The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

The results of an investigation evaluating whether an industrial plant, currently operating using sodium isobutyl xanthate (SIBX) as primary collector for sulphide minerals (mainly chalocopyrite), could adapt to operate using an alternate primary thiol collector without compromising plant and metallurgical performance. Initial laboratory scale flotation tests identified commercial dithiophosphate (DTP)-based and thionocarbamate (TC)-based collectors, that when blended, showed potential to replace the incumbent SIBX primary PGM collector. Industrial plant trail results show that there was no deterioration in recovery of 4E PGMs, even at a lower concentrate grade when operating the plant on the identified (DTP + TC)-based collector blend compared to SIBX. The effect on Cr2O3 content in the final concentrate was also found to be negligible. The (DTP + DTC)-based collector blend also showed promise in terms of plant adaptability in accommodating a new primary specialty collector blend. These observations highlighted the potential of replacing xanthate primary collectors with alternate thiol collector blends for PGM flotation. This paper presents an integrated pipeline transport system for thickened coal sludge, which combines pretreatment and pipeline transport with combustion techniques of thickened coal sludge. The pipeline can transport thickened coal sludge with a sufficiently high solids content (about72%?77%) and high apparent viscosity (about 1 000Pa?S?3,000 Pa?S) directly by pipeline having neither use for water nor an addition agent. The transport distance can be as high as 1 000 metres. In particular, the operating principles, key equipment and technical parameters of this integrated system are examined in this paper. The integrated system effectively causes no pollution to the environment because it is completely sealed, and conserves energy over traditional conveyer designs. Tests were conducted during the middle of this year to evaluate techniques and the equipment used in a novel continuous mining system for use in narrow reef tabular orebodies. Equipment was designed and supplied to test a mechanized drilling rig, a selection of rock breaking techniques and an integrated rock removal system, mounted on a self-advancing reciprocating flight conveyer. As the rock breaking techniques do not depend on the use of large quantities of conventional explosive the systems and equipment employed here have the potential to run continuously for 24hours per day. Whilst the tests carried out use simple prototype equipment employing established technologies, the long-term objective remains the use of sophisticated machinery capable of running continuously and un-manned, only interrupted by brief service intervals. The typical service life for a long distance slurry pipeline is15 to 25 years. Determination of wear rate for a pipeline could have a high economic impact on the pipeline project. Wear is a combination of chemical corrosion and mechanical abrasion. The contribution of each factor has to be determined project by project. Normally, chemical corrosion dominates the pipe wear in fine slurry pipelines. These pipelines have been designed with a velocity between 1.5 m/s and 2.5 m/s. Solids are suspended with high homogeneity across the pipeline section. Bottom wear is not much greater than the top wear and not sensitive to velocity. The wear pattern in the pipeline transporting medium coarse solids, such as milled ore and tailings, is different. Wear concentrates on the bottom of pipeline and the outer bends, and is more sensitive to flow velocity. Wear distribution along the pipelines is similar.

During the exploration phase of mine development, drilling location is in the hands of the geologist, and drilling is spread over the entire domain of the property or deposit boundary. During the mine planning and production phases, however, the mining engineer also needs to use the information obtained from the drilling program. Thus it is important that he/she have some input into the selection of the drillhole locations. Usually, when exploitation will center on one portion of the property for the immediate future, the mine engineer will want to have more of the drilling performed in this area. In the early stages, the purpose of the drilling was to make a decision concerning whether or not to develop a mine. Once the decision is made to proceed with this development, the mine engineer needs to know, with as much confidence as possible, the estimate of the ore grade at each location where mining will occur. This paper addresses the problem of drillhole location for the needs of the mining engineer. The goal is to compare a variety of approaches to drillhole location with a new approach developed by the author. This approach is based on the theory of geostatistics, with the estimation variance used as the quantitative measure of the confidence attained. The goal of the algorithm is to select those locations that minimize the estimation variance subject to constraints on the number of drillholes and the total cost of the drilling program. The kriging equations are used as another set of constraints. The resulting nonlinear optimization model is expressed in terms of binary (0 - 1) decision variables leading to a solution by the branch-and-bound procedure. The algorithm has been applied at a number of operating properties, and practical results and suggestions for implementation are provided.

We present a novel hybrid algorithm for quantifying the ore grade variability that has central importance in ore reserve estimation. The proposed algorithm has three stages: (1) fuzzy clustering, (2) similarity measure, and (3) grade estimation. The method first considers data clustering, and then uses the clustering information for quantifying the ore grades by means of a cumulative point semimadogram function. The method provides a measure of similarity and gives an indication of the regional heterogeneity. In addition, grade estimations can be obtained at different levels of similarity using a weighting function, which is the standard regional dependence function (SRDF). The use of fill in deep-level gold mining presents the possibility of achieving considerable economic and operational benefits if conventional support can be eliminated. Unfortunately, the combination of the properties of tailings from gold reduction plants and the narrow, flat, tabular reefs being exploited make conventional hydraulic filling very unpractical. Laboratory tests indicate that, with careful control of water content, these tailings can provide an adequate fill material. A variety of bonding agents have been investigated, and the most practical seems to be ordinary Portland cement. Even at very low cement contents some cohesion is achieved. The design and layout for a complete fill support system using hydraulic transport, dewatering, and pneumatic placement are discussed, and a surface field trial indicated that the principles involved are correct and that acceptable results can be achieved. This system and material would completely eliminate conventional timber and brick support, and a preliminary economic analysis indicates that filling is cost competitive on a direct replacement basis. All the operations for a full-scale operation are available or have been developed to a stage sufficient to indicate that the system is practical, although certain operations require further refinement.

The advantages to be gained from the use of a high-density ion-exchange resin in a uranium recovery circuit are shown. It is concluded that, in existing fluidized-bed plants, the throughput of solution can be increased by up to 40 per cent at the same uranium recovery. Alternatively, the values in the barren solution can be improved at the same flow-rate of solution.

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

Although stainless steels have been used to a limited extent in the South African mining industry, the metallurgical development of 3CRI2 has presented materials engineers with a viable alternative for certain materials-handling applications. The various types of wear involved in these operations are described, and an explanation is given of how 3CRI2 is able to offer advantages, particularly in wet sliding applications. Certain applications result in various types of abrasive wear, and the performance of 3CRI2 in these areas is described.

This paper describes the operating practice and design features of an intensive-cyanidation plant at the East Gold Plant of Vaal Reefs Exploration and Mining Company Limited (V.R.E.M.). After the development oh cyanidation route for the treatment of gold-plant gravity concentrates by the Anglo American Research laboratories (A.A.R.L.), a full scale plant was commissioned at Western Holdings (Welkom Division) Gold Mine in March 1977, and the V.R.E.M. plant was commissioned in August 1981. Although the gravity-concentration route does not now enjoy the prominence of former times, in an existing conventional plant the intensive-cyanidation route can successfully replace mercury amalgamation.

In any manufacturing organization internal logistics plays a vital role in improving and maintaining the productivity. In Ferro Alloys manufacturing organization where there is huge input of raw material in terms of ore, reductants and variety of fluxes amounting to about four times of the mass of alloy produced need to be handled from yard to furnaces , internal logistics requires utmost attention. Any deviation or mismatch between stock and requirement will affect furnace operation. Though the activities are being outsourced by most of the organization, these require close monitoring. This communication presents an optimization model which can work as a ready reference for the manager to decide upon the material quantity and the furnace to be fed with an objective of minimizing the cost of handling and zero production loss.
