AN analysis of this subject demands a study of the theory and practice of the present system, conclusions as to its merits, and recommendations for remedying its defects if any be found. Theory of the Present Law The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location!

THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. THE substitution of cobalt for part of the nickel in Invar was found by P. H. Brace1 to lower the coefficient of expansion. Scott1 extended the use of cobalt to alloys of higher inflection temperatures. Such alloys have a larger temperature range of low expansion than those without cobalt, and [ ] their use up to 400° or 500°C. offers decided advantages in certain applications. However, it has been found that the iron-nickel-cobalt alloys are not stable in this temperature range. EXPERIMENTAL METHODS Two methods were used in studying the stability of the low-expansion iron-nickel-cobalt alloys. Dilatometer specimens were held at 480°C, for 9 months and the change in expansion characteristics was determined. Filings were held for about 2 months at various temperatures and the change in structure was determined by X-ray diffraction. As shown by Table I, the alloys studied covered a wide range in nickel plus cobalt content (which determines the inflection [ ] temperature) as well as some variation in the ratio of nickel to iron (which controls the temperature of the gamma to alpha transformation). Included also are alloys containing carbon and vanadium, carbon and titanium and three with various amounts of copper. The alloys were melted in a high-frequency induction furnace with a magnesia crucible, using ingot iron, electrolytic nickel and commercial cobalt. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. WHAT is written here features some of the things that I would say if I were to de- liver a Presidential address during the Annual Meeting to be held this month in New York. I am aware that custom favors written rather than vocal delivery of such a discourse; and, as this accords exactly with my own preference, I assure readers that they will never be called upon to hear these remarks spoken- anyhow, not by me. My year as President is drawing to a close. As I look back I like to classify and analyze the impressions that have been left with me. It has been a delightful and fascinating experience to me personally; I have appreciated the courtesies and aids, and have been deeply gratified at the honors accorded me. Perhaps the source of greatest satisfaction is the opportunity I have had to sense more about the provinces of this Institute and about the useful functions of the profession that it represents. For 38 years I have been a member. I served two terms as Director-one in 1914-'16 and again in 1927-'29. I have been honored by selection as a Saunders Medalist. I thought I was reasonably familiar with the functions, the ideals, and the activities of the Institute. But the things that I have discerned during the past year have dispelled that conceit. I still think that, a year ago, I was as well informed as most members; but since then I have had the rare privilege of executive service and insight. That has given me a perspective that I feel can be obtained in no other way-as I think the illustrious engineers who have preceded me in office will agree. I wish that I had the power to translate to every member somewhat of the feelings of pride in our organization that a year as President cannot help but instill.

Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. I shall be glad to co-operate with you, and do anything I can to develop more in detail the general ideas above noted. WHAT DOES "MAGNETIC" MEAN? The word magnetic has several meanings. When used, as it usually is, without qualification one is often unable to tell which meaning is intended. 1. A body is magnetic which has power to attract iron magnetically. Such is a lodestone or magnet, either permanent or not. This is an active sense or meaning in that the body itself does the attracting or is .magnetic. 2. A body is magnetic which may be made to attract iron magnetically, as the iron core of an electro-magnet when not magnetized by the current. This is a potentially active meaning, the body being capable of becoming a magnet. 3. A body is magnetic which has the property of being. attracted by a magnet magnetically. Such are iron, cobalt, nickel, magnetic oxide of iron, magnetic alloys, etc. This is a passive meaning, the attracting being done by the actively magnetic body. With these three meanings to choose from, one must usually make a guess based on previous knowledge as to which is the right one. Would it

Dear Sir: In connection with the official notice of Dr. Raymond's unanimous election by the Directors as Secretary Emeritus, we wish to place upon record certain statements concerning his services to the Institute which we think have not been published., and may not be generally known to the majority of our fellow-members. When the Institute was formed in 1871, Dr. Raymond acted as Secretary of the Founders' Meeting, and became the first Vice-President of the Institute, and, by request of the aged and beloved David Thomas, who was the first President of the Institute, Dr. Raymond discharged all the duties of the office of President, to which he was later formally elected in 1872, and which lip held for three years. During that time, he visited Europe, and through his acquaintance and reputation abroad, established those international relations of the Institute which proved so important in later years. He also enlisted the support of the mining engineers and metallurgists of the Pacific Slope, who would not otherwise have been disposed to join a society originating in the East. And for twelve years he attended; at his own expense, nearly every meeting of the Institute, wherever held, giving to it without remuneration his best service, and sacrificing for it many professional and private interests.

Dear Sir: In conversation here with Mr. Sales, who is much interested in the work of the Committee on Mining Geology, he made a suggestion which you may be interested to hear. He, and many of us, are interested in papers along our lines of special activity, as they appear from time to time in the Institute Transactions, and often take these papers with us into the field. It appears that the work of special committees which are being formed is likely to result in a much greater number of available papers than the Institute has ever before been called upon to publish. This year's Transactions, for instance, have to be published in two volumes. Why would it not be a good plan, instead of printing heterogeneous volumes, to classify the papers into several volumes, under main headings such, for instance, as iron and steel, precious metal mining, and mining geology ? We would, in fact, be very glad to suggest this as a topic for discussion, if you think it wise, in response to the Secretary's letter of April 18. Very truly yours, J. W. FINCH.

Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the--presentation of papers, and-for discussions. thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitalities which demonstrate the brotherhood clue to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a. member of a great and worthy organization. The greater the value of the contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made ill papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines. The true value of a paper presented at a meeting of the Institute may often be gauged by the discussion which it encourages, although there are contributions of decided value which do not especially invite discussion. However, most Of the papers offered contain statements apt to encourage criticism or elaboration by others whose experience or knowledge, or both, assist in combating or endorsing statements made.

CAMBRIDGE, MASS., May 22, 1913. TO THE PRESIDENT, American Institute of Mining Engineers. Dear Sir: Referring to Mr. J. WV. Finch's letter printed in the Institute Forum of the May Bulletin, I am very much in sympathy with his suggestion that the Transactions be printed in several volumes devoted separately to the various subjects covered by the Institute papers, such as " Iron and Steel," "Mining Geology," " Precious and Base Metals," etc. The advantages of this plan appear to me so great and so obvious as to far outweigh any possible objections. At a meeting of the Iron and Steel Division Committee held on June 28, 1912, I moved that the Committee recommend to the Council that papers on Iron and Steel be published in separate annual volumes. The motion was seconded and passed. Since then I have never failed to repeat my request whenever an occasion presented itself, and I welcome the opportunity offered by Mr. Finch's communication to again call the attention of those interested to an innovation which appears to me so highly desirable. THE membership of the American Institute of Mining and Metallurgical Engineers is composed largely of technicians, operating engineers, and executives in the mining, metallurgical and petroleum industries. The Institute also has its student, junior and associate membership and its Woman's Auxiliary. Primarily, it is a technical society, devoting itself largely to the encouragement of progress within the industries it represents, and to the discussion and dissemination of facts regarding this progress to its membership. The wisdom of this policy is reflected by the prestige and position which the society has gained, not only .among its members but throughout the entire mining world.

THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

0PINION was general that this year's meeting of the Institute of Metals Division was one of the best in its history. In addition to its full and exceptionally fine program of professional papers, there were several other features of general interest-an in-spiring annual lecture by Dr. Cecil H. Desch which appears in abstract elsewhere in this issue, Mr. Sing-master's talk on the zinc industry at the annual dinner, and the presentation of the James Douglas Medal to one of the members of the Division, Dr. Zay Jeffries. Four technical sessions of the Division were held, dealing respectively with zinc, copper, aluminum, and general metallography, and in addition there was a joint session with the Non-ferrous Metallurgical Committee of the Institute. All of the papers presented were at-tended with much interest and followed by considerable discussion. The papers on plastic deformation of zinc by Messrs. Mathewson and Phillips, Romig, and Hoyt were of particular interest and awakened an extended discus-sion. They well illustrated the progress which is being -made today in the understanding of the mechanism of flow of metals, and the ingenuity of the authors in their crystallographic method of attack of this difficult problem was quite generally admired. A very old subject was treated in a modern way by Messrs. Corson and Bain in two papers on the harden-ing of copper and copper alloys. There has always existed a myth that the ancient Egyptians were masters of an art not possessed by ourselves; viz., that of hard-ening copper. This myth must have been quite defi-nitely dispelled in the minds of all those who listened to this admirable paper. Mr. Corson has applied the modern art of precipitation hardening to this old prob-lem with substantial success, employing small amounts of chromium, nickel, silicon, and cobalt for this purpose. The commercial application of these very important .developments of Mr. Corson is being actively investi-gated at the present time.
