THE characteristics and uses of thermocouples of platinum and the platinum alloys being so well known, this paper will be confined to base-metal couples. During the past decade, there has developed a strong demand for thermocouples made of metals cheaper than the platinum alloys, and suitable for industrial heat measurements. Much research has been clone but only a very limited number of alloys have been found to possess the necessary characteristics for general technical use. In the development of thermocouple alloys it is necessary to consider the following points: The electromotive force and temperature relations; permanency or constancy; reproducibility; manufacturing difficulties; durability; and accuracy in use. The electromotive force developed by the thermocouple should increase with the rise of temperature according to some definite law. It is desirable that the electromotive force should vary directly with the temperature difference of its junctions, in other words, giving a curve linear or nearly so. It is also desirable that the resulting electromotive force be as large as possible for any given range of temperature, thereby insuring greater accuracy of readings.

In many years' experience as a maker and purchaser of cast-iron coated pipe, I have never met with any standard form of specifications for such. Each water-works company, employing a hydraulic engineer, has, under his direction, prepared complete specifications for the particular conditions required; but I cannot find that any two are alike; and each foundry, in bidding for the supply of such pipe, makes the price to cover the conditions' required. I, therefore, have the honor of offering to the Institute a form of specifications for cast-iron coated water-pipe, that may be found useful to water-works companies and others requiring pipe of this kind. The conditions are all reasonable, and can be carried out by makers without additional cost, and with advantage to the purchaser. Section 1 gives the kind of pipe, with its general characteristics. Section 2 specifies that neutral pig-iron shall be used, since such iron possesses the strength required, and is uniform in its shrinkage. INTRODUCTION LKAB produces iron ore in several mines in northern Sweden, and has been doing so for nearly 100 years. Total production to date is 600 million tonnes of finished products of various kinds (pellets, lump ore, fines). Close to 400 million tonnes have been produced by sublevel caving. This method has been the company's standard method for more than 20 years. A review of the development of equipment over the past 15 years and an outlook up to about 1990 leads to the following general re- flections concerning probable trends. Trends for all equipment are increasing precision and stricter environmental requirements will necessitate cabs, remote control etc to an increasing extent. Conventional sublevel caving can be broken down into the following unit operations: 1. Planning incl prospecting drilling. 2. Horizontal drilling. 3. Fan drilling. 4. Charging and blasting. 5. Loading and haulage at sublevels. 6. Ore drawing in chutes. 7. Rock reinforcement. 8. Production service. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cureall" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made.

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. On the basis of experience accumulated during the completion of some 150 gold/silver process development projects, general guidelines are presented for developing the most cost effective process for a specific project. Steps involved in process development for lode ore deposits generally include a review of pertinent background information on the ore deposit, sample procurement and preparation, sample characterization, study of concentration possibilities, investigation of leaching and metal recovery methods, economic evaluation of alternative processes, optimization of the selected process, a pilot plant program if warranted, and finally, process design and feasibility studies. Each of these steps is discussed, with emphasis on the relation between technology and economics.

IN 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temper-atures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several parti-cles had become one unit. From this dis-covery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the appli-cation of about 30c0 tons pressure on a 10-in. piston. Stout decided that cathode copper pro-duced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. Under his direction, this problem was solved by William H, Osborn and Harry Howard Stout, Jr. They developed the process and technique for producing cathode copper in brittle, friable form, and to them must be given the greater part of the credit for this phase of the development program as well as for that relating to the gas cleaning of the cathode particles.

(Butte Meeting, August, 1913.) IN a discussion -of a paper on " The Basic Process as Applied to Copper Smelting," by Percy C. Gilchrist, read before the Society of Chemical Industry, London, Jan. 5, 1S91,1 Prof. W. C. Roberts Austen asked Mr. Gilchrist whether he thought that the substitution of a basic lining for acid lining in the Marshes process would afford anything like the service which it had been shown to render in the metallurgy, of iron. Claude Vautin stated that he had experimented for over two years with basic linings for Bessemer converters for copper mattes at Cobar, but had given up the attempt on the score of cost. Mr. Gilchrist in his reply stated that he did not believe in applying any system of Bessemerizing to copper. About the time of the presentation of the paper mentioned, Herman Keller, Superintendent of the Parrott smelter, in Butte, was experimenting on a large scale with converters lined with magnesite brick. He gave up the idea on account of the cost of linings and because no particular advantage was observed. My belief is that his tuyeres and converters were -too small. A short time; afterward similar experiments were tried at the Great Falls plant of the Boston & Montana Co., said at the Old Works of the Anaconda Copper Mining Co. in Anaconda. These were abandoned on the score of cost and the lack of advantages. The same cause of failure, in my opinion, holds here. The Anaconda Copper Mining Co., however, adopted the magnesite brick lining for its tilting casting machines.

Though the first patent on a bucket wheel excavator (BWE) was granted in 1881 in the US, this technology was developed in Germany to the high standards of today. However, this development was only possible in parallel with development of shiftable belt conveyors and boom stackers. The combination of these three types of equipment in the open pits of the Federal Republic of Germany has made lignite the cheapest energy source for power generation, despite the low heating value of German lignite on the order of 8500 kJ/kg (3600 Btu/lb) only. Comparing the costs for fuels used in power generating on the basis of their heating value, the relation between lignite, high quality black coal, and imported crude oil is on the order of 1 to 1.5 to 2.5, hence highly in favour of lignite. These cost advantages for lignite in Germany are due mainly to the concentration of lignite mining in a few high-output mines. The largest one, Fortuna mine in the Cologne district, produced a total of 45 million tons of lignite in 1976. That equals the annual fuel need of a 5750 MW power plant running 7000 hours per year at full capacity. Altogether 95.2 million bank m3 equal to 200 million tons of overburden had to be removed to accomplish this lignite output. The largest BWE ever built is working in the Fortuna mine [(Fig. 1)]. At a digging height of 51 m above crawler level, the total vertical reach in relation to the face conveyor level is 98 m by means of its conveying bridge and loading unit. The hourly output is 10 400 bank m3. Its weight in operation is 13 000 tons and its wheel diameter 21.6 m, as high as a seven-story building. Major reasons for the development of BWE technology in Germany were: ? Lignite deposits with moderately consolidated, alluvial-type overburden (gravel, sand, loam, marl, clay, etc.) ? Great overall depth of the deposits, ranging far beyond 100 m, requiring a wide opening of the mine, hence not permitting direct overcasting of overburden. ? Multiple-seam deposits of poor-quality coal divided by reject partings, which demand a perfectly selective digging tool for clean separation. In general, these conditions are almost identical to those prevailing in the lignite deposits of Texas and neighbouring states: The type of overburden suitable for BWE digging, the overall deposit depth ranges down to around 100 m, and finally, the multi-seam occurrence with partings between seams, the latter ranging from just 1 m to a few meters in thickness. Technique As the Texas-type lignite deposits come into focus more and more as a possible fuel source in power plants to replace natural gas and crude oil, the following will deal with the BWE technology for mining a typical Texas lignite deposit under the aspect of producing enough fuel for a 500-MW power plant located at the mine mouth.

DURING the past few years geochemical testing for traces of heavy metals in water, soil, rock, and vegetation has aroused increasing interest. Various techniques for field and laboratory determinations have been described in the literature, as have some of the results of application. However, little information has been published regarding application to glacial terrain. Over 90 pct of the Canadian Shield is overburdened, resulting in high costs for mineral exploration once the outcropping ore deposits have been found. This has been largely responsible for the widespread application of mining geophysics in Canada, permitting concentration of effort on area or zones considered most favorable. However, geophysical interpretation has its limitations, since at least 90 pct of the structures indicated thereby contain no valuable minerals. A more direct approach is therefore highly desirable. If underlying base metal mineralization can be detected by sampling soil or vegetation at moderate cost this should prove of great help in locating new discoveries or extending known ones. A large proportion of Canadian ore deposits contain appreciable copper or zinc, even where these are not the principal economic metals. Consequently the field of application is a broad one.

INTRODUCTION The selection of trackless equipment for underground mining can be a complex engineering problem due to the wide range of equipment sizes and operating modes. Computer simulation is particularly useful in estimating the performance of different systems for specific rock- handling problems. A hybrid simulator, incorporating some of the features of deterministic and stochastic simulation, was developed in order to handle not only queuing delays at loading and dumping points, but a1 so traffic interferences. Any number of vehicles can operate in any one of four basic modes (LHD, LAF, FEL, HFC) in parallel or in series. If the units use common roadways, loading and dumping points, certain operating delays will occur and be registered by the simulator and thus give a better evaluation of the marginal productivity of each additional unit. Based on a typical layout of drawpoints and ore passes for the sub-level stoping method, productivity and operating costs of different rock-handling systems will be examined. 1 . COMPUTER SIMULATION Numerous applications of computer simulations are reported in the 1iterature for various mining problems. Depending on the complexity of the system to be studied, simulation models were conceived with different degrees of sophistication. Three different types of simulators are generally recognized: stochastic, deterministic, and hybrid. Stochastic or Monte Carl o simulation randomly generates items, transactions, or events from some population defined by a frequency distribution and produces some expected future situations. Because this type of simulation is governed by the input of probability distributions, it requires a detailed knowledge of the system to be simulated; it implies expensive and time-consuming studies and reports to gene- rate this input information. A major short- coming of stochastic techniques is in new equipment evaluation, where the lack of data is unavoidable, and in new system design where the conditions are outside the range of the known historical behavior of the equipment. However, probabilistic simulation is almost essential for the study of cyclic queues and traffic problems. Deterministic simulation studies a system by generating performances on the basis of the mechanical capabilities of the vehicles and the physical limitations of the mining scheme. It is based on the engineering principle that the engine converts its energy into a rimpull at the wheels, which is in turn opposed by the rolling resistance and the grade of the ground; the machine is accelerated or decelerated until the tractive and resistive forces are in equilibrium, at which point it moves at constant speed. The information required by this technique, such as rimpull charts and equipment weight, is readily available from equipment suppliers. However, equipment performance at the mining site is also dictated by human and environmental conditions and changes with time and usage. For this reason, deterministic simulation generally overestimates the system capabilities; these must then be adjusted by efficiency factors based on observation and experience. Recently, hybrid simulation models, using both stochastic and deterministic techniques, have been built with some of the events generated stochasticly and others being deterministic. This compromising approach originated at the Pennsylvania State University. O'Nei1 (1966) designed a simulator for truck-and- shovel operations that allows for transportation from multiple faces to mu1tiple destinations. Each truck performs according to its mechanical capabilities while its loading and dumping time and its load fluctuate according to specific probability distributions. A major advance in the simulation of mining systems is due to Sanford's model (1969) of underground coal mining operations. The originality of the model is in the use of an Executive System Control which sets up the initial system, de- fines the operation conditions , and instructs continuously four sub-assemblies representing shuttle cars, trains, continuous miners , and conveyors, which in turn generate a feed-back of their movement to the Executive Control System for further instructions. The model has enough flexibility to simulate simultaneous and sequential jobs that characterize any dynamic system. Sanford's early work evolved slowly to what is known today as the Under- ground Materials Handling Simulator for coal mining (Manula, 1974).

All who are even generally aware of the tremendous rate of increase in coal washing operations must realize the growing importance of the float-and-sink test. I believe it is conservative to estimate that, in the past decade, the dollar volume of float-and-sink testing has increased tenfold. It is a simple matter of economy, then, to examine the factors that determine the cost of adequate float-and-sink testing. When the Coal Preparation Section of the Bureau of Mines entered upon a greatly expanded program of such work in connection with the synthetic liquid fuels investigations, it seemed advisable to examine these factors experimentally. The principal consideration that differentiates float-and-sink test sampling from general purpose sampling, is that the original particle size must be preserved. Therefore, the total cost of the test will be directly affected by any standard that might be proposed to limit sample bulk reduction at any given particle size. For this reason, the relationship of sample size to variability of results was the first factor to be studied experimentally. Of course, the matter is rendered complex by the circumstance that the float-and-sink test, not a simple analytical measurement but a process test, comprehends a number of more-or-less independent items of fundamental data; and as shown in the report, the' variability of the samples differs with respect to these different items. This condition and the wide variety of situations in which float-and-sink test data are used, in combination with other factors, to study complex process operations, indicate the difficulty of setting up fixed standards for float-and-sink sampling and testing. At this stage at least, it is the intent rather to obtain experimental data on the principal Factors involved so that the reader may arrive more intelligently at a procedure adapted to his problem. The authors of this paper have presented experimental data showing the relationship between size of sample and particle size for different variability tolerances with respect to percentage of sink. In further studies, data are being collected to appraise also the variability of the samples with respect to float-ash content and size consist. The scope of this work will be broadened to cover particle sizes up to 4 in., and a third series of tests has yielded similar data for a much cleaner type of raw coal. Thus, the further studies will make available a fairly comprehensive meas- ure of variability with respect to size consist, percentage of sink, percentage of middlings, and percentage of ash in the float, for three coals ranging from 3.87 to 17.68 pct in refuse content (heavy sink material) and from 4.18 to 17.52 pct in middlings. Introduction At present there are no published standards for float-and-sink test sampling. During the rapid expansion of float-and-sink test work, varying procedures have been based on adaptations of the ASTM standards for sampling coal for analyses. For this reason, a special study of gross sample reduction has been undertaken to determine the limits for this step in the operation where no reduction in particle size is to be made before testing. Float-and-sink tests are made whenever a thorough study of coal characteristics is desired. The tests may be made on samples from coal-cleaning units such as jigs or tables, or coal samples may be tested which are taken from a loading boom, railroad car, or the coal seam itself. The resultant gross sample may be large and pose a problem of sample reduction. The question is, then, how much can the sample be reduced and still fall within preassigned limits of accuracy of the original gross sample of coal? Coal from channel samples may be crushed to liberate impurities and then separated into various gravity fractions from which washability curves are drawn; from these curves, it is possible to determine the cleaning characteristics of the coal. In order to determine the usefulness of geochemical and biogeochemical prospecting for nickel, ten localities representing several types of nickel occurrences were selected as sites from which to collect plant and soil samples. This report covers the investigations in two of the areas. After a brief geologic description of the areas, the author presents details of the experimental tests and resulting data. Conclusions drawn from the studies led to several general guides for further prospecting. In a study of the usefulness of geochemical and biogeochemical prospecting for nickel made about three years ago, approximately ten localities, representing several different types of nickel occurrences, were sampled and about 1500 samples of plant and soil were collected. This report will cover briefly the data and results for two areas, and a summary of guides for prospecting. DESCRIPTION OF AREAS SAMPLED One locality is the Red Flats nickel prospect in Curry County, Ore., about six miles southeast of Goldbeach, and the other is the Little Rocky Creek prospect in Stillwater County, southcentral Montana, just southeast of the Benbow chromite mine. The Oregon area is a lateritic-type nickel deposit formed on a nickel-rich serpentinite peridotite complex, similar to the Josephine intrusion in southwestern Oregon. The Montana area is a nickel prospect in norite, peridotite, and related rocks of the Stillwater igneous complex. The Stillwater complex is a series of layered basic and ultrabasic rocks, with a layer of norite-gabbro at the base and a series of peridotites and gabbros above. The nickel in the Oregon deposit occurs in both the peridotite and the overlying soil. A deep lateritic soil is developed locally on the peridotite and serpentinite and constitutes the ore. The average nickel content of the lateritic soil is less than 1 pct, whereas the nickel content of the weathered peridotite is about 1 to 1.5 pct. The nickel occurs as garnierite (Mg, Fe, Ni, Mn)3 (OH)4 (SiA1)2O5 in the soil and in the olivine and pyroxene in the peridotite where it probably substitutes for Fe2+ or Mg2+ in the silicate lattices. Nickel is found in three distinct ways in the Still-water rocks: 1) it is in the olivine and pyroxene minerals in norite, harzburgite, etc.; 2) it occurs as widely disseminated grains of pentlandite-pyr-rhotite, which tend to be concentrated in the lower norite band; and 3) it occurs as discrete bodies of pentlandite-pyrrhotite and chalcopyrite which are localized in the norite zone, close to the contact with the underlying rocks. The nickel content of the norite is probably less than 1 pct, and the nickel content of the pods and lenses within the norite is about 1 pct. PROSPECTING APPROACH Although the areas are different geologically, the approach in prospecting them is fundamentally the same. The procedure is twofold: 1) a rapid reconnaissance survey to outline an area of high nickel content, and 2) a more detailed survey to outline zones of possible ore grade within the area of high nickel. The possible ore at Red Flats is concentrated in the lateritic soil, whereas at Little Rocky Creek it is in the sulfide pods. Both types are surrounded by an area of relatively high nickel content. CHEMICAL ANALYSIS Chemical analyses of nickel were made by a di-methylglyoxime colorimetric test, similar to the standard test for nickel, utilizing concentrated sul-furic acid for extraction. The lower limit of detection for nickel in soil by the method used was about 10 ppm and for nickel in plants about 5 ppm. The relative deviation was about 25 pct. SOIL PROSPECTING General Statements: A summary of the approximate average parts per million of nickel in soil, as compiled from the literature and from my study, is given in Table I. Selected references are given at the end of the paper. Few of the investigators reported the type of extraction or analysis, so the data given may not be strictly comparable to mine, which were made with a sulfuric acid extraction. Any nickel concentration greater than these average values might be considered anomalous, although each area must be studied in relation to the surrounding rocks. Method of Soil Sampling: The soil samples were taken in a zone from 1 in. to 1 ft below the humus layer, and within a 15-ft radius around a station.

ALL live producers and manufacturers of metals and alloys are investigating new uses for their products. The tin and tin-plate industry is no exception. One-third of all the new tin mined and refined is consumed in making tin plate. Several billions of cans are each year made from tin plate for the preservation of nearly 200 kinds of food. There are more than 500 tin-plate mills or individual stacks in the United States, which country makes more tin plate than all other countries combined and exports large quantities. As much as 1,800,000 tons of till plate has been made in a year in this country, and 28.000 tons of tin has been used in this period for this purpose. In sonic years a third of the till is so consumed; in 1933 it was half of the supply.

IDENTIFICATION Of the kinds of orientation relationships that may exist among crystals is an important problem in the metallurgical field. As an aid to its solution standard orientations of several orders of twins would be very useful for rapid analyses to discover high-order as well as low-order twin relationships. Although data have been published that give orientations for three generations of twins, these data are not readily useful in the form presented; i.e., in a stereographic projection with one pole per orientation.1 However, accurate data based on calculations of the positions of all {100} planes for such groups would be very useful when presented in tabular form. Therefore, calculations have been made for a group of four orders of twins and the data are listed in Table 3. Illustrative applications are considered briefly, with the idea of pointing out what may be done with large groups of orientations. METHOD OF COMPUTING ORIENTATION OF A TWIN It is common practice to describe the orientation of a crystal in terms of the positions on a stereographic net of the poles of certain planes of the crystal. In the present case, r will be set equal to (h2 + k2 +12)1/3, where h, k and 1 are the usual Miller indices for a crystallographic plane, a restriction that facilitates determination of the positions of poles of new planes from those of old or known ones,2 as will become evident later. Furthermore, since twinned lattices have certain planes in common, it is an easy matter to determine the orientation of a twin of a crystal if the orientation of the crystal itself is known. We start therefore with a crystal of known orientation (positions of three {100} poles given) and determine where the cube poles occur in first, second, third and fourth-order twins. Methods for identifying twinned lattices and for making the calculations to find the orientation of a twin have been published.3 4 Reference 4 will be illustrated in the calculation of the orientation of a twin, even though this method differs from the one used by the writer in obtaining the following data on four orders of twins. PRESENT enrollment of 182,361 students in the engineering schools of the United States and Canada represents an increase of 6.6 pct over the enrollment in these schools in 1951-52. Thus is brought to a halt the steady decrease in engineering enrollment that began with the close of the 1947-48 academic year, five years ago. The mineral engineering student picture is similarly encouraging. In the United States schools, 9453 students are preparing themselves for positions in the Mineral Industry. This is an increase of 8.3 pct over last year as compared with an increase of 6.6 pct in the total United States engineering enrollment. The rate of recovery for the mineral engineering group is thus more rapid than for the engineers as a whole.

Pennsylvania's existing large coal-fired units are limited to 2.0, 1.8, or 0.6 lb of sulfur per million Btu fired, depending on site location. Multi-stream coal preparation can be employed on system basis to extract the highest quality fraction of coal for use in units requiring the lowest sulfur. The middling fraction can be directed to units permitted higher sulfur. General Public Utilities Corp. has concluded that it is feasible to advance the state-of-the-art of heavy media coal preparation to produce an intensively cleaned primary product of 1.3 sp gr of less than 0.6 lb of sulfur per million Btu for the new unit and a middling product of 2.0 lb of sulfur per million Btu for existing units.

There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. Prediction of ventilation needs in long range mining projections requires serious consideration when formulating those projections. Predicting the behavior of the ventilation system of an old, complex mine poses an especially provocative problem. Air-flow around and through mined-out areas via bleeder systems, leakage flows through stoppings or other air control devices, and the use of multiple fans all add to the basic complexity of a ventilation system and make predictions of ventilation changes very difficult. Fortunately, the task of making ventilation decisions can be greatly assisted by ventilation surveying and computer simulation. The Nemacolin Mine of Jones and Laughlin Steel Corporation, located in Southwestern Pennsylvania, is one such old mine which used the computerized approach successfully. A mine-wide pressure-quantity survey was used to obtain realistic values for airway resistance factors. These values, together with network topology, formed the basic input for computer simulation. Results from this simulation indicated that air quantities generated at critical airways by the model were generally within a couple of percent of those measured in the actual survey. It was then concluded that the model was acceptable for practical application, and it was used immediately for studying the effects on the ventilation system of changing the blade settings of fans. Additionally, the model was modified to incorporate projected mine development and used to predict future ventilation.
