For many years large mining companies were able to finance nearly all of their capital requirements from internally generated funds. However, during the last decade, funds needed for capital expenditures, dividends, and scheduled debt retirement have grown faster than cash flow. As a result the minerals industry has had to rely increasingly on other sources of funds. Getting the capital for new mining projects is a challenge, particularly for smaller companies. New methods of financing and new variations to old methods have been developed and more are needed. Commercial banks are short-term lenders. By policy their loans are limited to low risk loans-those made solely on the borrower's general credit, and secured loans where cash flow is sufficient to provide repayment within a comparatively short term. To maintain liquidity, banks prefer to make loans of less than seven years' term. If a longer loan is needed an insurance company or pension trust may take the long-term part.

The emission of firedamp from the strata surrounding active workings of longwall coal faces normally follows a cyclic pattern associated with the mining operations being carried out on the face. Mining a coal seam disturbs the uniform distribution of overburden weight such that the working is enveloped by a region of high stress, both above and below the seam, advancing with the coal face. There is a decrease in stress as the strata is relaxed following the passage of the face (1). The paper describes experimental results obtained during the initial investigations of a study intended to examine the permeability of samples of coal measure strata under various triaxial stress conditions. Several investigators have studied the effect of stress on the permeability of rock, usually in the field of oil reservoir engineering. Two general lines of approach are evident. One used by among others Fatt and Davies (2), McLatchie et a1 (31, Brace et al (4) and Gunther (5) was to subject a rock sample to hydrostatic pressure. Gas or water would be passed through a sealed core mounted inside a high pressure hydraulic bomb. The second approach, favoured by Wilhelmi and Somerton (6) and also by Gray et a1 (7) was to employ a so-called 'triaxial' state of stress. Here radial confining pressure and axial stress are applied independently. The permeability is measured in the direction of the axial load. With the exception of Gunther who tested coals and Brace et a1 who tested a granite, the rocks used have been sandstones with permeabilities generally appreciably higher than British coal measure rocks.

The practice of roof bolting in WORLD-WIDE mining activities is very well-known, having been used extensively for over 50 years. The theory of roof bolting, however, is extremely complicated, and only recently have investigators attempted to explain the theory. Various means of stress analysis have been utilized in rock mechanics, most of which reduce rock to an isotropic, homogeneous medium that can be easily analyzed. One of the indirect research methods is the photo-elastic technique, the theory of which is widely known and needs no elaboration. This technique has been used extensively to examine the state of stress around underground openings of various shapes in certain types of strata, and under various loading configurations.'-" In-Situ Mine Roof Trusses The photoelastic technique was employed here to evaluate the state of stress above a mine opening where support is provided by the in-situ mine roof truss. This support configuration, shown in Fig. 1, has gained popularity in recent years, particularly in mines with bad roof conditions." To the authors' knowledge, no scientific determination has been made of the advantages roof trusses may offer over conventional bolting configurations comparable to roof trusses. Ordinary mine roofs usually sag or bulge downward soon after mining. Normally, after some movement the roof begins to stabilize, but the face of this bulging mine rock is usually in tension and will almost always fail unless supported. Because rock fails easily in tension, it is desirable to "preload" the roof, that is, to impress a compressive force on the mine roof to prevent bulging and subsequent tensile failure. Ordinary rock bolting installations, particularly if the bolting is perpendicular to the mine roof plane, do not produce a preloading effect. Although bolting installations squeeze the strata together and produce a beam effect desirable for support, they do not have the advantage of actual uplift. They pull down at the anchorage point with a force equal to the bolt tension which sometimes causes a separation in the plane of the anchorage detrimental to roof strength. In-situ mine roof trusses require the installation of steel tension rods in the roof of the mine much the same as conventional roof bolts, except that the rods are arranged to produce a stress pattern above the upper surface of the opening similar to that of a prestressed beam. The roof rock acts to transmit the compression force. The simplest form of truss consists of two steel rods anchored to the back of holes drilled at an angle of approximately 45 over the mine pillars. These rods are collared near the middle of the room, and the lower ends of the rods are connected by tie rods and turn-buckles. Used in this manner, a small-diameter steel rod can provide essentially the same support as a wide-flange steel beam. By tightening the turnbuckles, an uplift on the roof can be produced. Objective of the Investigation The objective of this investigation was to determine qualitatively the state of stress that exists above a mine roof after the installation of the in-situ mine roof truss vs. that of two angle roof bolts, hereafter referred to as "roof bolts," drilled and placed in the same configuration, that is, 45" above each pillar and connected together in the middle of the room by a bearing member such as a steel beam. Each state of stress was to be identified, insofar as possible, as compression or tension above the mine opening. Model Construction A photoelastic model of a mine opening was coil-structed from -in. thick PLM-4B birefringent plastic and was machined to specification shown in Fig. 2. The dimensions of the opening were chosen to simulate a width-to-depth ratio of 3 to 1. Two % -in. holes were drilled at 45" angles, as shown, to provide for the loading devices. After construction, the model was annealed at 240°F to remove stresses produced during machining.

For the past several years, USBM has conducted laboratory and continuous process development work on the weathered mica pegmatites ores of Alabama, Georgia, and North Carolina to determine the feasibility of recovering commercial-grade mica concentrates by flotation. The research has resulted in the development of two processes for flotation of mica: 1) an acid-cationic method for recovery of coarse mica and 2) an alkaline-anionic-cationic method for recovery of fine mica. The research indicated that the two processes may be effectively utilized separately or in combination for flotation of mica from weathered pegmatite ores. This report summarizes the process development work, and demonstrates the feasibility of producing commercial-grade concentrates with a high recovery of the contained mica. Mica mining in the United States is confined largely to pegmatites and schists in a few well-defined areas. The largest region extends from central Virginia southward through western North and South Carolina, northern Georgia, and east-central Alabama.'" Whereas in western North Carolina, these pegmatite dikes are weathered to only a shallow depth, they are deeply weathered in the Carolina Piedmont and in Georgia and Alabama. Particularly in Georgia and Alabama, mica is found in the decomposed slates and schists adjacent to the pegmatites, and in deeply weathered granites. Most flake mica is obtained as the major marketable product by crushing and milling pegmatites4 To a lesser extent, mica is produced as a byproduct of feldspar" and spodumene. Past research by U.S. Bureau of Mines (USBM) has developed two methods for mica flotation. One method utilizes acid-cationic flotation for recovery of mica.' This method requires thorough desliming of the ore with consequent fine mica losses. The other utilizes an alkaline-anionic-cationic process for recovering fine-size mica from pegmatite ores after desliming sufficiently to remove clay materials but not so drastically as to remove the fine mica.8-18 The latter process has also been successfully applied to a micaceous schist ore from California.' This report summarizes the results of these research studies. Both of the flotation processes developed by USBM have been adopted by the mica industry and are being commercially utilized separately and in combination for flotation of mica from weathered pegmatite ores. An invitation to address you on the occasion of the one-hundredth anniversary of AIME represents an honor, a challenge and an opportunity: an honor that you judge me worthy; a challenge that I present to you a picture of extractive metallurgy in the years ahead that contains some ideas of value; and finally, an opportunity for me to express some deeply felt beliefs about our profession and our industry. My topic concerns the technology of metal production in the future - the processes, new and old, that will be used to extract metals. The nature of these processes will be shaped by many forces - some technical, some economic, some political or social. A forecast of future technology must recognize the role of each of these forces, and I have endeavored to do this in the analysis that follows. In brief, my outline consists of an analysis of the forces (perhaps better called "problems") that will influence the future of our industry, followed by consideration of likely lines of technological development to meet them. Let me dwell for a moment on the nature of this industry and the profession that serves it. I have been engaged in the profession of extractive metallurgy - teaching, researching and consulting - for 30 years. I have always found the subject stimulating and rife with challenges of a scientific, engineering, economic and socio-political nature. It is a big subject - it encompasses most of the elements of periodic table; we measure the U. S. production of six metals in millions of tons per year; new plant costs range to $100 million and more. The supply of metals from our extractive plants plays an essential role in our modern industrial economy. We could do without DDT, or phosphate detergents or 300-page Sunday newspapers; we cannot do without a huge and increasing supply of metals. The Basic Goal of Extractive Metallurgy Understanding of some basic forces that shape this industry can be gained by consideration of the question: What determines the utility of metals to man? We think immediately of the inherent properties of metals - strength, ductility, electrical conductivity and so forth - but these tell only part of the story. In many engineering structures, the mechanical properties of large volumes of rock must be considered. Typically, such properties are assumed to be the same as those of small laboratory samples, although it is clear that the laboratory samples do not contain the joints, faults, and other natural planes of weakness of the rock mass. A cheap, convenient testing procedure is needed with which the engineer can more accurately assess the strength and elastic properties of natural jointed rock. As a first step in this direction, a test has been developed capable of determining mechanical properties of large samples in their natural undisturbed state. In the present paper, some preliminary experiments on relatively unjointed material are described. Numerous attempts have been made to measure the deformation modulus of rock masses with varying degrees of success. Rocha (1), Grimm (2), and Alexander (3) have placed flat jacks in a slot in the rock and measured the pressure required to deform the slot. Bonnechere (4) has grouted large flat jacks in granite masses and performed similar experiments using a variety of strain measuring techniques. The U. S. Bureau of Mines has conducted radial jacking tests in which a uniform radial stress is applied to the inside of a tunnel of circular cross section and radial deformation is measured by extensometers located at various depths in the tunnel fall. Plate jack tests (Rocha (5), Shannon and Wilson (6)), pressure chamber tests, and cable jacking tests (Zienkiewicz and Stagg (7)) have all been used to determine in-situ deformation modulus. Several bore hole techniques have also been used to measure rock deformation. These include bore hole jacks (Goodman (8)), bore hole dilatometers using expandable membranes (Menard (9)) and bore hole penetrometers. Most of the above tests except the radial jacking test have an unknown stress distribution and require considerable approximation to calculate a deformation modulus. These approximations include the use of elastic theory for solutions of rigid plates, thick-walled cylinders, etc., and determination of values for Poissons

Never having done it before, it took us all day and until 11 at night to select and pack for a four-day back- pack trip up Lake Chelan last month. When we were through, we couldn't lift our own pack and Sylvia's, OUT spouse's, we barely managed to budge. Nevertheless, the next morning we were at the dock to board the Laldy of the Lake for the 3 ½ -hr boat trip to Lucerne. Our dress and accouterments creating the appearance of a veritable expedition into the wilderness made a sharp contrast with our fellow passengers, a senior citizens tour group from Spokane. We had come out to Seattle for the SME Fall Meeting and were taking advantage of the occasion for a vacation trip back to Lucerne and Holden where we had lived briefly 25-years ago, and a backpack trip up Railroad Creek from Holden to the Glacier Peak country, weather permitting. No matter what you say, weather is important, and this is one of the ingredients that went into making the SME Fall Meeting and Exhibit in Seattle, September 22-24, a thoroughly delightful experience for the 700 plus persons who attended. Seattle is a beautiful city, but with late September sunshine, which we experienced, it is the best. The second ingredient, is a swinging host committee. Under the leadership of Don Anderson and Tom Van Zandt, co-chairmen, and Mrs. Cecilia Reed, Ladies Program, superb hospitality and fine arrangements were blended. Earl Beistline, from Fairbanks, organized a two-day short course on arctic operations which preceded the meeting and drew an attendance of 44. Dick Robbins, in charge of arrangements, provided Masters-at- arms for technical sessions and a presentation of the colors by the U.S. Coast Guard at the Welcoming Luncheon. Eric Cheney's field trips ranged far and wide with events both before and after the meeting. David (Jeff) Kroft, capably managed audio-visual operations with a group of students from the University of Washington. Charles Hochmuth worked long, hard and effectively before and during the meet- ing on finances. Hank Reed, managed an authentic three-ring circus as Entertainment Chairman. His activities covered two cocktail receptions for all registrants and a dinner-dance. Dolph Campbell and Joe Hackbarth provided publicity by press and TV (see p. 37-40). SME's meetings have certain characteristics and possibly not all of these are known to everyone. The first of these is the deliberate involvement of the AIME Section in the area of the meeting. Most trade shows and conventions are run 100% by a professional staff and although SME staff could also do this, it has been our experience that a more friendly and better meeting results when the local members apply their talents. Actually SME only considers a site for a meeting after it has received an invitation from a Section. The knowledge of local conditions which Section committeemen bring to a meeting is of great value.

Introduction When one thinks about world metal economics today, it seems to me he must go beyond the traditional factors such as exploration, discovery, economic feasibility of development, management, labor, and the application of technology. These elements have been and will continue to be very important, of course, in making available the resources that experts believe the world will require during the remainder of this century. There are, however, some new forces as well as new or different emphasis on some of the old factors that could materially affect the development of the world metal mining industries. For example, in my own company two of the most significant considerations affecting our economics today have to do with foreign political decisions and with environmental concerns here in the U. S. -both of which play a far more significant role in our economic considerations than they did as recently as 10 years ago. After a brief look at some historical data and some projections of probable future demands for the world's major metals, I shall then identify and comment upon some of the factors that I believe will have an increasing impact on the future of the economics of our industries. I do not have any magic solutions to the problems we will face; nevertheless, we in the mining industries of the world are going to have to cope with these matters and find satisfactory answers to the problems they will create. The Past Although the age in which we live has been described as the atomic age, the space age and the computer age, we are, in fact, living in a metals age, and we have lived in a metals age for a very long time. The discovery of copper smelting, for example, is placed at about 4000 B.C. Gold was used in a primitive way before that. Other metals - lead, silver, tin, iron and mercury - were discovered and used before 2000 B.C. In all probability, we will be dependent upon metals beyond the vision of anyone living today. In industrialized nations of the world, man's mode of living is based to a great extent on metals, and it is extremely unlikely

Mill design of the past will not necessarily dictate mill design of the future. There have been many advances and changes in the last few decades, many of which have been extensive and remarkable. Almost certainly, there will be still greater changes in the near future. Minerals beneficiation, for example, as it relates to future mill design, is likely to experience the greatest progress. Gravity separation, though one of the older arts, is in a continuous state of refinement. Flotation, having celebrated its 50th anniversary in 1961, has yet to be surpassed in its contribution to the art of mineral dressing. Ion-exchange, too, will flourish.

Cesium metal isn't on the government's list of priority materials for stockpiling, but it may be getting a big lift in that direction. Both the National Aeronautics and Space Administration (NASA) and the Atomic Energy Commission (AEC) have committed themselves to a long-range research program the outcome of which may boost annual domestic production to 37,000 lb by the year 2000. This would represent a sixfold increase in cesium consumption over the figures reported in 1968. To accomplish this dramatic increase, there must he some equally dramatic breakthroughs. Recent research efforts designed to shake the metal from its lethargic status in world markets have been concentrated in the areas of ion propulsion, thermionic power conversion and magnetohydrodynamic (MHD) power generation. The activities in these areas, all of which attempt to make use of cesium's unique properties, may lead to a practical method for converting nuclear energy into electricity and a cheaper and more effective alternative to liquid propellants used in long-range space flights.

The following quotation is from "Guidelines for evaluation of undergraduate curricula in geological engineering, mineral processing, and mining engineering" prepared by the Committee on Education of SME of AIME. "The objectives of the Engineers' Council for Professional Development (ECPD), as delineated in its constitution, are: (a) To promote and advance all phases of engineering education with a view to the promotion of the public welfare through the development of the better educated engineer and engineering technician." (Italics added.) The problem is that no one has as yet seriously developed a method of supplying engineering technicians. There were great hopes that the expansion of junior colleges would help satisfy this need. Sadly, they have not; and it appears they are unwilling or unable to supply the need for mineral engineering technologists. Apparently, the junior colleges cannot afford staff for such courses, even when the colleges are located in mining districts.

A comprehensive survey is made of the status of the asbestos industry as it relates to marketing the product. Included are descriptions of the various types of asbestos and the grading and classification systems used. The uses of asbestos, distribution practices, and types of ore bodies are all related to marketing. World production, the producers and their capacities and world consumption for 1966-67 are summarized and statistical data are included. Asbestos is a general term describing a family of fibrous minerals of the serpentine and amphibole mineral groups. Asbestos has a long history going back to the time of the Egyptians, when it was used as a lamp wick. The commercial mining of asbestos started in Canada, Russia, and Africa in the 1800's, and the first asbestos products were made in Italy and Russia. The five main types of asbestos are: chrysotile, accounting for 95% of the total mined, amosite, crocido-lite, anthophyllite, and tremolite. Canada, Russia, and Africa are the major producers of asbestos. The commercial utility of asbestos was at first based on the heat resistance of the fibrous mineral in the form of packing, at the start of the industrial revolution. Its current utility is based more on its ability to reinforce binders such as portland cement, rubber, and plastics. Its inertness to the chemical nature of most binders is unique. Most important is its ability to maintain its reinforcing utility when the product is exposed to weather and soil conditions as in asbestos cement boards and pipe, and heat, pressure, and chemical exposure as in brake linings and gaskets and packings. The mineral asbestos is also unique because its fibrous form permits it to be spun and woven to cloth or formed into paper. Many asbestos applications are critical to national defense and at the present time, there are no satisfactory substitutes. Grading and Classification Canadian chrysotile asbestos fiber is graded and priced by length since basically the longer the fiber the higher the utility. The Canadian asbestos industry does not, however, classify the fiber by direct length measurement, but by a dry screening test. The method is called the Quebec Standard Screen (QS) test. One pound of fiber is mechanically shaken in four vertically stacked sieve boxes. The relative proportions remaining on the sieves defines the grade. The longer the fiber, the larger is the amount that stays on the top coarse screens and the less on the lower, finer mesh screens. Other tests can be used to further define the length distribution of fiber such as the wet screen Bauer McNett and the Suter Webb Comb (3 group only). The Canadian grading system divides the milled fibers into 5 main groups: group 3, 4, 5, 6, and 7, with 3 group being the longest, and 7 the shortest. Each group is further divided to subgrades, identified in each group by the letters A to Z, with "A" the longest and "Z" the shortest. See Appendix 1 for the Canadian QS classification system. The Russians also use the QS test on chrysotile. The Africans classify their chrysotile into grades similar to Canadian. The African crocidolite and amosite, however, are classified into actual length groups such as l to 2 in. and 2 to 3 in. Amosite and crocidolite are generally longer than chrysotile but also more brittle. Milled asbestos is not composed of staple length fibers like fiber glass or cotton, but of a mixture or blend of fibers ranging from long to short. Milled asbestos has a fiber length distribution similar to the particle size distribution of a powder. For example, the longest group 3 chrysotile grades have a high percentage of the longest fibers (1/2 to 3/4 in.) and low percentage of short fibers (0.003 in.). The figures in Table 1 give the approximate length distribution of the longest, middle, and shortest groups. A second and further method of classifying fiber is the degree to which the fiber bundles are separated to form a larger number of smaller diameter bundles. Materials may be dredged, processed, stored and loaded for shipment at a single site in water depths ranging from 250 to 1200 ft. Solution mining may also be accomplished in deep sea situations. And, open air subsea mines with direct surface access may be developed and worked under the ocean floor. These concepts for deep sea mining are the results of extensive testing of individual components of the proposed systems by Dravo Ocean Structures, Inc., a subsidiary of Dravo Corp. A basic structure in these systems is the articulated platform. The platform consists of a gravity- type base and a buoyant cylindrical column which is constructed at an onshore location, towed to the offshore site and installed in a matter of days without use of heavy equipment. The base is also buoyant for towing purposes. This allows for gradual flooding to the point of negative buoyancy for positioning and anchoring to the ocean floor.

Risk for most mineral investments is greater than that of average business ventures, because the physical and economic characteristics of the mineral deposit are never known with certainty. Inasmuch as the merits of a potential mineral investment cannot be fully appraised without consideration of the impact to the investor of the possible unfavorable events associated with the adoption of the project, methods of risk analysis are important in project evaluation and investment selection. The conceptual framework for risk analysis and the means by which some of the recommended practices might be implemented are examined. In addition to the normal business risk due to market forces, the physical and economic characteristics of the mineral deposit are never known with certainty, for only partial or indirect information is available, such as data from drill cores or surface and underground workings. Consequently, risk for most mineral investments is greater than that of average business ventures. Inasmuch as the merits of a potential mineral investment cannot be fully appraised without consideration of the impact to the investor of the possible unfavorable events associated with adoption of the project, methods of risk analysis are important in project evaluation and investment selection. This paper examines the conceptual framework for risk analysis and means by which might be implemented some of the recommended procedures. Utility Theory A discourse on risk and its impact upon investment selection quite often leads the reader into the concept of utility theory, for utility theory is a device constructed by economists to measure the satisfaction an individuai receives from a good; in the case of investment analysis, that good is the outcome of an investment. It briefly is reviewed here to describe the reaction of the individual to risk and as a stepping stone to other techniques more suited to risk analysis at the level of the firm. Utility theory proposes that an investor possess a utility map (curve), such as indicated in Fig. 1, which indicates the value in utiles of potential monetary rewards to an individual with some specific endowment of resources. Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

Paradoxical is the word. The coal industry, despite reach- ing a 22-year high in production (590 million tons), has been tagged as having its back to the wall vis-a-vis its valiant attempts to quench the nation's still unabated craving for coal. What must be even more reassuring to the industry, infected once with rumors of a uranium takeover, is a nation's almost insatiable appetite for electricity. Between 1967 and the summer of 1970, utility stockpiles were being gobbled up, diminishing to 79% of the January 1968 level.

For the past year, MBD has been engaged in a lively discussion on a name change for the Division. To complicate things, more than one name change has been proposed! There has been much discussion on the subject, as anyone who has attended the Annual MBD Business Meeting or read [jE] knows. The position of many of our members is well known. There is, however, one group that has not been heard from. These are the future members-the present students and those even younger who are yet to elect our profession. As one who has traversed the academic-industrial interface several times, I think I am qualified to speak for this group. Before going further I think it wise to state unequivocally that our Division should adequately represent our profession. The whole profession is just too small to chop into a plethora of pieces: "I'm not a mineral processing engineer, I'm an ore dresser-well, actually, I specialize in comminution, specifically in grinding, mostly in autogeneous grinding-primary autogeneous grinding that is-and my 'thing' is really iron ores, taconites, mind you!" Enough to confuse even those that keep the faith, and certainly we can't build a profession on such narrow pieces. Either an employer can hire a professional who knows the entire profession or he can't. As more and more companies search out opportunities in the mining and metallurgical fields and as environmental considerations bring into question even our technically well proven processes and procedures, there is a greater need than ever be- fore for a well-rounded mineral processing engineer well versed in all of the process possibilities. What is needed is one who can take an ore-or municipal trash for that matter-and produce there from a valuable product by the most appropriate means. It doesn't really matter if this is done physically, chemically or thermally.
