The disposal and subsequent encapsulation of mine tailings in a cost-effective and environmentally secure and responsible manner is one of the principal issues facing any modern mining project. A careful assessment of all options available for the capping and subsequent remediation of tailings is important because it can result in large capital, operating and closure cost-savings. For these reasons, the technology of geopolymerisation is receiving increasing attention for the stabilisation and solidification of waste materials produced from mining operations. The first part of the current study investigates the application of geopolymer technology to the capping of hypersaline mine tailings. It has been found that suitable geopolymeric materials which have satisfactory compressive strength, durability as well as low permeability, can be formed using between 60 - 75 per cent of mine tailings as the main ingredient. It has been established that geopolymeric materials have the ability to suppress dust generation and prevent salt precipitation on the surface of the mine tailings. The slurry-like consistency of geopolymers would promote efficient application procedures through established tailings disposal techniques. This is a possible close-out technique for hypersaline tailings storage facilities such as those commonly found in Western Australia, which meets both regulatory requirements and community expectations. The immobilisation of contaminant metals within geopolymers has been investigated in the second part of the present study. In particular, the leaching characteristics of Cu and Pb from geopolymeric matrices derived from different fly ash sources have been examined. Potential breakdown of each geopolymer containing metal contaminants due to the leaching of Si and Al from the geopolymeric matrix has also been investigated.

As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...

Soil covers for mine waste are subject to changes in structure as a result of root development, and wet/dry or freeze/thaw cycling. The purpose of this study was to evaluate the changes in the hydraulic conductivity of three non-compacted clay covers over time. The covers are located on a sodic/saline overburden fill (30-Dump) at the Syncrude oilsands mine in Fort MacMurray, Alberta, Canada. Monitoring of these covers for temperature, matric suction, and water content by the University of Saskatchewan has been ongoing for more than three years. The three covers (D1, D2, and D3) were constructed in 1999 and are 50 cm, 35 cm, and 100 cm thick. The covers are comprised of a surface layer of reclaimed peat/mineral mix over a secondary reclaimed mineral soil (glacial till or glaciolacustrine clay), placed over a sloping shale surface. Field measurements of hydraulic conductivity within the secondary layer were obtained using a Guelph Permeameter during the 2000, 2001, and 2002 summer field seasons. Repeated measurements were made within the D1, D2, and D3 covers at depths of approximately 40 cm, 30 cm, and 60 cm, respectively. The values of hydraulic conductivity for the covers were similar to each other during each of the field study seasons. The mean hydraulic conductivity of the secondary layer increased every year: 2.5 + 10-6 cm/sec to 2.1 + 10-4 cm/sec to 4.3 + 10-4 cm/sec from 2000 to 2001 to 2002. Soil temperature data shows that one freeze/thaw cycle occurred each year at the measurement depths.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

Blasting is a critical task in the development of an open pit. The formation of stable slopes is also essential to the safe and economic extraction of ore. The objectives of a mine blasting department are often considered to be in direct conflict with those of the geotechnical department. This should not be the case. Personnel in the various mining departments need to understand that their goals are the same û to optimise safety and cost-effectiveness of the operation. Blasting has the potential to damage rock that is to remain in situ by generating either excess vibration, and/or pressure. These damage mechanisms are described and guidelines with respect to blast design to minimise the potential for damage are given. A rock mass could be expected to be subjected to varying degrees of damage by blasting, including both intensity of damage and also the extent of damage. These issues have potential to impact significantly on geotechnical design considerations. It is therefore important for the practitioner to define what constitutes damage. In the context of mining, it is recognised that there is a need to balance the requirements for efficient excavation with those of forming stable and cost-effective pit walls. It is therefore important to have a set of key performance indicators (KPIs) against which the performance can be bench marked. These would include cost and time, both of which may be influenced by very diverse factors such as drilling, explosives and their performance, fragmentation, excavator and haul truck performance, requirements for batter clean-up and safe working practices. KPIs are identified and discussed in this paper.

In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. Location of tunnel with regard to existing surface railway sidings and shafts.2. Ultimate tonnage required.3. Width and construction of belt.4. Speed of belt.5. Inclination of belts.6. Mineral resource and ore reserve classification defines the risk associated with quoted resource tonnes and grades, allowing the interested party to make a judgement as to the `worth' of the resource statement. The JORC Code and Guidelines (1992) are now well entrenched as the foundation upon which gold and base metal deposits in particular are publicly reported. There are three categories of resource, namely Measured, Indicated or Inferred reflecting decreasing levels of confidence. The ore reserve, that is the economically mineable part of the resource, is classified as Proven or Probable and can only be drawn from the Measured and Indicated resource categories. As summarised by Stephenson (1995), resource/reserve classification has been an issue ever since the earliest days of mining in Australasia where, like elsewhere in the world, the industry, for a long time, lacked firm reporting guidelines. Those currently adopted in Australasia as the minimum standards for companies reporting to the Australian Stock Exchange (ASX) have been developed and revised since 1972 by The Australasian Institute of Mining and Metallurgy (The AusIMM), the Australian Institute of Geoscientists (AIG) and Australian Mining Industry Council (AMIC). Debate is now underway in terms of adopting an international code. The Code specifically does not attempt to regulate either the classification technique nor the method of estimation of the resource/ore reserve, but rather places the responsibility for this task on a `Competent Person' whose experience will decide the appropriate approach for a given commodity/orebody. The Competent Person must be a Corporate member of either The AusIMM or AIG with five years experience `relevant to the style of mineralisation' under consideration.

Unplanned dilution has the potential to seriously undermine the economic viability of a mine, and in some cases results in mine closure. The effect of stress damage on dilution has become increasingly relevant as mining depths increase. In the case of narrow vein mining, the incremental extraction of long-hole rings has the potential to result in a moving high stressed zone at the stope brow. This leads the hanging wall and footwall to experience a spike in the stress to strength ratios as the brow passes. In some cases, the stress to strength ratio may be high enough to result in fracturing or damage to the rock mass. The aim of the study described in this paper was to investigate whether stress damage results in a significant increase in dilution. The study involved analysis of overbreak from 410 case studies from the Kundana Gold mine in Western Australia. Site personnel had already undertaken calibration studies of the stress levels that result in rock mass damage. This calibration, in conjunction with numerical modelling showed that stress damaged stope walls at this mine had on average 50 per cent more overbreak than stope walls where stresses had not exceeded the damage criterion. For a design mining width of 1.5 metres, and with both walls impacted, this represents 36 per cent increase in dilution. After adjustment for possible sources of bias the difference reduced to an average 0.10 metres per stope wall, representing 13 per cent dilution for the mining width under consideration. The potential for stress damage related overbreak should therefore be considered as part of any assessment of narrow vein dilution.

This paper presents the methodology for optimising blasting and comminution processes in terms of fragmentation developed by Metso Minerals Process Technology Asia-Pacific and South America (MMPT). The methodology is called process integration and optimisation (PIO) and involves a number of steps: benchmarking, rock characterisation, measurements, modelling/simulation of blasting and comminution processes and where required, material tracking. The measurements collected while at site are combined with rock characterisation and definition of ore domains to model the complete process chain. These data are used to develop site-specific models of blast fragmentation, crushing, grinding and flotation. This allows customised blast patterns to be developed that optimise both crushing and grinding performance. For each domain, blast designs are recommended to generate the optimal fragmentation size for downstream processes. The objective is to minimise the overall cost for the entire process and the changes often have a positive impact on the mining operation. Process constraints such as wall stability, ore dilution, muck pile characteristics, size of mining equipment, size and installed power of crushing and milling equipment and other process bottlenecks are considered in the blast designs. This methodology has allowed many operations around the world to significantly increase their production: generating typically five to 20 per cent higher concentrator throughput. A number of case studies will be discussed in this paper to describe the structured approach taken and demonstrate the benefits that are achievable. This paper will focus on the role of blasting in the optimisation of the entire mine to mill process chain and discuss elements of the PIO methodology: rock characterisation, fragmentation modelling and measurement, the relationship between fragmentation and mill throughput and material tracking.

In recent years there have been significant developments in the tech- nology available for blast monitoring, analysis and simulation. Progress in these areas has been achieved through research conducted by explo- sives manufacturers and independent research groups from universities and mining companies. Miners are increasingly keen to exploit this tech- nology to help them design blasts which make optimum use of explo- sives to produce easily excavated muckpiles for the minimum possible cost. The art of blast design in the future will increasingly depend on an adequate understanding of the nature of the rock mass, the perfor- mance of explosives and the characteristics required of the muckpile to suit the chosen excavation machinery. Despite recent advances in blast simulation and the prediction of blasting performance, the best way to determine how a particular explosive will function relative to other explosives is to conduct properly designed and monitored field trials. This paper discusses recent work at Mount Thorley Colliery which demonstrates that field blasting trials can be monitored and analysed to provide quantitative data on the relative performance of bulk explosives. Techniques used in the trials included the sampling and analysis of explo- sives, insitu measurement of VOD, monitoring of near and far field vibra- tions, high speed and still photography and survey measurement of muckpiles. These techniques provided data for the analysis of throw, swell, fragmentation and burden movement together with data on the consistency and robustness of different explosive products. The blasting trials allowed both the shock and heave energy of various explosives to be observed in the field and led to the derivation of design rules for the use of differ- ent explosives at the mine.

Coal mining operations in the Upper Olifants River Catchment in the Mpumalanga Province of South Africa are challenged with the increasing production of excess mine water that cannot be fully managed by existing practices of pollution control at source, recycling, and reuse on mining sites, storage and limited release to the natural water course. In contrast to this, the Olifants River Catchment is experiencing water stress and insufficient water is available to satisfy all water quantity and quality requirements for future industrial and municipal growth. It is estimated that the catchment has a deficit of 192 million m3 per annum if the reserve water requirements are taken into account. The future increased water requirements can be met by water transferred to the Olifants River Catchment from adjacent catchments. The cost of transferred water is likely to be substantially higher than the current cost of water supplied to local municipalities, commerce and industry. BHP Billiton and Anglo Coal Corporation are working together to jointly implement water management strategies that will contribute to the achievement of in-stream and dam water quality and aquatic objectives for the catchment. Consideration is now being given to the treatment and beneficial use of excess mine water. This will inaugurate a new era for the coal mining industry in South Africa, in which a pollution threat to the water resources in the Upper Olifants River Catchment is converted into a water source for beneficial use. Three potential mine water reclamation and reuse schemes have been identified and this paper details the technical, institutional, legal and financial considerations in the implementation of these schemes.

Solid Energy New Zealand is developing an extension of its Rotowaro open cast coal mine near Huntly. This large 8 year, 11 million tonne opencast coal mine, referred to as the Awaroa Project, is fundamental to Solid Energy's medium term business strategy and meets its open pit coal resource needs while further resources are developed for the long term. Equally importantly the project is also fundamental to meeting New Zealand's energy requirements in the face of growing demands, a dwindling gas resource, and dry winters creating hydropower shortages. This project with its national significance in the current energy climate, its significance to Solid Energy as a business and its significant size has been consented against a backdrop of criticism of the Resource Management Act and the introduction of the 2003 amendment to the Act. As is common practice for this type of project Solid Energy conducted a significant technical programme in order to complete a comprehensive assessment of environmental effects. Solid Energy also has an active programme of community and interested party consultation and this programme formed the basis for project based consultation with local residents, regulatory bodies and iwi. As a result of the approach taken the environmental effects of the project were shown to be no more than minor and Environment Waikato considered that the project should be processed under the limited notification provisions of the RMA amendment. The project was processed under RMA quickly and efficiently and consents were granted within 6 months of lodgement. The RMA and its 2003 amendment provided a good framework for dealing with this project and did not impede the process of development of this important energy resource.

Among countries afflicted with insLantaneous outbursts of coal and gas, Australia is noteworthy because of lesser disturbances of the seams and of the occurrence of CO2 in the seam gas from place to place. Research sLarted with the 1954 occurrences at Collinsville and Metropolitan Collieries leading to early publications reviewing the problem, describing occurrences and assessing variations in proneness factors in the two affected coal basins.The basic requirements for proneness include coals of high gas sorptive capacity, high ground stress, use of a mining method which provides higher stress concentrations and limits emission of seam gas, including high rates of advance. With CO2 in the seam gas proneness is greater.The mechanism is complex and not fully understood, but involves the coal, the roof, the floor, the gas, the mine opening, the ventilation, the kind of work and the rate of work. Geological disturbances such as faults and dykes increase proneness and tend to localise occurrences. On-occurrence of outbursts in some mines is difficult to explain.Outbursts are seen as a continuing threat to modem deep Australian mining of high rank coal.The simplest contributory factor to reduce is gassiness - despite the low permeability of outbursting coals - and present practices are showing promise. The greatest challenges for the future are partial degasification to below a known threshold figure and confirmation that this reduction is achieved and identification of anomalous geological structures ahead, the most likely locations for instantaneous outbursts to occur. The advances made to date give promise of a future with reducing experiences of uncontrolled instantaneous outbursts. For the Bulli seam particularly, working to achieve prediction and prevention is most urgent.

SomincorÆs Neves Corvo Mine, one of the largest copper producers in Europe, is currently constructing a paste backfill plant in order to replace cemented rockfill in its bench and fill stopes and possibly replace hydraulic sandfill in the drift and fill stopes. A 250 m flow loop was constructed at the mine and the flow properties of various paste blends were investigated. Cycloned tailings and total tailings were both pumped successfully as pastes and were also combined with waste rock for additional testing. The pressure losses in 102 mm and 154 mm diameter pipeline were recorded at flowrates up to 60 m3/hr and are presented at slumps from 120 mm to 250 mm. The data showed the sensitivity of paste mixtures to slight changes in consistency, confirming the need for accurate control during paste production and distribution. The flow results clearly showed the different paste behaviour between cycloned and total tailings pastes and the change in properties at low and high slumps. In addition to pressure loss data, strength testing was done on 38 mm and 82 mm diameter samples. Further strength testing is ongoing at the mine using fly ash as a supplement to cement, reducing the overall binder cost. Preliminary engineering for the underground distribution system is briefly discussed, with reference to the siting of the plant. The Neves Corvo Mine is particularly shallow and alternative methods to pumping were sought in order to ensure sufficient hydraulic head for underground distribution. The comparison of options had to take into account the capital and operating costs, the operation of the plant and the impact on the future expansion of paste fill utilisation at Neves Corvo.

Modelling and simulation are important aspects of flotation research, which may assist in the design of new circuits and the optimisation of existing ones. Flotation research in the AMIRA P9 project has developed a methodology for flotation plant modelling based on determination of cell (pulp) characteristics. froth characteristics, and ore floatability (using floatability components). The implementation of this methodology requires the determination of ore floatability, to which end a small flotation pilot plant known as the Floatability Characterisation Test Rig (FCTR) has been designed and then built and kindly made available to the AMIRA P9 project by Baker Process. The FCTR has a 2 tph capacity and consists of six 130 litre rougher/scavenger cells and six 50 litre cleaner/recleaner cells. The Mintek FloatStar pulp level control system is used to control the pulp level in all cells. A number of experimental procedures have been developed for using the FCTR to obtain the data required for the P9 flotation models. These procedures include how to determine the floatability parameters, Pi and mi, the bubble surface area flux, Sb, the mean residence of the pulp in the cell, t, water recovery. Rw, froth zone recovery, Rf, and the degree of entrainment, ENT. The flexibility of the FCTR allows it to be used in numerous flotation studies such as stream characterisation, reagent testing, grinding experiments, power studies, oxidation studies, and scale-up and simulation studies. This paper will describe the design and operation of the FCTR and the procedures that will be used to obtain data from the rig for modelling purposes.

Probably no other country or coutinent has so many rich deposits of various different minerals as Australia. Long ago in the days of my boyhood in the old land the marvellous discoveries of high percentage copper at Burra Burra, Peak Downs, Yudanamutana, and other mines, was one of the principal themes of conversation in mining circles whilst the specimens of malachite, azurite, etc, brought home by returning miners were the admiration of my boyish eyes.Later on the WalIaroo and Moonta mines still further helped to heighten the reputation of Australia as a copper-producing country. During the 21 years that the writer has been resident in the Australian colonies, other mineral deposits have sprung into prominence, and with a Mount Bischoff for tin, a Broken Hill for silver and lead, and a Mount Morgan for gold, Australia can now boast that it has had within its borders the leading mines of the world, in four different minerals, and still at least maintains that pre-eminence in gold, silver and tin. To the miner from the old land, Australian mining is at first a revelation and a wonder. In very many instances he looks in vain for the regular strike and dip of the veins he has been accustomed to'Smooth hanging and foot alls are often wanting. 'Huge irregular deposits, like those mentioned above, viz., Burra Burra, Mount Bischoff, Broken Hill, and Mount Morgan, are mysteries that will take time to fathom-if, indeed, they are ever thoroughly understood and in many a smaller deposit there is much to interest alike the professor in the college and the miner in the mine.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

In its industrial days, Hong Kong’s mining industry was thriving, benefitting from the mineral occurrences that are related to the regional Mesozoic igneous and hydrothermal activities.Hong Kong was unique in the mining sector as it was so small in landmass but with such a rich variety of commodities discovered. There are records of commercial exploitation of tungsten, iron, lead, silver, beryl, graphite, quartz, feldspar and kaolin in Hong Kong before 1981. Of these, most of them are located in the New Territories.The Lin Ma Hang lead mine was operated in the 19th century by the Portuguese and was abandoned in 1958. The Needle Hill tungsten deposit was discovered in 1935 during construction of the Jubilee Reservoir. The Ma On Shan iron mine, which operated for 70 years between 1906 and 1976, was the largest mine in the history of Hong Kong. The Mui Wo lead-silver mine on Lantau Island can be traced back to the Ming Dynasty 400 years ago. West Brother Island, which extracted graphite from 1952 to 1973, was levelled in the 1990s to make way for the development of the airport at Chek Lap Kok.Nowadays, these mines are disused and abandoned, but this extended abstract reviews the legacy of the mining industry in Hong Kong to understand the impact that it had on techniques, the economy and culture.CITATION:Chu, J C T and Chan, J S-L, 2015. Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities.
