TWELVE years ago, the Director of the United States Geological Survey addressed to the Secretary of the Interior a letter calling attention to the government's need for liquid fuel for naval use and pointing out that the rate of increase in demand was more rapid than the increase in production.1 This letter, in a way, inaugurated the policy of public oil-land withdrawals, which was well founded in its primary purpose of protecting the oil industry and highly desirable in its immediate effect of checking the over-development of that day in California. Unfortunately, however, through delays in legislation, this policy may be regarded now as having outlived both its intent and its usefulness. In 1908, the country's production of oil was 178,500,000 bbl., and there was a surplus above consumption of more than 20,000,000 bbl. available to go into storage.: In 1918, 10 years later, the oil wells of the United States yielded 356,000,000 bbl.-nearly twice the yield of 1908-but to meet the demands of the increased consumption more than 24,000,000 bbl. had to be drawn from storage. Nor is this all of the brief comparison. In 1918, our excess of imports over exports of crude petroleum was nearly 33,000,000 bbl. whereas in 1908 we exported 3,500,000 bbl., which was net, as we had not begun to import Mexican oil. In this period, the annual fuel-oil consumption of the railroads alone has increased from 16,871,000 to 36,714,000. bbl.; the annual gasoline production from 540,000,000 gal. to 3,500,000,000 gal. This record may be taken not only as justifying the earlier appeal for Federal action, but as warranting deliberate attention to the oil problem of today.

At some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of reference. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the development, operation and repair of each or all of the mine-workings, some such method of clesignatioi~ becomes a necessity. Moreover, such a plan is acl- mirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart. The next meeting of the Institute, the 113th meeting, will be held in Arizona in the latter part of September, 1916. All papers to be presented, at this meeting must be published in the September Bulletin or previously. Manuscripts must, therefore,' be in the hands of the Secretary of the Institute not later than July 1. In case manuscripts are given by authors to members of technical committees, or others, they must be in the hands of such persons sufficiently in advance so that they may be actually in the hands of the Secretary of the Institute by the date mentioned. In the past, the Secretary has received urgent requests for special consideration regarding manuscripts that come in after the closing date. In view of the obvious unfairness of this, the Committee on Papers and Publications has instructed the Secretary not to accept for presentation at the Arizona Meeting any papers received later than July 1, 1916.

Colorado nahcolite deposits, estimated at 29 Gt, formed in an asymmetric permanent-lake basin whose waters were rich in algae and sulfate-reducing bacteria. Nahcolite (NaHCO3) occurs in oil shale of the Green River Formation (Eocene) as aggregates (62%), disseminated crystals (24%), and impure beds (13%). Because much of the nahcolite is nonbedded, it will be mined with oil shale and can be concentrated to marketable grade by crushing and screening. Impurities in nahcolite are kerogen, quartz, pyrite, and carbonate minerals. A promising new market for nahcolite is in the process of removal of sulfur dioxide from industrial stack gases. When heated, nahcolite reacts with sulfur dioxide to form sodium sulfate. Differences in thermally induced microporosity may explain why nahcolite is more reactive than trona, a Possible competitor with nahcolite for SO2 removal. Limited production of nahcolite at one or possibly two localities is expected in the next several years, but large-scale production is probably at least 10 years away.

In view of the unfavorable discovery trend that has set in during the past few years, it seems permissible to infer that the large, more easily found crude reserves in Louisiana are now known. Without doubt, many new producing areas will be located, but in the light of development during the past few years the majority of new areas probably will be found at greater depths and from relatively poorer sands. f Although sufficient reserves exist in Louisiana to last at the present rate of production for a considerable period, additional reserves must be found in more intensive development of the presently known structures. In order to ensure the greatest ultimate recovery from such structures, the most advanced technical methods must be employed in their exploitation. Wherever possible, cycling and repressuring plants should be installed. 'here are presently in Louisiana, especially in south Louisiana, a great many fields that contain gas-condensate reservoirs. These reservoirs cannot be produced for their liquid hydrocarbon content under present conditions without wasting an enormous quantity of gas and creating underground waste. Although some of these reservoirs are being produced, such production must be considered in the nature of a salvage operation rather than as a sound economic proposition. Such reservoirs, however, can become profitable ven- tures through the use of cycling and repressuring plants. Cycling operations now operating in Louisiana have increased the ultimate recovery from gas-condensate reservoirs anywhere from 10 to 30 per cent. Cycling operations will also provide a considerable reserve of gas, without which Louisiana cannot hope to develop any program of industrialization. During the past year, Louisiana attained the rank of third among the oil-producing states of this country. With a proper program of exploitation and development, and with emphasis on conservation, Louisiana can maintain this position for a great many years. Production On Dec. 31, 1943, oil and/or gas were being. produced in 52 parishes, or 81 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 14 produced oil, and 5 produced solely gas. Tensas Parish in north Louisiana and Assumption Parish in south Louisiana formerly contained no producing fields but during 1943 joined the ranks of the producing parishes. Twenty-three new fields, including one rediscovery, were found during 1943-—a rate of discovery almost comparable to that of the preceding year. Eleven of these new discoveries were either gas or gas-condensate fields. Thus, the trend of development in finding new reserves was also comparable to that of 1942. Many reasons of considerable merit have been advanced to account for the discouraging lack of crude-oil reserves found during the past year. None are, however, completely satisfactory.

The suggestions of the members of the Institute are very much desired by-the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early ill October. ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.

DURING the wartime rush to prepare the glass necessary for the needs of our army and navy, the problem of the temperature control of the annealing kilns became most serious. The narrow limits of strain allowable (all the specifications called for less internal strain than the average of the previously used German glass) made necessary a very exact procedure and the methods had to be used on a much larger scale than theretofore. At the Charleroi plant of the Pittsburgh Plate Glass Co., the members of the staff of the Geophysical Laboratory, which was cooperating with the company, had occasion to study the methods available, and reached a number of conclusions (many of them by no means new except in their application) that may interest and assist those who have to meet similar problems in other fields. The following is a short account of the essential features of the system of temperature control evolved, along with a rather abridged statement of the reasons that led to the adoption or rejection of various schemes.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. SPECIAL polishing and etching techniques were developed during an investigation of the high temperature mechanical properties of high purity aluminum (99.995 pct Al).* Electrolytic polishing was done successfully in the following electrolyte: 5 ml perchloric acid (72 pct), and 95 ml glacial acetic acid. No special precautions need be taken during the preparation of the electrolyte since no appreciable heat of mixing is evolved. Although the electrolyte is not an explosive, it is recommended that Jacquet's safety rules' be followed during the polishing operation. A voltage of 25 to 60 v gives a good polish in about 2 min at room temperature after preparation on 3/0 metallographic paper. Most of the grain boundaries are visible under the microscope after polishing. Since the current is controlled essentially by the resistance of the bath, it is necessary to keep the anode-to-cathode distance as constant as possible. Accordingly, polishing of irregularly shaped pieces will be difficult. A cooling bath and a stirring system are advisable in order to keep the temperature of the bath uniform and constant. Coarse-grained samples can be macroetched in a few seconds by lowering the voltage below 10 v. This is done after electrolytic polishing, without removing the sample from the bath, Fig. 1. The specimen can be repolished in less than 1 min by raising the voltage above 25 v. The "galvanic etching" technique, which has been described elsewhere,' was found to be helpful not only for macroetching, but also for microetching coarse-grained specimens. In fact, the different orientations of adjacent grains provide good contrast at the grain boundaries, when the sample is observed under polarized light. If the specimen is only partially etched, Fig. 2a, the grain boundaries can be located without completely destroying the appearance of the surface of the specimen. The unetched surface appears black under polarized light. Excellent color contrast is obtained by using a "sensitive tint" plate in the optical system of the microscope. In this case, the unetched surface has a magenta color, while the etched part of the sample assumes different colors varying from green to brown, according to the orientation of the grains. Etch pits were produced on high purity aluminum by using the technique suggested by Lacombe and Beaujard." Good results also were obtained by substituting 70 pct nitric acid for the fuming nitric acid recommended. This gave an etching reagent of the following composition: 70 ml nitric acid (70 pct), 50 ml hydrochloric acid (37.5 pct), and 3 ml hydrofluoric acid (48 pct). An example of the results is shown in Fig- 2b. The outline of the etch pits is revealed sharply if the specimen is observed under polarized light, as shown in Fig. 2c. Correlation between laboratory batch grinding tests and pilot plant continuous tests are established by means of particle size distributions and flotation results. The next generation of integrated circuits will probably include circuits constructed in and of GaAs. The existence of both semi-insulating and semiconducting forms of GaAs is the fact which will bring this about. In this paper we discuss the uses and limitations of semi-insulating GaAs for integrated-circuit applications. The two main areas considered are the electrical isolation that can be achieved between components on a semi-insulating substrate and the characteristics of p-n junctions in contact with semi-insulating GclAs. A process basic to attaining integrated circuits in GaAs to fully utilize the insulating properties of the substrate is selective epitaxial deposition. This process involves the deposition of a SiO2 layer onto a The trend in integrated circuits is towards the use of high-resistivity substrates or regions to achieve component isolation. The use of SiO, layers in the oxide isolation methods and the use of sapphire substrates are examples of this idea. GaAs is also a polished surface of a GaAs substrate, etching out selected area of the SiO, film to expose a GaAs surface, and deposition only onto the exposed GaAs surface. By using this process , islands of semiconducting GaAs are deposited onto a semi-insulating GnAs substrate, the islands being electrically isolated from one another by the substrate. The deposition of both p- and n-type semiconducting GaAs can be carried out in this nzanner to form p-n junctions in the island areas. This process can also be used to produce a planav structure by deposition of GctAs through a SiO, mask into holes etched into the GaAs substrate. This Putterned Epitaxial Technology (PET) is described. very promising material for use in future integrated circuits because of the existence of both semi-in-sulating and semiconducting forms. Active devices can be fabricated in the semiconducting material, and these individual components can then be electrically isolated from one another by using semi-insulating GaAs as the substrate. Epitaxial semi-insulating GaAs can also be produced thus making three-dimensional monolithic integrated circuits feasible.' This paper describes the research aimed at developing the methods for producing both two- and three-dimensional integrated circuits in GaAs, and examines some of the properties of semi-insulating GaAs as they relate to these integrated circuits.

Competition is the problem and modernization is the solution in today's underground iron operations on the Lake Superior Range. Profound changes in the iron ore picture during recent years have prompted correspondingly great changes in the economic position of the Lake Superior underground mines. To meet the ever growing competition from other lower cost iron sources, underground operators are becoming increasingly aware that the newest advancements in mining technology must be incorporated in their operations. UNDERGROUND POSITION TODAY The extraction of iron ore by underground methods has been going on for many decades in the Lake Superior region, starting in 1872 on the Menominee Range. The number of mines has changed gradually over the years as new ones were opened and old ones were exhausted, but in recent years, the most drastic change occurred from 1960 to 1961. In 1960, there were 31 underground mines operating in Michigan, Minnesota and Wisconsin, but at one period in 1961 only 20 were operating (Table I). In western Ontario so far there has been only some temporary curtailment of operations. Of the 11 U.S. mines which ceased operations in 1961, some may he closed only temporarily, but some will remain closed for our lifetime, at 'east, unless there is a tremendous reversal of the present trend in the iron ore market

This paper. was written in conjunction with the work being undertaken by the Technical Committees on Classification of Coal, and an effort has been made to compile information relative to the use of coal for stationary steam generation in order to use this information to assist the Committee on Classification of Coal for the ultimate purpose of elimination of losses both by the' reduction of indivi-dual effort and waste in the consumption of material. Under the auspices of the National Association of Purchasing Agents, a questionnaire was drawn up to develop this information from stationary steam plants throughout the United States. in order to consolidate the information de-veloped from the many hundreds of boiler tests on coals consumed by various coal¬burning equipment. These questionnaires covered: 1. The company reporting, location and method of delivery to the plant. 2. Complete coal date, including description of coals used (with. sufficient space to- include first, second and third, preference) on--source of coal used,- complete-analysis and factors affecting choice of, coal used. 3. Plant data, divided into - A. Hand fired, B. Overfeed stokers,. . C. Underfeed stokers, D. Traveling grate stokers, E. Pulverized coal, and included complete description of furnace data, draft data, coal-burning rate, type of stoker, type of pulverizer, efficiency date and remarks.

Tlie paper deals with details of construction of the Colmol, including improvements in design that will be incorporated in new models. These improvements are results of problems encountered and worked out in experimental operation with the unit. Also included is a descriptive plan of operating where roof and air conditions are of the worst. A summary of production results from the machine is presented. THE various units used in conventional mining are well-built. Generally the universal under -cutter, driven by approximately 50 hp, weighs approximately 25,000 lb, and is a very strong piece of machinery. The drilling machine is not as husky as an undercutter, generally is driven by approximately 15 hp, weighs about 9000 lb, but is a well-constructed, sturdy mechanism. The loader, usually 60 hp, weighs approximately 24,000 lb, and certainly is a strong, rugged unit. The working parts of all three of these sturdy conventional units have been made of tough steel alloys for some time. With the use of three machines having a combined horsepower of approximately 125, with a combined weight of approximately 60,000 lb, and with the possible inherent advantage of single purpose machines performing a single function, the use of considerable explosives has been required to complete the conventional mining cycle. It was therefore our thought, upon conception of the first Colmol,* a machine which was to do the work accomplished by the three conventional units plus explosives, that it must be a rugged mechanism. Now, after building several units, after going through many and varied experiments, and after the expense of some million-odd dollars, we find we have observed and learned nothing that contradicts our original thinking. Improvements where they have been required have been in the direction of more weight, more horse power, better alloys, bigger hydraulic pumps and motors; in short, always, toward more torque, greater strength, more ruggedness. Now not only the finest steel alloys are utilized but more than 100 Timken roller bearings are used. The following is some pertinent data on models being built and to be built: The low unit: Cutting height, 30 to 42 in. By changing the upper gear case the maximum cutting height can be increased to 61 in., giving a variable cutting height of from 30 to 61 in. Width of cut, 9 ft 6 in. Width of body, 75 in. over tracks. Height of body, 271/2 in. Overall length, 23 ft. Driven by three 50-hp motors or a total of 150 hp. Weight, 26 tons. The intermediate unit: Cutting height, 451/2 to 72 in. Width of cut, 9 ft 8 in. Width of body, 77 in. over tracks. Height of body, 43 in. Overall length, 26 ft. Driven by three 70-hp motors or a total of 210 hp. Weight, 35 tons.

Tlie paper deals with details of construction of the Colmol, including improvements in design that will be incorporated in new models. These improvements are results of problems encountered and worked out in experimental operation with the unit. Also included is a descriptive plan of operating where roof and air conditions are of the worst. A summary of production results from the machine is presented. THE various units used in conventional mining are well-built. Generally the universal under -cutter, driven by approximately 50 hp, weighs approximately 25,000 lb, and is a very strong piece of machinery. The drilling machine is not as husky as an undercutter, generally is driven by approximately 15 hp, weighs about 9000 lb, but is a well-constructed, sturdy mechanism. The loader, usually 60 hp, weighs approximately 24,000 lb, and certainly is a strong, rugged unit. The working parts of all three of these sturdy conventional units have been made of tough steel alloys for some time. With the use of three machines having a combined horsepower of approximately 125, with a combined weight of approximately 60,000 lb, and with the possible inherent advantage of single purpose machines performing a single function, the use of considerable explosives has been required to complete the conventional mining cycle. It was therefore our thought, upon conception of the first Colmol,* a machine which was to do the work accomplished by the three conventional units plus explosives, that it must be a rugged mechanism. Now, after building several units, after going through many and varied experiments, and after the expense of some million-odd dollars, we find we have observed and learned nothing that contradicts our original thinking.
