A mine project combines vast amounts of information from various disciplines including but not limited to geology, mining, metallurgy, technology, environment and economics. In many cases, all relevant information is not fully shared between all disciplines. Thus, project performance (technical, economical and sustainability) may be evaluated on basis of insufficient information resulting in non-optimal decisions, project execution and risk management. Advances in computing power and simulation software enable various data sets to be incorporated in a single digital platform enabling more efficient and transparent data sharing. In addition, linked data sets and simulation can support assessment and optimization of the project as a whole rather than focusing on optimization of individual events. Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

Following an underground coal mine explosion, it is important that ventilation is quickly restored to ventilate the mine and affect a mine rescue. To achieve this, surface ventilation fans must be suitably protected from explosion damage, but still able to be quickly restored.A review of all Australian coal mine regulations was carried out, revealing that Australia has no prescriptive regulations that specify the design of explosion relief panels and the protection of ventilation fans in the event of an underground explosion.To better define the level of protection required, this paper reviews and extracts details from relevant major international regulations and standards on the subject.A suitable design methodology for the protection of ventilation fans is presented that could be applied in Australia, using a combination of explosion relief panels, appropriate isolation of the fan, and ventilation shaft/mine design.CITATION:Rafferty, T and Bourcier, R, 2013. NQ Minerals PLC, through Hellyer Gold Mines Pty Ltd, plans to reprocess the contents of the Hellyer tailings dam to produce lead/silver concentrate, zinc concentrate and pyrite concentrate (containing Au and Ag). This paper discusses the project development, mineralogy, metallurgy and chemistry of processing Hellyer tailings and the associated environmental benefits. The Hellyer and Fossey orebodies were volcanic hosted polymetallic massive sulphide deposits located within the Mount Read volcanic arc of western Tasmania. Mineralisation was hosted in massive sulphide (pyrite) and comprised predominantly of sphalerite, with lesser galena, chalcopyrite and arsenopyrite. The Hellyer orebody was mineralogically complex (fine grained) and was treated through differential flotation with initially modest recoveries. Fossey ore processing characteristics were similar to those of Que River ore and simpler than Hellyer but treatment still resulted in significant grades in flotation tailings. The quality of the external water source for a mineral processing plant may influence the extent to which the environmentally desirable practice of recycling of water from plant products is possible. This is particularly likely for froth flotation plants where the chemical quality of the water may affect the plantÆs performance. The quality of the external water source or the recycled water can be improved by a water treatment step, and in turn the extent of recycling which can be tolerated is able to be influenced. The quality of the external water can range from very high quality, soft water derived from melting snow, to poor quality, hard water (high levels of dissolved calcium and magnesium) from underground aquifers, and to even lower quality sea water (very high levels of dissolved species including sodium chloride). It can be noted that some underground water is more saline than ocean water as well as containing high levels of dissolved calcium and magnesium. Occasionally, a different source of water is utilised in the wet and the dry seasons. Increasingly, sewage water from cities is becoming a potential external water source with sustainability implications. If the initial quality of the external water is high, the scope for recycling of water from all the products is maximised. Such reuse or recycling of water from the products allows chemical species from oxidation of the ore and from other inputs to the process such as reagents to increase in concentration in the water returned to the plant. Such accumulation of species can have negative effects on the performance of a process such as froth flotation but instances of positive effects exist. Some reagents which are used in flotation plants such as lime or sodium carbonate also happen to be commonly used for independent water treatment plants. Hence, the flotation process may inadvertently provide some aspects of water processing. Where the quality of the water in the feed to a mineral processing plant (external water plus recycled water) is not an issue, more powerful solid-liquid separation processes can be considered to maximise the removal of water from the products and its reuse. Such processes may also have complementary benefits in a sustainable mineral industry by, for example, producing a tailing stream with a higher per cent solid value which is more suitable for safe storage on the surface or underground. This paper documents findings on the effect of water quality on the flotation process. It also considers current directions of change in the need for increased removal of water from plant products. It then considers the implications of these trends for maximisation of water recycling by such operations.

OZ Minerals' Prominent Hill copper-gold concentrator in South Australia was built in 2008 with commercial production commencing in early 2009. In addition to recovery of valuable minerals, the flow sheet for this iron oxide-hosted copper-gold deposit has to address the issue of producing a good quality saleable copper concentrate by high selectivity against non-sulfide gangue. Detailed mineralogical studies integrated with the metallurgical test work highlighted that liberation of fluorine-bearing minerals and subsequent very efficient rejection in cleaner flotation was necessary to produce a commercial quality copper-gold concentrate. Bench scale laboratory metallurgical tests and mineralogical studies identified the need to regrind rougher concentrate to a P80 of 20 -25 microns or finer for adequate liberation of the fluorine-bearing minerals. Satisfactory separation of the fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation. This is done by a combination of washed froth cleaning and conventional dilution cleaning. Proven equipment developed to meet similar taxing liberation and separation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province have been selected. The combination of Xstrata Technology's IsaMillÖ and Jameson Cell technologies addressed both the liberation and separation issues in the Prominent Hill concentrator. The energy efficient IsaMillÖ technology both regrinds the rougher concentrate while its inert grinding environment prevents contamination of mineral surfaces with 'debris' ensuring subsequent optimum flotation performance. Heading up the cleaner circuit with a 'scalping' Jameson Cell followed by conventional flotation equipment allows this section to take advantage of the Jameson Cell's high intensity flotation environment and froth washing capability to achieve maximum concentrate grade (at minimum fluorine levels) while maximising recovery through the use of conventional flotation machines. This paper looks at the development of the Prominent Hill flow sheet from the initial mineralogical and laboratory test work to the design, scale-up and early operation of the Prominent Hill regrind and cleaner flotation circuits. The mineralogically-based approach of domaining metallurgical ore types combined with the axiom of size-by-size mineral particle behaviour by liberation class gave a clear understanding of the liberation and separation issues involved in the processing of Prominent Hill ore. Technologies developed to meet much more onerous liberation and separation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were successfully used to improve concentrate quality by rejecting non-sulfide gangue containing impurities. An IsaMillÖ and a Jameson Cell are included in the circuit for fine grinding and for additional concentrate cleaning. Plant performance since commissioning has justified the approach for metallurgical test work and equipment choices for the flotation circuit.

The Golden Mile ore deposit in Western Australia is one of the largest gold telluride deposits in the world. Approximately 20 per cent of the contained gold in the deposit is present as gold telluride minerals, the most prevalent being calaverite (AuTe2) and petzite (Ag3AuTe2). Telluride mineralogy in the Golden Mile orebody is fine grained and complex having formed due to hydrothermal deposition in the late paragenetic sequence. Nineteen tellurium bearing minerals have been identified including gold and silver as well as mercury, lead and nickel tellurides (Shackleton, Spry and Bateman, 2003). Extensive work has been completed on the flotation of gold, gold-silver alloys and gold ores however there is a lack of information detailing the difference between flotation of native gold and individual gold minerals (Dunne, 2016). Studies on the flotation behaviour of gold ores have focused primarily on the flotation of free gold and refractory sulfides (Teague, Van Deventer and Swaminathan, 1999).

Managing heat stress on Australian mine sites is a complex and enduring challenge due to the combined and variable contribution of environmental conditions, physical activities, and protective equipment. Inappropriately managed, heat stress can place significant physical strain on workers, leading to serious and chronic health issues. Additionally, excessive heat stress can dramatically reduce productivity, with 30 per cent of workers reporting a loss of productivity due to occupational heat strain. In Australia, due to increased absenteeism and reduced work performance, heat strain is estimated to have an annual economic burden of over $8 billion.

Natural gas from the south west Queensland gas fields is now available in north west Queensland to fuel the development of many Carpentaria Mineral Province projects. Like these projects, the south west Queensland gas project, developed under the operatorship of Santos Ltd, has its own æMining CycleÆ. While the project is entering its third expansion phase, it is at the same time actively extending its discovery phase, with large programs of gas exploration and reserves definition. This paper outlines the history of the south west Queensland gas project, with particular emphasis on the relationship of the project to north west Queensland.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and û importantly û metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These ægeometallurgical variablesÆ drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many ætraditionalÆ (ie grades and tonnes) reserve models, the variables that drive the project are missing!

For mines located in the cryolitic zone, thermal conditions are an important factor for all kinds of mining works, especially for ventilation of workings. In the present paper, some models of mine air heat transfer considering air distribution in a net of mine workings are developed. A combined solution is suggested for heat transfer and air distribution problems in mine workings and other underground structures located in the cryolitic zone. A software package is also presented for calculating temperature conditions in an underground refrigeration plant and for optimisation of ventilation conditions. This software uses a special 3D mathematical model to describe heat transfer in a freezing chamber between surrounding rock massif and stored product as well as between atmospheric air and the daylight surface of rock massif. A problem requiring strengthening of a backfill material and its thermal interaction with surrounding rocks during underground deposit mining by horizontal layers in conditions of the cryolitic zone is also discussed. The developed program takes into account cement consumption, geometrical dimensions of workings filled and a sequence of deposit mining.

In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

The Beaconsfield gold mine processing plant is a complex operation and utilises crushing, grinding, gravity gold concentration, sulfide flotation, bacterial oxidation, cyanidation and zinc cementation to recover gold from the partially refractory ore. This paper discusses the challenges, developments and advancements throughout the processing plant since start up, which have culminated in a 25 per cent increase in the mill throughput over the nameplate design and a concomitant gold recovery increase from 75 to 92 per cent. The improvements have been attained via advancements in mechanical integrity, metallurgical review, process control and operator training, resulting in the current operation producing over 630 000 ounces of gold to date.

Upholing was the principal mining method, although flatbacking was employed where ground conditions were more difficult. Developments since have included access via footwall inclines and connection of all stopes with major crosscuts. Flatbacking is the principal method. The most recent cut and fill operation is now fully mechanised using drilling jumbos, rockbolting jumbos and load-haul-dump units. Improved ground support and drilling and blasting practices have enhanced safety, recovery and productivity in all cut and fill operations.

The DOZ underground mine at PT Freeport Indonesia is a copper and gold mine in Indonesia with current ore production of 42 000 tpd. Because of the mine expansion into the West DOZ more ventilation raises are needed to create a safe and healthy work place. All ventilation raises that connect the extraction levels to the underlying gallery exhaust drifts at DOZ are now developed using drop raise techniques. This paper describes the improvements undertaken to increase blasting efficiency, to decrease cost and reduce safety risks. This was achieved by using deck loading and presplitting, changing of stemming materials and prevention of excessive raise collar cratering (blow up).

A simple production technique has been initiated and implemented at Oaky Creek open cut coal mine to optimise recovery of coal from the relatively thin geological seams. The production technique is based upon minimising coal dilution through careful dragline operation and the selective use of mine mobile equipment to clean the top of coal. In addition, recovery of coal from the pits has been increased by refining blasting and dragline methods.The implementation of the recovery optimisation programme at Oaky Creek has provided significant economic benefits from increased yield through the preparation plant by the reduction in dilution, and from increased raw coal tonnage through improved pit recovery methods.

There is today widespread concern about the future of the mining industry. In attempting to understand the underlying causes the paper probes in some detail, the long term structural changes affecting growth of metal demand and the development of excess mineral supply capacity. This examination reveals an industry characterised by an unfavourable combination of high barriers to exit and low entry barriers. While rising entry barriers are expected to herald some improvement in the profitability of mining over the next decade, this adjustment is likely to be slow and will require a more economically rational assessment of the industry by corporations and governments Alike.

The InLine Pressure Jig represents a breakthrough in digging technology Its design incorporates a unique combination of features previously utilised in conventional jig design. In particular, a moveable screen and circular bed are used to excellent effect. However, a major design innovation is the encapsulation of the circular bed within a vessel - allowing the equipment to operate under pressure. This innovation eliminates free water surface, improves the dynamics within the separation layer (crossflow) and provides significant cost savings in the handling of slurries. Recent research results have indicated its capacity to achieve high recoveries and upgrade ratios in the gravity separation of Minerals.

In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.
