AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

Partial descriptions of the operation of the St. Joseph Lead Company's Joseph-town smelter have been published. In, 1936 the electrothermic production of zinc oxide was described;' in 1939 appeared a description2 of the electrothermic method of producing zinc metal. Inasmuch as the plant capacity has more than doubled, and in view of the fact that operating practices have improved greatly since these publications, it seems worth while to prepare a fresh description of the present-day elec-trothermic zinc plant and practice. Josephtown smelter is situated on the south side of the Ohio River about 3 miles below its confluence with the Beaver River. In addition to river barge, the smelter is served by Pennsylvania state highway No. 18 and by a spur line of the Pittsburgh and Lake Erie Railroad (N.Y.C.). A recent extension of this spur line connects with the Pennsylvania Railroad. As originally contemplated the plant was to handle only the product of the com-pany's own mines in St. Lawrence County, New york, but owing to the incessant demand for zinc and zinc oxide, it has been necessary to supplement New York concentrates with foreign ores (principally from Quebcc and the Argentine). The general operational procedure followed comprises roasting the sulphide con-centrates, converting the sulphur dioxide into sulphuric acid, preparation of a strong-structure sinter from the calcine, crushing &lid sizing of coke, reduction of coke-sinter mixture by electrothermic means, condensation of the evolved zinc vapor to make zinc metal or burning of the zinc vapor to make zinc oxide, collection and packing of the zinc oxide. Dusts recovered by the roaster and sinter Cottrells are treated in the leach plant for separation of lead sulphate, cadmium metal and zinc sulphate. The general flowsheet is shown in Fig. I. THE hydraulic properties exhibited by the calcination products of certain limestones were recognized at an early datemore than 2000 years ago. It was known that calcined limestone with the addition of other minerals would react with water and produce an insoluble and stable product. This material could be cast in desired forms or could be used as a cement for the unification of other materials in large masses or for bonding brick or masonry structures. Cements are essentially mineral glues and it is their ability to unify other materials plus their fluidity when first mixed with water, enabling the mass to assume any desired shape, that has made them so extraordinarily useful to modern industry. Like other glues, cements do not exhibit their maximum strength when used alone and only when mixed with proper aggregates do their optimum properties appear. The resulting concrete, a mixture of cement, mineral aggregates and frequently of reinforcing steel, exhibits the most desirable properties of the individual constituents with regard to tensile strength, stability and permanence. The speed with which such mixtures can be -prepared and installed in place with mechanical equipment has facilitated their adoption by the engineering profession concerned with the construction industries. The development and application of improved methods of manufacture have resulted in such economies that the finished product can be sold at a remarkably low price. In addition, the necessary raw materials are of such common occurrence and wide geographic distribution that the manufacture of cement was established in 34 of the 48 states by 1946. Plants under construction will add to this number. In recent years the industry has been characterized by the development of a number of new cements designed to possess special properties essential for use in unusual environments. These have introduced the use of some new raw materials and also have complicated the processes of manufacture. In the following pages, the major varieties of cement of commercial importance are treated in the chronological order of their appearance on the market.

A system of core logging and computerized entry and retrieval is described which permits accurate and rapid logging of core, cuttings and geophysical records derived from exploration and development bore holes. The system is so constructed that older drilling records can also be utilized. Output consists of conventional computer print out and graphic logs with a variety of scales, symbols and formats. Such logs can be used in constructing rock profiles which are necessary in property assessment and mine development.

Upgrading low-concentration ores is of increasing importance today. The heavy medium cyclone process, due to strong centrifugal forces, effectively separates particles varying only slightly in specific gravity but widely in size. The paper discusses separation efficiency, assessment of that efficiency, and the influence of such factors as medium solids. The operating results of nine heavy medium cyclone plants, each handling a different mineral, are reported.

Although determining and controlling specific gravity of operating medium in a heavy-media plant manually presents no problem, there are advantages to automatic recording and control. The two installations discussed employ the usual method of measurement. Pneumatic control with band control and reset features is used to regulate dilution water and hence specific gravity. Difficulties have been mechanical in nature and associated with obtaining a proper sample and maintaining tight air connections in bubble-tube piping.

REVIEW of the literature on hydrogen in steels indicates that inadequate consideration has been given to the influence of temperature gradients on segregation of this element. Even when segregation has been taken into account, the interpretation of the data has been seriously handicapped by incomplete understanding of the mechanism by which it occurred. Recognition of a mechanism which will be described as "thermal segregation" appears to rationalize many of the observed effects so well that it will be reported here with some preliminary experimental evidence. The complete quantitative evaluation of the factors controlling the mechanism will require extensive experimentation. Outlining small pods of high-grade, massive sulfide, copper-zinc mineralization was the object of an intensive exploration program by Long Lac Mineral Exploration Ltd., near York Harbour, Newfoundland, Canada. Efforts to define the ore zones using surface dipole-dipole induced polarization techniques were not entirely successful due to the poor size-to-depth ratio of the targets and widespread disseminated mineralization. Additional information on the size and shape of the sulfide bodies was obtained by placing a current electrode directly within a mineralized drill intersection and systematically measuring the resultant potential on the ground surface. Some simple potential field sources were interpreted from the data and their validity has been shown by an extension to the underground workings.

The Jersey mine, owned by Canadian Exploration Ltd., has produced nearly five million tons of lead- zinc ore from a flat-lying replacement orebody. A room and pillar method of trackless mining has been used, leaving a checkerboard pattern of 40-ft wide panels, with the hanging wall supported by pillars from 20 to 40 ft in diameter. About 35% of the remaining ore reserve is tied up in pillars. The pillars in the north end of the mine are smaller than the pillars in the south end and each contains about 500 to 1000 tons of ore. The larger pillars in the south end contain from 2000 to 8000 tons of ore each. The pillars vary from 15 to 60 ft high, depending on the thickness of the orebody at any given point. They are irregularly shaped, and from 20 to 40 ft in diameter.

That basic slag will rapidly destroy ordinary (i.e., siliceous) fire-bricks is known to every smelter; and the smelter of copper-ores in particular knows that any kind of slag occurring in his practice is destructive. From this fact arises the chief distress of those who attempt to smelt copper-ores in any manner of furnace constructed of bricks or stone, or other similar material. We have passed the fire-brick stage of our experience; and now, having entered upon the period of the water-jacketed cupola, we will employ no furnace other than that having steel walls, kept cool by water. But,, unfortunately, the bottom of a water-jacketed cupola, kept cool by another water-jacket, fails of its purpose, being thereby made so cold as to chill both slag and regulus to a degree not bearable. The situation is more or less ameliorated when the upper surface of the water-jacketed bottom is covered with fire-bricks, since, so long as they last, they prevent the molten material from contact with the cold bottom. My own observation leads me to suppose that most smelters construct cupola-bottoms of iron slabs, which are covered, to a greater or less depth, with fire-bricks. There are cupola-bottoms which

The quality of aggregate materials is of major importance in governing durability and permanence of concrete structures. The problem of selecting suitable aggregate materials is two-fold. Geological factors include the type and character of the aggregate source, presence of known or suspected reactive constituents, and presence of thermally incompatible materials. Laboratory investigations include petrographic studies, soundness and reactivity tests, and tests of thermal properties. The importance of each factor in the selection of satisfactory aggregate material is considered in detail.

No one of the live subjects of the day, to which the attention of the mining engineer and metallurgist should be turned, is of greater practical interest to him than electricity in its applications to various mechanical, chemical, and metallurgical operations.. The object of this paper is to call the attention of my fellow-members and associates of the Institute to various new, as well as comparatively old, developments in the science and art of electricity which seem to promise results of advantage. Too many of the comparatively old applications have been neglected by the mining engineer, which, if he had given them a place among his appliances, would have assisted him greatly. The telegraph may be noticed as one. Its use is, however, confined to a person having skill in the manipulations of the key, the reading of the alphabet, and familiarity with the sounder. One of the simpler forms—the call-bell—has a range of application far greater as to distance and convenience than the old wire-pull, or the hoarse voice of the windlass-man or the bucket-dumper. A few Leclanche cells, two or more electric bells, and a mile or more of mire judiciously placed will put the superintendent, at his office, in communication with the foremen of his mills and mines, so that by the aid of a code of signals, great advantages may be gained without necessitating a knowledge of the Morse alphabet, or of the mechanical voice of the sounder. THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section.
