This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. On any given mine site the water system is contingent upon its initial design. Through time the initial design is adjusted by a myriad of water management options in order to improve water system performance or to adapt to a new production capacity or method at the mine site. These options generally do not comprehensively consider energy requirements, so it is unlikely that any given mine water system will be optimised in terms of both water and energy uses. Thus this may simply shift constraints of efficiency of one resource dimension, water, to another, energy. As a result, changes in water systems would cause more energy-related issues to mining companies. For example, the companies would have an increase in operational cost and/or pay more for carbon tax with changes in their water system. Therefore, in order to avoid undesirable and potential unforseen energy and infrastructure issues in a mine life cycle, it is essential to select suitable water management options for a mine considering both water and energy resources simultaneously.Considering water and energy criteria in evaluating water management options consists of net water volume availability, net operational energy demand and net water replacement energy demand. Ideal water management options should be high in water volume availability but low in both operational energy demand and water replacement energy demand. A water option would also be favourable if it has low potential of causing adverse environmental impacts such as lowering groundwater tables due to groundwater withdrawal, or elevating saline constituents in surface waters when reusing brine for dust suppression. However, these environmental impacts are not considered in this analysis.This article presents a graphical method to assess mine water management options, based on these three criteria. The proposed method to assist in screening mine water management options includes two main steps:1. categorise water management options into prioritised groups2. rank the options within each prioritised group.The method is applied to a gold mine and presented in this article as a worked example. Dust suppression is an important environmental control in most mining operations. The poorest quality water within a mine site is often used for dust suppression since it provides an effective means of reducing the volume of poor quality water. The ultimate fate of contaminants or salinity associated with water used in dust suppression is important to consider for optimising water management and assessing the environmental impact and life span and maintenance requirements of roads associated with dust suppression.The propensity for remobilisation of contaminants or salts depends on a range of factors such as the application rate, climate, road construction, water chemistry and soil geochemistry. This paper describes a typical study approach which could be used to assess the short- and long-term impacts of mine water application for dust suppression. The steps of the study are: reviewing the environmental setting, estimating water requirements for dust suppression, reviewing source water chemistry, developing a mass balance model and assessing the mobility and fate of contaminants with a geochemical model.This approach identifies which salt species are likely to form and whether they are prone to remobilisation. It is possible to quantitatively assess the risk of exporting contaminants or salt from roads and to refine the dust suppression strategy to minimise the environmental risk. Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. The level of salinity that various aquatic organisms can tolerate without incurring any adverse effects is dependent on several environmental and evolutionary factors. These factors include the relative concentrations of different types of dissolved salts in the water that makes up their habitat, the regimes to which organisms are exposed to waters of differing salinity levels (including naturally derived variations), the degree to which an organismÆs life history stages have adapted to salinity, an organismÆs ability or behaviour to avoid adverse levels of salinity and an organismÆs capacity for osmoregulation.Release of saline water into rivers of the Fitzroy catchment has created concern about the impact on aquatic organisms. Not only is salinity itself a stressor on organisms but different ionic compositions will moderate the effects. Ecotoxicology experiments were conducted using artificial saline water based on mine water chemistry using sensitive macroinvertebrates collected from the catchment, as well as a range of laboratory organisms in accordance with the ANZECC and ARMCANZ (2000) guidelines. The 95 per cent ecosystem protection value calculated from species sensitivity distribution derived from the commercial tests was estimated to be ~2.0 mS/cm. For the protection of 99 per cent of the species the salinity has to be reduced by more than 50 per cent to 0.91 mS/cm. The electrical conductivity (EC) values, derived by commercial testing and species sensitivity distribution in this study suggests that salinity contaminant trigger values previously developed using a referential approach for protection of aquatic ecosystems from saline mine water releases in the Fitzroy may be conservative.CITATION:Vink, S, Mann, R, Nanjappa, V and Prasad, R, 2013. Sensitive and tolerant species of macroinvertebrates were present across a wide range of conductivity concentrations in the Isaac River catchment in Central Queensland, indicating the need for further ecological studies in the field to underpin the development of regionally-tailored guidelines for conductivity. The Isaac catchment has naturally high conductivity, but there is also increasing pressure on resource companies to ameliorate saline mine water discharge. Recently, catchment management efforts have included a revision of the water quality guidelines that are specific for the broader Fitzroy catchment. These guidelines include the use of macroinvertebrates as indicators of ecosystem health, but developing and applying such guidelines first requires a good understanding of macroinvertebrate ecology and population dynamics, ideally from field validation. To date, studies of macroinvertebrate tolerance to conductivity in southern freshwaters, as well as in laboratory-based ecotoxicological tests conducted in Queensland, have suggested that ranges exceeding 1000 ¦S/cm are likely to have negative impacts on survivorship of all taxa. However, these results may not be transferable to natural populations of macroinvertebrates from the Isaac, where the naturally high-conductivity water may allow the opportunity for adaptation. To test this, macroinvertebrate assemblages were examined at a series of sites in the upper Isaac River catchment at the end of the dry season in 2012. Patterns in the assemblages were examined together with water quality parameters, in order to gauge the ability of macroinvertebrates to survive at conductivity concentrations exceeding 1000 ¦S/cm. The specific conductance of the field sites ranged from 477 ¦S/cm to 9791 ¦S/cm and a total of 39 families from 13 orders were identified. Species richness was not significantly different between sites of differing conductivity. Macroinvertebrate populations were dominated by Dipterans as well as the traditionally more pollution-sensitive families Ephemeroptera and Trichoptera. There was an absence of any correlation between conductivity and species richness (P > 0.050), suggesting that macroinvertebrate taxa richness occurs independently of conductivity, at least in this particular cohort of mining and/or grazing influenced ephemeral systems in Central Queensland.CITATION:Stitz, L, Fabbro, L D and Kinnear, S, 2013. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. "Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems. Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. Current climate change projections suggest both an increase in the intensity of significant rainfall events and an increase in the variability of rainfall in some regions of Australia. It is necessary for mine site owners and operators to understand the effects that this potential shift in climate may have on their operations. The ability to maintain compliance with discharge regulations and operational security for those sites that rely on surface water run-off harvesting may be negatively impacted if some current climate change projections are realised. Although current regulations require the preparation of water management plans, these are generally developed using historical climate records for the site in question and as such do not give any indication of a siteÆs resilience to the influences of climate change.This study compares design and operational considerations for a case study mine site using historical rainfall records and modified records representing climate change projections. The future climate models are invariably broad scale and are limited in their capacity to be downscaled to a reasonable resolution for developing a site water balance. Instead the local historical data set has been modified to concentrate precipitation to peak periods and propagated through the model. The study looks at the siteÆs response to the potential changes in climate.It is shown that if current climate change projections are realised, this will have a significant effect on both the necessary size of designed surface water infrastructure and operational considerations on-site. A discussion is presented on the potential risks that climate change presents to mine sites and the range of options that could be considered to mitigate these risks. The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. "Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. "Unconventional gas resources, including coal seam gas (CSG) reservoirs, can be located above and below aquifers that provide groundwater for agricultural, industrial, urban and other uses. Development of these resources may, therefore, lead to potential impacts on groundwater supply.Management of reservoir/aquifer interconnections necessitates a program of focused data acquisition. For example, groundwater transfer from shallow aquifers to underlying CSG reservoirs may occur where CSG-containing units subcrop beneath shallow aquifers, possibly at significant distances from operating wells.Arrow Energy is undertaking studies of connectivity between aquifers including an investigation in collaboration with the Queensland Office of Groundwater Impact Assessment to evaluate connectivity between the Condamine Alluvium (CA) and CSG-containing Walloon Coal Measures (WCM).The Condamine Valley hosts highly productive agricultural land with groundwater resources heavily utilised for irrigation. Water demand outstrips available supply and groundwater has been subject to restrictions on further development since the early 1970s. Developments that could have an additional impact on groundwater resources in the CA are of major concern to local landholders. This paper describes: planned field investigations at two sites: 1. Stratheden, where pumping from the WCM will be undertaken 2. In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region).
