THERE is very little useful material in the litera-ture on the construction of manometers, so each experimenter must devise his own instrument. I have experimented for a number of years and have finally built one that is satisfactory. If we are to obtain accurate friction factors in mine-ventilation problems we must use accurate instruments. The most simple and convenient instrument for the mea-surement of small pressures is the inclined manometer or U-tube. By changing the angle at which the tube is set, any desired magnification of the pressure reading may be obtained. The first question in regard to the manometer is: What liquid shall be used? Alcohol, in my opinion, is the best. It does not cling to the glass and it does not attack the rubber tubes. The next problem is the setting of the instrument at the proper angle. One method is illustrated in Fig. 1. The base plate AC is made horizontal by a level bubble. The plate AB, which carries the U-tube, is hinged at A. The angle z which AB makes with the horizontal may be made any value by pinning the end B at the calculated position on the arm CD. Such an instrument may be designed to read directly in inches of water if a liquid of constant specific gravity is used. If the specific gravity varies, a calculation is necessary to convert the reading into inches of water.

10.5-1. Introduction. In the not-too-distant past, maintenance and the facilities for maintenance were considered a necessary evil to be given only secondary consideration in the development and planning of a surface mine operation. With the increasing sophistication of mining equipment and machinery, this concept has been replaced; and today's mine managers recognize that planning for adequate maintenance facilities is as important to a successful operation as a sound mining plan. This chapter will present the basic maintenance facilities and the fundamental considerations necessary to meet the varied requirements of surface mining. 10.5-2. Determination of Shop Facilities. The size, shape, and extent of maintenance facilities are contingent on the general mining plan, the location relative to outside facilities, and to the available capital. The type of construction employed is dependent on climatic conditions and preference. HAULAGE SYSTEMS. The type of haulage equipment used will dictate the kind of shops needed. Truck haulage requires entirely different facilities than rail haulage. Some mines will employ both systems, and can include hoists, skips, or conveyor belts in combination with locomotives or trucks. The requirements of each type will be discussed. MAINTENANCE ORGANIZATION. The pre-planning decision as to centralized maintenance vs. area maintenance, or a combination of both, will greatly affect the maintenance facilities required. A single pit with relatively short travel from shops to pit will probably have a centralized maintenance system. TWO or three years ago there were submitted to me some reports of tests that had been made on a semi-oxidized ore of silver looking to its treat-ment by combined flotation and cyanidation, together with a sample of the ore, with a request that I check the tests and confirm them, if possible. These tests had been made by a machinery-supply house and with them was a flow-sheet for a proposed mill, with full details of equipment to be used in the mill. The limited data on which this was based at once attracted my attention and have caused me from time to time to put various groups of students at work to develop simpler methods of obtaining data, which it appeared should be at hand and could be obtained by simple tests before attempting to treat these ores commercially. A brief discussion of the working out of such methods may be of interest and may contribute somewhat to the de-velopment of better testing methods for the small operator who has not at his command a staff of metallurgists. Of several tests on samples of varying assay and mineralogical composition, by cyanidation alone, by flotation alone, and, by combinations of the two, the following report was perhaps the most complete and may well serve as a typical example: METALLURGICAL TEST REPORT Silver Mines Co. Semi-oxidized Ore Procedure: Ore ground to 65 mesh, given flotation treat-ment using pine oil and potassium xanthate. Flotation tailing was thickened and given cyaniding agitation in solution strength of 5 lb. cyanide per ton and 2 lb. lime per ton.

Mine resistance is the proportionality constant relating the head generated by a fan and the quantity flowing through it when the fan is connected to a mine circuit. CURRENT widespread applications of aluminum in such industries as transportation, mining, and construction would have amazed the early proponents of its use, including Napoleon III, French Emperor Batik ill the middle nineteenth century, when aluminum was a precious metal, Napoleon had visions of making his army light and mobile through the use of aluminum for gun carriages, helmets, canteens, sabers, and similar articles. Whereas the emperor failed in his objectives, the modern Napoleons of industry have .been successful, and today aluminum finds its greatest applications wherever there is mass ill motion. Its lightness has made possible such modern marvels as the Union Pacific streamline trains, the Boeing and Douglas giant airships, and up-to-date mining equipment such as the new Calumet and Hecla mine skips.

The Freeport Sulphur Co. built a portable crusher in 1944 that solved a problem that none of the crusher manufacturing companies contacted were able to do. Two of these crushers have now been in service for 6 years, giving satisfactory service in handling a million tons per year, and having a capacity of over 2000 long tons per 8-hr shift. These machines reduce ton size blocks of sulphur to 12 in. and also feed the conveyor system at the rate of 350 long tons per hr per machine.

MUCH has been published on the general subject of metal mine ventilation but, so far as I can discover, few specific data on selection of fan equipment to meet the requirements of a given mine ventilation problem are available. This article is intended to point out some of the more important considerations which influence the selection of such equipment. It will be assumed that the mine operator is able to determine the quantity of air which is necessary in the various parts of his mine to produce the required results and the pressure in inches water gage needed to circulate this quantity of air through the mine. There may be instances in which this assumption is not justified, but the fact remains that, with proper engineering talent, these data can be approximated sufficiently close for practical purposes.

USE of oxygen in metallurgical operations was investigated by a committee of unusually able engineers more than ten years ago. A record of their work appeared under the title "The Use of Oxygen or Oxygenated Air in Metallurgical and Allied Processes," Serial 2502, Report of Investigations, U. S. Bureau of Mines. Shortly thereafter the A.I.M.E. published "Use of Oxygenated Air in Metallurgical Operations," based on a symposium at the New York meeting, February 1, 924. Quoting from the Bureau of Mines report In view of the many recent developments in oxygen manufacture, and considering the increasing cost and decreasing quality of our raw materials, the Bureau of Mines has taken the matter of the application of oxygen or oxygenated air to the metallurgical centers for consideration and has appointed an advisory committee to study the problem.

MACHINERY has not taken the place of manual labor in steep pitch coal in the anthracite field and there is a shortage of miners experienced in this type of work. To overcome these difficulties several coal companies have resorted to different types of mining such as the diamond or zig-zag method, the slant method, long hole drilling, and several other variations. For the past 5 years the diamond shape method has been used extensively in the heavy pitching beds of both the Knickerbocker and Yatesville basins at Knickerbocker colliery of the Philadelphia & Reading Coal & Iron Co.

FOREWOHD-Americans have been able to create wealth from the nation's natural resources to an extent unprecedented in recorded history, thanks largely to the existence of a free market and of a rational body of laws. The General Mining Law of 1872, for instance, by establishing the rules of the game, was quite effective in channeling the ability of Americans to discover and develop mineral deposits. Another example was the Mineral Leasing Act of 1920 which made available the more easily discovered mineral deposits by spelling out the conditions and rules under which miners could obtain leases on federal lands.

PRACTICALLY all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day's pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatisfaction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage. It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called." contract" system is not a contract and the name is a misnomer. No true contractual obligation exists.

OVER a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institu-tion, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles under-lying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. NATURE OF PRORATION Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot

INTRODUCTION The process of financing mining projects in developing countries has changed greatly in the past 15 years. New methods of financing, notably the use of syndicated Eurocurrency project loans, have appeared, and direct equity financing by transnational mining corporations has become less significant. These changes are of particular importance to developing countries which have many mineral deposits still awaiting development, or even discovery. If major new mines are to be financed, host governments will need to obtain more sophisticated information than has hitherto been widely available as to the various sources of finance currently available and as to possibilities for innovative approaches to financing, such as the combination of several different kinds of financing in a single package. This paper reviews the major sources of mining finance potentially available to developing countries and highlights those problems in obtaining adequate financing that developing country producers have begun to experience in the last few years and that are likely to persist through the 1980s. Section I surveys the major types of mining finance; section II reviews specific financing problems, including (a) the withdrawal of the transnational corporations from developing countries, (b) inflation and the size of new projects; (c) developing country indebtedness, and (d) competition among projects in different countries. SOURCES OF DEVELOPING COUNTRY MINING CAPITAL1/ There is a wide range of financing mechanisms which are potentially available to developing countries with economically viable mining projects., Moreover, these financing mechanisms have not been fully exploited by developing countries, and more aggressive pursuit of financing by the governments of these countries may well reveal greater possibilities in respect of any particular project than may initially have appeared. However, virtually all the funds available from these sources are available only to projects which meet the standards of viability acceptable to lenders and others in the business community. If a project does not, for example, promise to generate a discounted cash flow rate of return of at least 15 per cent on total funds employed, or if it does not appear likely to generate sufficient cash flow in the early years of production to cover debt service requirements with a comfortable margin in reserve, most of the sources of financing will not be available. Only where a government has its own financial surplus (as in the case, for example, of the industrialization program of the Saudi Arabian government) can it effectively undertake projects which do not satisfy the definition of economic viability that is accepted at any given time by the worldwide financial community. Internal Sources In Developing Countries Internal financing capacity in developing countries is restricted to a relatively small number of countries - typically those large enough to support a well-rounded industrial sector, in which mining is only one of a number of dynamic industries. While there are large mining companies in certain other countries, the ability of such companies to finance new projects (or even, in some cases, to generate the cash necessary to maintain existing levels of production) is highly problematical. Within developing countries, the possible sources of internally-generated mining finance are the following: (1) state-owned enterprises; (2) private capital; (3) the banking system, and in particular those financing agencies that have a special involvement with the mining sector; and (4) direct budgetary appropriations.

Research efforts have not developed techniques for the complete desulfurization of coal that is needed to reduce air pollution caused by burning coal and to reduce the sulfur in metallurgical coke. Sulfur in coal occurs in three forms and of these, the pyritic sulfur occurs as discrete mineral particles and, at least theoretically, should be subject to physical rejection. Pyrite occurring in hard rock mining is concentrated by froth flotation; therefore, the possibility of removal of pyrite from coal by flotation does exist. With this possibility in mind, the flotation and adsorption characteristics of ore and coal-pyrite were compared while using potassium ethyl xanthate as the collector.

ITALY is by- far the poorest in mineral resources of the so-called great pou7ers of Europe. Before the World War this shortage was not so serious as the essential minerals that could not be mined domestically at a profit were bought in the world markets. In those days tourist trade and remittances from Italians abroad helped to provide Italy with foreign exchange. During the World War, when certain mineral products were scarce and when prices rose in some instances to several times normal, the Italian Government began to regulate consumption and imports. It was not until later, when the Fascist regime established the corporate state, that Italy seriously considered adopting a of self-sufficiency. Private industry was grouped under separate corporations, for the principal industries; including mining and metallurgy and the heads of the large producing companies, became members of these corporations. IF, in this study of the outlook for the copper industry of the United states, I find myself assuming to be prophetic in some respects I shall express myself with hesitation and with the foresight that after the end of the war with Germany the war with Japan may continue; anyway there is sure to be an uneasy period before copper and the other metals begin to flow smoothly through the natural channels of consumption. It is mainly my purpose to survey conditions and suggest some probabilities, or possibilities, rather than to prophesy. In interpreting them it will be necessary to make certain aasurnptions, among which will be (1) expectation of a rise in the general price level,, which so far has been one-sided; (2) continuance of the k. tariff on copper imports; and (3) lock-up of government-owned copper as a military re- serve. Of these assumptions the first is indicated by the lessons from economic history, and by current symptoms. The second and third depend upon political action by Congress.

THE strip industry made rapid strides in regard to both width and gage until about 1922, when the maximum width was about 20 in. In the hot mills, strips of thin gages in wide widths could be pro-duced, but only at a sacrifice of length of coil, con-siderable increase in power, and decreased tonnage out-put on the min. Hot mills, like the Bray sheet mill and the modern strip and skelp mills, demonstrated that . wider strip could readily be rolled, if such a product was desired. The strip manufacturers were really limited in width, not by the hot strip, but by the cold rolling of wide strip. This factor was roll pressure. The diameter of rolls increased as the width of strip increased. For cold rolling strip 20 in. wide, cold rolls were approximately 20 in. diameter. As the rolls became larger, the arc of contact between the rolls and the strip increased approximately, according to the formula, b=\/Rd where b = the width of contact R = roll radius d = total reduction Now the crushing strength of cold steel of low carbon varies from 70,000 to 100,000 lb. per sq. in. With each succeeding pass the crushing strength increases and may approach 250,000 lb., according to the total reduction. The total reduction in cold rolling of low-carbon steel will range from 40 to 70 per cent of the original thickness, usually in about three or four passes. On this basis, assuming a reduction of 20 per cent in one pass, the crushing strength of steel assumed at 120,000 lb., we have a total pressure between rolls, which (assuming that the rolls do not deform) equals: Roll Strip Strip Diameter, Width, Thickness, In. In other words, the pressure per inch of width increased from 38,000 to 78,000 lb. for the same per-centage of reduction.

(Butte Meeting, August, 1913.) FEW authors of treatises and papers on engineering subjects have . given adequate attention to topographic maps.. The statement applies especially to mining engineering in all branches. Even those who have discussed such maps have treated the subject only in a general way. Therefore it is proposed to outline in this paper a few of the uncommon, yet important relationships which topographic maps and their by-product, structure-contour maps, have to modern methods of mining investigation and development when the facts depicted on such maps are properly interpreted. Topography, as suggested by the etymology of the word, menus a detailed description of particular places. Written descriptions have been found less effective than the pictorial representations, therefore attempts have been made in various ways to picture the surface features of places. Lines and shading have been used, hachures drawn, and, finally, the contour topographic map. To a large extent this style of snap is the result of the demands of engineers. It is designed to meet their needs far more than those of the man untrained in engineering. In fact, the average man obtains a better idea of the topography of an area from the hachure system than from contour maps. . Since the maps. have been made chiefly for the use of the engineer, they ought to meet his demands on the one hand, and, on the other, should be used by him to the fullest extent. Such maps, when properly made, accurately portray a portion of the earth's surface and should present the topography better than a personal examination of the area without a map could present it, because the person making such examination views only a limited portion of the surface at a time, and estimates distances only roughly with his eye. Let the engineer consider carefully the fact that in many instances the topographic map is superior to a personal examination of the surface features of a property because the map is based on careful instrumental measurements, whereas the eye gives imperfect data because it can be used merely for the estimation and
