaly in diagram contour has been shown in a most striking fashion, apparently because of its accentuation by the method of testing employed, by Dr. Albert Sauveur.~ He described (for nonaustenitie steels) two quite distinct types of torsional stress-time diagrams: (1) those with a regular and smooth outline, derived normally by testing at temperatures above 300" C., or below 200" C. (as, for example, Figs. 4a or e); and (2) those presenting a decided "stepped" appearance, which are invariably produced when twisting is done within the 200" to 300" C. range (examples, Figs. 5a and b). The torsion test brings out so much more sharply (and convincingly) the irregularities occurring at 200' and 300" C. than does the tensile test that they can no longer be considered as resulting from simply idiosyncratic or accidental and inconsequential causes. Clearly, from the temperatures involved, the "stepped" type of diagram, or more accurately, the peculiar manner of response to torsional stress which manifests itself in the diagram, is an aspect of the "blue-heat" phenomenon. One's curiosity, if nothing else, prompts an inquiry as to the nature and significance of these "steps." What do they mean? What causes them To these questions there are no completely satisfactory answers. The following experimental observations are offered as suggestions towards the solution of the problem.

SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

During the past two and a half years the U. S. Bureau of Mines and the University of Alabama, with the cooperation of the different coal operators, have been making an extensive study of coal preparation in the State of Alabama. Considerable time has been devoted to the study of the washing characteristics of the Mary Lee bed and the various methods used in preparing from it a low-ash coal suitable for the manufacture of metallurgical coke. One of the phases of this problem is the utilization of middlings products from the washing plants. This paper gives the results of treating jig middlings on a coal-washing table at the Bureau of Mines laboratory at Tuscaloosa, Ala. The sample used was secured from the Sayreton washery Of the Republic Steel Corporation, Sayreton, Ala.

The die pressing of brass may be described as a method of producing irregularly shaped parts of brass and other copper alloys by hot deformation in a die under pressure. Die pressing of brass was first developed as an improvement on sand castings in order to obtain irregularly shaped articles of brass with superior surfaces, a closer tolerance in dimensions, a denser structure, freedom from porosity and elimination of the relatively large amount of scrap invariably attached to sand castings. The freedom from sandy surfaces with consequent greater tool life in machining operations was also recognized as well as elimination of losses due to the uncovering of blowholes in machining operations. Die pressing also gave alloys of superior strength. Die pressings today are made from extruded rod or shapes, according to design of the part to be made. The greater number of pressings are made from round rod, because of its relatively lower cost and ease of handling. The rod is first sheared or sawed into desired lengths, the diameter of rod used and length of "slug" or "rivet" depending upon ultimate weight and shape of the die-pressed part to be made and design of die. The dimensions of the slug are figured so as to give the minimum amount of scrap to be sheared from the pressing as it comes from the die. Extruded shapes having I, T or X sections are often used when the finished part is to have a similar shape or heavy sections are joined by relatively light sections of considerable length. A rod bent in the shape of a U is also used on occasion, for similar reasons. Proper shearing of the slugs is of considerable importance. The sheared ends of the slugs should be as flat and straight as possible. Improperly sheared ends having an angle to the axis of the bar or a rough, uneven surface are liable to give folds or laps in the finished pressing and proportionately high rejections. The property of shearing varies considerably with different alloys and should be considered in the selection of a material for a given part. Where satisfactory shearing is not possible, the slugs may be cut from the bar by power saws. Extruded

This paper is the second report of the results of the United States Bureau of Mines twenty-third semiannual survey of motor fuel marketed in the United States. The first paper, reporting data relating to gravity, vapor pressure, and distillation range of the samples, was published as Report of Investigations 31293. A third and concluding paper giving the results of other tests will be published as soon as these tests have been completed. The present paper deals with the data of the twenty-third semiannual survey presented in accordance with the revised specifications for United States Government motor gasoline. The sample numbers used are identical with those used in Report of Investigations 3129, with additional data included for copper strip corrosion (method 530.22),4 and sulphur content by the lamp method. Three hundred and twelve samples were collected and analyzed in this survey. Two hundred and seven samples were competitive-price gasolines and one hundred and five samples were premium-price motor fuels.

This paper, which describes the milling practice at the Midvale concentrator, is one of a series being prepared by the Bureau of Mines. The Midvale concentrator, a custom lead-zinc selective flotation plant, is in Salt Lake County, Utah, on a flat site several hundred yards east of the Jordan River and about 200 yards south of the Denver & Rio Grande Western Railroad tracks leading to Bingham Canyon. The site is at an elevation of about 50 feet above the river, the highest available location, thus allowing maximum storage of tailings.

The original Dorrance breaker of the Lehigh Valley Coal Co. was erected in 1883. The coal beds were clean and dry, consequently a dry preparation system was used, consisting of revolving cylindrical screens for sizing and hand-picking, to remove the few impurities from the run of mine coal. The picking or cleaning room contained long parallel rows of chutes with seats mounted on them, for the use of the breaker boy, who bent over the chute and picked out the refuse material from the coal as it gravitated down the chute. The introduction of dry mechanical pickers, of, the sliding frictional type, in the early nineties lessened the number of boys, but hand-cleaning on the coal and refuse discharge ends of the mechanical picker was necessary. The Pardee spiral pickers, which were brought out about 1900, were better than the gravity pickers and gradually replaced them. In 1912 the breaker was entirely remodeled, although the original frame was retained. The revolving screens were replaced by shaking screens, and Pardee spirals were installed on all sizes of coal from egg to pea coal, inclusive. Hand-picking still was necessary on the coal and refuse ends of the spirals, although the changes did result in a reduction of the former breaker force. As mining advanced, and the thick clean bed became exhausted, it was necessary to mine veins containing a high percentage of impurities, which complicated the preparation problem. The most serious difficulty was the increase in the quantity of damp or wet run of mine, which could not be fully cleaned on the spirals. When this quantity exceeded approximately 5 per cent. of the feed, it was necessary to send the excess of the wet coal to the company's Prospect colliery for wet washing. This plan worked well for a time, but as the amount approached 15 per cent., with the prospect of a further increase, the company considered the building of a wet-washing plant. The Dorrance breaker was the only dry-cleaning plant operated by the company. At the seventeen other collieries, wet washing was employed, and jigs, both plunger and pan, were used. All the practical methods used in the anthracite fields were investigated, and it was finally decided to adopt the Rheolaveur system. The organized curtailment of California oil production is not yet one year old but during its first year it has accomplished so much that it is now firmly established as an agency of economic efficiency. The principle of cooperative curtailment has been adopted by other states and it is safe to say that the principle will continue as long as the demand for petroleum is notably less than the potential production. It' is interesting to note that this same principle of regulating supply to meet demand is now being urged for other industries, such as agriculture and mining. Since Oct. 31, 1929, when curtailment was instituted by the oil producers of Santa Fe Springs and Long Beach in an effort to avert the disaster of ruinously low prices which confronted them, there has been a constant and increasingly effective curtailment program in California. Prior to that time a notable effort toward the restriction of oil production was made under the direction of F. C. Van Deinse during the early summer months of 1929. A considerable reduction of oil output was recorded as the result of this effort, but because of incomplete cooperation and the discovery of still deeper zones at Santa Fe Springs the effort was abandoned; flush field production became unrestrained and prices soon fell to low levels. This initial curtailment movement was educational and experimental. It showed all operators a way out of their overproduction difficulties and developed the principles followed in later curtailment efforts. Thus it was that only a few days after their oil had been reduced to 60 c. per barrel, the operators of Santa Fe Springs got together and agreed to restrict their current production of more than 270,000 bbl. daily to not more than 150,000 bbl. daily. The operators at Long Beach followed the same course a few clays later and agreed to limit their production to not more than 110,000 bbl. daily. The Santa Fe Springs operators chose H. P. Grimm as umpire and director of their proration program. Neal H. Anderson was chosen umpire for Long Beach.
