The Continental Shelf Division of the Marine Minerals Technology Center has recently completed field tests of the percussion- waterlift drill and the vibracore/vibralift convertible drill. The two systems have been modified from existing drills to increase their effectiveness and flexibility for nearshore minerals exploration. Originally the percussion-waterlift drill was designed for iand based operations, but it has been modified for use in protected shallow water areas. This drill is easily maintained, inexpensive to construct and operate, and is able to accurately recover representative samples from a variety of sedimentary deposits. Sampling is accomplished using either a reverse circulation method for the recovery of a slurry of sediment cuttings and water or employing a thin walled "Shelby tube" to core zones of interest. The vibracore/vibralift convertible drill is a modification of the remote placer drill (RPD). By combining these drills into one convertible system, it is possible to recover continuous cores of unconsolidated fine-grained sediments (vibracore), a slurry of clay to gravel size sediments over 1.0 meter intervals (vibralift), and to sample sedimentary material in environments where indurated

The City of Honolulu mines sand from nearshore deposits for beach maintenance. The suction dredging operation creates a discharge plume which is carried by currents and other motions until it settles out of the water column. The dispersion of such a plume is influenced by distribution of particle size, as well as site dynamics. Interest in dispersion characteristics stem$ from concern about possible deleterious influences of such a plume on the nearshore environment. The behavior of such plumes has been modeled by Brandsma and Divoky (1976), as well as others. This study is an attempt to calibrate a plume model (modified from Brandsma and Divoky's model by Wang), using concentration, turbidity, and fluid velocity measurements of a small plume taken under field conditions. This calibrated model could then be used to predict dispersion characteristics of a much larger plume. Sand suction-dredged at a depth of 12m with a four-inch pipe and discharged at midwater was used to create a test plume closely simulating the conditions found during regular mining operations. Water samples containing suspended material were taken at varying distances from the discharge, from which concentrations were measured in the lab. Transmitted natural light measurements were used to provide estimates of turbidity. Current velocities were measured using current meters, as well as drogue-following methods. These data were then used to help estimate the vertical diffusion coefficient in the model.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). The U. S. Bureau of Mines participated in a two-year joint State of Oregon/Department of Interior Placer Task Force study on the economic and environmental aspects of Oregon's marine placer deposits. The effort culminated in a research cruise off the southwest coast of Oregon to investigate the geological and biological characteristics of the continental shelf deposits. The Bureau's role was to collect and study the placer material off the continental shelf and to determine its strategic potential and significance. In-depth characterization of the sediments by optical and electron microscopy verify that the placer material from Cape Blanco contains up to 3 pct ilmenite, 0.5 pct chromite, and small amounts of zircon and gold. However, harsh sea conditions and equipment failures prevented sampling below a four-foot depth at the Cape Blanco site. Results to date indicate that the deposits sampled off the southwest coast of Oregon do not represent a significant source of strategic minerals. However, further study of the deeper sediments off Cape Blanco may uncover significant concentrations of chromite. This presentation encompasses the site geology, the geophysical and biological activities of the expedition, and the results of the Bureau's mineralogical and chemical investigation. The combined findings of the Bureau and other Task Force agencies have provided information needed to expand the country's limited knowledge of marine mineral resources and has assisted state and federal agencies in the formulation of offshore mineral policies.

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

A long history of gold production at Nome, Alaska has resulted in long term interest in the nearshore environment as a production target. Mining by Western Gold Exploration and Mining Company offshore of Nome yielded approximately 100,000 troy ounces of gold in the period 1986 through 1990. This study was designed to determine the relationship between heavy minerals, sediments, and gold concentrations which occur in the upper meter of sediment offshore of Nome. Standard procedures were implemented for grain size analysis, heavy mineral separations, and heavy mineral frequency determination.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. Geothermal Energy has a great potential for meeting the electrical and thermal energy requirements of many countries and territories lying along tectonically active zones within and surrounding the Pacific Basin. Energy requirements for many of these small, scattered volcanic island nations preclude development of conventional generating facilities large enough to incorporate any economies of scale. However, by attempting to discover and develop shallow, relatively low temperature, geothermal reservoirs associated with recent vulcanism on many of the volcanic islands, exploration expenditures and risks, and problems associated with the development of high temperature resources can be reduced. Exploration and development drilling for these resources can be accomplished with truck mounted rotary drilling rigs that are less costly and more suitable for operations within the island infrastructures than the conventional rigs normally used in the drilling of deep, high temperature geothermal resources. Experience over the past decade with small, modular, binary (Rankine) cycle generating units indicates that geothermal energy can provide a reliable source of baseload electricity in the amounts required and at a cost that is competitive with other alternative and conventional energy sources. Development of shall, moderate temperature, geothermal resources with small, modular binary cycle generating units can provide ideal additions to the energy sources of many of the Pacific volcanic island nations within the framework of their island economies.

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts.
