Introduction Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include: 17 longwall panels and 2 room and pillar sections. The data in each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages. Most subsidence surveys started with the first panel and ended with the second or sometimes, but rarely, the third panel. The first panel may be located in a virgin area but frequently it was adjacent to (on the tailentry side) a mined-out room and pillar section. It must be noted that all of the subsidence data is restricted only to the amount of vertical subsidence and that the horizontal displacement measurement was completely ignored. Primarily due to the fact that vertical subsidence is the most striking feature in a subsidence trough, which is mistakenly considered to be the only critical contributor to surface structural damages, and that a horizontal displacement survey is much more complicated and time-consuming.

As part of an ongoing research program, the Bureau of Mines, U.S. Department of the Interior, is monitoring surface subsidence over six longwall panels at three Utah coal mines. These sites are characterized by mining depths of 244 to 610 meters (800 to 2,000 ft .), thick and massive sandstone layers in the overburden strata, multiple seam mining, extraction heights of approximately 1.8 to 3 meters (6 to 10 ft.), and rugged surface topography. Maximum subsidence, angle of draw, timing relative to mining, horizontal strain, and rate of subsidence development are being determined and correlated with mining and geologic variables. Results to date indicate the maximum vertical subsidence over the monitored panels ranges from 0.6 to 0.9 meters (2 to 3 ft.). The major factors controlling the amount of subsidence are the panel dimensions and the status of adjacent panel mining. Only minor surface cracking at the panel ends was evident at any of the sites. In all cases, there was a time lag of several months between the start of mining and subsidence at the surface. As subsequent panels are monitored and additional data become available, better estimates of the effect of various site characteristics on the subsidence will be possible. Ultimately, improved prediction capabilities will allow mine operators in the West to evaluate the potential for subsidence-related damage which could affect the current or future land use above the mine.

IN this paper, no attempt will be made to theorize on subsidence. Only known data and actual facts will be given, with a few exceptions noted where other factors and outside influences tend to change sub-sidence directly resulting from porphyry caving. The area under observation is known as the Southeast Extension of the East orebody. The orebody is irregular in outline and dips to the south and the east, extending in depth from about 425 ft. below the sur-face to 1050 ft. below the surface. In the upper horizon, the orebody is about 400 ft. long and 150 ft. wide. At 720 ft. below the surface, the ore outline is approximately 450 by 170 ft.; 70 ft. below this, it is 500 by 110 ft., with an extension at the north end to the east 270 by 120 ft. From this elevation to about 900 ft. below the surface, the ore spreads out to the east and south, being about 700 by 500 ft. between these vertical limits. Below this it pinches out and at 1060 ft. below the surface is only 100 by 100 ft. The nearest point of the orebody-which is on the northwest side-is 600 ft. southeast of the Sacramento shaft. The country rock is all porphyry. Fig. 1 is a vertical east-west section showing orebody and original surface. The surface over the orebody was fairly regular and in this area and adjacent to it were portions of the surface plant, roads, and the main plant railroad to the concentrator. Fig. 2 is a map of the surface over the porphyry area. Caving operations started in April, 1925, at the approximate top of the orebody. The first lift was on the 600-ft. level; the ore was extracted by means of the Morenci timbered slide method and was from 425 to 455 ft. below the surface over an area of about 22,000 sq. ft. This lift was finished in May, 1926. The second lift, on the 650-ft. level, was already in production by May, 1926, so extraction of ore was continuous. This lift was 48 ft. high and covered an area of about 30,000 sq. ft. The ore from this lift was extracted by means of a modified Morenci timbered slide method. This lift was finished in March, 1927. Surface subsidence of two longwall panels, one with a private residence and the other with an arch bridge, was monitored over a period of 1 to 1' ½ years. Surface subsidence data were analyzed in terms of zone of advance influence and delay angle of maximum subsidence velocity. The variational characteristics of both features coincide with the periodic weighting at the advancing longwall face. Surface heaving in the subsidence process can also be attributed to periodic weighting. It was found that residential damages occurred when subsidence velocity exceeded 4.5 mm/day (0.15 ft/day). The effects of locating structures on the panel center and near the gob edges are illustrated. The effect of mining on ground water was also discussed. Finally, methods of reducing structural damages are recommended.

FLOTATION of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. HOLLINGER CONSOLIDATED GOLD MINES LTD., through two subsidiary companies, has the exclusive right to prospect in two contiguous areas in central Labrador. This paper presents the results of the mineral exploration that has been conducted in these areas to date. One of the subsidiaries of Hollinger. the Labrador Mining and Exploration Co. Ltd., under an agreement with the Newfoundland Commission of Government, holds an area of approximately 20,000 sq.mi., which comprises the western portion of Newfoundland-Labrador and includes the upper basins of the Hamilton and Naskaupi Rivers. (The main area of the deposits so far discovered may be located on a map at about 67° west longitude and 55° north latitude.) The other subsidiary of Hollinger, Hollinger North Shore Exploration Co. Ltd., has licensed from the Province of Quebec an area of approximately 3900 sq.mi. lying directly north of the Newfoundland-controlled area at the headwaters of the George, Whale, and Swampy Bay Rivers. The M. A. Hanna Co., large iron-ore operators of the Lake Superior region, are participating in the project. With the exception of the years 1940 and 1941, field work has been conducted in the Newfoundland area since 1936, and in the Quebec area since 1939. Hollinger assumed the management in 1942. The field base is at Hollinger Lake, some 300 miles north of the tidewater base at Seven Islands, Quebec, which, in turn, is just west of the mouth of the Moisie River, on the Gulf of St. Lawrence. Air transportation is used exclusively to service the operation.

MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

The President of the United States signed Public Law 91-173 on December 30, 1969 and the Federal Coal Mine Health and Safety Act of 1969 became law. The Bureau of Mines was required to promulgate regulations to implement the law. Unfortunately, some stipulations of the Act were not technologically possible. The USBM employed many new inspectors and had to instruct both old and new personnel in the requirements of the law. Mine operators and mine workers also had to be informed. There was a fair measure of inconsistency during this period. Progress is being made, however, and it is becoming easier for mining personnel to know what needs to be done. There are some unresolved questions, however, and there still appears to be an appreciable lack of uniformity in the application of the law by the many federal inspectors.

Great strides have been made during the past few years in the field of rock mechanics, and steps have been taken to implement our newly acquired knowledge to advance the mining industry and improve the lot of the miner. This article is a summary of the latest progress in those areas of rock mechanics indicated by the subtitles. Let's look at these new tools for mining men. GROUND STABILITY DETERMINATIONS Much valuable information in the field of rock mechanics can be obtained by relatively simple, inexpensive measurements and observations, and this kind of investigation can be classed under the general heading of "Ground Stability Determinations." The instrumentation involved in this type of work is relatively simple and inexpensive, and its operation is not difficult to understand.1,2 Precise deformation measurements accurate to a few thousandths of an inch are very helpful in detecting stope convergence, pillar compression, floor heave, etc. Such measurements recorded over a period of weeks and months will detect and forwarn against failure of the overall mine structure long before any other visual evidence can be observed. Such advance warning then permits the introduction of sufficient artificial support in time to do some good. Instead of precise measurements which must be made with a special instrument, sensitive warning lights can be used which will flash red upon sensing movements as small as .002 or .003 in. These devices are well received by miners, and very practical under noisy conditions. High precision is important tit this area, but in large openings, engineer's tapes plus machinists scales reading to .01 in. may be sufficient. Uniform tensioning of the tape is of course essential. Long term, precise measurements have shown repeatedly that opening convergence lends to be slow and uniform except when accelerated to sudden large displacements by blasting, rock bursts or other sudden large scale failures. It is interesting to note that measurements in South Africa in very deep mines have shown 40% of the closure was footwall rise, and only 60% was hanging-wall sag.

The discussion is limited to a description of the sequence and purpose of the operations, illustrated by data and examples. The function of the basic open-hearth furnace is to convert various types of ferrous material into finished steel of given composition and quality. In comparison with other steel-making methods, the basic open-hearth process is one of the most versatile, both from the stand- point of the raw materials that can be used and the types of steel that can be produced. The process can be considered as a sequence involving melting, refining, and deoxidation. In the case of some types of liquid-metal charges the melting stage is not present, but refining and deoxidation in varying degrees are fundamental features of the process. GENERAL DISCUSSION OF THE BASIC OPEN-HEARTH PROCESS The first consideration in open-hearth practice is the type of charge on which the operation is based. This consists of three components-fluxing, oxidizing, and metallic materials. Fluxes. In the basic process the fluxing material is primarily lime, added in the form of either limestone (CaC03) or burnt lime (CaO). This is supplemented by magnesia (MgO) and lime from the furnace bottom and banks. The function of these fluxes is to form a slag with the silica (SO2), manganese oxide (MnO), iron oxides (FeO and Fe203), and phosphorus oxide (P205) that are produced by the oxidation of varying amounts of the silicon, manganese, iron, and phosphorus in the charge during melting and refining. The slag, composed of the basic fluxes and the neutral and acid oxides, floats on top of the steel bath when the charge is melted. DIAMOND drilling has advanced and expanded during the past few years. Along with this increase there has been a marked trend to rely more and more upon drilling for the outlining of ore for reserve purposes. This is especially true underground, where men have not been available for opening up ore by crosscuts, drifts and raises. During the recent heavy call upon known ore reserves, more drilling has been done for exploration and it has become expedient to drill longer lateral holes from underground and deeper holes both from surface and from exploration headings in the mines. Furthermore, these deeper holes have to be drilled closely enough to warrant calculation of "probable" if not "proven" ore, from the results obtained therefrom. Interpretation of diamond-drill results has become more precise and reliable with the growing knowledge and understanding of the geologic structures that control the geometry of ore distribution, and this has broadened the field of usefulness of the drill. All of this has created a necessity and a demand for more accurate control of the hole as to direction, a more precise and reliable method of surveying for position, and a need for better and more complete core recovery, as well as larger cores, to provide an adequate sample. At depth the control becomes more difficult and, at the same time, more important. CONTROL A close study of drilling in various parts of the world for a period of more than 20 years has brought to light one definite rule, practically invariable; namely, that diamond-drill holes tend to deviate into a position normal to any structure existing in the rocks, such as bedding, schistosity, gneissosity, or even parting or jointing-even if the hole is started at almost any angle other than parallel with the structure. It also appears that the better developed the structure is, the more quickly will the hole get into a position perpendicular to it. It has often been said that there is a tendency for holes to "drift" in the direction of rotation. This is obviously untrue, for in a vertical hole the measure of deviation would depend upon the azimuth chosen as zero, and there is an infinite number of choices. It has been proved, however, that in homogeneous rocks there is a tendency for the hole to corkscrew, and that the direction of the spiral is the same as the direction of rotation. This may account for the belief that holes drift in that direction. Some tests have been made using right-hand and left-hand rods, and these show that no matter what the direction of rotation the hole will swing into a position perpendicular to the structure. Methods of Control The foregoing empirical rule may be used as an indirect method of control. If the prevailing structure is known, it may be advantageous to start the hole as nearly normal to it as possible, for the nearer the direction of the hole is to this ideal, the straighter it will remain. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors. (Cleveland Meeting, October, 1912.) IN, August, 1911, I read a paper before the Lake Superior Mining Institute' on surveying and sampling diamond-drill holes. The present paper gives a more thorough description of these methods, together with a few changes and notes suggested by further experience. Since August, 1911, the methods, used constantly by the Cleveland-Cliffs Iron Co., have been developed to a higher degree of efficiency, and have given great satisfaction. Until a few years ago but little attention was paid to the determination of the actual course of drill-holes, to the accurate sampling and analysis of the material, or to the scientific location of the drill-holes. It has now been common practice for several years in many districts to test the inclination of drill-holes by etching glass tubes with hydrofluoric acid, but the direction of deviation from the vertical has not often been determined. Methods of determining the direction by means of a compass were first developed in connection with drilling in Victoria. The latest method used on the Rand in South Africa has been recently described by John I. Hoffman.2 In the same paper Mr. Hoffman describes an ingenious method of wedging-off a drill-bole so as to start new holes at several successive points. By this means a hole can be deflected in any desired direction, and the curvature can be controlled to a considerable extent, provided the rock is soft enough to permit the hole to be wedged off. Unfortunately, in the Lake Superior district, the jasper iron-formation is so hard that it is very difficult, if not impossible, to do this.
