Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

In the technical literature of 1965 and 1966, there were several papers about future power for mining and construction equipment. Most of these papers made the same predictions: •More power •Better reliability and durability •Ease of service and maintenance •Operating economy •The possibility of future environmental concern •The entrance of the gas turbine In the five years that have since passed, some of the 1965-66 predictions have at least partially come true, while others have not been fully realized. Actually the list still appears sound today. Priorities may have changed and details may be different, but the main points cover the requirements for future prime movers quite well.

With passage of the Clean Streams Act of the Commonwealth of Pennsylvania and its impact on the coal industry, considerable research has been conducted to explore various approaches to the problem, including deep-well disposal. Available drillhole data from gas and oil wells were used to develop cross -sectional maps for various portions of the state and potential disposal zones were evaluated. Bethlehem Mines Corp., faced with a severe water problem at its Marianna operation in Washington County, cooperated with the Dept. of Mining at The Pennsylvania State University in establishing a 1500-ft well into the Salt Sands for the purpose of determining the feasibility of mine water disposal. The thickness, porosity, and permeability of the formation at the well site proved to be below what had been anticipated from drillhole data. Further, subsequent hydraulic fracturing did not improve the flow characteristics of the well; pumping pressures remained in the range of 1800-2000 psig for disposing of water at the rate of 150 gpm. The legal problems of disposal at the site were very formidable. When the Salt Sands proved to be less than satisfactory, permission could not be obtained to dispose in other promising formations. The paper details many of the problems associated with the experimental well and makes an assessment of the potential for deep-well disposal of mine water. The concept of disposing of liquid industrial wastes by deep-well injection is not a new one. Brines associated with crude oil long have been disposed of in this manner, with the additional benefit of aiding secondary oil recovery. More recently, with the expansion of nuclear energy, the lethal, highly radioactive wastes which are by-products of the fission process have created severe disposal problems. During the past ten years, a variety of industries have resorted to subsurface disposal, some of the details of which are given e1sewhere.l,2 The list reveals wide variations in injection rate, pumping pressure, cost, and waste disposition. Included are successful installations in Western Pennsylvania. Enactment of more restrictive clean-water legislation in Pennsylvania recently had a great impact on the coal industry. Among its provisions was the reclassifica-tion of most mine water as industrial waste whose dis-posal is prohibited in any stream of the Commonwealth. This had the effect of accelerating research in a variety of areas, although treatment methods still retained primary interest. When a feasibility study of deep-well disposal was proposed to the Pennsylvania Dept. of Mines and Mineral Industries, the Coal Research Board (CRB) approved it. This paper summarizes the efforts on this project. Acid mine water is a chemically complex liquid. having no definite quantitative relationship among its constituents. However, it is the iron disulfide (FeS2) associated with practically all coal seams that produces the objectionable products present in acid mine water when combined with air and water. The principal contaminants are sulfuric acid (H2SO,) and ferric hydroxide (Fe(OH)2. Ferric hydroxide is a rust-colored gelatinous precipitate that coats stream bottoms and destroys aquatic life. However, other ions and bacteria are present in acid mine water in varying amounts.

Chemical processing is descended from alchemy, which developed our major lixivants. The profession might have done more if it had been less preoccupied with turning base metals into gold-a process that still hasn't been developed. Georg Agricola, over 400 years ago, gave us ten recipes for "aqua valens" to part gold and silver, and described cementation of gold and silver on base metals. His text stood for 200 years, by which time heap roasting, leaching and cementation were winning copper from pyrites at Rio Tinto and the Barba furnace was distilling mercury from the ores of Almaden.

Australian research scientists at the University of Melbourne's Institute of Materials Research have discovered two methods of extracting metals from raw ore, using brown coal. The discoveries could lead to extensive new markets for the brown coal producers of Australia (boasting the world's largest brown coal deposits in the Latrobe Valley region of Victoria), the United States and West Germany. Research on the extraction processes began at the University's Department of Metallurgy in mid-1969 under the direction of Geoffrey Cullen, manager of the Materials Research Institute. In June of this year. Cullen announced that both metal extraction processes, using brown coal, had proven successful.

In recent months, public hearings held by the Senate Subcommittee on Minerals, Materials and Fuels on the Stillwater copper-nickel complex in Montana have been reviewed at great length in the press. Although the meetings were well managed by the Subcommittee and questioning was kept in line with the aim of the hearings-namely, how can re- sources be developed in a manner compatible with the preservation of the environment-it was alarming to read the apparently uninformed and questionable arguments presented by some witnesses who were attempting to prohibit mining in the area altogether. One spokesman even went so far as to urge that mining of the area be rejected be- cause, even if the mining operation did not pollute the areas, the effluent and waste produced by the people themselves could constitute a hazard to the environment and to themselves. This, of course, would be true to a point. However, if this or similar types of reasoning were used to reject mining of a large number of orebodies in the future, how is the United States going to meet its future mineral demands and what effect could this have on the economic strength of the country? Fall of the Roman Empire An interesting article in a recent issue of Time magazine came up with a new theory to explain the fall of the Roman Empire. Claire Patterson of CalTec, during a recent study of air pollution, investigated the historical worldwide distribution of lead. As lead was a by-product obtained from silver mining during historical times, he turned his attention to studying the production of silver during those eras. He discovered a very interesting fact-that, I unless the stock of metal is continually being replenished from the mines, accidental loss diminishes a country's stockpile of silver at a rapid rate, as much as 2 per cent per year. Patterson, a geochemist, theorized that with an accidental loss rate of 2 per cent per year, if the country's silver supply dried up, the entire existing stockpile could disappear in about a century.

Pittsburg and Midway Coal Co. has modified the German Pott-Broche process, on which patents date back to 1927, to produce on a bench scale liquid products by solution hydrogenation of coal. A continuing program of lignite solution-hydro gena-tion experiments is directed toward investigating coal solution reactions, determining favorable conditions for the solution refining of lignite by the Pott-Broche process, and investigating some of the uses for the de-ashed product obtained from lignite The German Pott-Broche process1" on which patents date back to 1927, has been modified by the Pittsburg and Midway Coal Co., a Gulf Oil subsidiary, to produce on a bench scale liquid products by solution -hydrogena-tion of coal." The objectives of the present effort are to investigate coal solution reactions, to determine favorable conditions for the solution refining of lignite by the Pott-Broche process, and to investigate some of the uses for the de-ashed product obtained from lignite. This paper is a summary of results to date in a continuing program of lignite solution-hydrogenation experiments. The coal solution reaction program has several principal aims. The first of these is to determine whether lignite can be successfully dissolved in solvents that might be practical for commercial development. The second object is to determine whether the solvents function after successive cycles of use, recovery, and reuse. It seems necessary to the economics of a potential commercial process that the solvent be recycled. Third, it is desired to learn something about the distribution of the ash constituents between cake and filtrate. The extent of ash removal is important. The nature and quantity of mineral matter passing through the filter may determine end-use marketability. For certain use applications, trace quantities of certain minerals can be objectionable, e.g., titanium and vanadium must be very low in electrode carbon for aluminum production. The Solution Reaction The coal solution Process involves an extremely complex system of chemical reactions. An initial solvent such as anthracene oil is a mixture of hundreds of different compounds with a boiling range of roughly 500" to 750°F at atmospheric pressure. The coal macro-molecule is broken down by thermal decomposition and solvent action into myriads of different compounds, some the same as those comprising the solvent. This similarity in structures opens up the possibility of production and subsequent recovery of solvent. Some solvent is inevitably lost by reaction. Regeneration of solvent was not a problem in the early German Pott-Broche plant. The coal refinery was an integral part of a petroleum refinery complex and replacement solvent was readily available. A coal refinery using lignite, however, might be isolated from other hydrocarbon processing facilities and the regenerability of solvent could be vital to the economic success of the venture. Several structural features of the solvent molecules have been cited as important to the coal solution process.'. The first of these is aromaticity of the material, the second, ability to transfer hydrogen to another molecule, as for example the ability of tetralin to transfer hydrogen and be converted to naphthalene. Finally, the presence of hydroxyl groups on aromatic rings within the molecule, i.e., phenolic character, seems beneficial. Mixtures of pure compounds have been tried by various investigators. Mixtures of o-cresol, a phenolic substance, and tetralin were found to dissolve bituminous coal better than either substance alone.3 This maximum solubility was not found with lignite." Hydrogen contributes to the reaction by hydro-genolysis and by combining with free radicals and molecular "loose ends" to stabilize the compounds formed in coal depolymerization. High boiling point, and correspondingly high molecular weight, seems to be a property which improves solution potential for coal with a given type of compound.' The maceral components of the coal appear to have an important bearing on its ease of solution. The fusain portion is quite inert to solvent action, but the an-thraxylon material dissolves quite readily.3 The hydrogenation reaction can be improved by the use of a catalyst; commercial hydrogenation catalysts having been found effective. Although cost is involved in the use of catalyst and catalyst recovery, the resulting saving in time and perhaps lowered temperature or pressure might justify their use in the solution refining process and decrease the total process costs. Apparatus and Procedure The coal solution runs were made in a 1-gal stainless steel stirred autoclave. The autoclave was provided with thermocouple wells and a transducer to permit continuous recording of temperature and pressure. The autoclave stirrer was magnetically driven, eliminating the leakage inherent with a rotating pressure seal. For runs in which a catalyst was used, the catalyst in the form of beads was placed in a wire mesh container mounted on the stirrer shaft. A control system programmed the heatup and reaction cycle. The permissible heating rate was 5°F per min because of the need to minimize thermal stress in the autoclave body. The temperature was raised at that rate until the reaction temperature was attained and then the temperature was held constant for the desired length of time. The maximum temperature seldom exceeded the average run temperature by more than 15°F.

In looking into the crystal-ball scene of minerals beneficiation for 1970 and beyond, an impartial observer becomes con- fused as to what has been done and what is possible in the way of improvements. The mining official must balance the burden which is being shouldered by the mineral industry for maintaining our environment in its pristine state on one hand, with the solid advancements made in technology and cost savings on the other hand. Then the official wonders if this is really the criterion for judging overall performance today. As a prospective engineer, Dave Bolles sees it this way: "Specialization has caused many engineers to subordinate everything to doing their job the cheapest and fastest way. In the future this won't be enough. The engineer in the mineral industry will be responsible not only for mining, concentrating and smelting, but also for the resultant wastes- the mine dumps, the tailing dams and the slag piles." GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

Introduction A close relationship exists between the geologic investigation and the stability analysis of the slopes of an open pit mine. One significant result of this relationship is that the stability analysis is no better than the assessment of pertinent geologic factors that enter into the analysis. In some slope stability problems the engineering solution becomes obvious once the geologic framework is established. In other cases, establishing the geologic framework is only the first stage in the process of analysis. However, even in these cases the geology should not be neglected once the analysis is made. The geology should be periodically reviewed when new slopes are excavated. This will help ensure that the basic assumptions for the analysis have not changed and will permit changes when new conditions are encountered. In recent years improved methods of stability analysis have been accompanied by advances in laboratory testing techniques and new knowledge of the shear strength of rock discontinuities. At the same time there have been improvements in field geological descriptions. As more experience is gained in analyzing and predicting the stability of rock slopes, the importance of certain geologic factors has become more apparent. Some of these factors were described in a paper given at the Open Pit Mining Symposium in Johannesburg, South Africa in September 1970 (I). This paper includes many of the points covered at that meeting but with additional emphasis on the significance of the major geologic structures. Other papers given at the South African symposium also considered geological and hydrogeological factors in slope stability analysis (2) (3) (4) (5) (6). This paper first describes the approach to a slope stability problem including assessment of the relative roles of field geology studies, laboratory testing, stability analyses, and continued slope monitoring studies. Next, is described a framework which has been found useful for classifying or separating the several types of slope stability problems encountered in open pit mines. The principal geologic factors in slope stability problems in rock are discussed and brief comments are made on how these factors distinguish stability problems in rock slopes from those normally encountered in soil slopes. The over-riding control of major geologic structures, especially faults, in most slope stability problems is emphasized. When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

H. L. HAMMERSLEY, B. C. Dept. of Mines. I would like to ask Mr. Brawner if the direction that he measured in the boreholes with the camera was referenced to magnetic north? MR. BRAWNER. Yes, it was. However, there is one problem that you may encounter if the ore body is magnetic; the borehole compass will give erroneous results. Three procedures are available to overcome this. The first one involves the use of a gyro compass instead of a magnetic compass. The second technique developed by Christiansen in Salt Lake City, is to orient the core with the use of scribing knives. The third method is to remove the compass needle and place a steel ball in the compass case. The hole must be drilled at a slight angle off the vertical. The location of the steel ball, which will roll to the underside of the hole is photographed. A borehole directional survey is then made, from which the bearing of the steel ball relative to the axis of the compass can be determined. The joint orientation is then related to this bearing at all depths. J. ROBINSON, B. C. Dept. of Mines. It was stated this morning that there have been some recent developments that give us the ability to drill horizontal drainage holes and install drainage pipes more cheaply than in the past. Would Mr. Brawner tell us some of the new developments and methods of installing these horizontal drain holes? MR. BRAWNER There are two zones in which you may be concerned about installing drains; the first is in the overburden soil, the second is in the rock. Each area requires a different installation method. If the rock is fairly massive and the holes will remain open, the simplest procedure is to use standard air track equipment or a percussion drill. At one of the mines in the Highland Valley, drains up to 300 ft. long have been installed with a percussion drill at a rate of one drain per day. The costs were in the order of $2.30 and $2.40 per foot. If the rock is quite soft, such as in a serpentine, it will be necessary to install a casing in the hole. The least expensive casing that will not deteriorate within the life required should be used. Plastic pipe or black iron pipe are commonly used. In soft rock, it may be necessary to drill with a casing to prevent the col-

Founding of the Institute The advance of population and civilization in the U. S. moved through the woodlands of the East, and reached the edge of the great central plains about the middle of the nineteenth century. There the advance paused for almost a generation - ahead were vast reaches of prairie country, uncharted, forbidding, and populated by hostile tribes of the native Indians. The turmoil of the Civil War, and the readjustments following it, further delayed the advance. By about 1870, the Nation was becoming stabilized again, the conflict with the Indians was closing, and the pressure of growth was forcing population to resume its westward movement. In addition to geography, the Nation had another frontier: the development of its immense natural resources. Conditions of the time brought into sharp focus the need for coal, iron, steel, gold, silver, and other minerals. The application of engineering and science was necessary for the production of these minerals and their manufacture into products to meet the needs of a growing nation. The requirements of the time were eloquently expressed in a paper by AIME member Edmund C. Pechin in 1872 : We find, the world over, the most intense activity everywhere displayed in enterprises requiring prodigious quantities of iron. Railways of colossal magnitude are projected. . . . The growing scarcity of timber is compelling the use of iron in buildings; bridges of wonderful size and strength; huge ocean steamships; barges and boats for lake and river traffic; churches; cars, and thousands of minor articles of every shape and size. . . . The time has come when scientific research is to assume its true position - the day of "sheer force and blind stupidity," whose only protection is a high tariff, has gone forever . . . the physicist, the geologist and mineralogist; the chemist, the engineer, are as essential to success as the [blast] furnace itself. . . . There is no merely practical man, no matter how varied may have been his experience, or how long his practice, that will not benefit from the results of scientific investigation. That there is a growing sense of the importance of having thoroughly prepared scientific men in every department of business is evidenced by the institutions [of learning] that are springing up in different quarters, provided with

Simulation of nonlinear grinding systems is discussed in the context of the size-discretized batch-grinding model. A linear approximation of environment-dependent (or nonlinear) selection functions is postulated for systems which exhibit feed grinding orders less than unity. For this, a convex linear combination of zero and first-order selection function forms is used to obtain an analytical solution that can be used for simulation. An example in which marked nonlinear behavior occurs is rod-mill grinding. Accordingly, a series of grinding experiments was carried out in a batch laboratory rod mill to test these techniques; agreement between experiment and the model was found to be very good. Recently, significant progress has been made in the simulation of linear grinding systems by using a population balance mathematical model. Herbst and Fuer-stenaul presented a parameter estimation scheme that can be used with the size-discretized batch-grinding model, and Gumtz and Fuerstenau3 have extended these techniques to the simulation of locked-cycle grinding. Grandy et aL." summarized the simulation of linear systems and noted important alternate solutions to the batch-grinding equation. Kelsall et a1.'-" discussed the dynamic simulation of linear batch grinding, as well as linear open and closed-circuit grinding. In all of these, the key word is linear, which certainly restricts the engineer trying to simulate a variety of grinding systems. This paper discusses an approach for the simulation of non-linear grinding systems, particularly those which exhibit grinding orders less than unity. Experimentally, dry rod-mill grinding is used to evaluate the technique presented. Batch Grinding Model The size-discretized batch-grinding model has been discussed in detail by Mika et al.'.' and by Herbst and Fuerstenau,' and therefore, will only be briefly developed here. The model is formulated by making a differential mass balance of each size fraction in such a manner that the equation parameters are precisely defined in terms of selection and breakage functions,' which can be either calculated'.' or estimated1 from experimental data. The model is phenomenological because it averages all stress-application events in the system and, therefore, does not distinguish the manner in which individual particles are stressed.' For this average environment, the resistance of all particles in a size fraction to breakage is defined by that size-frac-tion's selection function; and when fracture occurs from an average event, the breakage product size distribution is defined again by that size-fraction's breakage function. The model is deterministic and is derived in terms of a continuous time variable and a discretized size variable,' i.e., the n mass fractions associated with the n defined size intervals (see Table 1 for nomenclature).

INTRODUCTION Ideally, this paper should start by citing examples of slope failures in open pit mines during earthquakes. I do not know of any such examples, although - since my search of the literature has not been exhaustive - such examples may well exist. However, there certainly are many examples of devastating earthquake-induced landslides, and there is no reason why such landslides cannot occur at large open pits. Moreover, many of the actual earthquake-induced landslides have seriously affected mining operations in one way or another. Hence, this paper will treat earthquake-induced landslide phenomena in general, in the hope and expectation that the reader can apply this general knowledge to the specific problems associated with open pit mining. Ultimately, of course, the aim is to predict the likelihood of the occurrence of earthquake-induced landslides, and to delineate steps which can be taken to minimize the possibility of their occurrence. These aims can be achieved only imperfectly at the present time, for our knowledge concerning earthquake-induced landslides is still in an embryonic stage. Nonetheless, much useful knowledge does exist. In order to understand and apply this knowledge, it is necessary to: 1. Review the nature and extent of actual earthquake-induced landslides; 2. Have a grasp of the basic terminology and concepts of seismology; 3. Study the fundamentals of probability-based seismic risk analysis; 4. Appreciate the way in which earth materials behave during earthquake loadings; and 5. Have a general knowledge of the methods currently available for analyzing the dynamic response of slopes. Much of this paper is devoted to this necessary background. Information of practical use in connection with various classes of slope stability problems is assembled in the final sections. LANDSLIDES DURING PAST EARTHQUAKES Almost every earthquake in mountainous country, strong enough to be reported in the literature, has caused at least some landslides and rockfalls. Chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganous oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were dificult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexities of the reactions, and the possible mechanisms were discussed. Then three manganif-erous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides. One of the unsolved problems challenging Minnesota's mining industry is the development of an economic process to utilize the manganiferous iron ores of the Cuyuna Range. Although these ores constitute one of the major domestic reserves of manganese (estimated at 432 million tons'), their grade is too low for them to be mined solely for manganese. The nearly exclusive dependence of the U.S. steelmaking industry on foreign manganese ores has stimulated research over the years in treating the low-grade Cuyuna ores. As a result, a number of processes have been proposed.'-' Among these processes is chlorination. Chlorination is the high-temperature conversion of metallic oxides to chlorides by either chlorine or hydrogen chloride gas, or by solid chlorides of sodium, calcium, or magnesium. The metallic chlorides are then recovered by either vaporization or leaching. Although chlorination is an old art, it has become popular in recent years for the recovery of such new metals as titanium, zirconium, and niobium; for the removal of impurities like copper, lead, and zinc from pyrite cinder for ironmaking raw materials;' and for the segregation roasting of coppera and nickel' ores. Equilibrium studies on the extraction of nickel and cobalt with kerosine solutions of naphthenic acid have shown that an exchange extraction reaction occurs at pH 5.5. The nickel/cobalt separation factor is constant at 1.8 for constant total metal molarity and varying nickel/cobalt ratios. The separation factor decreases with increasing total metal molarity in the organic phase beyond 0.2 M and also decreases with increasing temperature. From the equilibrium data, it has been possible to derive a mathematical model for the separation of nickel from cobalt by exchange extraction in multistage systems. Experimental data from a continuously operated multistage mixer/settler apparatus has shown a reasonable correspondence with computer-calculated data. The effective separation of nickel and cobalt in sulfate solution remains a problem in hydrometallurgy and the hope that this would be solved by solvent extraction has not yet been fulfilled. With chloride solutions, advantage may be taken of the ability of cobalt to form anionic complexes with the chloride ion. It can then be readily separated from nickel, which does not form stable chloro complexes, by extraction with a suitable long chain amine. However, in hydro metallurgical operations, sulfate solutions are generally obtained in which no extractable anionic species are present. Thus, the possibility of using cationic extractants must be considered, and in this paper attention is directed to the use of carboxylic acids. The method of separation studied has been termed exchange extraction, which involves replacement of a metal in the organic phase with a more acidic metal in the aqueous phase. Thus, (BR2).+ (Az+)aqt=(AR,).+ (B2+)aq (I) where metal A is more acidic than metal B, R represents the acidic radical derived from the acid RH, and the subscripts e and aq refer to the organic and aqueous phases, respectively. Ashbrook and Ritcey' have used this method for the separation of cobalt from nickel using the sodium salt of di-2 ethyl hexyl phosphoric acid, which preferentially extracts cobalt. Some nickel is coextracted, and this is removed by exchange with cobalt ions in the feed solution by suitable countercurrent operation in a pulsed column. Much work has been carried out by a number of workers in Russia on the general use of exchange extraction for the separation of metal ions using car-boxylic acids. Gindin et aL a have demonstrated that this technique could be applied to the separation of nickel from cobalt using a C--C. carboxylic acid and have applied the technique to the production of high purity cobalt solutions for electrolysis. Further worka was concerned with the development of a process for the separation of nickel from cobalt in a pulsed column. This system permitted the separation of iron and copper from nickel and cobalt in one system. The procedure involved center feeding with acid backwashing at the top and alkali addition lower down the column. Thus the system operated under a pH gradient and the metals were distributed in the column in the order of their basicities. A similar application was studied by Gel'perin et al,4,5 for the removal of copper and iron impurities from a nickel anolyte by means of a C10-C,12 fatty acid fraction. Ginden et al,' and Fletcher and Wilson' have studied the effect of pH on the extraction of a number of metals with carboxylic acids. These studies showed that metals such as iron, copper, lead, zinc, nickel cobalt, and manganese are extracted at pH values close to the pH of hydroxide precipitation. Nickel is extracted at a slightly lower pH than cobalt and thus the nickel/cobalt separation factor has a value not much greater than 1. More basic work on complex identification has been reported by Fletcher and Flett: by Tanaka; and Jay-cock and Jones." These studies have suggested that at low loadings in the organic phase, the nickel and cobalt carboxylates appear to be dimeric and solvated by free carboxylic acid molecules. As the concentration of metal in the organic phase increases, the complex changes and larger polymeric species are formed. Each year during the AIME Annual Meeting, the MBD Division has its Business Meeting. Because many members cannot attend, it has be- come policy for the secretary of the Division to present highlights of the business conducted at the Meeting in Fine Grind. This year the Meeting was held on March 1 in the Americana Hotel. Five major items of business were brought up for discussion. These were: (1) the proposed name change for the Division, (2) institution of the Taggart Award, (3) a name change for a Unit Committee, (4) MBD funding of scholarships, and (5) authorship of Fine Grind articles. The Matter of What We Should Call Ourselves A lively discussion was held on the issue of a name change for the Division. Two names have been proposed: (1) Mineral Processing Division, and (2) Mineral Engineering Division. A number of strong reasons for changing the name from Minerals Beneficiation Division have been pointed out. Perhaps the most important of these is that the term "beneficiation" does not describe all of the functions that engineers in our Division perform. Further, there are inherent problems associated in the term, in that beneficiation is a long word which has the twofold disadvantage of being both difficult to pronounce and difficult to spell.

INTRODUCTION An understanding of the role of water in controlling the stability of rock masses is central for a rational approach to the subject. The presence of water can hinder mining opera- tions in two ways: 1. excessive discharge 2. excessive pressure It should be noted that if the rock mass is very tight, excessive pressures can exist without large discharges. Alternatively, if abundant water is available and the rock mass is open, then substantial discharges can occur under quite small pressures. The problems associated with excessive discharge are usually well understood by the mining engineer. Vehicle mobility is inhibited, some areas are flooded and hence become inaccessible; at best, a costly nuisance exists. The methods of solving these problems are also well-known to mining engineers. They generally involve tapping the source of the excessive discharge and channeling it away in such a manner that any hindrance to the mining operation is minimized. The effects of water pressure on the stability of rock masses are less obvious and the following will be devoted solely to this aspect of the problem. The manner in which water pressures enter into the consideration of stability is made clear by an understanding of the concept of effective stress. THE CONCEPT OF EFFECTIVE STRESS The simplest mechanical model for the problem of rock slope stability consists of a rough, rigid block sliding down an inclined plane under the influence of gravity. This is illustrated in [Fig. 1]. The down-slope component of the weight of the block tends to produce movement which is resisted by the shearing force generated by friction along the base of the block. Slope stability has now become a practical tool in the design and operation of open pits. The selection of slope angles is a critical decision that can have far-reaching effects on the accumulated cash flow and the overall profitability of a mining project. Slope failures can now be dealt with in a number of ways. Two methods - the total removal and the partial unloading of a failing zone-have been practiced for many years. However, with the refinement of monitoring techniques, open pits can now learn to live with a slide and even turn a potential loss into a gain. There are various techniques, such as presplit blasting, drainage systems, and artificial stabilization, which can be applied immediately in an existing open pit to improve the stability of the pit slopes. The technology of slope stability will play an important part in the future mining of low grade, previously marginal orebodies, which will have to be exploited if the mineral needs of the world are to be met.
