The design of pillars around a longwall panel in which the effect of the adjacent and worked-out panel is taken into consideration is discussed. A mathematical model is used to duplicate field observations such as opening closure and pillar rib movement. The model is then used to predict the effect of changes in mining geometry on the opening stability.

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. In the concentrator of Kamioka Mine, lead-zinc bulk differential flotation is practiced. It results in three kinds of thickener over- flow, namely; tailing, lead concentrate and zinc concentrate, which are discharged as wastewater. Since these three kinds of overflow differ from each other in water quality, they are separately recycled to appropriate processes based on their water quality. The tailing and the lead concentrate thickener overflow are directly recycled to their respective suitable processes. However, as the zinc thickener overflow contains Cu(CN)3--, ZnS, CdS, CN-, xanthate and frother, the total zinc thickener overflow cannot be recycled at one time to any one process without creating harmful effects. Consequently, all the ingredients in the zinc thickener overflow other than CN- are floated by Ion-Precipitate-Ultrafine-particle flotation, using Nagahm flotation machine. After this treatment, the zinc thickener overflow, containing only CN-, is effectively recycled to the lead-zinc differential flotation circuit. Thus the integrated recycling of waste-water greatly reduces environmental problems, and in addition it generates a sizeable profit by improving overall mill recovery, and permitting the reduction of reagent consumption.

A ferroalloy is defined as: "An alloy of iron with some element other than carbon used as a vehicle for introducing such an element into the manufacture of steel. The element may alloy with the steel by solution or, as the carbide, -neutralize the harmful impurities, by combining with them and separating from the steel as flux or slag before solidification."a The most commonly used ferroalloys are: ferromanganese, ferrochrome, ferrosilicon, ferrovanadium, ferromolybdenum, ferronickel, ferrotungsten, ferrocolumbium, and ferrophosphorus. Concern here is with the sources and markets of the major metallic alloying elements. The discussion is further restricted to those - ferroalloy ores, the principal use of which is in the production of steel. Phosphorus, silicon, and tungsten, for example, are ferroalloys of some economic significance, but other uses dwarf their alloying applications. Thus, this discussion will deal with the ores of managanese, chromium, nickel, molybdenum, vanadium, and columbium. As shown in Table 14.1B.1 ferroalloys serve to- facilitate processing and impart to the finished steel such characteristics as tensile strength, ductility, low-temperature impact, hardenability, high-temperature strength, corrosion resistance, toughness, and abrasion resistance. In the steel-making process, ferroalloys may be added in the charge, in the molten bath near the end of the finishing period, in the ladle, or in the molds. Timing of the addition depends on the effect of the addition on the temperature of the molten metal, the formation and elimination of reaction products, and the protection of subsequent additions from oxidation. MANGANESE General Approximately 95% of the manganese ore sold is consumed by the steel industry, either as ferromanganese or as manganese metal. Manganese is the universal alloy, without which good steel cannot be made. It serves as a scavenger, removing phosphorus, sulfur and, to a degree, oxygen from the melt. As an alloying material it makes steel hard, tough, and resistant to wear. Approximately 6 kg of manganese is required for every ton of common steel produced by United States steelmaking practice. The remaining 5 % of the manganese ore consumed consists of special or so-called "chemical" ores, including high-grade pyrolusite ores, electrochemically reactive "battery ores," and a number of special varieties, as well as those otherwise regarded as "metallurgical ores."

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e. g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1, 5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). A sample of garnet from the scheelite ore body on King Island, Tasmania, Australia, was upgraded and ground to produce an ultrafine portion suitable for micro-electrophoresis. X-ray and chemical analysis identified the garnet as andradite with some admixed grossular. At neutral pH the garnet particles were negatively charged, their zeta potential becoming rapidly more negative with increasing pH. An iso-electric point was found at pH 3.5. The effects on the zeta-potential of various electrolytes, hydrolyzable metal ions, and flotation collectors were also studied.

Evidence is presented to show that certain coals can be super-cleaned, using present coal preparation processes, to reduce sulfur below levels that are commonly believed to be possible. The evidence points to the need to develop continuous sorting methods by which coal coming from a mine can be segregated so that different raw coal types can be processed separately to produce a super-clean coal in addition to coals cleaned to more common levels of sulfur. Evidence is presented and techniques discussed that may be applicable for making the method feasible.

The minerals discussed in this section have experienced a gradual, although not spectacular, growth in general. Obvious exceptions are the gradual decreasing use of talc and bentonite as filler materials, partly because of availability and relatively lower sales price of competitive materials. Mineral fillers and filter minerals are used principally in those countries that are heavily industrialized. Except for diatomaceous earth of filter grade, most industrialized countries are reasonably self-sufficient in the various filler and filter minerals. Prices of the various mineral commodities during the period 1950-1970 increased approximately as follows: barite, 43%; diatomaceous earth (filler), 49%; diatomaceous earth (filter), 55%; fuller's earth, 55%; talc. 77%; and bentonite, 94%. Actual usage of these mineral commodities as fillers and filters, during this period, showed changes approximately as follows: (1) Decrease-fuller's earth, 6%; talc, 15%; and bentonite, 29%. (2) Increase-barite, 113%; diatomaceous earth (filler), 150%; and diatomaceous earth (filter), -194%. A relationship between the amount of the various fillers and filters used and price increases is apparent. For example, barite increased only 43% in price, but its use as a filler has increased by 113%. On the other hand, talc, which increased 77% in price, decreased in filler use by 15%; and bentonite, which increased 94% in price, has decreased for filler and filter purposes by 29%. The actual decrease in the use of some of these commodities is not entirely caused by an increase in price. Competitive materials frequently have made substantial gains in the various filler and filter markets. For example, much of the bentonite used in the late 1940s and early 1950s for clarification of mineral and vegetable oils has been replaced by competitive materials. BARITE Occurrences and Sources In the United States, barite is produced from about 14 states, listed in approximate order of importance as follows: Missouri, Arkansas, Nevada, Georgia, Alaska, Tennessee, Kentucky, California, New Mexico, North Carolina, Washington, Idaho, South Carolina, Texas, and others. During the 20 years ending in 1970, almost equal amounts of barite were produced from Arkansas and Missouri. Within recent years, Nevada has replaced Georgia as the third leading barite--producing state. West Germany is second to the United States in barite production. Other important barite-producing countries include: Mexico, USSR, Italy, Greece, Canada, and Ireland. Ireland has become an important barite producer only recently. The term "mineral economics" is applied to a wide range of activities in the mineral industries. Earlier chapters have described the application of economic concepts to the mineral industries-supply, demand, conservation, tariffs, etc. The solution of mineral economics problems is often assisted by the application of quantitative methods. The purpose of this chapter is to describe a number of quantitative methods-econometric, operations research, and management science techniques-which find application in the analysis of mineral economics problems. These methods include input-output analysis, trend analysis, forecasting techniques, simulation, multivariate statistical analysis, mathematical programming, and market research techniques. The purpose of this introductory section is to provide a mineral economics framework for the application of these methods. Mineral economics is a subdivision of economics that is justified by a sufficient number of economic problems in the mineral industry requiring special experience and an unusual combination of skills. These problems are concerned with the conversion of minerals as geologic resources to minerals as economic goods. The mineral conversion process is outlined in Fig. 8.A.1. The physical occurrence of mineral deposits in nature and the market demand for mineral products in the economy provide the basic stimuli. The conversion process embodies a number of sequential stages-exploration, the development of mineral deposits, and mineral processing facilities and, consequently, productive activity to supply market demand. Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

The measurement of temperatures in exploratory drill holes yields information on regional and local geothermal gradients and mean surface temperatures. This data may be beneficial to the mining geologist interested in the occurrence and oxidation of metallic sulfide minerals or to the mining engineer interested in subsurface temperatures or water movement. Additionally, the estimation of mean surface temperatures by the projection of thermal gradients to the ground surface provides data on which to evaluate infrared imagery as an exploration tool. Temperature measurements in 30 diamond drill holes in the Silver Bell mining district of Arizona show that a regional geothermal gradient of 2.45°C per 100 m increases to 3.03°C per 100 m near the ground surface. It is also found that an anomaly in the mean annual surface temperature of 0.5°C is associated with the shallow occurrence of disseminated sulfides. Changes in the geothermal gradient due to topography, water circulation, and formation changes also occur.

The flotation chemistry of the commercial INCO matte separation process was investigated. The slow cooling of Bessemer converter matte forms discrete phases of Cu2S and Ni3S2 and a Cu-Ni alloy. After magnetically removing the alloy, the Cu2S and Ni3S2 are separated by flotation at pH 12.4 (saturated lime) using diphenyl guanidine (DPG) as both collector and frother. DPG has been used exclusively in this flotation process because of its unusual selectivity for copper minerals. The surface product resulting from chemisorption of DPG onto theCu2S was identified as the double salt CU(DPG)2SO4.CU(DPG)2(OH)2. The adsorption followed Langmuir behaviour up to a monolayer coverage. In the absence of DPG, the rapid adsorption of oxygen by Cu2S in flotation pulps was observed. The surface product was identified as the insoluble basic copper sulfate CuS04.3Cu(0H)2 with the production of sulfate ion. In the presence of DPG, the oxidation reaction appears to be suppressed. The frothing properties of DPG and commercial frothers were compared. DPG is not a powerful frother. Batch flotation tests confirmed that DPG is a highly selective collector when compared to most sulfhydryl collectors.

Effects of heavy metal ions on the growth and the activities of iron and sulfur oxidation of Thiobacillus ferrooxidans were investigated. Mercuric, silver, and stannous ions inhibited both of the growth and the iron- oxidizing enzyme system of the bacterium. On the other hand, uranyl ion inhibited the growth, but it gave almost no effect on the iron-oxidizing enzyme system. The inhibitory effect of uranyl sulfate on the growth of the bacterium is intensified on lowering the cultivating ' temperature from 28 ºC to 7 ºC. In the concentration of 10-3M, cadmium and copper ions inhibited colloidal sulfur-oxidizing activity of the cells 69 and 52 %, respectively, though they did not inhibit the iron-oxidizing activity at all in the concentration. On the contrary, stannous chloride did not givr any effect on the sulfur-oxidizing activity of the cells, though it inhibited the iron-oxidizing activity 55 % in the concentration of 10-3M. Several differences were observed among the cytochrome systems of cell-free extracts of the cells grown on iron and on sulfur.

Coal mine fires, injuries and electrocutions, and many production delays have resulted from trailing cable splice failures. Research was carried out at The Pennsylvania State University to determine the failure causes and recommended solutions. The study revealed that current splice kit materials are generally adequate with the exceptions of connector flexibility, adhesives bonding, and abrasion characteristics of taped jackets. Research indicated that the most prevalent breakdowns result from workmanship defects. Therefore, guidelines for improved splice construction are reported in detail.

Deposition of manganese oxides is of common occurrence in streams of the north-eastern United States. Manganese entering the stream in solution in ground water is oxidized and deposited in the stream, primarily as oxide coatings on detrital materials. Prevalence and thickness of the coatings increases with increasing particle size in the coarse sand and gravel range. A number of metals of economic and environmental interest are enriched in these coatings. Samples of 8 to 16 mm pebbles were obtained from two streams in the Shawangunk region of southeastern New York State, an area of know71 Pb/Zn/Cu mineralization. The pebbles were leached to remove the oxide coatings and the resulting solutions analyzed for Mn, Fe, Pb, Zn, Cd, Cu, Co, and Ni. Trace-metal/Mn ratios in these streams are generally one to two orders of magnitude higher than regional background values. Profiles of trace- metal/Mn ratios along the streams show considerable detail; contributions of metals from tributaries are sharply reflected in the metal content of the oxides. The potential advantages and disadvantages of using coated stream gravel for geochemical prospecting and environmental studies are discussed in the light of these and other data.
