Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

Today most belt conveyors used for the transportation of bulk solid materials are driven in a centralized way with all drives in one location. The dynamics of these systems has been studied since the early seventies of the previous century and are well understood. Compared to the more conventional belt conveyor system with a centralized drive station positioned at the head and/or tail of the system, a decentralized driven layout with drive stations distributed along the whole length of the belt offers a number of advantages. However, to make a decentralized driven configuration a good alternative to a centralized driven, the system designer will have to balance these benefits with the increased complexity. The full potential of a decentralized driven system can only be realized if the right balance is found between the locally applied drive force and the motion resistances occurring along the system. From previous research it was found that in a multiple driven belt conveyor system the most dominant belt behavior occurs in the belt section between the tensioning device and the first drive station. In this paper different possibilities are analyzed to improve this dominant belt response and optimize the starting behavior. This can be accomplished by changing the predescribed start up profile, starting the drive stations in sequence rather then all at the same time and altering the locations of the drive stations.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

The purpose of this study is to compare estimation methods for lignite reserves at the Amyndeo mine and to provide a map of the estimated thickness of the coal seams. The reserves are first estimated with the method of Voronoi diagrams, using a group of mirror points to close the polygons around the boundaries of the mine. The second estimation method is based on Ordinary Kriging using the Spartan variogram model. Finally, the reserves are estimated by the mean lignite thickness value of the drill-hole data Two data sets are investigated. The first one corresponds to an exhausted part of the mine. The derived reserves estimates are compared with the actual data obtained by the Public Power Corporation (PPC) to validate the analysis. The second data set extends over the entire mine, and it is used to derive an approximate estimate of the total lignite reserves. A geostatistical analysis of the total layer thickness is performed. An interpolated kriging map of the total thickness variation is produced accompanied by a map of the kriging uncertainty.

Treated effluent from the Clean Water Coalition (CWC) member agencies is currently discharged at an annual average rate of 6,570 l/s into the Las Vegas Wash, and is increasing annually. As the effluent flow increases, the nutrient loading of the treated effluent will approach the maximum limits allowed under the current regulations. To manage this flow while maintaining water quality in Lake Mead, the CWC is implementing a 44-km-long conveyance system. This paper discusses the geological and geotechnical aspects of the 13.4-km-long tunneled section through the River Mountains and their effect on design. The tunnel alignment traverses a heterogeneous package of volcanic and sedimentary rocks exhibiting widely variable rock conditions.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

This paper presents a history of the planning, engineering and construction completed for the railroad tunnel crossing part of the West Elizabeth Avenue Storm Drainage Project, undertaken to relieve flooding within the West Elizabeth Avenue area in Linden, NJ. The Railroad Crossing Contract is part of the larger Linden Drainage Improvements Project consisting of a new gravity storm sewer system. The improvements are required to provide additional storm drainage for the City of Linden and the Merck Pharmaceuticals manufacturing facilities in the City of Linden.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. For tunnels in horizontally bedded rock, geologic factors affect the selection and design of the initial supports, including the rock propensity toward parting along bedding and the resulting high potential for rock slabbing during excavation. To evaluate this ground behavior, numerical analyses and results with Mohr-Coulomb, Hoek-Brown, and Ubiquitous Joint constitutive models were used, using the Upper Rouge CSO tunnel in Detroit, Michigan as an example. The different rock models and other geologic considerations are shown to impact the selection of the tunnel initial support and design. This paper emphasizes the appropriate selection of an analytical model based on the site specific geology to achieve an optimum initial support design.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Rip van Winkle is back ? and he?s meaner than ever.?

The disposal of plant tailings in a safe and environmentally acceptable manner has taken on increased importance throughout the world, across all types of mineral beneficiation plants. In the U.S. plant life span, expansions and new plants in the current robust mineral markets are faced with environmental pressures to minimize the use of land for disposal by maximizing existing tailings pond capacity. The combination of many drivers from economic to environmental have brought paste thickeners into the coal industry (PasteThick 2007) Thickening tailings to a more concentrated slurry is a common step in the disposal flow sheet. Thickening to a non-settling ?paste?, also called ?thickened tails? or ?tailings stacking?, is a relatively recent development. This paper describes the paste thickener as an alternative for dewatering a fine coal refuse (tailings) stream for deposit as a paste. Initial operating results of the paste thickener are discussed.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

In late 2007 Neptune Minerals Plc. commissioned Genesis - a leading consultancy and engineering company affiliated to the Technip group - to undertake a Seafloor Mining Conceptual Study for mining of Seafloor Massive Sulphides (?SMS?) in Neptune?s New Zealand licenses. A key deliverable of the study was information to de-risk the perception of SMS mining for investors the minerals, and that deep-sea mining of SMS material is technically feasible, commercially viable and can safely be managed as a sustainable marine resource industry. This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

Experience has shown that, since the passage of the Surface Mining Control and Reclamation Act, over-compaction of spoil during the reclamation process has severely limited tree growth on reclaimed land. Researchers at the University of Kentucky have conducted a ten-year investigation at a surface mine in eastern Kentucky that monitored the changes in selected spoil physical characteristics for various reclamation and compaction alleviation methods. More specifically, research plots were developed for reforestation that employed three different levels of compaction and two different methods of ripping for overly compacted spoil. Each year measurements were made in the field of dry bulk density, using a nuclear density gage, and maximum penetration depth, using a recording cone penetrometer. In addition to good correlation between tree growth and selected spoil characteristics, the data demonstrated a gradual convergence of the measured spoil characteristic data over the study period.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. In the northwestern part of the Netherlands lies the deepest solution salt mine in the world. The company operating the mine is Frisia Zout bv (part of the K+S group). Extracting the NaCl from caverns at a depth of nearly 3000 m has a lot of challenges. Continuously monitoring, among others, the flows, pressures and salt concentrations is necessary to safely and economically mine the salt. A system has been set up at Frisia to be able to monitor the data from a distance. Data has been put in graphs to monitor the trends daily. All gauges are also continuously monitored to maintain accuracy. With this system a better understanding of the mining process has been made and has led to many optimizations.

Bob Woolsey was born in 1936 in the state of Georgia and grew up to be a man of great integrity, vitality, wisdom and charm, totally neutral on matters of race, gender, and religion. A true Southern Gentleman in every sense of the word. His passing on July 9, 2008, the victim of an automobile collision, left an empty space in the hearts of his family, and his many friends and colleagues throughout the globe. The posthumous award of the Moore Medal of the International Marine Minerals Society, to Dr. J. Robert Woolsey for Excellence in the Development of Marine Minerals, is a well deserved tribute to this man who spent the last 30 years of his professional career heavily involved in research and development of marine minerals on an international basis. He first came to my attention in Burma in 1979 where, as a newly appointed technical advisor to the United Nations Development Program Offshore Exploration for Tin, I had to fill the shoes of an almost legendary figure "Dr. Bob", who accompanied by his wife Maxine had spent the previous two years initiating the program. Bob had planned to completion the construction in Singapore of a unique drilling vessel the RV Sea Drill, a spud anchored, twin-hulled barge, mounted with a Becker Drill, and designed for sampling alluvial tin deposits in the coastal waters of the Mergui Archipelago in the Andaman Sea, off Tenasserim. He had also designed and built, with the help of his side -kick Bruce Jernigan, a barge mounted dressing plant for reducing and concentrating the drill samples. The adventures of Dr. Bob in transporting the equipment to the drilling site in monsoon weather and the transfer of the drill barge from the Malaysian port of Ranong across the strait to Victoria Point in Burma with a mutinous crew will remain in the hearts and minds of his Burmese colleagues for many a long year. On his return to the States he joined, in 1980, the faculty of the University of Mississippi (UM) as assistant Professor of Geology and Geological Engineering. His prior experience in private industry and the United Nations had focused on marine mineral resources and related environmental engineering projects in Africa, South America, the Mediterranean, the South Pacific as well as south east Asia, working with dredges, mining for alluvial tin, gold, diamonds and industrial minerals. He continued to work in the area of marine minerals at UM, making a name for himself as Director of the Mississippi Mineral Resources Institute (MMRI).
