The Cook Islands are 15 islands located in the Southwest Pacific (between 8-23°S latitude and 156-167°W longitude). The total land area is about 200 km2. However, because its islands are widely scattered, the EEZ of the Cooks encompass an area about 2 million km2. The Cook Islands government exercises sovereignty and jurisdiction over its EEZ according to international law and convention as a member state under UNCLOS1. Accordingly, the Cook Islands government exercises full control over resources in its EEZ, including minerals on the seabed. Decision making on allocating licences for exploration and ultimate mineral recovery is by the Cook Islands government and will be set out in relevant statutes. Seabed minerals investigations within the EEZ of the Cook Islands and adjacent waters were first carried out by, USSR, US, and New Zealand research vessels in the late 1960 early 1970?s and indicated the presence of high concentrations of manganese nodules. Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Hydrogenetic Fe-Mn crusts play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Most Fe-Mn crust deposits occur on the tens of thousands of seamounts found in the global ocean as well as on ridges and plateaus. Because of these circumstances, it is essential to clarify a number of outstanding issues with regard to Fe-Mn crust history and development, including controls on metal sources and concentrations. The first-order characteristics of Fe-Mn crusts as potential ore deposits include concentrations of metals (grade) and the thickness of crusts (tonnage), which vary depending on Fe-Mn crust structure and texture. Data on the structure, composition, age, and deposit characteristics will help define which factors are key for the creation of mineral accumulation and which combination of factors leads to the formation of potentially economic concentrations of metals. In this paper, we address the structure and characteristics of Fe-Mn crust stratigraphic sections collected from Central and Western Pacific seamounts. We describe the changes in mineralogical and chemical compositions of crust layers of different ages, the occurrence and regional distribution of these layers that correlate regionally, and reconstruct the paleoceanographic conditions that influenced crust growth.

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

INTRODUCTION Seafloor Massive Sulphides are typically found near the oceanic ridges at larger water depths (>1km). The physical properties of SMS, as shown in table 1, are comparable to the properties of weak rock. One of the technical challenges to enable extraction from these locations is the cutting or excavation process. Experiments have shown that the energy needed to excavate the material may increase with water depth (Alvarez Grima et al. 2015). Besides that, it is demonstrated that rock that fails brittle in atmospheric conditions can fail more or less in a plastic fashion when present in a high pressure environment, as would be the case at large water depths. The goal of this research is to identify the physics of the cutting process and to develop this into a model in which the effect of hydrostatic and pore pressures is included. The cutting of rock is initiated by pressing a tool into the rock. As a result, at the tip of the tool a high compressive pressure occurs, which leads to the formation of a crushed zone. Depending on the shape of the tool and the cutting depth, shear failures might emanate from the crushed zone, which will eventually expand as tensile fractures that can reach to the free rock surface. Through this process intact rock will be disintegrated to a granular medium. For an overview of the process (figure 1). Additionally, the presence of water in the pores of and surrounding the rock influences the cutting process through drainage effects. The most relevant effects are weakening when compaction and strengthening when dilation occurs in shearing and tension. Deformation of the rock causes the pore volume to change, resulting in a under or over pressure. As a result, the pore fluid needs to flow. The magnitude of the potential under pressure is limited through cavitation of the pore fluid, limiting further reduction of the pore pressure (figure 2). The drainage effects cause the rock cutting process in a submerged environment to show a stronger dependency of both the hydrostatic pressure as well as the deformation rate (figure 3).

"INTRODUCTIONHydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean [3, 4 - 8]. Now, commercial interests gain more and more attention. Mining systems are being developed which involve fragmentation of the crusts and their separation from the substrate. The effectiveness of such activities greatly depends on physico-mechanical characteristics of the crusts and rocks on which they form. This determines the importance of the engineering geological study of the objects.This article comprises the results of the engineering geological studies of the crusts samples (72 samples) and their underlying rock substrates (75 samples), which were carried out during the research cruises 6-06, 6-07, 6-08, 6-13 (2006-2013) on the Magellan Seamounts guyots in the Western part of the Pacific Ocean by the specialists of the State Scientific Centre Yuzhmorgeologia [10 - 13, 19, 20]. This is a part of the joint KIGAM-GNS-NIWA 3-year study of ferromanganese nodules on the Campbell Drift, east of Campbell Plateau to determine age distribution, growth rates and geochemical evolution in relation to geographic setting. During the research voyage SAA3 by R/V Tangaroa (TAN 9909) in July-August 1999, seafloor sampling and camera towing were conducted along the two transects across the known flow path of the Deep Western Boundary Current (DWBC) perpendicular to the lowermost margin of the Campbell Plateau and Bollons Seamount. The four major nodule facies, SHH (slope hydrogenetic nodules with high density), AHH (abyssal hydrogenetic nodules with high density), ADH (abyssal diagenetic nodules with high density), and ADL (abyssal diagenetic nodules with low density) were identified. Two additional minor nodule facies, SIB (slope irregular nodules with ice-rafted boulders) and SHB (slope hydrogenetic nodules with boulders and crust), of localized distributions are also identified.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. "INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

The continental shelves occupy a vast area of Russia and contain complexes of commercial placer minerals. Of prime importance are Cenozoic placers of valuable minerals including gold, cassiterite, diamonds, chromite, platinoids, and minerals of titanium, zirconium and rare earth elements, biogenic amber and fossil ivory (1). Commercial placer minerals are associated with shelf placer formation zones (SPFZ). These zones are located at junctions of marginal orogens and shelf troughs in morphostructures where upwarping, subsidence, and sign-variable neotectonic movements are not significant. The SPFZs are characterized by ancient buried leveling planes with mantles of waste, series of wave-cut aggradation terraces on land and beneath the sea, and drowned and buried stream valleys. The occurrence of mineral placers in the SPFZs was caused by endogenic mineralization and exogenic placer hosted formation. Concentrations of commercial biogenic minerals are associated with areas of burial of biogenic material (release of resins by plants and theriofauna thanatocoenoses) and with their transition zones. Since the Oligocene, alternations in marine transgression-regression have dominated the shelf areas. This has resulted in the formation of polygenic placers. Climatic conditions are of great importance: warm and humid climate in the Paleogene-Neogene changed to colder climates in the late Pliocene (polar type sedimentation; formation of permafrost strata and sea glaciation). These events are responsible for the regularity in placer formation during the Cenozoic in which the early Cenozoic (Eocene-Oligocene-Miocene) and late Cenozoic (late Pliocene-early Pleistocene and late Pleistocene-Holocene) epochs are prominent.

"INTRODUCTIONPolymetallic nodules from the Clarion and Clipperton Zone (CCZ) within the equatorial NE Pacific Ocean show high concentration of economic important strategic metals such as Ni, Cu, Co, Mo and Rare Earth Elements (REE). The content of those metals in nodules is depending on (i) the supply during individual growing periods, (ii) the environment conditions as well as (iii) on different manganese minerals, which occur in nodules. The incorporation of the metals can vary within the structure (incorporated into the structure / over vacancies of the structure) and this can be relevant for the further metallurgical treatment.Mineralogy of Mn-nodules from the CCZ and the incorporation of metalsManganese nodules consist of nm to µm thick layer growth structures (LGS) of different genetic origin (hydrogenetic/suboxic-diagenetic). Those LGS form due to the precipitation of Mn-and Fe-(oxy) hydroxide colloids from the oxygen rich near-bottom water and/or pore water (hydrogenetic growth; Halbach et al., 1988) or from suboxic (depleted in O2 <5µmol O2/l; Hein and Koschinsky 2013)) near-bottom water/pore water (suboxicdiagenetic growth; Halbach et al., 1988; Wegorzewski and Kuhn, 2014).In general, metals dissolved in seawater will be adsorbed and complexed on the oxide surfaces according to their different surface charge. The surface charge of the Mn-Fe (oxy) hydroxides depends on the pHzpc (zpc: zero point of charge). In seawater dissolved hydrated cations (Ni2+, Cu2+, Co2+) are adsorbed preferentially on the negatively charged Mn-oxide (MnO2 -) surface (pHzpc 2.8). In contrast, negatively and neutrally charged complexes (e.g., Ti(OH4); REE(CO3)2 -, MoO4 2-) are adsorbed on the surface of Fe-oxy hydroxide colloids (FeOOH+) which have a slightly positively charged surface (pHzpc 8.5; Stumm and Morgan, 1981; Koschinsky and Halbach 1995)."

Hawai&apos;i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai&apos;i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai&apos;i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai&apos;i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai&apos;i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State&apos;s goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai&apos;i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State&apos;s economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.
